SCAT 24-2 is what this huge electronic device in SED Reliability is called. SCATmeans Sequential Component Automatic Tester and it gives eight different paramatertests to a component in just three seconds, punches its report on a tape and printsit on a typewriter at the same time. H UP THE LADDERFrank L. Webb, who first joined Libra­

scope seven years ago, has been pro­moted from junior quality control engi­neer to Foreman-Assembly, in SED'sAssembly Dept.

Webb's first jobwith Librascope, aft­er a three-year hitch('53-'56) in theArmy's 511th Air­borne Infantry, wasas production as­sembler. Subse­quently he was aninspector - assembly,a leadman in thesame area and then WEBBForeman-Inspection.

He is married, the father of two andmakes his home in Glendale.

"SCAT' will make possible furthereconomies in our operations," says Her­bert Meyer, manager of the ReliabilityAssurance Department.

"We will be able to do more work inless time and at less cost, than we didwhen this type of work was a semi­manual operation."

(GLENDALE) A sort of cousin to thebig digital computer systems that Libra­scope builds for the Navy and the AirForce, has been put to work in the Re­liability Section of SED, to help de­termine the reliability of electronic com­ponents.

Called SCAT (for Sequential Compo­nent Automatic Tester), the machine cangive a component eight different tests inthree seconds, and record its report on adigital volt meter, on punched paper tapeand a typewriter simultaneously.

SCAT 24-2, to give the machine its fullname, was built by the Continental De­vice Corp, of Hawthorne, Calif. In theform used by Librascope, says Mark Mc­Dermott, senior engineer in Reliability,it is the first ,of its highly complex kind.

Like a computer, SCAT is programmedto carry out its tasks independent of theoperator. The program is prepared bypunching holes in a standard puncheddata card on a standard key-punch. It iscapable of testing hundreds of com­ponents in rapid sequence.

However, it is not in wholesale testingthat SCAT is most useful, says McDer­mott. It is the machine's high speed,built-in capacity to detect error, the num­ber and variety of its tests and the formin which it presents its findings thatmake it a valuable addition to Reliabil­ity's scientific equipment.

letter, to continue the AED operationalong its present lines. Sales efforts willbe increased, he said, and greater sup­port will be provided in the developmentof air and spaceborne computing equip-ment. t

Mr. Smith pointed out that the transferhad first been discussed when GFIformed the present operating structureof Aerospace Group, Link Group andLibrascope Group. Action was deferred,he said, because of the formative natureof AED at that time.

"The San Marcos operation will begTeatly strengthened by this direct as­sociation with a group wholly engagedin the avionic control equipment area,"Mr. Smith further declared.

"Your Division will give Kearfott astrong facility which has been badlyneeded, to both handle its substantialWest Coast business and to give theAerospace Group a digital computer ca­pability for their airborne guidance andcontrol system requirements."

An important feature of the project,Pelamati pointed out, is that all man­uals have been validated against the as­sociated hardware by Navy personnel,either at Librascope or aboard the sub­mannes.

At present Librascope is preparing Loundertake a maintenance program thatwill update the publications to reflectdesign changes made since the manuals'cut-off date was fixed. Librascope ex­pects to continue with maintenance ofthe manuals for the life of the equip­ment.

Publishing of the manuals representsthe final phase of the development por­tion of the huge SUBROC program-aprogram that has left just about everyLibrascope department weary-but satis­fied.-J.O.P.

A rewarding highpoint of the demand­ing program, Pelamati told LIBRA-

Librascope launched the project in late1959, shortly after hardware design be­gan, meeting a requirement -of the NavalOrdnance Laboratory (NOL) that thepublications keep pace with the progressof design. As a result, no less than 5,000separate transmittals, each representinga manual in one form or another, hadbeen submitted for approval before thefinal versions were delivered March 13.

Editing of the volumes was under thesupervision of Jess O. Pack. Pete Mai­mone and Paul Kane, under the directionof Keith Kinnaird, art director, headedthe art and production efforts. Standingbetween this team and the ultimate users- the SUBROC-equipped submarines­were those who saw to it that the bookswere promptly delivered: Mary Godfreyof Publications; Art Steiner, head ofSED's shipping and receiving section and'John Nessen, member of the Glendalestaff of the Inspector of Naval Material(INSMAT).

Sheer bulk of the project is perhapsbest demonstrated by the Digital Com­puter Mk 130 manual; this volume con­tains 783 pages and weighs 18 pounds,with covers.

Technical review of the manuals, animportant contribution to their accuracyand excellence, was carried out underthe direction of Dave Crockett, SystemsEngineering, assisted by Dale Hankins,Sy Roth, Andy Huot and Dick Gould.

(GLENDALE) Librascope has completed the most extensive publicationproject ever undertaken by the company-the writing, illustrating andauthentication of 32 separate operation and maintenance manuals forthe SUBROC proj ect.

Each set of manuals contains 4,975pages of text and illustrations, a total of522,275 pages f:or the 105 sets published.The manuals document all units of theFire Control System Mk 113, Mods 2 and5, including associated test equipment.

