WATER / SEWER IMPACT All properties are subject to on-site septic tank installation and a community water system approval as required by the County Health Department. Soil types and proposed lot sizes are compatible and adequate for septic tank installation. SOLID WASTE IMPACT None expected. ENVIRONMENTAL IMPACT No impact is expected. FIRE SERVICE Fire service is available within 4.7 miles (response time 6 minutes) from the Statesboro Fire Department. No additional resources are required. TRAFFIC IMPACT The capacity and general condition of the roads accessing the proposed development is good. Joe Kennedy Blvd. is a county maintained paved road. SCHOOL IMPACT Minimal impact is expected on existing schools. PARKING, ROAD AND DRAINAGE IMPACT The proposed use in consideration of the scale of the development may create a significant traffic impact. Currently, all drainage is natural with no known man-made improvements to the existing development other than roadside drainage ditches and culverts. The accessways/driveways to the site should have proper roadside drainage measures. E-911 AND EMERGENCY MANAGEMENT IMPACT Street addresses can be easily assigned. The County Emergency Management Director should be contacted prior to construction. LAW ENFORCEMENT IMPACT Response time from Bulloch County Sheriff’s Department is approximately 9 minutes. However, depending on patrolling patterns and the location of deputies at a given time, this response may be greater or lesser. FINAL STAFF RECOMMENDATION The proposed use is not consistent with the intent of industrial districts. The staff recommends denial of the conditional use request; however if approval is considered the following condition is recommended: 1. Signage shall be limited to one (1) building sign or as otherwise permitted by Perimeter

Center South covenants.

Planning Commission – Approved Minutes (6/9/11)

Presentation / Discussion Mr. Newman stated since the previous agenda item was recommended for approval this would now require a recommendation for a conditional use. He went over the different businesses in the immediate area and stated he had gone into Ferrell Gas and they did store any tanks on the premises. Pastor Williams was present representing the church and stated they agreed with the conditions. Christy Smith, representing Manack Signature Properties, was present and stated since the church had been occupying the building they had not had any problems. Benjy Thompson, Executive Director for The Bulloch County Development Authority, asked why the staff had recommended denial of the request. Mr. Newman explained it was due to parking, traffic and safety issues in the area. Mr. Chandler asked what the capacity of the church is and Pastor Williams said they have seating for 78 members but have not met the capacity. He stated they have services on Sunday Mornings and Wednesday nights and usually there are not other businesses open at these hours. Mrs. Marsh asked how many vehicles are there during the service hours. Pastor Williams stated approximately 35-40 vehicles at the maximum. He stated he hopes the church will expand and they will have to relocate. After additional discussion, a motion was made. Motion Recommended approval of the request with the following conditions: 1. Signage shall be limited to one (1) building sign or as otherwise permitted by

Perimeter Center South covenants. 2. The conditional use permit shall be limited to the operation of the church currently

occupying the premises, New Beginnings Outreach Ministry. The operation of any subsequent church at this location will require a new conditional use approval.

Presentation / Discussion Zoning Administrator Randy Newman presented Item #3 which was an application submitted by Mr. Franklin Wood requesting a Conditional Use to operate a church on

the property. Mr. Newman stated that the property consists of 4 acres, and is located on Joe Kennedy Blvd., tax map #077 000012 005. The Staff recommended denial of the request, but if approved, one condition was recommended. The Planning and Zoning Commission voted to approve the Conditional Use Request with conditions. Acting as Agent for Manack Signature Properties, Mrs. Christy Smith stated that the church is already open and operating. Mr. Newman stated that no one signed up to speak for or against the Conditional Use Request. Motion Motion to approve the Conditional Use request with the [following] conditions: 1. Signage shall be limited to one (1) building sign or as otherwise permitted by
