1 Background The upgrade of Camden Valley Way is a State Government initiative to provide a safe and efficient vehicle route through the south west sector where major residential growth is planned. Approximately 40,000 vehicles per day travel on Camden Valley Way through the south west sector. The Bernera to Cowpasture Road section will be the first of three sections along the route to be improved. Construction is scheduled to commence late in 2009. This report documents community consultation on the 14 kilometre section between Cowpasture Road, Horningsea Park and Narellan Road, Narellan. The second stage identified for upgrading is at the southern end of Camden Valley Way from Cobbitty Road to Narellan Road. This is due to the volume of local land releases. The NSW Roads and Traffic Authority (RTA) is preparing a review of environmental factors and is progressing the design of this section. The section of Camden Valley Way between Cowpasture Road and Cobbitty Road is planned to be upgraded in stages that reflect the development of land in the South West Growth Centre and that provide road capacity for the growing population of Sydney’s south west. A community update outlining an access strategy for Camden Valley Way was released in November 2008. The community update invited comments on the proposed access strategy by 13 February 2009. Key stakeholders were sent copies and 28,000 were included in local newspapers - Campbelltown Macarthur Advertiser, Camden Advertiser, Liverpool City Champion and South Western Rural Advertiser. This covered 21suburbs in the locality. A letter box drop was completed to 13,000 households in Edmondson Park, Leppington and Horningsea Park. Copies were placed at Liverpool City Council, Narellan Motor Registry and Narellan Library where there was a display of the access strategy. This report documents community feedback received in response to the access strategy community

update in late 2008 and at subsequent information sessions and door knocks in early 2009.

2 Key issues The RTA anticipated that the community would have questions around interim access arrangements and the timeframe for final access arrangements to be implemented. The impact of closing some intersections and establishing others was identified as a key community issue, as was the link to arterial roads. Following the distribution of the November 2008 community update, the community was invited to provide their comments. Two community information sessions were held to answer questions and receive feedback. Community feedback indicated concern about: • The lack of clarity around the timeframe for the road upgrade. • Short and medium term access arrangements. Community concerns focused on: • Intersection locations. • Impacts on local roads. • Impacts on arterial roads, including the Camden Bypass. • Location and number of traffic lights. • Property access. • Timing of works. • Road funding. • Impacts to flora within the vicinity of Denham Court Road, Ingleburn Road, Forest

Lawn Memorial Park and the Cumberland Plain Woodland Forest. • Heritage impacts to Raby House, Gledswood Homestead and Winery. • Construction impacts, including traffic congestion and increased noise. • Safety. • Land acquisition. • Urban design. • Flood safe route. • Vegetation management. Government agencies provided formal feedback via written submissions. Further discussion was initiated to involve those identified as most affected in the road upgrade process. Sections 4 and 5 of this report provide a summary of the top ten key issues raised and provide details of the issues, ideas and concerns put to the RTA for investigation. The RTA will address these issues in its development of the concept design and environmental assessments, with a view to the detailed design incorporating stakeholder input.

3 Consultations Consultations were undertaken to:

• Involve relevant government agencies and community representatives in the concept design

process. • Inform the community of the RTA’s proposals for upgrading the road. • Canvas comments and issues about the project and access arrangements for those affected. • Seek community ideas to be considered in the concept design. • Advise potentially directly affected stakeholders of the project and design impacts. • Advise affected stakeholders how they could obtain further information or communicate

concerns, complaints or suggestions. • Provide potentially affected stakeholders with access to the Department of Planning, Strategies

and Land Release Unit to better understand the precinct planning process and timeframes. In all sessions, conversations were documented for the project issues register and to assist with follow up meetings. 3.1 Community information sessions November, December 2008

Overall access strategy for Camden Valley Way Two community information sessions were held: • Greenway Park, Saturday 29 November 2008, 12 people attended. • Narellan Library, 6 December 2009, 26 people attended. The venues were selected at either end of the route to facilitate and encourage community participation. Conversations with members of the community were on a one-to-one basis, enabling the RTA to answer questions and take on board issues and/or suggestions for alternative arrangements or impediments to the proposal. 3.2 Door knock March 2009

Preliminary concept design for Cowpasture Road, Horningsea Park to Narellan Road, Narellan

In order to obtain more feedback from the community prior to developing a concept design, a door knock was conducted for residents and businesses on Camden Valley Way. An information package containing the access strategy community update, letter, feedback form and reply paid envelope was delivered to each home/business along the route from Horningsea Park to Narellan during the day on Thursday 26 March 2009. The RTA visited around 150 properties however spoke with only about 10 per cent of owners. The remaining owners received the package in their letter box. The information package was also to around 20 previous correspondents regarding this project.

