1. Introduction
1.1 AimTheaimof thisdocument is todetail theagreedplans tobeutilized in initiatingandmanagingallresponses to emergency incidentswhichmight occur during the conduct of the Strawberry FieldsFestivaltobeheldatTocumwal,NSW,over4daysfrom15thNovember2018–18thNovember2018inclusive.
Theseplanshavebeendevelopedandwillbeappliedintheclearunderstandingthatthe“lifesafety”and welfare of all festival attendees is paramount and that the provision of effective, timely,managementof/andresponsetoemergencyincidentsisacornerstoneresponsibilityintheconductoftheStrawberryFieldsFestival.
Thisdocumentshallbeusedasaguidebyemergencyresponsepractitioners(andotherswithsimilarroles/responsibilities), as an aide to the facilitation of a co-ordinated, co-operative delivery ofemergencyresponseservices.
Thisplanacknowledgesthatflexibility isanessentialtool inthemanagementofemergencyeventsandaccordingly,usersoftheplanmay(wherenecessary)adaptspecificaspectsoftheplantomeettheoperationalrequirements/objectivesofanyemergencyrelatedsituation.
1.2 ObjectiveTheBroadObjectivesofthisplanare:
1. ApplyMeasurestopreventorreducethecausesoreffectofanyEmergency.
2. Applystrategies/actionstoreducethecauseandeffectofanemergency.
3. ProvidesupportforallStaffandEmergencyStakeholdersshouldtheyrequirearesponse.
1.3 ControlStatementInallcasesofanemergencyoccurring,includingthosewheretheimpacttofestivalparticipantsisonlythreatened,theinitialcontroloftheresponsetoandmanagementof,thatincidentwillbewiththeappointed Event EmergencyResponseCo-ordinator (EERC) andwill remain so until the incident iseither concluded or responsibility for the ongoing management/response to the incident istransferred to the relevant statutory emergency service/authority being Police, RFS, NSWAmbulance, SES or other agency. At this time, the Event Emergency Response Coordinator willassume the role of the Event Commander and offer the resources of the Event as support to theexternalIncidentController.
In all situations consultationwith the relevant statutory emergency service shall be undertakenwherepracticable.

3. EmergencyManagementPersonnelandInfrastructureAllPlanningofEmergencyResponsearrangementswillbeaconsultativeandtransparentprocessinwhichEventOrganiserswillmeetwithallrelevantStateGovernmentEmergencyServices/AgenciesandtheBerriganShireCouncil.
3.1 EmergencyManagementTeam(EMT)Management of the Strawberry Fields Festival will include the establishment of an EmergencyManagementTeam(EMT)whichwillbemadeupofthe“onsite”seniormanagers(Operations,Fire,Medical,SecurityandSafety)andmayincluderepresentativesoftherelevantstatutoryauthoritiesoremergencyservices(Council,Police,RFS,NSWAmbulance,SESetc.).
TheEventEmergencyResponseCo-ordinatorshallconveneregularmeetingsoftheEMTasdeemedappropriatethepurposeofwhichshallbetodiscuss/evaluate/plan“operational”matterspertainingtotheevent.

The EventEmergency Response Coordinatorwill be positioned in the ECCwhere he/shewill have access touninterruptedinternalandexternalformsofcommunications.
TheECCwillbeequippedwiththefollowing:
• CommunicationsEquipment:UHFRadio,Mobilephone,SatellitePhone,Computerwith
Internetaccess,Megaphone.

