The proposed budget does not permit any significant increase in programs and is limited in some categories. HO>lever, this is necessary if He are to comply I<!.th our policy of alqarding the cost-of-living increase.

1) The College District assume responsIbility for purchasing health and accident insurance for all faculty and their families. (Cost is estimated at $780.00 per employee)

3) In addition to the changes proposed above, you will recall that we made a commitment last year to bringIng the schedule d01m to the 12th step in all columns on a systematic basis. Therefore, additions of 1-8, 11-9, III-10, IV-ll and V-12 would meet the 1975-76 commitment. Hence, the addition of 12.2% cost-of-living and the six steps, the schedule would look like this:

Using the study, you can see that our top salaries are under the state-I<ide median. Assuming that the state-I<ide average increase l<i11 be 12.2%, COD I<ould be very near the median in all categories.

Jack Luhring, Executive Director of Friends of the Cultural Center has been working ,~ith us and the County Counsel in an effort to determine I<hich alternatives are open to us regarding the actual construction and subsequent operation of the center. He hope to have all facts together so that a joint meeting of the Foundation Board and you may be held during the week of April 21 or the ,qeek following. In addition to having identified some alternatives regarding construction, the architect will have completed a scale model of the proposed theatre for vieHing by that tIme.

Antelope Valley's salary schedule is ref1ected in the state-wide comparison for the first time this school year since it was not estab1ished until January 1975. It applies to the whole 1974-75 school year.

The Lassen increase became effective early December 1974, the previous change being in November 1973.

Sweetwater granted a 3% mid-year faculty salary increase.

Table II ranks the 1974-75 fac.llty salary schedules using the updated data for the selected benchmarks listed in T.able I.

Table III continues to list the fringe benefits being paid by each District. This table is the same as Table rII in the November 27, 1974, report except for the $65.00 increase at Compton and the correction of an error (Hartnel.l, deletion of income protection).

Table IV ranks the fringe benefits, and the salary plus fringe benefits, using three selected benchmarks.

As can be seen from Table IV, ~be rankings change substantially at this time of year for the 4 districts making'the 9 to 10 percent changes on a calendar year basis (with the others remaining essentially unchanged). For example, Compton jumped from S9 to 28, Kern from 47 to 18 and Yuba from 60 to 37 for the UNA Initial". Of course they will slide back some next fall, assuming the rest of the districts grant a salary increase for the 1975-76 school year.

What impact does the few have on the rankings of the many, when a report is issued at this time of the. school. year? Tabl.e V indicates the impact of this "spring ranking" using liMA Initial" benchmark data onl.y. The lst column uses the 68 district schedul.es that were governing the payment of faculty salaries l.ast fal.l (l974). The 2nd column ranks onl.y the 64 districts that have kept their salary schedules unchanged throughout the school. year. The 3rd column is a repeat of the corresponding column (2nd) in Tabl.e II. The impact of the "spring ranking" on those districts whose schedules remain unChanged varies in the range of a to 5 places in the ranking scale, admitting to the population variation shown in Table V.

SUBJECT: Preliminary Budget, 1975-76

Enclosed is the Preliminary Budget summary for the 1975-76 fiscal year. Please note the following:

1. Net Beginning Balance, July 1, 1975. Costs related to inflation and increased enrollment have required the use of the regular contin­gency reserve. The estimated balance is based upon additional state aid for 1974-75.

2. Principal Apportionment. The estimate is based upon 3,872 a.d.a. We should note that 1974-75 is the first fiscal year in which the College will share in state equalization monies.

3. Unsecured Tax Receipts. The budget estimate is based on an unsecured valuation of $80,177,415., a collection factor of .97 and the 1974-75 tax rate of $.676.

4. Secured ~ Receipts. The budget estimate includes $4,752,870. as an adjusted secured tax levy requirement plus $282,477. related to the $.05 levy for community services.

The adjusted secured tax levy requirement utilizes base revenue per a.d.a. in the amount of $1,454.53. The total revenue limit is the product of , such amount times the a.d.a. (3,872) referred to in Item 2. The estimated gross general purposes tax rate for 1975-76 is $.891. Such rate is based upon an estimated 7% increase in secured assessed valuation. The rate will, of course, be reduced in the event our actual increase exceeds 7%.

We should have actual a.d.a. figures for the second period prior to the date of the May Board meeting as well as a better projection of expend­itures to and including June 30, 1975.

SUBJECT: Salary Survey for Classified Personnel

\ole are enclosing median salary data for selected community colleges together with similar data for school districts within the Coachella Valley. Also, enclosed is a proposed salary schedule for 1975-76.

The twenty community college districts were selected on the basis of similarity with the College of the Desert in terms of current expense per a.d.a., assessed valuation per a.d.a., tax rate and number of students. The local school districts include Coachella Valley Unified, Desert Sands Unified, and Palm Springs Unified.

\ole were unable to obtain usable data from local private industry and/or other governmental agencies in that the salary data produced by Riverside County will not be available until later this Spring.

He should note that the survey has been a joint effort of the admini­stration and the appropriate committees of CSEA. Both are in accord as to the proposed salary schedule.

The Athletic Department is seeking to reestablish our football rivalry with Dixie College of St. George ,. Utah. Under the pro­posed format College of the Desert would travel to St. Georg" for a game on November I, 1975; Dixie College \~ould play here on November 13, 1976. Each college would reimburse thE' other the amount of $500 to defray travel costs.

1. He have been striving to build a football schedule which in­cludes only other two-year colleges, and those of our own caliber. This is rather difficult to do In Californj.a, out­side of our own Desert Conference.

b. Our two teams have been closely matched. In four games the record stands at 2 wins and 2 108S"9. This ind1.cate" that their program aligns itself closely ",tth ourB and makeg for a sound competitive situation.

2. The lure of a trip to Las Vegas is a good recruiting point for many of our local athletes. It's something they can look fo["~ ward at least every other year.

3. There is a very real possibility that Palo Ver!\e Coll."ge Hill not have a football program next .. year. If they do not:, then \<e 1<auld be faced with a two->Jeek bye 1n the midst of our Beason. It Hould be extremely difficult to find another suItable oppo­nent at such a time.
