BCRSP Application Requirements

Before submitting your application, please ensure that all sections of the application (Parts A, B, C and Factors 1, 2, and 3) are completed in full and the “Declaration” is signed and dated. Supporting documentation must be clearly identified by Factor and attached in the same order as listed on the application.

Applications that are not fully completed with documentation attached and in the proper order will be returned to the applicant for resubmission. A $50.00 (+ HST/GST) resubmission fee must accompany the resubmitted application.

Chronological resumes should be submitted with your application however, they are not considered official documents. They may be used by the Qualifications Review Committee to clarify formal education and employment information and dates.

Eligibility Guidelines

Please note: Effective July 1, 2018 the CRSP eligibility criteria is changing. Please visit www.bcrsp.ca for more information on these changes.

There are three pathways of entry to the Canadian Registered Safety Professional (CRSP)® certification. Please review carefully and complete the application according to what is required based on your eligibility pathway.

Criteria - You may be eligible to apply if you:

Can demonstrate that in addition to formal education, you have completed professional development during the five (5) years immediately prior to submitting an application.(15 point minimum)

Special Accommodation and Assistive Devices

Special Accommodation for the application process (including interview) If an applicant requires special arrangements because of one or more documented disabilities, in order to participate in the interview stage of the application process, the BCRSP will make all reasonable efforts to accommodate applicants up to the point of undue hardship. A written request for disability accommodation must include:

A signed request for accommodation letter explaining the nature and extent of the applicant’s restrictions or limitations in sufficient detail to ensure that the letter along with any supporting documentation, provides BCRSP with all the information it needs to determine the most appropriate accommodation.

Original letter(s), on office letterhead, from the applicants fully-licensed practicing physician, clinical psychologist, other appropriate licensed health care provider, or other appropriate professional or practitioner (the practitioner cannot be a relative or spouse of the candidate) identifying and confirming the existence of the functional limitation(s), the nature of the accommodation requested, and a detailed explanation of why the accommodation is required.

All medical and other supporting documentation submitted will be kept confidential by the BCRSP, and will be used for the purpose of implementing the accommodations necessary for the applicant, if any.

All disability-related documentation must be current within six (6) months of the date of submission to the BCRSP. If the medical documentation, i.e. report or letter is not current within six (6) months of the date of the applicant’s submission, the applicant must include a letter from a fully-licensed practitioner or other professional with appropriate credentials. The letter shall indicate that they have reviewed the supporting medical documentation and concur that the accommodations set out within it remain valid for the applicant for the purposes of participating in the BCRSP application process, including the interview. If additional information is required to evaluate the accommodation request, the BCRSP will consult with the applicant. All requests will be handled on a confidential and individualized basis.

Special Accommodation for Examinations Granting of special accommodation to participate in the application process (including interview) does not automatically grant special accommodation for the CRSP Examination. For candidates unable to take the BCRSP's examination (CRSPEX) using the standard testing process, the BCRSP will make all reasonable efforts to accommodate candidate needs up to the point of undue hardship. In this regard, BCRSP has adopted guiding principles for responding to requests from candidates for exam accommodation. A request for accommodation must be submitted in writing on the CRSPEX Accommodation Form (available from www.bcrsp.ca) and accompanied by the required documentation to the BCRSP Executive Director at least 90 days before the examination date for both, first write and any re-writes of the examination. Late requests may be considered in extenuating circumstances but BCRSP cannot guarantee that such requests will be accommodated. All requests will be handled on a confidential and individualized basis.

Submit documentation verifying a minimum score of 94-101 on a Test of English as a Foreign Language (TOEFL ®) IBT; a band score of 7 on the International English Language Testing Sytem or a score of 785-900 on a Test de français international (TFI ™ ) . Applicants who completed formal education above the minimum requirement (e.g. undergraduate degree or college diploma in any discipline) meet the formal education requirements for certification. All completed post-secondary education programs may be claimed to a maximum of 100 points as follows:

Factor 2 : Professional Development – to be completed by Pathway A applicants

Minimum points required = 15; maximum points available = 100 List all OHS-related training courses/seminars/conferences you have completed beginning with the most recent. To obtain credit, you must attach a copy of the course/seminar/conference outline that shows the title of course, length of course, name of course provider, and a copy of any certificate received or furnish equivalent proof of completion such as a letter from the organization presenting the course/seminar/conference.

Professional development credits will not be granted without documentation. Documentation must be attached for each course/seminar/conference in the same order as listed on the application. If you do not have supporting documentation, do not list the professional development activity on your application.

In-house training will be considered, however, applicants must provide verification from their employer of course dates, content and successful completion. Orientation training to meet job requirements may not be claimed in Factor 2.

IMPORTANT: The time limit for Category A1 and A2 professional development activities is five (5) years or 60 months. (The 5 years (60 months) is calculated from the date the application is received by BCRSP.)

There is no time limit for Category B OHS credit courses. Individual courses from completed OHS certificates cannot be claimed under Factor 2.

Online Courses:Points may be awarded based on technical contact time as identified by the course provider, not the actual contact time for the applicant completing the activity. If the course provider cannot provide contact time for the activity, no points will be awarded.

