APPLICATION FOR PLANNING PERMIT

Toora Boat Ramp Channel Maintenance Dredging

1.0 PROJECT:

The South Gippsland Shire Council (SGSC) is planning to undertake maintenance dredging of the Toora Boat Ramp Channel. This channel connects the Toora Boat Ramp with the Toora Channel leading into Corner Inlet. Progressive sedimentation of the Toora Boat Ramp Channel since it was last maintained in 1990/91 has rendered it inoperable except at high tide. The proposed maintenance dredging will make it functional over the whole tidal cycle.

SGSC proposes to place the dredged material on private land located about 1 km inland from the boat ramp.

Figure 1 shows the position of the Toora Boat Ramp within Corner Inlet.

Placement area

This is a privately owned land comprising Crown Allotments 64, 65, 66, 71 and 72 in the Parish of Toora abutting Toora Jetty Road (Figure 2). After completion of dredging and decanting process, the bunds would be demolished and the soil to be spread over all blocks including lots 73, 74, 79 and 80.

Pipeline trajectory

The pipeline trajectory will be alongside Jetty Road from the Placement Area to the Toora Boat Ramp car park, then alongside this car park to the water's edge. Floating pipes will connect from the water's edge to the dredge.

5.0 PLANNING SCHEME:

Placement area

Municipality: South Gippsland Shire Council Zone: Farming Overlay/s Three overlays apply to the placement area:

• ESO3 • SLO3 • LSIO

As a consequence of these overlays (but not the Zone), a Planning Permit will be required for the proposed placement of dredged material.

Pipeline trajectory

The pipeline trajectory will pass through approximately 200 m of "Farming Zone" adjoining the placement area before proceeding through PCRZ to the water's edge.

Project value and fund source

The estimated cost is $600,000. South Gippsland Shire will provide the funding for this and it is anticipated that a Government grant will be obtained to assist.

The Road Reservation is SGSC responsibility and the Boat Ramp is a SGSC asset. The seabed is DELWP responsibility. Council has obtained necessary consents to proceed with the project from DELWP and Department of Environment. Advertising was carried out by the Department of Environment prior to granting consent for the project.

6.0 PROJECT DESCRIPTION:

In 2014 SGSC undertook a number of investigations to assist in assessing the potential impacts of maintenance dredging of the Toora Boat Ramp Channel.

Placement area

Details of the placement operation are given in report prepared by Evers Consult, 2014.

Figure 3 (from Figure 1 of Evers Consult 2014) shows the general layout of the project.

The Placement Area comprises almost flat, poorly drained, agricultural land (Figure 4)

The Placement Area is located on the landward side of an extensive seawall running along this part of Corner Inlet coastline (Figures 5 and 6).

The Placement Area does not receive inflows from any creeks or streams. A few poorly defined drainage lines are present on the property and these take stormwater drainage to a channel running on the landward side of the seawall bounding the eastern and southern boundaries of the property. Stormwater discharges into Corner Inlet by a culvert through the seawall (Figure 7).

The mudflats outside of the seawall receiving stormwater through the culvert are tidally inundated on a regular basis. Backflow of saline water through the abovementioned culvert is prevented by a flap valve on the outside of the culvert outlet (Figure 7)

Bunds will be constructed as per Figure 8.

The bunds will be constructed from the material on the site and will create three settlement ponds to contain the dredge slurry. It is expected that this construction stage would be completed in about two weeks.

The dredged material, as a water/sediment slurry, will be pumped into the largest pond and progressively flow over Weir Box 1 into the second pond and thence Weir Box 2 into the third pond before controlled decanting through Weir Box 3 into a spoon drain. The spoon drain runs approximately eastwards for about 250 m into a larger open drain running approximately northwards on the landward side of the seawall for another 250 m to the drainage culvert through the seawall.

7.0 PIPELINE:

It is expected that Cutter Suction Dredge (CSD) with an outlet pipe of about 255 mm would be engaged. The pipe may be smaller but it is unlikely to be larger. The pipeline shall be laid on the surface of the ground along the shoulder of the road.

A temporary vehicle access shall be provided adjacent to the pipeline entry point.

A conventional agricultural small-sized tractor would be used to off load pipes from a truck, to transport pipes, and to assist with placement. Pipes are likely to be mobilised in sections of six metres and will be flanged/bolted together. A rubber ring between flanges or within the flange will prevent leakage.

8.0 DREDGING AREA:

Figure 9 shows in the position of the Toora Boat Ramp Channel joining the Toora Boat Ramp to the northern part of the Toora Channel and the proposed Placement Area for dredged material.