3.3 Community information sessions April, May 2009 Preliminary concept design for Cowpasture Road, Horningsea Park to Narellan Road, Narellan

Four community information sessions were scheduled to help property owners provide their feedback and discuss issues individually with RTA project managers. Representatives of the Strategies and Land Release section of the Department of Planning attended to assist the RTA explain the precinct planning process and contextualise the timeframe in relation to the development proposals for the area. Four sessions were held across the area: • Greenway Park Community Centre, Saturday 18 April 2009, 8 people attended. • Harrington Park Clubrooms, Saturday 18 April 2009, 10 people attended. • Narellan Library, Saturday 2 May 2009, 21 people attended. • Leppington Progress Hall, Saturday 2 May 2009, 24 people attended.

3.4 Meetings Meetings were held with government agencies such as the Department of Planning in late 2008 and with local councils including Liverpool City Council, Camden Council and Cambelltown City Council in early 2009 to inform them of the proposed concept design for the section of Camden Valley Way between Cowpasture Road, Horningsea Park and Narellan Road, Narellan. The RTA project team and road designers also met with community representatives from the Camden Residents’ Action Group on 18 April 2009 and from the Leppington Progress Association on 2 May 2009. Business proprietors were visited on-site by RTA representatives so that specific access issues could be assessed. Site meetings were held at Flora International, Leppington Speedy Seedlings and Supply, the Shell site, the Vella chicken farm, and Adelar pet boarding and transport company. Meetings were held with the managers of the Forest Lawn Memorial Park and with the owners of the Planthaven Orchid Nursery. The RTA consulted with developers in the south west sector, including Dartwest, Harrington Estates, Landcom, Greenfields Development Company, Lowes Creek Consortium, the Leppington Pastoral Company and Oran Park Town developers. Local Members of Parliament were informed of the RTA’s community consultation program, including Mr Geoff Corrigan, Member for Camden; Dr Andrew McDonald, Member for Macquarie Fields; Hon. Paul Lynch, Member for Liverpool; and Hon. Graham West, Member for Campbelltown.

4 Community issues raised at the information days

The following issues were raised by community members:

4.1 Access issues • Most property owners were concerned about being able to directly access their properties from

Camden Valley Way in the future. • U-turn proposals could increase the number of locations to turn right along Camden Valley Way. • A roundabout at (Old) Cowpasture Road could be introduced to assist residents and business

customers turn right at this intersection.

4.2 Arterial roads • The extension of Camden Bypass is required as soon as possible. • Deepfields Road should be a major arterial road rather than Catherine Fields Road. • A fly-over could be built from Raby Road to Deepfields Road. • Heath Road is currently difficult to exit in peak hour traffic.

4.3 Congestion issues • Congestion will impact motorists during the construction phase, given the road is already highly

congested. • An increase in traffic on Springfield Road could result from the upgrade of Camden Valley Way

and the proposed intersection at Springfield Road.

4.4 Timeframe issues • The upgrade of Camden Valley Way should occur sooner. • Construction staging could be done differently (south to north) and not necessarily aligned with

the rate of land development in the area. • Interest in the Department of Planning, Strategies and Land Release approach to precinct

planning and land development timeframes.

4.5 Traffic light issues • Concern that the number of traffic lights on Camden Valley Way might impede traffic flow and

affect travel speeds. • Residents opposite the El Caballo Blanco site want traffic lights installed to provide direct access

onto Camden Valley Way from their properties, as they are joining together with their neighbours to develop their property. It was noted that ‘temporary traffic lights’ had been identified at the location of the El Caballo Blanco and Gledswood site, by Liverpool Council’s letter to residents on this development application.

4.6 Safety issues • The upgrade would improve road safety and community submissions indicated strong support

for the project to upgrade Camden Valley Way. • The need for a safe cycleway to connect with Narellan – Camden – M7. • Concern about safety at Catherine Field Road. It was suggested a seagull lane or at least paint

markings in the short term could assist safe entry and exit. Additionally, the RTA could improve the sight distance for vehicles exiting Catherine Field Road by removing trees along Camden Valley Way.

4.7 Environmental impacts • Concern about an increase in noise, particularly on arterial roads, for nearby residents. • Concern about the likely removal of the tall trees that presently line some sections of the road.

