1.1 AbouttheEndeavourAwards

TheEndeavourAwardsistheAustralianGovernmentsinternationallycompetitive,meritbasedscholarship

programprovidingopportunitiesforcitizensoftheAsiaPacific,MiddleEast,EuropeandAmericasto

undertakestudy,researchandprofessionaldevelopmentinAustralia. Awardsarealsoavailablefor

Australianstoundertakestudy,researchandprofessionaldevelopmentabroad.

TheEndeavourAwardsaimto:

Developongoingeducational,researchandprofessionallinkagesbetweenindividuals,organisationsandcountries;

ProvideopportunitiesforhighachievingindividualsfromAustraliaandoverseastoincreasetheirskillsandenhancetheirglobalawareness;

ContributetoAustraliaspositionasahighqualityeducationandtrainingprovider,andaleaderinresearchandinnovation;and

IncreasetheproductivityofAustraliansthroughaninternationalstudy,researchorprofessionaldevelopmentexperience.

TheEndeavourAwardsareapartoftheAustraliaAwardsinitiativewhichwasannouncedbythePrime

MinisterinNovember2009. TheAustraliaAwardshavebeenestablishedtomaximisethebenefitto

Australiaofitsextensivescholarshipprograms,andtosupportenduringtiesbetweenAustraliaandour

neighbours.

TheAustraliaAwardswillbringtogethertheinternationaldevelopmentawardsadministratedbytheAustralian

AgencyforInternationalDevelopment(AusAID)andtheDepartmentofEducation,EmploymentandWorkplace

Relations(DEEWR)EndeavourAwardsunderasinglerecognisablebrand. TheAustraliaAwardsarebeing

progressivelyphasedincommencingin2010. Furtherinformationisavailableatwww.AustraliaAwards.gov.au.

1.2 PurposeoftheseGuidelines

TheseGuidelinesprovideinformationforapplicantswishingtoapplyforanEndeavourAward.

TheseGuidelineswillaidyouinpreparingyourapplication. Youshouldread

theminfulltoensurethatyoumeettheeligibilityrequirementsforyour

selectionAward/s.

Youmustalsoensurethatyoufullyaddressalltheselectioncriteriaforthe

Awardyouareapplyingforandsubmityourapplicationandcorrectsupporting

documentation

by

the

closing

date

as

late

applications

will

not

be

considered.

1.3 Applicationdates

1.4 SelectionProcess

a) PreparingyourApplicationApplicationsshouldbesubmittedthroughEndeavourOnline,theonlinesystemwhichallows

applicantstoentertheirpersonaldetailsandinformationontheirproposedprogram,andtoupload

therequiredsupportingdocumentation.

Theonlineapplicationformisonlyaccessiblebetween5April2010and31July2010(mainround),

and1December2010and31January2011(secondround). Pleaserefertosection1.8foradditional

informationregardingaccessingtheonlineapplicationsystem.

Applicantswhodonothaveinternetaccessmayrequestahardcopyapplicationformbyemailing

endeavour.awards@deewr.gov.auindicatingintheiremailthereasonswhytheyareunabletoapply

online.Hardcopyapplicationsmustbereceivedbytheclosingdate.Lateapplicationswillnotbe

considered.

ApplicationsmustsatisfytheEligibilityRequirementsinordertobeconsideredbytheEndeavour

Awardsselectionpanel.

Applicantsshouldbeawarethatapplicationsnotreceivedbytheclosingdatewillnotbeconsidered.

Onlyapplicationsthataresubmittedbytheclosingdatewillbeassessedandapplicantsnotifiedby

emailoftheoutcomeoftheirapplications.

Youwillneedtoaddresstheselectioncriteriaasfullyaspossibleinyourapplication.It

isimportantthatyoureadandanswerallthequestionsintheapplicationcarefully.

Pleasedonotexceedtheprescribedwordlimits.

Thereshouldbenorepetitioninyourapplication.Ifyouhavealreadytoldusabout

separateapplications.

1.5 Assessmentofapplications

Allapplicationssubmittedonlineorreceivedasacompletedhardcopyapplicationbytheclosingdatewill

becheckedbyDEEWRtodeterminewhethertheymeettheeligibilitycriteria.Applicationsthatmeetthe

eligibilitycriteriawillbereferredtoanindependentselectionpanelforconsiderationandrankedagainst

theselectioncriteria(seebelow).DEEWRmayshortlistapplicationsagainsttheselectioncriteriapriorto

assessmentbytheselectionpanel.

1.6 Selectionpanels

TheEndeavourAwardsselectionpanelswillcompriseatleastthreepanelmembers,appointedbyDEEWR.

