PID 00888537 and 65165748, 2178 MacLellans Mtn Glencoe Road, Pictou County, NS The MacLellans Mountain Quarry, owned and operated by S.W. Weeks Construction Limited, is located on PID 00888537 on the MacLellans Mtn Glencoe Road in New Glasgow, Nova Scotia. This quarry is operating under a current Nova Scotia Environment (NSE) Industrial Approval (NSE Approval #2016-097967). The Nova Scotia Environment Act, Environmental Regulations require that the proponent of a pit or quarry in excess of 4ha in area, primarily engaged in the extraction of ordinary stone, building or construction stone, sand, gravel or ordinary soil must register it for an EA as a Class I undertaking (NSE, 2009). S.W. Weeks Construction Ltd has retained McCallum Environmental Ltd. (MEL) to complete surveys and studies to support registration of an EA for the expansion of its quarry on MacLellans Mtn Glencoe Road. S.W. Weeks Construction Ltd plans to register the MacLellans Mountain Quarry Expansion Environmental Assessment in June 2018. The contact information for S.W. The quarry is centered between the communities of MacLellans Brook to the northwest, Greenwood to the northeast, and Kirkmount to the southeast. The quarry is located on the east side of the MacLellans Mtn Glencoe Road at the civic address of 2178 MacLellans Mountain Glencoe Road. The current disturbed footprint of the MacLellans Mountain Quarry is approximately 25 hectares. The Study Area is situated in a rural setting, approximately 6km southeast of the community of Stellarton. Aerial imagery followed up with a ground verification was used to determine surrounding residential structures. There are approximately 71 residences within a 1km radius of the outer edge of the EA Study Area. As is current procedure at the quarry, permission will be

gained before any blasting occurs from all neighbours with structures within 800m of the blasting areas. S.W. Weeks Construction Ltd. currently monitor blasting at the existing quarry through an independent subcontractor which occurs at a location on MacLellans Mountain Glencoe Road, and another on MacLellans Brook Road. Apart from the existing quarry footprints and some woods access road and ATV trails, the Study Area comprises natural forested land. The Study Area is bisected by a unnamed NSE mapped, watercourse which initiates beyond the northern Study Area boundary, and drains southwest connecting with Stewart Brook (Figure 2). Quarrying activities will be setback sufficiently from the watercourse so as not to impact it. Quarry Expansion Quarry expansion is in preliminary stages, but the additional annual increases will be quite small. Expansion of the quarry is proposed in three defined Development Areas which will include a combination of quarrying activities, or other quarrying components. The planned Development Areas associated with the expansion of the MacLellans Mountain Quarry has been estimated for the following time periods as identified on Figure 3 (attached). It should be noted that the following time periods are approximate, and subject to modification during the lifetime of the quarry.

- 1-30 years - 30-50 years; and - 50 years +

The initial phase of expansion (1-30 years) will extend the quarry to the north and east within Development Area A, located within the current property (PID 00888537). For the purposes of the EA however, a 30-50-year Development Area (Development Area B) has also been identified in this property to the north and west of Development Area A. The adjacent property (PID 65165748), which is also owned by S.W. Weeks Construction Ltd, will be evaluated in the EA to accommodate further expansion post 50 years should it be required. The adjacent property is located northwest of the existing quarry at civic # 26 Glen Road, McLellans Brook. A former aggregate quarry also exists within PID 65165748, however it is not currently in operation. The area defined for the 50 year + expansion is referred to on Figure 3 as Development Area C, and comprises a combination of quarrying activities and associated quarrying components (i.e. crushers, overburden piles, site access roads etc). The maximum quarrying extent has been identified within Development Area C. Development Area C incorporates flexibility to construct an access road across Watercourse 2 should it be required in the future. The quarry is accessed, and will continue to be accessed, on MacLellans Mountain Glencoe Road. Blasting is completed in accordance with the General Blasting Regulations of Nova Scotia

