Summary description of projectThe residential and economic growth of the City of Cascade Locks over the last 5 years coupled with the increasing transportation opportunities and the popularity of hiking and biking in the Columbia River Gorge has spurred a desire to review the transportation system plan completed in November of 2001.This is a simple project to review that TSP and update the costs of the needed projects and population estimates. What has been done in the past almost 20 years? What needs to be done in the next 20 years given our explosive growth? Has the priority of the projects changed? The City would like a TGM grant to help answer these questions.

Eligibility requirements

Applications are reviewed on a pass/fail basis on each of the following three requirements.

Applications found to not meet each of these requirements will not be scored against the award criteria and will not be awarded a grant.

1. Clear transportation relationship

A proposed project must have a clear transportation relationship and produce transportation benefits. A project must entail analysis, evaluation and selection of alternatives, development of implementation actions, and public involvement that results in a long range transportation plan, land use plan, or other product that addresses a transportation problem, need, opportunity, or issue of local or regional importance.

2. Adoption of products to meet project objectives

A proposed project must include preparation of an adoption-ready product or products that lead to a local policy decision and that directly address the project objectives, such as a transportation system plan, comprehensive plan amendment, land use plan, code amendment, implementation program, or intergovernmental agreement. Projects are expected to include adoption hearings (or equivalent) by the governing body or to prepare products which will be adopted as part of a larger project.

3. Support of local officials

A proposed project must clearly demonstrate that local officials, both the primary applicant and any co-applicants, understand the purpose of the grant application and support the project objectives. A resolution of support, meeting minutes, or authorized letter from the governing body of all applicants (e.g. City Council, Board of Commissioners, or Transit Board) must be submitted with the application to meet this requirement.

Award criteria

Criterion 1: Proposed project addresses a need and supports TGM objectives (up to 40 points)

The project clearly and effectively addresses a local or regional transportation or transportation-related land use issue, problem, need, or opportunity and will achieve one or more of the TGM objectives.

Explain how your proposed project addresses a need and supports TGM objectivesThe City of Cascade Locks current Transportation System Plan (TSP) was done in 2001 when a casino was envisioned for the community. The casino never happened, but a lot has changed in the community since then. 1. In the last 10 years the assessed value of the City has increased from $68 million to $111 million with another $20 million currently under development to be completed within the next 18 months. 2. The population has grown in the last 10 years from 1,100 to almost 1,400. 3. The number of housing units has increased 22% in the last 5 years with more housing being proposed.

4. Eight new businesses have brought 100 new employees to town in the past three years. 5. Two large businesses with an expected growth in employment of over 100 people will be completed in the Port of Cascade Locks Business Park in the next 18 months.6. The Columbia Area Transit (CAT) bus provides cheap and consistent transit to the Gorge funded by the HB2017 Transportation bill. 7. The Historic Columbia River highway has been completed from Troutdale to Viento State Park bringing more bicycle tourism to town. 8. Tourists have discovered Cascade Locks during the summer swelling the population by 4-5,000 people over the weekends. Major events like Pacific Crest Trail Days and Bridge of the Goddess Half Marathon brings thousands of people into town and the Port of Cascade Locks Marine Park. Weekend traffic takes every usable parking spot and backs up traffic coming off the freeway or across the Bridge of the Gods.Since we are no longer a sleepy little town when the last TSP was done, we must review that plan to see what needs to change to support transportation choices for employees and tourists. Some planning commissioners have been resistant to requiring sidewalks on arterial streets, or even funding a program that would improve our pedestrian and biker safety. The TSP could be the catalyst to provide a program to rebuild and maintain streets and sidewalks in town.All of the new housing on both ends of town (a mile apart) and new businesses in the downtown core and a mile away in the Business Park, coupled with the City Council’s investment in the electric, water and wastewater utility systems and the Port of Cascade Locks successful business recruitment, requires us to look at our transportation system to improve truck routes to the light industrial area. We must look at the need for safe pedestrian travel to businesses and to the school. The economic vitality and growth can continue if we adequately address the road system and its problems in the future. The City believes that with an updated TSP providing new population estimates and thoughtful review of previous plans, our community will continue to expand and develop in a sustainable manner.

Criterion 2: Proposed project is timely and urgent (up to 25 points)

The application demonstrates timeliness and urgency. The project is needed now to:

address pressing local transportation and land use issues

make amendments to local plans or regulations necessitated by changes in federal regulations, state requirements or regional plans

make amendments to local plans or regulations necessitated by changes that were not anticipated in previous plans, including growth or lack of growth, changes in land-use patterns or changes in available funding

build on, complement or take a necessary step toward completing or implementing other high priority community initiatives, including Governor's Regional Solutions Team priority

resolve transportation or land use-related issues affecting the project readiness of local, regional or state transportation projects for which funding is expected to be obligated within the near future

Explain how your proposed project is timely and urgentThis project is not timely, but past-due, making it urgent! The City is just finishing a $4 million water system project, embarking on a $5.6 million wastewater project and a $3 million electric utility upgrade to support our growth. The only two areas not yet addressed are bringing our City Hall up to standard building codes and improving our streets and sidewalks. More houses and more businesses and more tourists make our streets more crowded and more worn. A reviewed transportation system plan could be the plan for the next project the City undertakes.

Criterion 3: Proposed project approach is reasonable (up to 20 points)

The application demonstrates a clear approach to achieving the expected outcome and includes consideration for adoption. Where substantial coordination with other local, regional, and state planning efforts will need to occur, the mechanisms and responsibilities for the coordination are clear.

Explain how your proposed project approach is reasonableRather than starting over with a completely new TSP which would cost a considerable amount, the review of the current TSP to update the population projections and the appropriateness of the projects already identified with updated cost estimates could guide the Council as it sets priorities and seeks funding for those projects. It would also be more cost effective than developing a whole new plan.

Criterion 4: Proposed project has community support (up to 5 points)

The application demonstrates that there is local support for project objectives, a commitment to participate, and a desire to implement the expected outcome.

Criterion 5: Proposed project sponsor readiness and capacity (up to 10 points)

The application demonstrates that the local government is ready and able to begin the project within the TGM timetable and that there is local commitment and capability to manage and complete the project. The application demonstrates, if applicable, successful performance on previous TGM projects.

Explain how proposed project sponsor is ready and capableGordon Zimmerman has been a City Manager in Oregon for almost 27 years, working with ODOT and ODEQ in Nyssa, Vernonia, Baker City, Oakridge, and Cascade Locks. He has been the project manager on TSP's, TGM and SCA grants. Kathy Woosley the City Recorder, has been with the City for 23 years, the last 15 years as the City's in house planner working with planning consultants. Marianne Bump has been the Finance Director for 11 years and has been the fiscal manager for the TGM and SCA grants. This team is ready, willing, and able to provide the necessary support (in kind match) to the ODOT hired consultant that would be updating the 2001 Transportation System Plan.
