The Banner Center is Preparing Today’s Students for Tomorrow’s Workforce
I had the pleasure of at-tending a program at George Stone recently where I heard a presentation from Kurt Morauer, director of the Employ Florida Banner Center for Construction (BCC) based in Gainesville, Florida. Morauer was invited to speak by HBA Past President Todd Stafford of Heaton Broth-ers Construction. Stafford met Morauer at a Florida Home Builders Association Conference last year, and the two have been collaborating on ways to help the workforce in our area. Morauer spent a few days in the area teaching seminars to students at George Stone, Navarre High School and Locklin Technical Center. He travels with an all-equipped, state-of-the art travel trailer that has a construction crane simulator that students love to play with. With the video gaming world we live in, these kids have great hand and eye coordination, and they are impressive. Through Stafford’s efforts, he brought a 1.5 million dollar crane to George
Stone so students could see a real one in action. It was also to teach them that they could earn a great living as a crane operator. Some crane operators earn upwards of $200 an hour. Morauer said the BCC is a consor-tium of industry, workforce, and educational partners providing training and career ad-vancement solutions for Florida’s construc-tion workforce. Construction will one day again be a growing sector of Florida’s economy and there exists an ongoing indus-try crisis in finding and maintaining a skilled workforce. BCC is a key component of increasing workers career opportunities and reducing employer training and recruitment expenses.

Darrell Gooden Captures Builder of the Year Honor
The fact that the economy has delivered a huge blow to the housing market and builders’ businesses is old news. No matter where you go, you cannot escape reading and hearing about the negatives of the current economy. Why not focus on the positive? There are quite a few positive results of the economic downturn. One positive result is that this downturn has made home build-ers revaluate their business plan, and look for innovative ways to stay competitive in the Northwest Florida area. In this economy, only the best of the best are going to survive. People are pickier than ever and are only choosing the best build-ers with the best reputations, service, and product. This process has provided Northwest Florida’s quality builders an opportunity to stand out. One specific builder that has gone above and beyond is Darrell Gooden of Gooden Homes. To excel in such a tough economy is a testament to the fact that Gooden, and Gooden Homes, is an excellent builder that produces beautiful, high quality, affordable homes. Gooden, and every employee at Gooden Homes, is committed to Quality, Value and Integrity in everything that they do, from customer service and construction to materials and design. At least that is what their mission
have worked with me for several years. Over time, I found people that want to do the best they can to ensure a quality product, which has really helped Gooden Homes be successful.” Gooden Homes is also dedicated to “building homes that we would want to live in our-selves,” says Gooden “and that is a strong part of our success.” Someone else that has a few ideas about why Gooden has been successful is Tom Poulos, the General Manager of Gooden Homes. Poulos knew Gooden when Gooden still had his ac-counting business and did Poulos’s taxes. Now, thirty years later, they are business partners.
“I’ve never seen anyone as loyal as Darrell,” says Poulos. “His attention to detail and quality have led to his success. He is a hands on owner that you can trust.” It is obvious that Darrell Gooden and Gooden Homes have a formula for
success. However, things have changed due to the economic downturn; yet, Gooden Homes has managed to continue to do well.
What is their secret? “We have a special market,” says Gooden. “Not only do we build to a higher end market, but our houses are semi-custom pro-ductions that come with standard features that most builders do not include,” says Gooden. “If someone wants a nice house, we always have one sitting in a subdivision waiting for them.” Still, there are always going to be other beautiful houses out there that were built by other building companies. What else does Gooden’s company provide that makes them stand out? “Being in business for 30 years and having a great warranty department helps,” says Gooden. “Plus, we have built houses for parents and now their kids are buying from us. We have a built-in clientele.” “We also have realtors that have sold our houses in the past and were impressed. That led to them continuing to show customers our homes,” says Gooden. “Our reputation re-ally helps our business. If someone new comes into town, they always get great feedback about
statement says. Gooden Homes is holding true to the promises in their mission statement because Darrell Gooden was chosen as the 2009 Home Builders Association of West Florida Builder of the Year. Gooden, born and raised in Pensacola, started Gooden Homes in 1980. Before start-ing Gooden Homes, Gooden owned his own accounting business. “I started doing building on the side,” says Gooden. “I had accounting clients that were builders and I was fascinated by it.” One day Gooden decided to take over a few townhouse units which led him to switch from account-ing to building in 1980 with the start of Dar-rell Gooden Develop-ment Company, later to be renamed Gooden Homes. “I like the ability to be hands on,” says Gooden, “and building gives me that opportunity.” Back in 1980, Darrell Gooden Development Company would purchase and develop its own lots, which not all home builders do. “We like to have control over every aspect of our product, from beginning to end. That way we can ensure that all of our subdivisions are great.” When Darrell Gooden Development Company was new to the community, they “did develop-ment work and developed subdivisions,” says Gooden. “When we started focusing on houses too, we changed the name to show we were a homebuilder as well as a developer.” When asked about the difficulty of starting his own business, Gooden says “it was pretty easy to get started in the building busi-ness because I have a degree in Accounting. The hardest part of starting a business is keep-ing track of your money, which is something I understood. That gave me a heads up.” Gooden received a degree in Accounting at the Univer-sity of West Florida. Gooden is a firm believer that quality employees can make or break the success of a business. When asked what single component has contributed to his success over the years Gooden claimed “my employees are very dedi-cated. I have a great line of subcontractors that