and is expected to continue to occur two to four times a year. There are no anticipated changes to the amount of blasting as a result of this expansion. This expansion is proposed to increase reserves not increase production. Haul trucks are not owned by S.W. Weeks Construction Ltd but by quarry customers. Transportation routes for haul truck traffic are therefore variable, but generally follow the MacLellans Mountain Glencoe Road north continuing on to Glen Road to MacLellans Brook Road. Truck traffic generally heads west to Highway 348 or east to Highway 347 to access Highway 104. The number of haul trucks per day is dependant on quarry customer volume and projects in the local area. There is no expected change to production rate of the quarry that is currently approximately 250,000 tonnes per year. There are no expected changes to quarry hours of operation. Physical Quarry Components The working face of the MacLellans Mountain Quarry is currently located in the north northeastern extent of the quarry (Figure 2). Expansion of the quarry will continue northeast from its current face to access the desirable aggregate (Development Areas A and B, Figure 3). Land beyond the existing quarry face rises upward to the north and northeast. As such, proposed quarry activities do not result in excavation within the existing quarry floor, rather, additional carving of the existing quarry face into the side of the incline. The height of the quarry face is currently approximately 75 meters. For the most part, surface water runoff and drainage occurring at the site seeps into the underlying fractured bedrock and as result, there have been no issues with sediment entering surface water receptors due to lack of surface water accumulation. Environmental controls are in place however to mitigate any potential runoff entering a wetland or watercourse as part of existing Industrial Approval commitments. This will continue during future operations as the quarry expands. Existing quarry infrastructure will remain in place during expansion within Development Areas A and B including an asphalt plant operation and two crushers (one permanent and one portable). All asphalt aggregate is imported as the aggregate onsite is inconsistent and unsuitable. No new quarry infrastructure or changes to topsoil, overburden piles, and stockpile locations are expected in these areas. No washing process takes place on the site. Two aboveground fuel tanks are located outside the main shop and are inspected by Bluewave Energy. A liquid asphalt tank is onsite and maintained by a contracted maintenance company. When quarrying within Development Area C occurs, quarry infrastructure will likely relocate into this property at this time. Environmental controls will be implemented in line with a new Industrial Approval for this Development Area. Environmental Assessment S.W. Weeks Construction Ltd is currently preparing the EA registration document for submission to Nova Scotia Environment in June 2018. Baseline environmental survey work was initiated by MEL in Winter 2017, and is still ongoing in support of the MacLellans Mountain Quarry Expansion EA. Environmental assessment activities completed or in progress include:

1. Avian baseline surveys (nocturnal owl, spring and fall migration, Common Nighthawk, and breeding bird);

2. Winter wildlife and moose monitoring surveys; 3. Wetland and watercourse surveys; 4. Wetland functional assessments; 5. Surface water sampling; 6. Botanical assessments; 7. Habitat surveys; 8. Species At Risk surveys; and 9. Archaeological assessment

MEL has completed initial regulatory consultation with the NSE Environmental Assessment Branch (Bridget Tutty and Candice Quinn). Public Consultation S.W. Weeks Construction Ltd. and MEL are currently planning public consultation to share information relating to the EA process and results of surveys completed over the course of the last year. building or construction stone, sand, gravel or ordinary soil must register it for an EA as a Class

I undertaking (NSE, 2009). S.W. Weeks Construction Ltd has retained McCallum Environmental

Ltd. (MEL) to complete surveys and studies to support registration of an EA for the expansion of

its quarry on MacLellans Mtn Glencoe Road. S.W. Weeks Construction Ltd plans to register the

MacLellans Mountain Quarry Expansion Environmental Assessment in June 2018.

Project Location

Figure 1 (attached) indicates the location of the MacLellans Mountain Quarry. The quarry is

centered between the communities of MacLellans Brook to the northwest, Greenwood to the

northeast, and Kirkmount to the southeast. The quarry is located on the east side of the

MacLellans Mtn Glencoe Road at the civic address of 2178 MacLellans Mountain Glencoe

Road. The current disturbed footprint of the MacLellans Mountain Quarry is approximately 25

hectares.

The Study Area is situated in a rural setting, approximately 6km southeast of the community of

Stellarton. Aerial imagery followed up with a ground verification was used to determine

surrounding residential structures. There are approximately 71 residences within a 1km radius of

the outer edge of the EA Study Area. As is current procedure at the quarry, permission will be

gained before any blasting occurs from all neighbours with structures within 800m of the

blasting areas. S.W. Weeks Construction Ltd. currently monitor blasting at the existing quarry

through an independent subcontractor which occurs at a location on MacLellans Mountain

Glencoe Road, and another on MacLellans Brook Road.

Apart from the existing quarry footprints and some woods access road and ATV trails, the Study

Area comprises natural forested land. The Study Area is bisected by a unnamed NSE mapped,

watercourse which initiates beyond the northern Study Area boundary, and drains southwest

connecting with Stewart Brook (Figure 2). Quarrying activities will be setback sufficiently from

the watercourse so as not to impact it.

Quarry Expansion

Quarry expansion is in preliminary stages, but the additional annual increases will be quite small.

Expansion of the quarry is proposed in three defined Development Areas which will include a

combination of quarrying activities, or other quarrying components.

The planned Development Areas associated with the expansion of the MacLellans Mountain

Quarry has been estimated for the following time periods as identified on Figure 3 (attached). It

should be noted that the following time periods are approximate, and subject to modification

during the lifetime of the quarry.