The task was a project of the Publica­tions Group of the Surface EquipmentDivision and was directed by Ken Luther,now editor-in-chief of the group. AlanCrisman was group leader for all systemand system equipment manuals; JackBamberger directed the work -on com­ponent and test equipment publications.

The team worked under the over-allmanagement of Jack Pelamati, now Di­rector of Logistics for SED, who assumedleadership of the Publications Group inlate 1962. Despite a tight schedule, theproject was completed on time-and on aFriday the 13th, too.

Robert Simpson, SUBROC projectmanager and Lee Simon, SUBROC con­tract administrator, were responsible forhandling the effort as one phase of thetotal SUBROC project.

Librascope's new coOntroller is a be­liever in company-sponsored employeetraining. After completing GE's off-hoursBusiness Training Course, he turnedaround and became an instructor, teach­ing cost accounting to business adminis­tration people and business administra­tion to engineers.

Powers makes his home in Arcadia.He and Mrs. Powers are the parents of amarried son and daughter and the grand­parents of three, "due to become fourany day now."

(GLENDALE) Arthur L. Powers, for25 years a member of General Electric'sfinancial management organization, hasbeen appointed Controller of the Libra­scope Group. He succeeds K. N. Beiriger.

Powers reports to Ray G. Johnson, VicePresident and Treasurer. Reporting toPowers are GeneralAccounting, Opera­tion AccoOunting,Property Account­ing, Data Process­ing, Accounts Pay­able, AccountingPolicies and Systemsand the division fi­nance managers.

The new Control­ler is a native ofPhiladelphia, and agraduate in economics and mathematicsfrom Tufts University.

Powers joined General Electric upongraduation in 1935, spent five years inGE's Philadelphia organization, thenshifted to corpoOrate headquarters atSchenectady. After completing specialtraining, he was given a variety of as­signments, culminating in appointmentto the traveling auditing staff.

In 1948, Powers was appointed PlantAccountant of GE's facilities in Oaklandand San Jose. Eight years later he wasnamed Comptroller of GE's wholly-ownedsubsidiary, Manufacturera General Elec­tric S.A. de C.V., in Mexico City.

Powers spent four years in Mexic-o andcounts them among "the most satisfyingand interesting" in his experience thusfar.

fires w4ich raged through the foothillareas of Glendale and Burbank March16, endangered the homes of many em­ployees of Librascope's Surface Equip­ment Division.

Acts of valor by the employees, theirneighbors and a group of students fromGlendale College saved many of thehomes fr-om destruction.

Eileen Brown, Precision eel' coordina­tor, had the most hair-raising experienceof all. Mrs. Brown was roused fromslumber by youthful voices chanting out­side the home.

"I thought at first they were friendsof Jeff, my youngest son, having soOmefun," Mrs. Brown told LIBRAZETTE,"but a look out the window told me dif­ferent."

Build Firebreak

Son Jeff and his college friends con­nected the lawn hose, broke out shovelsand hoes and started wetting down theroof and chopping the nearby brush toform a firebreak. Soon the fire depart­ment arrived to add its strength to thebattle and brought the fire under control.

Later in the day, however, there wasanother threat when a nearby patch ofbrush that had escaped the flames, wastouched off by flying sparks and againthreatened the house, with the flamesreaching the eaves.

By that time, however, husband Eddiehad reached home from work and, withJeff and Eileen, held the flames off untilthe fire department paid a return visit.

Maggie Chaffin, writer-editor in SED'sPublicatioOns Section, had a similar ex­perience. She too, was aided by volunteerfighters from Glendale College, until thefire department arrived.

Absenteeism, understandably, ran highthat day, as scores of employees stayedhome from work to protect their homes.Many reported that the flames camewithin a few feet of their dwellings. Allreported considerable damage fromsmoke and ashes.

Roof CrushedFor Bill Ryan, Quality Control en­

gineer, the fire merely posed a extrathreat. The windstorm that preceded thefire on the previous night, sent a largetree limb crashing down on his roof,through the attic and penetrating theliving room ceiling. Next day's fire haltedhis removal efforts while he kept thelawn hose going all day wetting down thebrush and the undamaged portion of hisroof,

The windstorm, coupled with the rainwhich came a week later, caused con­siderable damage to SED buildings. Theroofs of Bldgs A17, A02, A18 and A19were weakened in areas which were un­detected until the water started comingthrough Sunday night, March 21.

(GLENDALE) A group of civilian firecontrol mechanics from east and westc.oast naval shipyards, is currently under­going intensive training here in the Sur­face Equipment Division's customer train­ing section.

The group is enrolled in a 13-weekcheckout and repair course on the Mk113, Mods 2 and 5 SUBROC fire con­trol systems in Customer Training'sBldg A05 classroom.

Maas graduated framthe Librascape apprenticeship programlast manth. He previously had been anapprentice with a Burbank firm and washalf-way thraugh his training when theprogram was drapped by his emplayer.

The 13 weeks are split inta three sec­tians, each appr.oximatelY equal inlength. The first third of the course iswhally devoted to classroam work; thesecond ta roughly half classroam andhalf labaratory and the third entirely talabaratory. The lab sectian involves warkan the actual equipment the men will behandling back at their duty statians.