Gooden Homes. We’ve been around a long time and can be checked through the Chamber of Commerce and Better Business Bureau.” Gooden believes that it is important to continue to work hard each day and to be a reliable busi-ness in these tough economic times. “Right now the economy is really bad and there are a lot of builders in turmoil. We have continued doing what we’ve always done. We try to do the best jobs we can to turn out a great product,” says Gooden. When things are tough and money is tight, people are led to choose the most reliable company out there that is offering what they want or need. Gooden Homes is meeting that need in the home building community. Poulos believes that Gooden’s per-sonality and the way that he presents himself to people, in addition to working hard, contributes to his success in the home building business, even with the dip in the economy. “Darrell is a taskmaster who is always focused on detail and the quality of his product,” says Poulos. “He is also a character and has no hidden agendas. People see that and connect with it.” Gooden Homes is also a part of the Home Builders Association of West Florida. “I’ve been a member for about 15 years,” says Gooden. “I wanted to join the Home Builders Association because I enjoy being around other builders and hearing what they have to say. When I joined the Home Builders Association, I met several other builders. I enjoy the cama-raderie of being a part of that group.” Not only can you meet other builders by joining the Home Builders Association, but it also gives builders a chance to give back to the community. “I enjoy giving back to the community. Being a part of the Home Builders Association gives me that opportunity.”
“I think if you are in the builders busi-ness you should be a member of the Home Builders Association,” says Gooden. “It has really helped our business out. It is a large organization and there is a lot of power there.” Obviously, Darrell Gooden was a great candidate for the 2009 Home Builders Associa-tion of West Florida Builder of the Year award. His business is doing great, he gives back to the community, and he truly enjoys his job. Even so, Gooden admits that he was surprised

that he won the award. “Yes, I was surprised that I was chosen. There are a bunch of great builders in NW Florida,” says Gooden. Gooden says that he is very honored to receive the award. “This means that my peers from the Home Builders Association looked at what we’ve been doing and recognized it as outstanding and deserving of the builder of the year award,” says Gooden. When asked what he thinks contributed to being given this award, Gooden admits that he thinks it is because of hard work. “We have worked hard and we take pride in what we do. I think hard work will get you far and it has gotten us to where we are today.” University of West Florida graduate Miriah Brown is a teacher in the Pensacola area with dreams of becoming a full-time writer and editor. She is currently working on a master's degree.

Meet the Builder The HBA of West Florida hosted the 3rd Annual Meet the Builder Hi-Speed Networking Event on Tuesday, February 23 at New World Landing. Meet the Builder is a networking event that provides HBA associ-ate members the opportunity to talk directly to HBA builder members about their products and services. This year we had 18 builders participate in Meet the Builder, a new record high! Each associate member who signed up to participate in this event met with 7 builders for a total of 3 minutes each. Dave DeBlander, owner of ProClean, attended Meet the Builder for the first time. Dave was so thrilled with the success of this event and said “I would join the HBA just to attend Meet the Builder. Ferguson’s stunning showroom was the setting for the HBA March General Membership Meeting, which took place on Tuesday, March 9. As always, the Ferguson team went out of their way deco-rating the showroom in St. Patrick’s Day theme and providing members with great food, fun games and an overall great evening. The Ferguson Team hid 30 numbered golden coins throughout their showroom. Each time a coin was found, a prize was won. Prizes ranged from a six pack of Guinness to a box of lucky charms and beautiful light fixtures. There was also a prize given away to the HBA Member wearing the most green. HBA staff sold split the pot raffle tick-ets and the lucky winner received $75. Ferguson’s luck of the Irish party provided members the opportunity to see Ferguson’s beautiful showroom, network with other HBA members and have an excellent time.