- 1-30 years - 30-50 years; and - 50 years +

The initial phase of expansion (1-30 years) will extend the quarry to the north and east within

Development Area A, located within the current property (PID 00888537). For the purposes of

the EA however, a 30-50-year Development Area (Development Area B) has also been identified

in this property to the north and west of Development Area A.

The adjacent property (PID 65165748), which is also owned by S.W. Weeks Construction Ltd,

will be evaluated in the EA to accommodate further expansion post 50 years should it be

required. The adjacent property is located northwest of the existing quarry at civic # 26 Glen

Road, McLellans Brook. A former aggregate quarry also exists within PID 65165748, however it

is not currently in operation. The area defined for the 50 year + expansion is referred to on

Figure 3 as Development Area C, and comprises a combination of quarrying activities and

associated quarrying components (i.e. crushers, overburden piles, site access roads etc). The

maximum quarrying extent has been identified within Development Area C. Development Area

C incorporates flexibility to construct an access road across Watercourse 2 should it be required

in the future.

The quarry is accessed, and will continue to be accessed, on MacLellans Mountain Glencoe

Road. Blasting is completed in accordance with the General Blasting Regulations of Nova Scotia

and is expected to continue to occur two to four times a year. There are no anticipated changes to

the amount of blasting as a result of this expansion. This expansion is proposed to increase

reserves not increase production.

Haul trucks are not owned by S.W. Weeks Construction Ltd but by quarry customers.

Transportation routes for haul truck traffic are therefore variable, but generally follow the

MacLellans Mountain Glencoe Road north continuing on to Glen Road to MacLellans Brook

Road. Truck traffic generally heads west to Highway 348 or east to Highway 347 to access

Highway 104. The number of haul trucks per day is dependant on quarry customer volume and

projects in the local area. There is no expected change to production rate of the quarry that is

currently approximately 250,000 tonnes per year. There are no expected changes to quarry hours

of operation.

Physical Quarry Components

The working face of the MacLellans Mountain Quarry is currently located in the north

northeastern extent of the quarry (Figure 2). Expansion of the quarry will continue northeast

from its current face to access the desirable aggregate (Development Areas A and B, Figure 3).

Land beyond the existing quarry face rises upward to the north and northeast. As such, proposed

quarry activities do not result in excavation within the existing quarry floor, rather, additional

carving of the existing quarry face into the side of the incline. The height of the quarry face is

currently approximately 75 meters. For the most part, surface water runoff and drainage

occurring at the site seeps into the underlying fractured bedrock and as result, there have been no

issues with sediment entering surface water receptors due to lack of surface water accumulation.

Environmental controls are in place however to mitigate any potential runoff entering a wetland

or watercourse as part of existing Industrial Approval commitments. This will continue during

future operations as the quarry expands.

Existing quarry infrastructure will remain in place during expansion within Development Areas

A and B including an asphalt plant operation and two crushers (one permanent and one portable).

All asphalt aggregate is imported as the aggregate onsite is inconsistent and unsuitable. No new

quarry infrastructure or changes to topsoil, overburden piles, and stockpile locations are expected

in these areas. No washing process takes place on the site. Two aboveground fuel tanks are

located outside the main shop and are inspected by Bluewave Energy. A liquid asphalt tank is

onsite and maintained by a contracted maintenance company.

When quarrying within Development Area C occurs, quarry infrastructure will likely relocate

into this property at this time. Environmental controls will be implemented in line with a new

Industrial Approval for this Development Area.

Environmental Assessment

S.W. Weeks Construction Ltd is currently preparing the EA registration document for

submission to Nova Scotia Environment in June 2018. Baseline environmental survey work was

initiated by MEL in Winter 2017, and is still ongoing in support of the MacLellans Mountain

Quarry Expansion EA. Environmental assessment activities completed or in progress include:

1. Avian baseline surveys (nocturnal owl, spring and fall migration, Common Nighthawk, and breeding bird);

2. Winter wildlife and moose monitoring surveys; 3. Wetland and watercourse surveys; 4. Wetland functional assessments; 5. Surface water sampling; 6. Botanical assessments; 7. Habitat surveys; 8. Species At Risk surveys; and 9. Archaeological assessment

MEL has completed initial regulatory consultation with the NSE Environmental Assessment

Branch (Bridget Tutty and Candice Quinn).

Public Consultation

S.W. Weeks Construction Ltd. and MEL are currently planning public consultation to share

information relating to the EA process and results of surveys completed over the course of the

last year. We will pass along this information to you and would be pleased if you could attend.
