anin, my name is rowa donova, i live in district three in oak Point, i’m asking my fellow Leech Lakers, mCt members to vote for me in the upcoming housing Board election. i’m not a political person by no means, the problems and situations that “got me mad” have brought me to this po-sition, i’ve worked for Leech Lake Hous-ing for over three years, i’ve led a crew for 2 ¾ years of this employment. the recent layoffs, the employment of out-side contractors, the “list jumping” the financial use of funds of liberal discretion, the multiple home giving while others are homeless, so many issues and in my eyes it seems like no one has a handle on any of it. our current condition of older homes concerning updating, maintenance, mold or air quality issues are a priority, new homes are a priority, responsible home tenants deserve rewards for taking care of housing homes, our elders are stretched financially on low income but housing board had rent increases across the board, to build up the coffers to keep paying for “whatever”. i think it’s time for a commit-ment of Leech Lake and mCt members; we’ve lost sight of our goals to provide safe, clean, affordable housing, and ended

up with a cash eating machine. it’s time to say as a Leech Laker, pillager tribal mem-ber, i will with every ounce of energy, re-source, and unwavering determination, get our housing programs back on track and set a example of how it’s done, instead of a example of what not to do. i’m asking Leech Lakers and mCt members, to vote for me, i’ve been in construction since 1993. installed solar panels, air quality programs, radon gas programs, i listen intently on issues of Housing, crowding, bumping names, discrepancies of hous-ing on the board. i believe in putting our nation to work, this was a failure of our board they seen this coming, but yet did nothing to solve our employment issues, our people being financially stressed out, our kids sleeping 3-4 or more a room and an uncle and aunt on a sofa, i see homes being built, then destroyed, while others stand watching, wishing they had a home, our homes represent who we are person-ally, either owned or rented. there no rea-son for disabled, elders, or families to be evicted. there are many avenues of com-munication open i know our incomes are going to electric, gas, car, and insurance.

i live this life, the last thing i need to hear is someone raising rent, kicking people out, won’t fix a home or do maintenance on it, because there is no money, good planning, financial responsibility, and just common sense seems to elude our board. i want to be elected to the Board because its time someone put a stick in their spin-ning wheels and brought them to reality. to remind them of what the job id, what the overall mission and goals are. they have forgotten who they are, but worse they have forgotten who they serve, yes serve, its time the board becomes account-able for the actions taken and the vote will reveal that Leech lake wants and needs, low income , safe, affordable, hassle free, i’m proud of our homes on the rez, hous-ing. Pictured here are 24 year old Vincent Brown and his K9 partner. Officer Brown went to school in Cass Lake and currently lives in Cass Lake. i am an enrolled mem-ber of Leech Lake Band of ojibwe. He at-tended college at Leech Lake and Hibbing for Law enforcement. He’s been working for Leech Lake tribal Police since march 2011. His partner K9’s name is Carter. Carter is an aKC registered Chocolate Lab and is trained to detect narcotics. Carter was trained in the areas of Coon rapids, anoka, Big Lake and Becker mn, and is currently certified through the Ano-ka County Sheriff’s office. Officer Brown trains with Carter weekly in detection and obedience training to keep him sharp. “just like humans, dogs can lose things that they have been trained to do if they don’t practice often,” said officer Brown.

Leech Lake Tribal Council Approves Historic Settlement of Tribal Trust Claims April 12, 2012 CASS LAKE, MN

the Leech Lake tribal Council has approved an agreement to settle the Leech Lake Band of ojibwe’s claims against the United states for an account-ing of trust funds and mismanagement of tribal trust assets. the settlement will pay the Leech Lake Band $3.5 million. “after careful review and de-liberation, the tribal Council agreed to accept and approve the proposed settle-ment,” Leech Lake tribal Chairman ar-thur “archie” Larose said. “thanks to the extremely detailed and comprehen-sive analyses of a number of highly-qual-ified experts, the Leech Lake Band had a thorough understanding of where past mismanagement had occurred,” Larose said. “We were able to get to the final settlement amount by demonstrating how mismanagement of the Band’s assets re-sulted in significant monetary damages.” Hedi Bogda, a member of the Leech Lake Band and an attorney with the Leech Lake Legal department in Cass Lake, mn, served as legal counsel on the case and said that the settlement was a positive step forward.

