» Apprentice: carries out job role as agreed with the employer
» Employer: carries out workplace assessment and regular
performance review
» Training Provider: delivers on-programme training and
assessment. May be inside and outside of the workplace.
Delivers qualification elements, including English and maths
» Independent Apprentice Assessment Organisation: Carries out
end-point assessment in line with the specification set out in the
Assessment Plan. Makes the final decision on whether the
apprentice has passed or failed and assigns a grade

» What is the Register of Apprentice Assessment Organisations?
• A list of organisations that have been assessed by the Skills Funding Agency as suitable to conduct independent end-point assessment

Apprenticeship Levy…
» All employers with a paybill of £3m+
» 0.5%, collected monthly by HMRC via PAYE process
» 10% ‘top-up’ from Government
» Digital voucher system, administered by DAS
» All UK businesses - no employer is exempt

SME Funding
» By virtue of size, SMEs will generally not pay into the levy
» Awaiting further confirmation from BIS/SFA on SME funding,
however:
» Current ‘pilot’ scheme is likely to continue (employer pays
1/3)
» Digital Apprenticeship Service to be ‘phased in’ by 2020
» Not yet clear if SMEs will be able to ‘dip in’ to unspent levy
funds
» Remember - funding rules for framework apprenticeships
remain in place and are separate to Trailblazer rules

Withdrawal of frameworks
» BIS will decide when to withdraw frameworks on a case-by-case
basis
» Full withdrawal of frameworks by 2020
» Trailblazer groups now required to state whether or not a new
standard is intended to replace an existing framework
» ILM will advise customers as soon as we are aware of intention to
withdraw a framework
» ILM actively involved in development of new Management
Trailblazers

» Level 6 Degree Apprenticeship now live
» Level 3 and Level 5 Management Trailblazers due to launch within
next two months
» ILM leading on development of a Level 2 Trailblazer to protect the
current L2 framework; by far the most popular management
apprenticeship
» Level 7 Degree Apprenticeship under development and with BIS for
approval
» ILM approved by SFA as Apprenticeship Assessment Organisation
for Dental Practice Manager
» Working with Trailblazer group on Level 4 Entrepreneurship
Trailblazer – recently approved by BIS
» Supporting other Trailblazer groups with schools, FE and HEIs
