the Brush College Road Improvement Study
in the City of Decatur, Illinois
1. Project Description
a. Brush College Road Improvement Study
b. IDOT Project No. P-97-072-10
c. Section 09-00933-00-BR
d. Northeast Decatur, IL., from north of N. Lake Shore Drive to just north of E.
Harrison Street on Brush College Road (C.H.1).
e. Project type: Roadway and intersection improvements including lane
additions, new bridge structure and existing bridge replacement.
f. Project size: 1.4 miles.
g. NEPA Class of Action – EA
h. Purpose and need of project: Preliminary design study for providing adequate
capacity to handle the future traffic volumes of the Brush College Road
corridor. Improvement will increase safety and access for businesses and
future industrial development along the corridor.
i. Project status: Phase I study is in-process.
2. Section 4(f) Resources
a. Resource type: park and recreation area.
b. Resource name: Decatur Park District (Brush College Park #1)
c. Official with Jurisdiction (OWJ): Jim Kiefer, Decatur Park District Director of
Operations.
d. Parking Lot serves as access for recreational activities on Decatur Park
District property and serves as parking lot for Brush College Elementary
School.
3. Description of Intended Section 4(f) Resource Use
a. Area of land to be taken is 0.044 acres. It is a 15.32’(ave.) x 125’ strip at the
east end of the parking lot near the entrance. The total Park District property is
3.75 acres. See Project Plan and Profile - Exhibit 3.
b. Type of impact is R.O.W. acquisition for roadway/shared path work.
c. Existing function of impacted areas is a parking lot which serves as access for
recreational activities on Decatur Park District property and serves as parking
lot for Brush College Elementary School.
d. Resulting function of impacted area will remain for parking. However, the
parking lot will have a net loss of 4 spaces. Impacted area is mostly asphalt
parking and partially grass. The parking lot entrance will be moved back from

the street and repaved with bituminous. A new grass island with curb and
gutter and a shared use path will separate the parking area from the roadway.
The existing grass area will be converted to partially asphalt parking and
concrete sidewalk.
4. Description of Efforts to Avoid, Minimize, and Mitigate or Enhance Resource
a. Although avoiding impact to the park property was not possible, efforts to
minimize impact included obtaining a design variance for adjustment of
proposed vertical curve geometry to limit the lowering of the roadway profile,
limiting the number and width of added traffic lanes, utilizing all available
space on the opposite side of roadway for widening and providing a retaining
wall to eliminate need for wide sloped embankments.
b. Enhancement of the resource is achieved by safer alignment of the parking lot
entrance with other nearby entrances, adding a dedicated left turn lane for
entrance into the parking lot and by providing safe access to a new shared use
path and sidewalks.
c. On 08/01/2012 and 08/02/2012 State Historic Preservation and Cultural
clearance respectively were obtained. See Exhibit 4.
5. Evidence of Opportunity for Public Review and Comment
a. Public availability was provided by a community survey by mail conducted in
December 2010 and January 2011, public meetings held 2/17/2011 and
7/24/2012 and local newspaper articles published on 2/18/11 and 7-25-12.

DECATUR - Hundreds of Decatur residents, Archer Daniels Midland Co. employees and Richland Community College students and staff agree: The underpass that carries Brush College Road beneath the Norfolk Southern Corp. railroad tracks needs fixing.
The claustrophobic, dark and seemingly eternally moist underpass ranked among the top priorities of survey respondents who regularly travel the stretch, and Thursday they had a chance to view detailed proposals on how to fix it.
At a public meeting at Richland, a small crowd of drivers who regularly travel Brush College Road studied two options the city of Decatur and the engineering firm they've hired to figure out how to widen and improve the road have put forward: a wider underpass or an overpass.
"We're getting a lot of good feedback from people," said Keith Benting, project manager for engineering firm URS Corp.
City engineer Mary Cave said the project will need to consider many potential consequences due to the large number of businesses and institutions along the road.
"We're impacting a lot," Cave said. "There are churches along the roads, schools, the park district has property along there. All of that information will go to (the Illinois Department of Transportation) and be factored into the decision."
The overall plan, Benting said, is to widen Brush College Road to four lanes between William Street and Faries Parkway, as well as add a bike and pedestrian path to it. Part of that would require either the underpass or the overpass.
"We're still in the early stages of the study, but it appears that with the overpass option � we wouldn't have to close Brush College Road," Benting said. "We haven't been able to figure that out for the underpass option."
Benting said the underpass option also likely would take longer due to the logistics involved. Another possible drawback could be that future widening efforts would be more complicated.
Benting said his firm hasn't yet determined the difference in cost between going the route of an underpass versus an overpass. Cave said no funding has yet been secured for the project, which is projected to begin in 2015.
"We have no idea where funding is going to come from," she said. "We're hoping we can find grants, both state and federal, to do it."