Pathway B and C:If you are applying under the eligibility criteria defined under Pathway B or C you do not need to complete the Factor 2 section.

Factor 3: Professional Practice (Related Experience) – to be completed by all applicants (Pathway A, B, or C)

Minimum points required = 50; maximum points available = 100 Credit will be given for each year of continuous OHS employment to a maximum of eighty-five months (seven years). The minimum requirement for registration is thirty-six months (three years).

NOTE: University/college/co-op work terms may not be applied to professional practice.

The Qualifications Review Committee evaluates each job position using the criteria listed on the Professional Practice Experience Form to determine whether it is accepted as professional practice. Failure on any one means that the position is not accepted.

You must complete a Professional Practice Experience Form for each position listed below for which you are seeking credit. Do not overlap time periods.

Note: Gaps in employment due to parental leave, LTD, returning to school full-time, unemployment, etc, to a maximum of 12 months will not negate the 36-month continuous employment requirement but must be identified on the application. Application Assessment

The final determination of the acceptability of an applicant to proceed to a Regional Screening Centre interview is made by the Qualifications Review Committee. Applicants should not assume that their assessment of points awarded in Factors 1, 2 and 3 will be the same as that of the Qualifications Review Committee.

A minimum total of 150 points from all three Factors is required for applicants to proceed in the certification process. Applicants must obtain a minimum of 50 points in Factor 1 (Formal Education), 15 points in Factor 2 (Professional Development), and 50 points in Factor 3 (Professional Practice).

Applicant Code of Conduct

DEFINITIONSApplicant – an individual who has submitted an application to the BCRSP. An applicant may be anywhere in the certification process, up to and including the final stage when they are required to submit the Code of Ethics for Canadian Registered Safety Professionals.

BCRSP Representative – any individual who represents the BCRSP either as staff, volunteer, third party contractor, etc.Days – Working days

PREAMBLEConduct by individuals seeking certification with the Board of Canadian Registered Safety Professionals that compromises the integrity and fairness of assessment for eligibility purposes threatens the proper functioning of the BCRSP. To that end, applicants for certification, although not yet certified as a Canadian Registered Safety Professional (CRSP)® are bound to legal and ethical standards of behavior during the certification process.

The Applicant Code of Conduct provides an explicit statement of applicant responsibilities and expected standards of performance and behavior. Applicants must sign a copy of the code of conduct, signifying that they have read and agree to accept the code’s provisions. The Applicant Code of Conduct is drawn from the ethical principles of the Code of Ethics for Canadian Registered Safety Professionals. Procedures outlined in the Applicant Code of Conduct apply only to applicants to the CRSP certification process.

Misconduct, as defined in the Applicant Code of Conduct, and all forms of dishonesty, will not be tolerated during the application process. The BCRSP Governing Board will determine whether an applicant has violated the Applicant Code of Conduct and whether sanctions should be imposed.

Any applicant found to have violated the Code of Conduct risks losing the privilege of applying to become a Canadian Registered Safety Professional (CRSP)®.

PRINCIPLESThe following section describes the principles that are the foundation of the Applicant Code of Conduct. The discussion that accompanies each principle is not intended to provide an exhaustive list of all possible situations or examples that may be considered to be violations of the Code.

As an applicant for the Canadian Registered Safety Professional (CRSP) certification, I pledge to:

Act with honesty and integrity throughout the certification process when interacting with representatives of the BCRSP. Integrity is an obligation that requires each applicant to provide information honestly. Applicants must not falsify information (for example, falsify work experience, or submit altered transcripts). An applicant should accurately represent themselves to BCRSP representatives during the certification process. It is inappropriate to contact the BCRSP to inquire about an application claiming to be someone else. It is

inappropriate to counsel, encourage, or knowingly aid or assist, directly or indirectly, another person or persons in the commission of an offence under this Code.

Respect the knowledge and skills of those involved in the certification process. It is unacceptable for an applicant to disparage the competence, knowledge, qualifications, or services of BCRSP representatives involved in the certification process. The applicant should use the highest professional courtesy when interacting with fellow applicants, BCRSP representatives, and anyone involved in the certification process. Professional relations among BCRSP representatives and applicants should be marked with civility. It is inappropriate to imply in word, gesture, or deed that an application has been poorly managed or an applicant mistreated without tangible evidence. Slanderous comments will not be tolerated. An applicant shall not create a condition which endangers or potentially endangers or threatens the health, safety or well-being of other persons including: physically abuse another person, threaten any other person with physical abuse or knowingly, and without just cause, cause any other person to fear physical abuse; or harass another person. Inappropriate behavior also includes the use of language, gestures, or remarks with sexual overtones. Offensive or threatening comments via e-mail or voice mail messages or any other form of verbal or nonverbal communication will not be tolerated.