Thepanelmembersincludeeminentacademics,professionalsandgovernmentrepresentatives.

SelectionpanelmembersarerequiredtoevaluateandrankapplicationsonlinethroughtheEndeavour

PanelAssessmentSystemagainsttheselectioncriteria(seebelow). Individualrankingsfromallmembers

ofthepanelarecombinedtogetherautomaticallyusingtheEndeavourPanelAssessmentSystemtogivean

overallrankinglist. SelectionpanelmeetingsareheldatDEEWRsNationalOfficetofinalisetheselection

process. PanelmembersarerequiredtomakerecommendationstoDEEWRwiththefinaldecisionon

AwardallocationsbeingmadebyDEEWR.

1.7 Outcomeofapplications

AwardswillbeannouncedbytheendofNovember2010(mainround)andApril2011(secondround).

DEEWRwillnotifyallapplicantswhosubmittedapplicationsbyemailregardingtheoutcomeoftheir

applications.Unsuccessfulapplicantswillbeadvisedonhowtheycanobtainfeedbackontheirapplications.

SuccessfulapplicantswillberequiredtoaccepttheirAwardOffersonlinewithin14daysoftheoffer.

ApplicantswillalsoberequiredtosignandreturnaDeclarationofAcceptanceattachedtotheir

notificationletter,priortotheirAwardbeingconfirmed.

Additionally,allsuccessfulAustralianapplicantswillberequiredtoundergoapolicecheckbeforetheir

Awardisconfirmed.

OnacceptanceoftheAwardOffer,successfulapplicantswillbeprovidedwithfurtherinformationpriorto

commencingtheirAwards. PleaserefertoPostSelectionatSection1.9.

1.8 Onlineapplicationsystem

Theonlineapplicationsystem,EndeavourOnline,allowsapplicantstoentertheirpersonaldetailsand

informationontheirproposedprogram,andtouploadtherequiredsupportingdocumentationdirectly

ontotheEndeavourOnlinesystem.

AContractorhasbeenengagedbyDEEWRtoprovidepostselectionsupportservicestoallAwardHolders.

Theseservicesinclude:

Adedicatedcasemanager Predeparturebriefings Provisionofadviceonvisas,health,travel,insurance,accommodation,securityandlegalmatters Paymentofallowances ReportingtoDEEWRonAwardHoldersprogress

OnceapplicantshaveacceptedtheirofferofanAwardandreturnedasignedDeclarationofAcceptance

theirdetailswillbetransferredtotheContractor.

TheContractorwillbeincontactwithallAwardHolderswithinamonthofreceivingAwardHolderdetails.

TheContractorwillfirstlycontactallAwardHolderstoconfirmAwarddetailsincludingcommencement

datesandconfirmedhostorganisation/institutions.AwardHolderswillthenbeallocatedadedicatedcase

managertoassistthemthroughoutthedurationoftheirAwards.

1.10 YourResponsibility

ApplicantsareresponsibleforensuringthattheyhavereadtheseGuidelines,theFrequentlyAsked

(FAQs)

and

all

documents

referred

to

in

the

Guidelines.

1.11 Discrepancies,ambiguities,inconsistenciesorerrorsinanapplication

TheAustralianGovernmentwillnotacceptresponsibilityforanymisunderstandingarisingfromthefailure

byanapplicanttocomplywiththeseGuidelines,orarisingfromanyambiguity,discrepancyorerror

containedinanapplication.

ApplicantsshouldbeawarethatgivingfalseormisleadinginformationtotheCommonwealthisaserious

offenceundertheCriminalCodeAct1995(Cth).1.12 Privacy

PrivacyAct1988DEEWRisboundbytheprovisionsofthePrivacyActandmustcomplywiththeIPPssetoutinsection14of

thePrivacyAct.

TheIPPssetouthowDEEWRmustcollect,store,handle,useanddisclosepersonalinformation,aswellas

providingindividualswithcertainrightstoaccesstheirpersonalinformationandcorrecterrors.

ThePrivacyActdefinespersonalinformationasinformationoranopinion(includinginformationoranopinionformingpartofadatabase),whethertrueornot,andwhetherrecordedinamaterialformornot,aboutanindividualwhoseidentityisapparent,orcanreasonablybeascertained,fromtheinformationoropinion.

multiculturalism,healthcare,education,civicduty,businessinnovation,communityvolunteerism,

sportsandrecreationandyouthorseniorsorindigenousleadership. Thisinvolvementcouldinclude

anabilitytoleadandmotivateothersaswellasdisplayingatalentfornewsolutions,ideasand

enterprisesthatshoworiginality.

