1. Amendments to the Apprentices Act, 1961
and Rules
The Apprentices Act, 1961 has been amended from
22nd December, 2014.
The Apprenticeship Rules, 1992 have also been amended
from 18th June, 2015. Main changes are:
• The system of trade wise ratio of engagement of
apprentices substituted with a band of 2.5% to 10% of
total strength of establishment.
• Establishment can also engage apprentices in
optional trades
• Scope has been extended to non-engineering pass
outs also.
• Establishments have been permitted to outsource
basic training in an institute of their choice.
• Penalties in the form of fine only.
• Engagement of apprentices from other States also.
• Interfacing with Central authorities for
establishments operating in four or more states.
• Aggregation of apprentices through Third Party
Agency(TPA)
• Submission of returns, other information and
contract of apprenticeship through portal and its
time bound approval.

2. Revision of Stipend
Rates of stipend for trade apprentices have been revised &
notified on 22.09.2014. The rates are as follows:
1st year 70% of minimum wage of semi-skilled workers
notified by the respective State or Union
territory
2nd year 80% of minimum wage of semi-skilled workers
notified by the respective State or Union
territory
3rd & 4th
year
90% of minimum wage of semi-skilled workers
notified by the respective State or Union
territory.

3. Apprentice Protsahan Yojana (APY)
To encourage establishments especially MSMEs to
engage Apprentices, a new scheme APY launched on
16th October, 2014.
Scheme supports manufacturing units and other
establishments covered under the Apprentices Act, 1961
by giving 50% of the prescribed stipend paid to
apprentices during the first two years of their training.

The establishments eligible in the Scheme should have a
strength of at least six.
Sharing of stipend is restricted to 50% of apprentices
engaged by establishment with the ceiling of up to 10
apprentices under this Scheme at a time.
Govt. share of the stipend shall be credited to the bank
account of the apprentice through DBT.
PROCEDURE FOR ENROLLMENT IN APY

Each RDAT will give advertisement in the leading
newspapers in their region quarterly for inviting
applications from interested employers.
Employers who have already started the
apprenticeship training not earlier than within two
months of publishing of the advertisement and have
registered contract of apprenticeship with States/UTs
will submit application in prescribed formats within 30
days of date of advertisement.

Scrutiny of Applications by implementing agency
Applications received should be scrutinized in the order of
preference as given below:-
(I) Manufacturing sector - registered MSMEs
(II) Manufacturing sector - other than MSMEs
(III) Other sectors - registered MSMEs
(IV) Other sectors - other than MSMEs
Issue of Sanction Order by implementing agency
Issue sanction order - will be issued to the employers/
apprentices who fulfill the
guidelines of the scheme

4. Revamping of syllabi
Syllabi of 6 designated trades namely; Fitter, Turner,
Electrician, Electronics Mechanic, Mechanic Motor Vehicle
and Food Production General have been revamped. Action
is being taken to revamped syllabi for all other trades.