This was especially noted as an impact near Forest Lawn Memorial Park.

4.8 Property acquisition issues • Some property owners requested an alternative design to that proposed by the RTA so that

they could retain all of their land. • The majority of property enquiries centred on the land development timeframe. Most

landowners were not affected by the need for RTA to acquire their land as part of the upgrade, as the corridor is well established.

4.9 Heritage issues • The new owners of Raby House indicated satisfaction with the RTA’s proposed works and

access arrangements.

4.10 Level of information and agency co-operation • Several people commented that it was good that the RTA and the Department of Planning,

Strategies and Land Release are working closely together. • It was suggested that greater cooperation between the relevant authorities such as the RTA and

Liverpool Council was needed. • A community representative noted that a concept plan for the development of a commercial

area on Camden Valley Way at East Leppington was lodged with the office of the Minister for Planning. The Department of Planning, Strategies and Land Release needs to liaise with the RTA on the Precinct Acceleration Protocol.

4.11 Other issues • Concern that the owners of the redeveloped religious site cannot afford to build the

deceleration lane as outlined in the site’s conditions of consent. Copies of a letter and a petition sent to the RTA Land Use Planning and Assessment Manager was presented.

• Concern about a development application for 250 mobile homes and a retirement village opposite the nursery. The application shows no access onto Camden Valley Way.

• Possible loss of access and parking at the Leppington shops on Camden Valley Way. • Parking near the childcare centre is required. • Suggested that signage is urgently required for the Forest Lawn Memorial Park as it has an

undefined entry.

RTA will take on board the issues listed above and consider them in the development of the concept design.

5 Key questions and answers from the community November 2008 – June 2009

Question Answer

1. What is happening with the upgrade of Camden Valley Way?

• The RTA has devised an access strategy for the length of Camden Valley Way, as documented in the community update of November 2008. It is currently developing a design for the widening of Camden Valley Way from a two lane road to a four lane divided road, between Cowpasture Road at Horningsea Park and Narellan Road, Narellan.

• We are seeking feedback from the community and property owners along the route on any issues or concerns for consideration in the road design.

2. When will the upgrade

occur?

• Camden Valley Way from Cowpasture Road to Narellan Road will be upgraded in sections to match the demand for transport infrastructure that will accompany future land development in this part of Sydney.

• The upgrade of the section from Bernera Road, Prestons to Cowpasture Road, Horningsea Park is currently scheduled to start in late 2009. The final design has been completed and construction tenders were called on 16 March 2009.

• The southern end of Camden Valley Way from Narellan Road to Cobbitty Road is currently at the preliminary design stage with options, assessment and environmental investigations being undertaken.

• The remaining 10.7 km of Camden Valley Way from Cobbitty Road Harrington Park to Cowpasture Road Horningsea Park is in concept design stage.

3. The road should be

upgraded before the land is developed. Why can’t the upgrade occur sooner?

• The time frame for road construction depends on the availability of government funding.

• The RTA agrees there are congestion issues. Planning is being undertaken along the entire route so that when funds are available, construction can commence.

4. When will construction start in the Narellan Road to Cobbitty Road section?

• Construction is scheduled to commence mid 2010.

5. Why can’t I have ‘right in’ and ‘right out’ access from my property onto Camden Valley Way when it is eventually upgraded to 4 lanes?

• When Camden Valley Way is upgraded to 4 lanes – ‘left in’, ‘left out’ only access will be provided to driveways where alternate access is not possible from neighbouring streets. There will be a median strip preventing access to the opposite side of the road. This design is essential for safety reasons.

• Permanent access to the identified road intersections is currently being discussed with precinct developers and with Liverpool, Campbelltown and Camden councils.

6. Why is Catherine Field Road a major arterial when Deepfields Road is already established and less likely to push traffic into the village where schools and community facilities are planned?

• The Catherine Field Road/ Camden Valley Way intersection is in the middle of a proposed new development which will service the area well in future.

• Whilst Deepfields Road has direct access to Bringelly Road, north west of Camden Valley Way it crosses the Gledswood heritage precinct and would have more impact on the heritage precinct than the Catherine Field Road intersection.

7. Why can’t U-turn bays be

provided across the median?

• The RTA is investigating possible U-turn locations across the median.

8. Why not have traffic lights at George Road as well as St. Andrews Road?

• A 4 way signalised intersection is proposed at St. Andrews Road, which is very close to George Road. To provide another intersection at this location is not safe as there is not enough distance for safe acceleration and deceleration lanes. St. Andrews Road is an important road which joins with Campbelltown Road to provide access to the Hume Highway.