3.5.1ECCMeetingsThroughoutthedurationoftheEventtheEventEmergencyResponseCoordinatorwillholdEmergencyManagement TeamMeetings on six-hour rotation, known as EMTMeetings. Proposed times are10am,4pmand10pm.Thesemeetingsareaplatformtotalkandreportabout incidentsattended,anyunresolved issues, anyemerging risks andanyotherdiscussionpoints. TheseEMT’sprovideaforumforthecollectivewisdomandexperienceintheroomtocometogetherandresolveanyrisksor issues thatmayariseorhavearisen.Representativesmayinclude,Police,RFS,NSWAmbulance,Security,SES,Council,Medical,Dancewise.
3.6 EventOperationCentre(EOC)TheEventOperationsCentrewillrun16hoursaday/nightthroughouttheEvent,closingonlybetween12amand8am.DuringthesehoursofclosingtheEventwillbehandedovertotheECC.
Theroleof theEOC is tooperatetheEventasastandalonefromanyEmergencyResponse. In theeventofan isolatedEmergencytheEventwill stilloperateandbemanagedaccordingly.However,theEOCplaysa key role in the coordinationofanyEmergencyResponse, frommessaging staff toprovidingextraresourcestotheEventEmergencyReponseCoordinator.
ThemainrolesoftheEOCare:
• MaintainanEventLog• 2-wayradiodistribution• Issueweatherreportsandanyotherupdates• InformationfeedtoallEventStaff• ProvideservicesandsupportforallEventdepartments
3.7 MedicalCentreTheEventwillhaveafullyequippedMedicalCentreoperationalthroughouttheentiredurationoftheevent. Consisting of a range of Medical Professionals, this Centre will respond, retrieve and givepatientsthetreatmenttheyrequire.TheMedicalCentrewillruna24-hourMAT.
3.7.1NSWAmbulanceNSWAmbulancewillbeonsiteapprox.12hourseachdayandwillworkcloselywiththeMedicalTeamtoproducebestPatientoutcomes.

4.1Non-EmergencyCommandStructureThedaytodayrunningoftheEventhasastructurethatconsistsofanEventManagerthatoverseesallotherareaManagers.
3.8FireStationThe Events Fire Stationwill also be fully functioning throughout the entire duration of the event.Constantpatrollingofthecampgroundsandeventareawillensurethesafetyofallpersons.TheFireteamalsoensureEmergencyaccessroutesarekeptclearatalltimes.

5. PreparednessandPrevention
5.1 TrainingTo ensure that the Emergency Plan can be effectively executed those persons with roles andresponsibilitiesundertheplanwillberequiredtopossesstherequisitequalifications,trainingandexperiencetofulfiltheirallottedrolesandresponsibilities.
It shall be a condition of engagement that all personnel providing professional emergencymanagement/response services (including contractors) shall be appropriately trained andexperiencedtoperformtheirallottedtasks.
All personnel employed “on-site” at the festival will be provided with opportunities to accessinformation and advice regarding the festival Emergency Plan and Procedures, through theprovisionof formal trainingactivities, informal “toolbox” typemeetingsand thedistributionofprintedinstructionsandrelevant“aide-memoirs”andhandouts.
5.2 EmergencyResponseExercises.Priortotheevent,atabletopemergencyresponseexercisewillbeconductedonsitethatsimulatesseveralemergencyscenarios includinganevacuationofthevenue.AllmembersoftheEMTandtheECO,alongwiththedepartmentmanagersshouldbepresentatthisexercise toensurethattheyhavetheknowledgenecessarytoundertaketheirrole.Atthisvenue(ECC)theexercisewillmostlikelyconsistofapproachingfirefromtheStateForestorleavingtheEventheadingfortheStateForest.AllStakeholderswillbeinformedoftimeanddateofexerciseclosertotheevent.
5.3 EducationAll key Event Management Staff will be educated on the roles they play in an Emergency. AsManagers of their area it is imperative that they are educated accordingly so they can in turneducatetheirStaff.TheEventOrganisersarededicatedtoeducating itsStaff, sotheEmergencyResponsesofanysituationiscoordinatedeffectively.
5.4 HazardReviewandRiskAnalysisItisacceptedthatallstakeholdersthatactivitiesdesignedtoidentify,preventand/orminimizeriskof emergencies and/or the potential impact an emergency incident may cause, areshared/commonresponsibilitiesandnotsolelythatofeventmanagement.
Theprocessofriskminimizationisthereforeongoingandshallbepracticedthroughoutthefestivaleventperiod.

5.4.1HazardReviewDuringthepreparationofthisEmergencyManagementPlanasitevisitoftheEventSitewillagainbeconductedandaRiskAssessmentcarriedout to identifybothnaturalandmanmadehazards thatmayimpacttheEvent.
Pleasenote that theRiskAnalysis inAppendixA is preliminary, anda secondary Site visitwill beconductedtoanalysefurtherRiskasforecastingbecomesclearer.ThisfinalRiskAssessmentwillbenolaterthantwomonthsoutfromtheEvent.
5.5 SitePreparationandWorksThe site preparation and works are carried out by Event Organisers in accordance with theidentifiedRisksandHazards.ThispreparationwillbeconductedinconjunctionwithallEmergencyServiceStakeholdersandthepropertyowner.Someoftheseactivitiesmayinclude:
• Controlledburnoffs(fuelreduction)• Grassslashing(fuelreduction)• Fencingandgates• TheidentificationandmarkingoutofthePlaceofLastResort(PLR)• Treetrimming• Firebreaks• Roads