From Figure 9 it can be seen that the Toora Boat Ramp Channel is located in intertidal mud/sand flat, with some areas of seagrass in the general vicinity. The adjacent shoreline comprises Mangroves and Mangrove shrub land.

Figure 10 shows the proposed dredging design for the Toora Boat Ramp Channel.

The channel is approximately 500 m long with an average width of 25 m. The design depth for the dredging is -1.0 Chart Datum (Chart Datum is 1.509 m below Australian Height Datum). Spring Low Water is at Chart Datum.

A Cutter Suction Dredge will be used to remove the sediment and pump the sediment/water slurry to the Placement Area located about 1.6 km north-west of the boat ramp.

Introduction.

The South Gippsland Shire Council is planning to undertake maintenance dredging of the Toora Boat Ramp Channel. This channel connects the Toora Boat Ramp with the Toora Channel leading into Corner Inlet.

In October 2007 the South Gippsland Shire Council (SGS) commissioned Evers Consult (EC) to assist the Shire with an initial technical appraisal of the proposed dredging and placement o f this planned maintenance dredging o f the Toora Boat Ramp Channel. EC submitted a report in response to this request: "TECHNICAL APPRAISAL OF THE PROPOSED DREDGING AND PLA CEMENT OF DREDGED MATERIAL IN RESPECT OF MAINTENANCE DREDGING OF THE TOORA BOA TRAMP CHANNEL DATED MARCH 2008"

That report o f March 2008 was based on placement o f dredged material in land belonging to DSE. That initiative did not proceed due to objection from Parks Victoria and unavailability o f other land belonging to DSE.

SGS has now selected a parcel o f private land along Toora Jetty Road which could be used as potential fill site. Subsequently and in January 2014 SGS has requested EC to revise and update the first report on basis o f this different fill site location.

This appraisal is on basis o f the proposal as per EC email dated 31 January 2014 and includes:

• Site inspection and discussions with Shire officers

• Examination o f local survey and any other relevant documentation, compilation o f a short report outlining option(s) for management o f the dredged material in terms of pumping, bunding and de-watering. Including any other relevant observations,

• An estimate o f the production and cost o f dredging.

2 Site Information

The site was initially inspected on 19 October 2007 and again on 17 January 2014. On site on 17 January 2014, 1 was met by Messrs. Mohammed Chowdhury and John Moylan o f SGC.

Location o f the dredge and material placement is as shown on FIGURE 1

2.1 The Dredging Area (the Toora Boat Ramp Channel)

This area is located within the Corner Inlet Ramsar Site and Corner Inlet Marine and Coastal Park. These areas are used for the protection o f natural wetland values and for recreational activities including boating and fishing.

At present a substantial part o f the channel area dries at low water. No physical obstructions over or near the proposed dredging were seen.

It is considered by SGS that a (small) cutter suction dredger (CSD) would be the only viable means o f removal of the material. EC agrees with that. A CSD pumps dredged material as a slurry through a pipeline leading to an area suitable for reception o f the dredged material.

2.2 The Proposed Material Placement Area

This area is poor quality, low-lying and flood prone land that is used intermittently for stock grazing. The area available for placement is indicated on Figure 1. Note that not all of this area is required. See further under section 3.4.

The area is generally flat with a minor slope towards the sea.. Noticeable is a drainage ditch across adjacent land; this ditch connects with a large open drain is at the foot o f the levee bank with an outlet pipe into the mangrove area on the sea-side located as indicated. The ditch needs to be deepened somewhat to form a scoop drain. No details of the outlet pipe such as invert level, method (tidal valve?) or dimensions are available at this stage.

Some shrubs, such as paper bark trees, were noted along the western side o f the area adjacent to the Toora Jetty Road. It was desirable that this vegetation should be preserved if reasonably possible.

2.3 The pipeline route

The temporary pipeline route to deliver the dredged material from the dredger to the placement area has been projected to minimize damage to existing natural values. This has been achieved by making the route follow the foreshore and thereafter the existing road ways, thus avoiding any vegetation.

The proposed alignment of the pipeline route is as shown on FIGURE 1

A recent survey shows approximately 15,000 m3 to be dredged. Agreed is that an additional 5,000 m3 should be allowed for over dredging. Total quantity to be dredged this 20,000 m3.

The material to be dredged has been sampled and tested (Toora Boat Ramp Channel Maintenance Dredging Sediment Quality Report, 281h November 2007 (John Kowarsky & Associates)). The material consists of silty, very fine to medium fine sand.

The quantity o f fines (< 63 microns) in the samples that were taken varied between 46% and 19%, on average over 29 samples the grain size distribution was: <63 micron 33.5% 63 - 125 micron 38.5% > 125 micron 28.0%

3.2 Channel Dimensions

Reference Drawing: Gippsland Ports, Corner Inlet & Port Albert, Toora Channel between No 23 Beacon & Boat Ramp. 5105 The datum for soundings is Chart Datum (CD) which is 1.509 metres below AHD.