“the inherent risks of litigation and the willingness of the department of justice to address these issues in a fair and honorable manner made the settle-ment by far the best option,” Bogda said. “this settlement agreement represents a significant milestone in the improvement of the United states’ relationship with in-dian tribes.” the settlement agreement states that it will not constitute or be construed as an admission of liability by any party. additionally, the settlement agreement has no bearing on the pending nelson act legislation, potential subsequent liti-gation related to the nelson act or other significant claims that the Band may want to pursue in the future. “We will keep our Band membership informed of the settlement progress, and hope to receive the funds within the next year,” Larose said. “although there is no com-prehensive formal plan in place on the long-term use of the funds, we hope to receive constructive feedback and input from the membership on our most critical needs.” For more information, contact Archie LaRose, 218.335.3673

Leech Lake and Cass County D iscuss in f r as t r uc tu r e

Last march the Cass County Board of Commissioners and the Leech Lake rBC met with key staff from both organizations to discuss area safety con-cerns, new projects and how the two bodies can pool efforts in order to better serve their constituents. everything from withering roads and trails to bridges and wastewater im-provements were discussed at the meet-ing as well as plans to further continue the partnership between Cass County and the Leech Lake Band. The meeting specifically touched on replacing the Boy river Bridge and the fact that it has been a dangerous place for people to fish given that people usu-ally fish right off the bridge with less

than four feet between themselves and passing vehicles. district ii representa-tive steve White has been lobbying for the replacement of the bridge with ad-ditional places from which to fish and possibly park since he was sworn in. “it’s a big safety concern, i don’t want to see anyone getting hurt fishing from that bridge." similarly, the proposed trail next to Co. road 75, (the Palace Casino road) was discussed as well as possibly lowering the speed limit and or adding additional lighting for safety reasons. members from both organiza-tions expressed their gratitude for the partnership that has existed between the Band and Cass County and both hope to continue the dialogue in the future.

thank you all very much. You have voted and your voices have been heard, and i feel very honored by all of my people. i have talked with a lot of you and something that keeps coming up is that our reservation has to change and i am here to tell you that i wholeheartedly agree. therefore, it is time to get to work; it is time to come together and organize so that we can usher in the change we all know is needed. We cannot stand by and let things keep going as they have been. our leaders are not changing what they said they would, so it’s now our responsi-bility to make change. We need to become better at how we educate our people, and we are getting better. the tribal College was just recog-nized at one of the top seven community based colleges in the entire United states! now we need to expand on that success by giving more to our college bound Band members. once again, i am truly honored with the faith that all of my supporters have put into me, and i will not let you down.

He was born on december 22, 1989 in Bemidji, mn to Patrick and ro-setta (johnson) Howard. He graduated from Holbrook academy in arizona. ja-son got to know jesus Christ in his own loving way. He was sub-supervisor for Leech Lake temporary employment and supervisor for the onigum day Labor program. He did light carpentry with his grandpa and uncles and many other odd jobs in the community. Barbara alicia Fairbanks, lov-ingly known as Chi-Qwe, was born in Cass Lake on march 31, 1948. Barba-ra attended Cass Lake elementary school. due to

her illness the family had to move to minneapolis to be close to doctors. Barb’s chronic illnesses eventually led to her suffering years of being physically and mentally challenged. At first Barb was cared for by her parents, but she ex-perienced many years of hospitalization and was under continuous care of doc-tors. Barbara was never able to have a family of her own. However, she has been blessed with four sisters; sharon Kotla (anthony), Karen moses (the late james moses), Cynthia Fairbanks, judith Fairbanks. Barb also leaves behind her mother Frieda nestling Fairbanks, thir-teen nieces and nephews; ronald shaba-iash, Christopher shabaiash, judee Cyn-thia (j.C.) garbow, Byron garbow, terry Lee robinson, amber Fairbanks, rachel gagnon, Christina gillingham (shawn), jim moses (rochelle), Lauretta Blakeley (Faron), sarah strong, Beth moses, Kim-berley moses, she also is survived by 30 great nieces and nephews. Barb was preceded in death by her father selam g. Fairbanks, infant brother Benny, two nephews; Zachary Fairbanks and skye Fairbanks, and one great nephew Christopher gagnon. Barbara loved doing puzzles, various arts and crafts, spending time visiting her family, and listening to country music. He first worked for the state of minnesota in road construction, and then subsequently for Potlatch retiring in 1999. during his retirement years he enjoyed his job as transportation Coordinator for the Leech Lake reservation. He received great sat-isfaction in helping to transport people to their various appointments and being a “listening ear” along the way. He also enjoyed riding his motorcycle, stock car racing, bird feeding and watching, and talking politics. He always looked for-ward to the next road trip, especially to the mountains. He was proud to have vis-ited many national parks during his va-cations. doug loved to visit with family and friends and will be remembered as a big tease and jokester. most of all he will be remembered as an unselfish, kind and gentle man with a big heart, and a man who was strong in mind, body, and spirit. doug is survived by his son doug, jr., siblings; Bonnie (art) Black-lance, Carrie day, darlene m. day (jer-ry), Leroy “Winston” day, numerous nephews, nieces, cousins, and former wife maxine joyce day.