Theselectionpanelwillbelookingforapplicantswhoaremorethanmere

bookworms.Yourintellectualtalentsneedtobecombinedwithcareandconcernfor

others.Youneedtodemonstratehowyouhaveusedyourskillstobenefityour

communityorcountry.Evidence,intheformofyourstories,ismorevaluableand

interestingthanmereadjectives.

2.12

Fieldwork

Forinternationalapplicants,fieldworkisanactivityrelatedtoyourfieldofstudywhichisundertaken

outsideAustralia(hostcountry)withinaparticipatingcountryoftheEndeavourAwards(seeSection2.5

and2.6).Forexample,yourfieldworkmaybenecessarybecausetheobjectyouwanttoresearchislocated

outsideAustralia.

If successful, international Award Holders who have proposed fieldwork outside Australia must not

traveltoacountryorapartofacountrythatisassessedbyDFATasLevel5withouttheexpressapproval

ofDEEWRsContractor. IntheeventoffailurebyanAwardHoldertoabidewiththisconditionDEEWR

reservestherighttoterminateanAwardanddirecttheContractortoterminatetheAwardContract. In

theeventthatanAwardContract is terminatedduringtheTermof theAward,anAwardHoldermust

immediatelyceaseundertakingtheirProgramand returnto theirhomecountryassoonasreasonably

practicable.

ForAustralianapplicants,fieldworkisanactivityrelatedtoyourfieldofstudywhichisundertakenoutside

ofyourhostcountrybutwithinaparticipatingcountryoftheEndeavourAwards.

AustralianAwardHoldersmustnottraveltoacountryorapartofacountrythatisassessedbyDFATas

anareatowhichAustraliansare"advisednottotravel"(Level5DFATadvice).TheAwardshouldbe

undertakenonlywithinyourHostCountrywiththeonlyexceptionbeingapprovedfieldwork.

CallyisanAustralianapplicantwhoisbeinghostedinIndia.Fieldworkisnecessary

becausetheobjectshewantstoresearchislocatedoutsideIndiainVietnam.Shecan

dofieldworkinVietnamprovidedshehaspermissionfromherhostandDEEWRs

Contractorpriortocommencement.

Pleaseensureyoumentionyourproposedfieldwork(datesandcountrylocations)inyourapplication,evenifitisonlyinitsearlyplanningstages.OverseastravelforfieldworkpurposesmustbeapprovedbyyourhostandDEEWRsContractorpriortoyourdeparture.Fieldworkshouldnotbeplannedasanopportunitysimply

a

trip

home.

Applicants

will

need

to

show

that

they

will

have

completed

a

significant

amount

ofworkontheprojectbeforetheperiodoffieldworkisundertakenandthattheplannedfieldworkisnotresearchthatcouldfeasiblyhavebeencompletedbeforetheAwardisbegun.ForinternationalandAustralianapplicants,theproposedfieldworkdurationshouldbefornomorethan25%ofthetotalAwardduration.2.13 Conditionsandlimitations(allApplicants)

TheconditionsandlimitationsoutlinedbelowapplytoallAwardsandmustbeobservedbyallAward

Holders.

TherearenolimitationsonfieldsofstudyfortheEndeavourAwards.Pleasenotethatapplicantshavetobe

aged18yearsoroveratthecommencementoftheirAwards.

ApplicantswhocompletedanEndeavourAwardand/orAusAIDscholarshipinthetwocalendaryears

beforethecurrentroundoftheEndeavourAwardsarenoteligibletoapply. Forexample,anapplicantwho

undertookanEndeavourAwardin2009willnotbeeligibletoapplyforanotherEndeavourAwarduntilthe

2012round.

AwardCommencement

AwardHoldersmustsignanAwardContractwiththeContractorregardingtheconditionsoftheAwardpriortocommencingtheAward.

TheAwardisconditionaluponAwardHoldersmeetinganyconditionsthatareoutlinedintheAwardOfferlettersenttosuccessfulapplicantspriortocommencement.

AwardHoldersmustcommencetheirAwardnolaterthan30November2011. Applicantswhohavecommencedorintendtocommencetheirprogramattheirhostorganisation

in2010areineligibleforanAward.

AwardHoldersmustundertaketheprogramoutlinedintheirapplicationforatleasttheminimumAwarddurationunlessotherwiseapprovedbytheDepartment(minimum1monthforEndeavour

Executive Award, a minimum of 4 months for Endeavour Research Fellowships, Endeavour

Research Fellowships for Indigenous Australians and Endeavour Cheung Kong Research

Fellowships.AwardHoldersareexpectedtoresideintheirhostcountrythroughouttheminimum

AwarddurationoftheAwardperiod.

