WHAT IS THE CDA?
• CDA is a statutory body, established in terms of the Prevention and Treatment of Drug Dependency Act, Act No 20 of 1992 as amended.
• Members of the CDA are appointed by the Minister and consist of 12 persons from the private sector, who are experts in the field of substance abuse and nominated representatives from 15 government departments and two entities. It is supported by the Secretariat

POWERS AND FUNCTIONS OF THE CDA
In terms of the present Act, the CDA is expected to:• give effect to the National Drug Master Plan
• advise the Minister on any matter affecting the abuse of drugs
• may plan, coordinate and promote measures relating to the prevention and combating of the drugs and the treatment of persons dependent on drugs.

The CDA:• shall review the National Drug Master Plan every five
years and submit to Cabinet for approval
• shall report to Parliament on progress in combating substance abuse in the country annually
• arrange conferences/summits relating to combating substance abuse in South Africa
• exercise such powers and perform such duties as may be determined by the Minister from time to time

Vacancy• This process of advertising commenced
in November 2011 and the advertisement closed in December 2011
• The members of CDA are appointed in terms of the Prevention and Treatment of Drug Dependency Act, Act 20 of 1992, Section 2.
• The term of office of the CDA members expired in April 2012.

Requirements
• Appointed members are required to serve in their capacity and act in the best interest of the people as a whole and act in accordance with the Act
• They need to set aside sufficient time to attend the CDA matters. Meetings are held approximately six times per year.

• Members will be required to serve on CDA Sub-committees
• Members will be required to have extensive knowledge and experience in the field of substance abuse

• Civil Society nomination will consist of the following categories:
• Three representatives from NGOs
• Three representatives from Research councils and Universities
• One representative from Business and Industry

• One representative from Teachers’ Trade Union• One representative from Community Based
Organisation• One representative from Faith Based Organisation• One representative from Alcohol and Drug
Treatment Centre• One representative from addiction Counsellor’s
Association, and must be clean from drugs for five years and submit letter to support his/her condition

Security Checks
• Candidates will be subject to security clearance and disclosure of business interests
• Department of Social Development Human Resource Section will conduct the Security Checks

CONCLUSION
• The CDA is a statutory authority with part-time members, mandated to give effect to the National Drug Master Plan (NDMP)
• The NDMP is a plan approved by Parliament for combating substance abuse, and meets the requirements of the 3 UN Conventions on Drug Abuse.
• The CDA works through the Provincial Substance Abuse Forums and Local Drug Action Committees.
• The three key elements of the integrated strategy include demand, supply and harm reduction.