6. EvacuationProtocolEvacuationisthemovementofpeoplefromaplaceofdangertoaplaceofrelativesafety(AS3745definition).
Inmanycasesthiscanbeachievedwithrelativesimplicity/ease,oftenitisachievedbythepeoplethemselveswho, sensingdangersimplymoveawayhowever, in somemorecomplexsituations,evacuation,unlessproperlyco-ordinatedandmanagedcanplacepersonsatextremerisk.
Evacuationactivitiesaregenerallycategorizedandincludethefollowingthreeoptions:
6.1 PartialEvacuationDefinition-isthemovementofpeoplefromageographicallydefinedareawithintheEventSite.
Example-movingpeopleawayfromafoodarea.
Generally,evacuationsinthePartialcategorycanbeachievedeasilywithminimalresourcesandare often initiated by the Area Warden/staff member with subsequent support from otherpersonnelincludingECOmembers.
6.2 TotalEvacuationDefinition-isthemovementofpeopleofftheEventsitetoanexternallocation.
Example–Movingpeopletoaneighbouringproperty
In all cases the decision to evacuate totally will be the result of consultation with statutoryemergency services (Police, RFS,NSWAmbulance, State Forestry and SES) based on a range ofinformation each agency possesses regarding the incident (threat); its potential impact on thefestivalsite/occupants,eventtimingandanobjectiveplan.
6.3 ShelterinPlaceDefinition-isthemovementofpeopletoapre-determinedlocationwithintheEventAreawheretheymayseekshelterandbeprotectedfromthethreatbyavailable“onsite”resources.Thisareawouldbepre-preparedandisolatedforthispurposeonly.
Example–MovingpeopletoaclearedareanearadamandhaveFirevehiclesinthearea.
Similarly,the“shelterinplace”protocolrequiresco-operationatalllevels(especiallythepatrons)whomaynot fullyunderstand the threator theneed to “shelter” in a location (perhaps for anextendedperiodoftime).

MegaphoneswillalsobepresentattheeventtoensurethefarcampgroundsarereceivingthesamemessagingastheMainEventArea.However,itisenvisagedthatthePAsystemwilleffectivelyreachallareasoftheevent.

“This is anEmergencyMessage”.Make yourway to theEmergencyAssembly areanear theMainEntryinacalmandsafemanner.Everythingisundercontrolandthisisforyourownsafety”.*AllpatronswillbegivenamapuponentryidentifyingEmergencyAssemblyareasandthesemapswillalsobehighlyvisiblethroughoutthevenue.
6.5 EvacuationControlUtilizingtheprinciplescontainedinAS3745-2010“Planningforemergenciesinfacilities”ateamwillbeestablishedfromwithintheEventManagement,SecurityandotherManagementgroups,theirroleinanemergencybeingtoinitiateandmanageanyevacuationactivities.
ThisgroupwillworkwithintherecommendedstructureofanEmergencyControlOrganization(ECO)asperthestandardandwillbesupportedbyresourcesfromwithinthefestivalemergencyresponseandmanagementgroup.
The ECO will under the direction of the Event Emergency Response Co-ordinator, facilitate theorderlyevacuation(re-location)ofsiteoccupantstoadesignatedlocationintheeventofasignificantemergencyeventwhichposesathreattooccupant’ssafety.

6.7 EmergencyColourCodesIt is important thatemergencysituationsare reportedclearlywithoutcausingpanic to thatpersonwith-inearshotofanEventradio.InlinewithAustralianStandard3745-2010,astandardisedcolourcode for notification, identification and response activation is used in the emergency responseprocedure. All personnel using an event radio should use these colour codes when reporting anddiscussingincidents.

The Event utilises multi-modal communication systems intended to ensure the continuity ofEmergencyResponsecommunication in theeventofa failureofprimarycommunications systems.Theseadditional communication systems include telephones (Cellular andSatellite), public addresssystems(StagePASystems),onsitenetworkinstantmessagingandVOIPphones.