ItistheresponsibilityofAwardHolderstoobtain: ForAwardHolderswhoareundertakingpostdoctoralresearchorresearchtowardsa

degreeinAustralia nominationfromthehostorganisation/institution.

ForAwardHolderswhoareundertakingprofessionaldevelopment nominationfromthehostorganisation.

AnAwardisconditionaluponbeingnominatedbyahostorganisationoreducationalinstitution. AwardContractswilloutlineallconditionsandlimitationsfortravelandhealthinsurance,including

levelofcover,whereapplicable.

ShouldanAwardHolderbepreventedforanyreasonfromtakinguptheirAwardwithinareasonabletimeframe,DEEWRmay,atitsabsolutediscretion,withdrawtheofferofanAward.

CitizenshipandVisas

InternationalAwardHoldersmustnotholdcitizenshipand/orpermanentresidencystatusofAustraliaforthetermoftheirAward.AwardHoldersshouldbecitizensorpermanentresidentsofa

participatingcountryforthedurationoftheAward.

ItistheresponsibilityofAwardHolderstoapplyforandsatisfytherequirementsfortheissueofanappropriateentryvisatotheirhostcountry.TheofferofanAwarddoesnotguaranteethegranting

ofavisaandisconditionalupongainingavisa. Anycostsassociatedwithobtainingthevisaisthe

responsibilityoftheAwardHolder. Ifyourdependentsareaccompanyingyou,youwillhaveto

checkwiththeDepartmentofImmigrationandCitizenshipforinformationonthevisastheyhave

toapplyfor.

AwardHoldersmayberequiredtoundertakeamedicalexaminationtosatisfyhealthrequirementsfortheissueofavisaforentryintotheirhostcountry.

ApprovedProgram

AwardHoldersmustundertaketheproposedprogramoutlinedintheirapplicationandabidebytherulesofthehostorganisation/institution.

AwardHolderswhohaveproposedfieldworkoutsideAustraliamustnottraveltoacountryorapart of a country that is assessed by the Department of Foreign Affairs and Trade (DFAT) as a

Level5withouttheexpressapprovaloftheContractor.IntheeventoffailurebyanAwardHolder

toabidewiththisconditiontheDepartmentreservestherighttoterminateanAwardanddirect

theContractortoterminatetheAwardContract. IntheeventthatanAwardContractisterminated

duringtheTermoftheAward,anAwardHoldermustimmediatelyceaseundertakingtheirProgram

andmustreturntotheirhomecountryassoonasreasonablypracticable.

AnychangestotheAwardHoldersprogramoritinerarymusthavethepriorapprovalofDEEWRthrough

Contractor.

AwardSuspensionandTermination

ProgresswillbeassessedagainstreportsprovidedbytheAwardHolderandtheprogramoutlinedintheAwardHoldersapplication(whereapplicable).

Parttimeemployment

InternationalAwardHoldersmustobtainpermissionfromtheirhostinstitutionandchecktheirvisaconditionswiththeDepartmentofImmigration&Citizenshiptodeterminewhethertheyare

entitledtoworkinAustralia.

InternationalEndeavourResearchFellowships(includingCheungKong)andEndeavourExecutiveAwardHoldersarenotpermittedtoworkforthedurationoftheirAwards.

AustralianAwardHoldersmustobtainpermissiontoundertakeemploymentfromtheircourseconvenororprogramsupervisorandtheContractor. Thisisalsosubjecttoapprovalfromthe

relevantauthorityinthehostcountry,includingvisaconditions.

AwardCompletion

AwardHoldersareexpectedtoreturntotheirhomecountryatthecompletionoftheirprograms.DorjifromBhutanappliesfora2011EndeavourVETAwardtoundertakeaDiploma.

However,DorjiisnoteligibleforanEndeavourAwardashewasworkingin

Australiain2010.

MinhiscurrentlyenrolledinaPhDcourseatauniversityinCanada.Minhisacitizen

andpermanentresidentofVietnambutresidesinCanadawhereheisundertaking

hisPhD.MinhisnoteligibletoapplyforanEndeavourResearchFellowshipasheis

notenrolledinaPhDcourseinhishomecountry.

LeehascitizenshipofChinaandpermanentresidencyofAustralia.Leehasbeen

residinginAustraliaforthelast2years.LeemustapplyasanAustralianapplicant.