It is proposed that the Channel will be dredged to achieve the approximate dimensions of the previously dredged channel. Dredging is foreseen to be in soft materials only, specifically not in rock or clay. The depth o f the channel is designed to - 1.00 in CD

The layer thickness o f the material to be dredged varies between 1.00 metre at the seaward end to approximately 2.00 metre near the boat ramp. The total length o f the channel is approximately 500 metres; the width between toe-lines is generally 12 metre and widening over the last 100 metre at each end.

Spring Low Water is at Chart Datum. At that stage o f the tide there will thus be 1 metre o f water after dredging. Dredging can proceed uninterrupted with a dredger that has a draft o f less than 1 metre. It is unlikely that a CSD will be offered with a draught greater than 1 metre. Dredging will be more complicated and will have to be on a tidal basis with a dredger that has a draft o f more than 1 metre.

3.3 Dredged Material Placement Area.

3.4 Pipeline Route and Pumping Distance (FIGURE 1)

As outlined, on FIGURE 1 the pipeline route will follow the channel to be dredged, along the edge o f the car park and along the edge of the existing roadway.

The total length from the seaward point of the dredge area to the nearest point at the placement area is 1,600 in comprising 400 in of floating pipeline and 1,000 m of land- based pipeline.

The maximum pumping distance: 1,600 in + (on placement area) 200 in = 1,800 m

4 Dredged Material Management Plan.

In order to establish the requirements o f the placement area it is necessary to first address the choice o f dredging equipment, the dredging production, the dredging program and other relevant dredging matters.

4.1 Dredging

4.1.1 Equipment

To dredge material as described and pump to the proposed placement area, a CSD with a minimum power o f some 600 kW available for pumping is required. Such power may be either installed within the dredger or alternatively a smaller dredger may be used with the addition o f a booster station in the pumping system. As a dredger with a total of 600 KW installed is fairly rare, and further, the increased draft required by a larger dredger may be an impediment, it has been assumed that a dredger with 400 kW on-board pumps plus a booster o f 200 kW will be used.

The pipeline diameter of the above combination will be between 200 and 300 mm.

Cutter power is not relevant for the type of dredging as envisaged.

A unit typically o f the size that may be expected to be engaged will have following main specification:

Cutter suction dredger Discharge pipe-line diameter: 255 mm Power on pump: 400 KW Power on cutter: 40 KW Dredge depth 8 to 12 m Booster For pumping the dredged material over a distance o f up to 1,800 in a booster o f some 200 KW should be used in conjunction with above dredger.

4.1.2 Production

Due to the relatively small quantity it is expected that a contractor will choose to work in day shifts only, as opposed to day and night work which is standard in the dredging industry for larger jobs. It is assumed and expected that the dredger will operate for 6 days o f 12 hours = 72 hours per week.

The dredging will incur delays such as shifting o f dredger, shifting of pipelines, mechanical delays etc. Due to such delays the average effective time is estimated to be in the order o f 70 % of the total time that the crew is in principle available for dredging.

Estimated operational time: 70 % of 72 hours = 50 hours per week. For the foregoing unit the output is estimated @ 100 m3 per operational hour. Production per week thus 50 hrs x 100 m3/hr = 5,000 m3

4.2 Dredged Material Placement Area

4.2.1 Required Capacity

It is expected that the slurry mixture that will be pumped to the placement area will on average contain some 20% solids and 80% (process-) water.

Based on the expected slurry composition and the properties o f the dredged materials it is estimated that the placement area should have an initial capacity of approximately three times the volume of material to be dredged in order to provide for following: • to allow for the quantity o f process water to be cleanly decanted • to allow for adequate settlement o f the dredged materials over a realistic period • to allow for bulking o f the dredged material.

Estimated is that for 20,000 m3 of dredged material (the estimated dredging quantity), the placement area should have a capacity o f some 60,000 m3

In his report Toora Channel Investigation Roger Buckley, geologist o f the Port of Melbourne Corporation investigated (in 1991) the settlement rates and bulking rates for the various materials that would be encountered in the dredging work that present itself today. Interpretation of these figures generally led to the same results and conclusions as those based EC's experience.

4.2.2 Detailed Layout (Figures 1 and 2)

The plan area (m2) of the placement area is important as this will decide the rate of decanting that may be achieved, the number and composition o f sub-compartments and the composition o f the weir-boxes.

Within the area that is available, the subdivision and layout must be designed to maximize the potential o f the area whilst allowing for continued long term appropriate drainage and care o f environmental features such as the western bordering vegetation zone.