7. AssemblyAreasandEmergencyAccess
7.1 EmergencyAssemblyAreaAnEmergencyAssemblyAreawillbeidentifiedandpreparedforusewithinthefestivaleventsiteandwillbetheprimarylocationshoulda“shelterinplace”evacuation/relocationbenecessary.
AsecondaryEmergencyAssemblyareawillalsobeidentifiedontheouterareaoftheEventareaandwillbeusedfornootherpurpose.
*TheseareaswillbeidentifiedafterconsultationwithStakeholdersandconfirmedpriortotheEvent.
Theareamustbeconsideredlargeenoughtoaccommodateallfestivalpatronsandstaffandmustbe“fuelreduced”toafford“defendinplace”strategies(ifnecessary).
Groundfuelswillbereducedto<100mm(wherepracticable)andtheareawillbeincloseproximitytoservicesandwaterresources.
Should an evacuation to the Evacuation Assembly Area become necessary, Fire Safetypersonnel/resources together withMedical personnel/resources will be dispatched to the area toprovideprotectionandsupporttoevacuatedpersons.
7.2 EmergencyVehicleAccessRoutesAminimumof2EmergencyVehicleaccessrouteswillbeidentified.Ifoneoftheseroutesfails,thenthesecondoptionforEmergencyServicesaccesscanbeutilised.

IntheEventofanEmergency,EventTrafficStaffwill(underthedirectionoftheEmergencyResponseCoordinatorandorNSWPolice)activatetheEmergencyResponseRoadClosureProcedure.ThisroadclosureallowstheuninterruptedflowofallandanyEmergencyVehiclesfromtheexternalroadsintotheEvent,wheretheEmergencyrouteiskeptclearofalltrafficandaccesstothedesiredlocationisalsoclear.ThisprocedureisplayedoutasanexercisepriortotheEventopeningtoensureallEventStaffareawareoftheprocess.
ThisprocedureisperformedinreverseforEgressofallEmergencyVehicles.
7.3 EmergencyHelicopterLandingZoneTherewillbeadesignatedHelicopterLandingZone(foremergenciesonly)markedoutinanareathatisclearfromallhazards.Thisareawillbeusedfornootherpurposeandremainclearatalltimes.

8. IncidentResponseProcedureItisanticipatedthattheprimarymeansofon-sitereportingofemergencieswillbevia“passer-by”notificationtoanEventStaffmember.
8.1 ReportingUponreceivinginformationofanemergencyor“incident’,EventStaffcannotifyeithertheECCortheEOCviatheEvent2-wayUHFRadios.Havingtwooptionsensurestherewillmostlikelybeclearradiotrafficonatleastoneofthosechannels.ThePriorityhowever,isforreportingandEmergencyincidentisviatheECCchannelEventStaffareeducatedtosayordothefollowing:
• Location,GridReferenceandorincludingnearestlandmark• Typeofincident• Helprequired• Nameofpersonreporting• Staywiththepersonoratthescenefromwhereyouarecallingfrom
8.2 ResponseTheECCwilldeployanappropriateresponseoncenotified.AllEmergencyServiceproviderswillworkfromthesamegriddedmapoftheEventandclearinstructionsfromtheECCwilldirecttheresponsetotheexactarea.InmostcasesSecuritywillrespondandassistinbothFireandMedicalincidents.
8.3 MediaIfthereisaneedforaMediareleaseinresponsetoanEmergencyorincident,thentheEventMediaTeamwillliaisewithallEmergencyServiceprovidersandStakeholderstoobtainastatementthatreflectthenatureoftheincidentandtheresponse.EventStaffareinstructednottocommentonanyincidentwithoutnotifyingEventManagement.
8.4 DebriefandEmergencyPlanningReview“Incidentde-briefs”shallbeconductedassoonaspossiblefollowingan“incident”asdeterminedbytheEventEmergencyResponseCo-ordinatorinconsultationwithEventManagement.
Aformalde-briefwillbeconvened“post”Eventatatime,dateandlocationtobedetermined.
Keystakeholderswillbeinvitedtoattendandparticipateandwillberequiredtoprovide(toEventManagement)adetailedwrittenreportcoveringtheiractivitiesforthedurationoftheEvent.
The Event Emergency Management Plan (including all “sub-plans”) shall be subject to reviewfollowingtheconductofthefestival.Thereviewwillnotbelimitedtoanypartoftheplanbutshallincludeanexaminationofallpartsastotheirsuitability,performance,relevance,effectivenessandsustainability.
