The California Public Utilities Commission (CPUC) as the Lead Agency under the California Environmental Quality Act (CEQA) has prepared a Draft Subsequent Environmental Impact Report (EIR) for consideration of the Southern California Edison (SCE) application for a Certificate of Public Convenience and Necessity (CPCN) to build and operate components of the Riverside Transmission Reliability Project (RTRP).
Draft Subsequent EIR Availability The Draft Subsequent EIR will be released for public review on April 2, 2018. Comments on the Draft Subsequent EIR are due on or before May 17, 2018. The Draft Subsequent EIR is available for review at the locations identified in Table 1, and at the CPUC office at 505 Van Ness Avenue, San Francisco, CA 94102. A limited number of CD and hard copies are also available upon request by e-mailing [email protected]. Both the Draft Subsequent EIR and the 2013 RTRP EIR are available for download from the project website:

Project Background The RTRP was first proposed by Riverside Public Utilities and SCE in 2009. As the CEQA Lead Agency, the City of Riverside prepared an EIR to analyze the environmental impacts from construction, operation, and maintenance of the RTRP. The City of Riverside certified the EIR and approved the project on February 5, 2013. Following certification of the 2013 RTRP EIR, SCE modified segments of the RTRP to avoid conflicts with residential and commercial developments within SCE’s proposed transmission line route in the City of Jurupa Valley. This Draft Subsequent EIR analyzes the transmission route revisions and existing distribution line modifications (together referred to as the Revised Project) that were not included in the 2013 RTRP EIR.
Revised Project Location and Description The Revised Project is located in the cities of Jurupa Valley and Riverside, as well as unincorporated Riverside County, and includes the following major components. These components are shown in Figure 1 below. ▪ Approximately 0.4 mile of new overhead 230-kV double-circuit transmission line
▪ Approximately 2 miles of new underground 230-kV double-circuit transmission line
▪ Relocation of existing distribution line at two locations
▪ Etiwanda Marshalling Yard

Significant Impacts of the Revised Project The Draft Subsequent EIR has identified significant and unavoidable impacts to Aesthetic, Agricultural, Noise, and Transportation and Traffic resources that would result from construction, operation, and maintenance of the Revised Project. All other potential impacts to environmental resources were determined to be less than significant or could be reduced to a less than significant level with the implementation of mitigation measures identified in the Draft Subsequent EIR.
Informational Workshops The CPUC will hold informational workshops to help affected communities understand the Revised Project, its alternatives, the Draft Subsequent EIR, and how to participate in the CPUC decision-making process. The dates and times for these informational workshops are provided in Table 2 below.

El RTRP fue propuesto por primera vez por los Servicios Públicos de Riverside (RPU) y SCE en 2009.