Based on the conservative approach in respect o f expected dredge quantity and slurry composition, (above sections 3.1 and 4.2. 1) the required capacity is 60,000 m3. The ideal height within the placement area is approximately 1 metre. This will ensure fairly rapid dewatering whilst bunds can easily be constructed by bulldozer. With reference to figure 2, the plan area as proposed is approximately 65,000 m2 (the total of the tree areas within the yellow bunds as shown on FIGURE2), giving a maximum fill height o f approximately 0.90 in (assuming that hund material will come from within the fill footprint). The survey shows that the existing level is approximately + 1-7m AHD, giving a maximum fill height of + 2.60m AHD. With freeboard of 0.25m that makes a + 285m AHD bund height.

A total o f three adjustable-height weir-boxes have been included. The function o f the weir-boxes is to create ponds that are large enough for dredged material to settle and the top (say) 50 mm of water to be decanted into the adjacent compartment. The location of the boxes must be such that the path o f the slurry is as long as possible to maximize the opportunity for fines to settle. Weir-boxes should thus be located at the point in each compartment that is furthest away from the point of inlet / discharge. The pipeline will be

extended as infihl progresses and materiel has reached the required height and has settled sufficiently enough to carry the pipeline. The location and dimensions are chosen such that the final decanting o f clear water only can reasonably be expected. (See further also under next point 4.2.3).

The placement area should during pumping and for some time thereafter not be accessible for the general public. Recommended is that a safety fence will be erected and maintained for the above duration. See further also section 4.2.4.

4.2.3 Bund and weir requirements (Figures 3 and 4)

Bund locations and construction are as shown on drawings.

The location o f the intermediate bunds and the location o f the weir-boxes are chosen so as to maximize the area o f decanting and slow that process down as much as possible.

The dredge production is some 5,000 m3 solids per week and process water with that dredged material is some 20,000 m3 per week. Decanting will take place 168 hours per week and must commence as soon as the top (say) 30 mm is clear o f any sediment. The surface area o f the placement area is large for the quantity that has to be placed. This is good and means that adequate time can be given for settlement o f fines; with judicious management the overall decanting period can be stretched out almost as long as is required to ensure clear water being discharged outside of the Dredged Material Placement Area.

The weir-boxes should be wide enough to enable relatively thin layers of water to be decanted. It is recommended that each weir-box be fitted with a minimum of three overflow-pipes o f same diameter as the pump pipeline. Based on the dredge output and slurry characteristics as above the weir box should have a minimum overflow width of 1500 mm. Such boxes can be prefabricated in wood or sheet metal and brought to site by truck to be subsequently installed with the assistance o f a small digger. The cost for manufacture, transport and installation is included in the sum for mobilization (Section 5.1).

4.2.4 After the Dredging Campaign.

Decanting must continue until all surface water has been removed. This may take a considerable time, likely several weeks after completion of the dredging.

After the above decanting process the natural drying o f the materials will further shrink the overall layer. It is expected that overall the material will initially have bulked some 60 to 100 %; after a drying period o f say one summer this should be reduced to somewhere close to 20 %.

After the drying process all bunds can be cleared and leveled if and where required.

Of note is that this same area may be used - at a higher level - for infill at a future campaign.

5 Cost Estimate and Program

5.1 Cost Estimate

It is estimated that "selling price" (the price for which a contractor is prepared to undertake the works) for the whole dredge spread, including booster, pipelines, auxiliary pump(s), discharge equipment, launch, supervision, off-site overheads and profit and risk, will be of the order of$ 1,100.00 per effective hour.

That is per week thus 50 x $1,100.00 = $ 55,000.00 (excluding GST).

Price per cubic metre is thus $ 55,000 / 5,000 m3/wk = $ 11.00 per m3.

Dredging

Price for dredging 20,000 m3 x $ 11.00 = $ 220,000 Contingency $ 30,000 Total dredging $ 250,000 (excluding GST)

Mobilisation and demobilisation

Cutter and all pipelines & auxiliaries, including weir-boxes. Mobilisation including installation approximately: $ 70,000 Demobilisation incl. removal from site approximately: $ 60,000 Total $ 130,000 (excluding GST)

Note: not included is the cost for construction of bund walls

Cost Estimate for one Dredging Campaign

Dredge 20,000 m3 $ 12.50 = $ 250,000 Mobilisation + demobilisation = $ 130,000 Total $ 380,000 (excluding GST)

The total cost is best estimated costs only. The ultimate selling price is heavily influenced by the location o f available suitable equipment and the market situation (competition) at the time of tender. This cost estimate is further also based on today's cost for fuel, labour and materials.

5.2 Program