2.14 AdditionalConditionsandlimitations(AustralianApplicantsonly)

PhDbuthavenotyetcompletedtheirstudyareineligibletoapplyforan

EndeavourExecutiveAwardandmaywishtoconsiderapplyingforan

EndeavourResearchFellowshipAwardinstead.

Applicantsmustbenominatedbytheirhostorganisation.Theprofessionaldevelopmentactivitymustbe

vocationallyusefulwhilenotbeinggearedtowardanimmediatecommercialoutcomeasitspurpose.

HostorganisationsforinternationalapplicantscannotbeanAustralianbranchoftheapplicantshome

organisation.

HostorganisationsforAustralianapplicantscannotbeanoffshorebranchoftheapplicant'shome

organisation.Inaddition,AustralianscannotbehostedbyanyAustralianorganisationorinstitution,

includingAustralianGovernmentofficesoverseas.

ExampleAmyworksforanAustralianuniversity.AmycannotapplyforanEndeavourExecutiveAwardtoundertake

herAwardatanoffshorecampusofheruniversityoratanyAustralianorganisationoffshore,including

AustralianGovernmentofficesoverseas.Inaddition,Amysproposalwillnotbeconsideredifsheplansto

furtherherresearchproject(asdistinctfromherresearchskills)inherhostcountry.Herplanforan

ExecutiveAwardshouldbetofurtherherresearchskillsbycompletingashortcourseorparticipatingina

workshoporparticipatingincrucialprofessionalmeetings.Applicantsintendingtodeveloppureresearch

shouldnotapplyforanExecutiveAwardbutforaResearchFellowship.

Itistheresponsibilityoftheapplicanttoresearchandfindanappropriatehostorganisationanddevelop

theirproposedprofessionaldevelopmentprogram.DEEWRmanagestheEndeavourAwardssocannot

provideadvicetoapplicantsonlocatingsuitablehostorganisationsfortheEndeavourExecutiveAwards.

Ahostorganisationmaynominateamaximumof5applicantsonly.Nominationformsareavailableby

requestorelectronicallywithintheonlineapplication.

d) EligibilityRequirementsforEndeavourExecutiveAwardsToapplyforthe2011EndeavourExecutiveAwards,internationalandAustralianapplicantsmustfirstsatisfy

theeligibilityrequirementsdetailedbelow.

1. Internationalapplicantsmustbecitizensorpermanentresidentsofaparticipatingcountryandresideinaparticipatingcountry(seeSection2.5).

2. Ifinternationalapplicantsholddualcitizenship(includingAustraliancitizenship)orpermanentresidencyinAustralia,theymustberesidinginAustraliaandapplyasanAustralianapplicant.


4. AustralianapplicantsmustbecitizensorpermanentresidentsofAustraliaandresideinAustralia.Applicantsmustnotbestudying,livingorworkingintheproposedhostcountryin2010(seeSection

2.6).

5. Australianapplicantsholdingcitizenship/dualcitizenshipinaparticipatingcountryfortheAwardtheyareapplyingforareeligibletoundertaketheirAwardthere.PleasenotethatAustralianapplicantsmust

beresidinginAustralia.

6. Applicants(bothinternationalandAustralian)musthaveeitheranAustralianYear12secondaryqualificationorequivalentoratradeorvocationalqualificationofatleastCertificateIIIlevelorabove9

oranundergraduatedegree.Applicantsmusthaveatleastfiveyearsfulltimeprofessionalwork

experience.

7. ApplicantswhoareenrolledinaMastersorPhDbuthavenotyetcompletedtheirstudyareineligibletoapplyforanEndeavourExecutiveAwardandmaywanttoconsiderapplyingforanEndeavour

ResearchFellowshipinstead.

8. Applicantsmustbenominatedbyeithertheirhostorganisation.9. Applicantsmusthaveinwritingconfirmationofnominationwiththehostorganisation(s).Ifyouhave

morethanonehost,youmustprovidemultiplenominationforms.

10.Applicantsmustspendaminimumof1monthandamaximumof4monthsattheirhostorganisation.Theprofessionaldevelopmentactivitymustbetakeninoneblock;itcannotbebrokenintotwoor

morevisitstothehostcountry.

11.AllEndeavourExecutiveAwardHoldersmustcommencetheirapprovedprogramandAwardbetween15Januaryand30November2011and1July2011and30November2011(secondround).Applicants

whohavecommencedorintendtocommencetheirprogramattheirhostorganisationin2010are

ineligibletoapply.

9TheAustralianqualificationattheCertIIIlevelorabove(orasimilarlevelinternationalqualification)mustcomply