Be responsible and accountable for my actions and personally manage and respond to all matters related to my application. Applicants in the CRSP certification process must demonstrate responsibility by taking ownership of all aspects related to the application process. Applicants are expected to review application materials from BCRSP when they apply. It is the applicant’s responsibility to meet deadlines, provide information as requested, and follow the certification process during each stage. Applicants, not BCRSP representatives, are responsible for promptly correcting any errors or omissions identified in the applicant’s file. Applicants are expected to respond to constructive feedback from BCRSP representatives appropriately. If an applicant has a question about the application process after exhausting all available online and printed resources, the applicant should contact the BCRSP office directly for clarification.

BCRSP will not discuss an application with an applicant’s parent, spouse, relative, friend, or employer regardless of who submits the fee payment. The fee payment does not relieve applicants of the obligation to properly submit all requested data and application materials by the posted deadlines.

Applicants who have not been accepted at any stage of the process may consult with the BCRSP office to learn how they may correct deficiencies in their application, but must remain respectful of decisions made by those involved in the certification process.

Applicants are entitled to submit a complaint if they have been mistreated. Applicants may refer to BCRSP’s General Complaints Policy (https://bcrsp.ca/about-us/policies/general-complaints) for information on BCRSP’s complaints and resolution policy.

Procedure to Report an Alleged Violation of the Applicant Code of ConductProcedures for any representative of the BCRSP who believes that an applicant has committed a Violation of the Applicant Code of Conduct:

a. Any person who believes that an applicant is guilty of one or more of the offences listed may initiate proceedings against the applicant.

b. Where a person believes that an applicant has committed one of the offences listed, that person must communicate the particulars of the alleged offence in writing to the BCRSP Executive Director. If there is any evidence to support the allegation (e.g. copy of email, correspondence, witness statement, etc.) it should be submitted along with the complaint.

Procedures for the Executive DirectorThe Executive Director shall follow these procedures when an alleged offence has been identified against an applicant:

1. In all cases, the Executive Director shall stop the application process at the stage it is at and notify the Executive Committee. The Executive Director shall advise the applicant, in writing, by courier or any method of delivery offered by Canada Post, about the alleged offence, and that no further processing of the application will be done until the case is resolved.

2. The Executive Director shall provide the applicant 30 days to respond to the alleged offence. The applicant will be asked to respond to the alleged offence, in writing.

3. In the event that the applicant refuses or fails to respond to the Executive Director within the period of time specified, a decision, which may include a sanction, may be made, taking into account the available evidence. If the facts are determined not to be in dispute, the Executive Director shall refer the matter to the Executive Committee.

4. If the facts are in dispute, the Executive Director shall review the matter by communicating with all parties involved, and complete any necessary investigation. Upon conclusion of the investigation, the Executive Director shall refer the findings to the Executive Committee.

5. The Executive Committee may make a recommendation to the Governing Board on any sanctions to impose or any action to be taken by the BCRSP related to the complaint to the Governing Board.

6. The Governing Board may either dismiss the charges or impose one or more of the sanctions listed.

Sanctions and their ImpactWhere the Governing Board has determined that an applicant has committed an offence against the Applicant Code of Conduct, the Governing Board may impose one or more of the following sanctions:

Written ReprimandA reprimand is a notation of concern about the conduct of the applicant. The reprimand is placed in the applicant's file held at the BCRSP office. The Governing Board may request remedial measures before an application is permitted to proceed.

Refusal to Consider an Applicationa. Refusal to consider an applicant for certification as a Canadian Registered Safety Professional (CRSP) for up to

five (5) years. b. Permanent refusal to consider an applicant for certification as a Canadian Registered Safety Professional (CRSP)

Where a sanction of refusal to consider an applicant has been imposed, such refusal shall be noted on the applicant's record until the sanction expires.

Where the Governing Board imposes one or more sanction(s), the Executive Director shall add this information to the applicant’s record, setting out:

a. the particulars of the offence, andb. brief statement giving details of the sanction(s) imposed, including the date the sanction(s) shall take effect.

Any sanctions imposed will be suspended until the entire appeal process has been exhausted or the deadline for appeal has passed.

Where the conduct involves, or may involve, criminal activity, the BCRSP reserves the right to notify the police. Nothing in this policy/procedure shall be deemed to limit the right of a BCRSP representative to proceed with civil charges.

Notification of the DecisionThe Executive Director shall advise the applicant, in writing, by courier or any method of delivery offered by Canada Post, about the decision and provide the applicant with the procedures by which that decision may be appealed.

When sent by Canada Post, the material, decision or notice shall be sent to the last address provided by the applicant to the BCRSP. Delivery is deemed to have been effected on receipt of hand or courier delivery or five (5) days after being sent by Canada Post to Canadian addresses, and seven (7) days after being sent by Canada Post to international addresses.

Appeals against Decisions of the Governing BoardWhen an applicant has been found to have committed an offence under the Applicant Code of Conduct, whether or not that applicant has been given a sanction, the applicant may appeal that decision.

The written appeal must be presented to the Appeals Panel within 30 days of the deemed receipt of the decision by the applicant.

The finding that an offence has been committed, the sanction imposed or both may form the basis of the appeal. The written appeal must also state the full grounds of appeal and be signed by the appellant.

The appeal shall be heard by the Appeals Panel

The Appeals Panel will follow the BCRSP Appeals Policy/procedure. The decision of the Appeals Panel is final.