There's a written examinatian everyweek and, in the final weeks of the labsectian, each student will have to demon­strate what he has learned in actual on­the-jab performance.

The schaol day parallel's Librascope'sworking day of 7 :45 AM to 4 :30 PMthrough half .of the 13 weeks, thenchanges ta a shift .operation in whichstaggered sessians have the last groupwinding up at 1 :00 AM.

Tour Machine Shoip!(GLENDALE) Sixty delegates to the

Western Metal and Trade Expositionand Conference, held March 16-20 in LosAngeles, were guests of LibrascopeMarch 17 at a special tour of the Sur­face Equipment Division's productionmachining facility in Glendale.

Their host was the Industrial Engineer­ing department, whose personnel or­ganized the tour and conducted thegroups through the manufacturing areas.

Chief areas of interest to the visitors,who are production engineers and man­agers, tool' designers and manufacturingplanners, were Librascope's numerically­controlled production machines.

Production schedules had been ar­ranged by Production Machining Sup'tK. J. Cohen, so that all NC machineswere in operation at the same time, todisplay the machines' capabilities andLibrascope's variety of manufacturingprojects.

While the NC equipment caught theeyes ,of the visitors, they also admiredthe modern conventional equipment andthe way in which the Librascope shophandles very large machine surfacing andthe model shop's memory drum opera­tions. They also admired the famousLibrascope boring machines, some ofwhich are now being succeeded by NCequipment.

Ivan F'ranklin, coordinator of facilitiesand area planning, organized the groupof tour conductors, who were Jack Leigh­ton, Roy Van Holm, Bob McFarlin,George Nichols and Charles Krone.

(GLENDALE) The importance ofevery document used in recording theprogress of work through the plant isemphasized by a simple data collectiondevice now being given a test-run byProduction Machining Department ofSED Operations.

The device, nicknamed the "BetterMousetrap" by Peter Laue, Senior In­dustrial Engineer who designed it, is aglass-fronted box, with a slot and a slideat the top to accept punched data cards.The box has a lock, to help the cardsfrom becoming "lost, strayed or bor­rowed" before they can be fed into thedata processing system.

A sizable portion of the 35,000 cardsused in one phase of Pr·oduction Controlhave not been flowing back-hence the"Mousetrap," both as a collection deviceand a reminder to return the cards.

The cards, which are filled out by eachproduction employee as a job phase iscompleted, are important elements in thegeneration of reports to management.The reports record load center perform­ance and actual production hours versusstandard hours allowed for a job.

Huiskes, who re­ports to Chief En­gineer Robert L. Mc­Intyre, spent hisyear away from theLibrascope organi­zation with a Thio­kol Gorp researchgroup in life science.

A native of Hol­land, Huiskes isa graduate in mechani­cal engineering of the Technical Univer­sity of Arnhem, Holland, and spent 11years with Hollandsee-Signaal, a divi­sion of the giant Phillips-Holland com­bine, before coming to the United States.

Posters, bulletins and memoranda dis­tributed to all supervisory personnel inthe Librascope Group, emphasize the im­portance of effective communications.

The educational material provides achecklist on how to make communica­tions effective and lists the company re­sources useful to the communicator.

"The average supervisor spends mostof his time communicating because it'sthe major part of his job," says Godwin."A recent survey of a large electronicsfirm revealed that he is communicating90% of the time; 30% in talking, 35%listening, 16% reading and 9% writing.

"The survey doesn't reveal what hedoes with the other 10% of his workingtime. However, it might be suggestedthat he could spend it in reflecting onthe meaning of what he has heard, read,and said. Digestion is a necessary ingre­dient of any communicative process."

The vote was 76-59. Held underthe supervision of the NationalLabor Relations Board, the elec­tion was the second in little morethan a year.

Those eligible to vote were in theproduction and maintenance sec­tions. Lodge 50, lAM, of San Diego,was the labor group seeking certifi.cation.

Jesse B. PembertonLibrascope employees who were as­

sociated with Jesse B. Pemberton dur­ing his long tenure with the Glendale fa­cility, were saddened to hear of hisdeath, March 13, following a long illness.Mr. Pemberton, who joined the companyas a machinist in 1947, was a generalassembler-electrical when he terminatedin 1963. Funeral services were held March16 at Forest Lawn.

Henry Andrew Callaghan, dean of allDodger fans on the West Coast (he takesprecedence over Walter O'Malley, whomerely owns the club, because Harrywas a fan before Walter bought in) ismaking a reasonable prediction aboutthe National League race this year.

The Dodgers, he says, wtll win again.But, for the first time the 1962Dodger­

Giants playoff, there's a regretful noteof caution in his voice. It's on accountof the Knee.

Johnny Roseboro'sknee, that is.If you read the papers or watch TV,

you know that the Knee's not right and

Perhaps because they've managed tosurvive three rough years in Dodgerville,or maybe because they pay rent to histeam, Harry admits to a developing af­fection for the Angels.