Auxiliary Council Open House
On Tuesday, March 2, the Auxiliary Council hosted an Open House at Cort Furniture. All HBA members were invited to attend this complimentary luncheon. The purpose of this open house was to educate HBA members on who the Auxiliary Council is and what their mission and goals are. The Auxiliary Council prepared a very touching and informative PowerPoint presenta-tion to share with the group. Approximately 30 HBA members attended the open house to learn more about the wonderful Auxiliary Council. The Auxiliary Council is a group of dedicated professionals who give their time, talents and resources to those in need. Committee Supports Permit/DRI Measure Among the Florida Home Builders Association’s Top Legislative Priorities for 2010 is to reduce the uncertainty that currently exists with a permit extension and Develop-ment of Regional Impact (DRI) exemption measure that passed last year in SB 360. The growth management reform law that resulted from the 2009 Legislative Session is now tied up in a lawsuit which has created great uncertainty in the development industry. FHBA supports legislative efforts to validate the permit extension and DRI exemption por-tion of the 2009 law. Last week, the House Military and Local Affairs Policy Committee unanimously approved a measure (HB 7099 by Rep. Dorothy Hukill) that provides protection and certainty to thousands of Floridians who took action to extend permits or claim a DRI exemption. A similar measure is expected to be heard later this week by the Senate Community Affairs committee.
Springs Protection Legislation Expected The Senate Select Committee on Inland Waters last week presented a set of rec-ommendations that are expected to be the basis of a bill this year. The committee unanimously approved 13 recommendations that include a ban on solid and liquid residuals created by septic tanks, among others. The recommenda-tions follow on the heels of public hearings held throughout Florida during the last several months. Similar legislation failed last year. Perhaps mindful of the opposition, commit-tee chair Sen. Lee Constantine (R-Altomonte Springs) told committee members that “it is ob-viously a work in progress.” One of the Florida Home Builders Association’s Top Legislative Priorities for 2010 is to reduce cost burdens on taxpayers – mandating expensive and scientifi-
cally unproven performance-based septic treat-ment systems on homeowners living in or near certain springsheds is a cost burden. FHBA is advocating for lawmakers to appropriate the $2 million necessary to complete Phase II of the Department of Health research project. This project is testing and developing prototype lower cost, passive alternatives to reduce nitro-gen from septic tanks before nitrogen standards are established in law. Citizens deserve the completion and results of this project, which will identify cost-effective solutions, rather than having scientifically unproven, expensive systems effectively forced on them in this economy.
NAHB Green Guidelines to Sunset in April With the National Green Building Standard available as a green rating system, the National Association of Home Builders (NAHB) and NAHB Research Center are in the process of sunsetting the NAHB Model Green Home Building Guidelines. The Stan-dard, which is based on the IECC 2006 for its energy efficiency practices, is more relevant as an above-code green rating system than the Guidelines. Please be aware of these important deadlines as the NAHB works toward the April 1, 2010 sunset deadline. (Scoring Tool Users & Participating Builders) No new projects can be scored to the Guidelines using the Green Scoring Tool after April 1, 2010. (Scoring Tool Users, Builders, Verifiers) No rough verifica-tion reports to the Guidelines will be accepted by the NAHB Research Center after June 1, 2010. (Scoring Tool Users, Builders, Verifiers) No final verification reports to the Guidelines will be accepted by the NAHB Research Center after September 1, 2010. (Scoring Tool Users & Participating Builders) Builders/de-signers will have access to Guidelines-based projects on the Green Scoring Tool (for review only) until January 1, 2011. Green Approved Product Manufacturers: This change will not affect your Green Approved Product status as the Research Center's Green Approved Product program was never based on the Guidelines; pre-approved points have only ever been assessed for the National Green Building Stan-dard. Regulations May Derail Home Star Program A highly anticipated program that would make homes more energy efficient and provide a significant boost to the nation’s strug-gling economy could get derailed before it even starts because of a new regulation affecting
contractors working on older homes, according to the National Association of Home Builders (NAHB). In testimony last week before the Senate Energy and Natural Resources Commit-tee, Connecticut remodeler Bob Hanbury said that rules effective April 22 governing contrac-tors in homes where lead paint may be present will prevent meaningful retrofit work from being done because there won’t be enough certified renovation contractors trained in the federal Environmental Protection Agency’s (EPA) new Lead Safe Work Practices. The Senate is considering legislation that includes the proposed Home Star program, designed to provide home owner incentives for insula-tion and other weatherization projects. NAHB economists estimate that every $1 billion in remodeling and home improvement activity generates 11,000 jobs, $527 million in wages and salaries, and $300 million in business income, making these incentives a big boost for the economy as well as energy efficiency. “NAHB strongly supports incentives to retrofit older homes and buildings to improve energy efficiency and performance,” Hanbury said. “But to make such a program work, the April 22 deadline for compliance with the EPA lead rule must be extended.” Roughly 79 million homes constructed before 1978 are subject to the Lead Renovation, Repair and Repaint-ing Rule, Hanbury said. Renovations on these homes, including energy-efficiency upgrades, must be done by contractors who have been certified by EPA in lead-safe work practices. However, EPA has not approved enough in-structors for the required training programs and has not certified enough firms to do the renova-tion work that the proposed energy efficiency program would generate.

In this tough economy, the last thing Florida needs is an irresponsible amendment that will cost jobs, raise taxes and make it more expensive to live in our state.