• The importance of George Road as a B-double route serving local businesses, such as seedling suppliers, is recognised by the RTA. In the short to medium term, left in/left out will be maintained and alternatives to provide south/north movement (u-turns) are being investigated to provide this access to industrial/commercial sites.

9. Why have so many traffic lights along the route, won’t this slow travel speed?

• The access strategy shows 12 signalised intersections for the 14 km route from Narellan to Cowpasture roads. These are spaced about 1km apart. Other intersections may be added once adjacent developments are finalised.

• The alternative is to provide seagull intersections. These are not considered as safe on this road for major intersections, especially in peak traffic hours.

• Traffic signals can be phased so that traffic flow and travel speed is managed.

10. What’s being done to improve safety at Denham Court Road and Ingleburn Road?

It is proposed to re-align Denham Court Road and Ingleburn Road to become a single signalised intersection. This would improve safety at this intersection.

6 Issues summary

6.1 Summary of issues raised from November 2008 – February 2009 In addition to speaking with government agencies, community members and directly affected property owners, the RTA received around 26 written submissions in response to its overall access strategy for Camden Valley Way. These included feedback forms, letters and emails. The top ten issues raised from November 2008 to February 2009 are summarised in the table below. The issue of the timeframe for land development in the area was a key issue as was the timeframe for the road upgrade. The impact of the access strategy on arterial roads, the number and location of traffic lights and access onto Camden Valley Way were also raised as key issues. The table below categorises the top ten issues raised by the community from 1 November 2008 – 28 February 2009 following the release of the access strategy.

6.2 Summary of issues raised March 2009 – June 2009 In response to the door knock and information sessions displaying the preliminary concept design for the section of Camden Valley Way between Cowpasture Road, Horningsea Park and Narellan Road, Narellan, the RTA received 80 written submissions raising issues of interest and concern. This reflects the increased involvement of directly affected property owners in the consultation process. The table below summarises the top ten issues. Access to property, impacts on arterials roads, congestion and timeframe issues were of most concern. The table below categorises the top ten issues raised by the community from 1 March 2009 – 30 June 2009 at the preliminary concept design stage.

7 Next steps The next steps will be:

• Follow-up meetings to discuss access arrangements with those landholders whose access is shown on the concept design to be directly affected.

• On-going meetings with local councils, government agencies and community stakeholders. Each stakeholder issue will be recorded by the RTA and addressed.

• Where achievable, the preliminary concept design for the section of Camden Valley Way between Cowpasture Road, Horningsea Park and Cobbitty Road Harrington Park will be modified to accommodate changes resulting from stakeholder feedback and key issues raised.

• The RTA will prepare a concept design for Camden Valley Way between Cowpasture Road, Horningsea Park and Cobbitty Road, Harrington Park incorporating changes to the original access strategy. The next community update on the concept design will incorporate feedback on issues raised by the community.

• The RTA will prepare a Narellan Road to Cobbitty Road community update on the concept design for this section of Camden Valley Way where the design is more advanced and the next steps are the final investigation of environmental impacts and detailed design.

Agriculture • Management of weeds during and post construction according to local or

• Consultation with agricultural businesses that are impacted, particularly if land is to be acquired.

• Assessment of changes to local hydrology to include impacts on water catchments to farms.

Fisheries Considering the provisions of the Fisheries Management Act 1994 and this Department’s Policy and Guidelines Aquatic Habitat Management and Fish Conservation 1999 aspects of this proposal of concern to I&I NSW include:

- the potential permanent blockage fish passage from waterway crossings; and

- potential impacts to aquatic habitats from construction activities and erosion and sedimentation.

Information requirements that may be of assistance in the preparation of a Review of Environmental Factors (REF) of this proposal are listed in Attachment 1. It is important that the REF includes information on measures to mitigate any potential impacts on aquatic habitat, and plans of any waterway crossings are provided to this Department for comment before construction begins. Waterway crossings are to be designed in accordance with this Department’s:

- Policy and Guidelines for Fish Friendly Waterway crossings; and - Why Do Fish Need to Cross the Road? Fish Passage Requirements for

ATTACHMENT 1: I&I NSW Aquatic Habitat Protect Unit’s Information Requirements for a Review of Environmental Factors for the Camden Valley Way Upgrade (Cowpasture Road to Cobbity Road) Matters to be Addressed Definitions The definitions given below are relevant to these requirements: Fish means any part of marine, estuarine or freshwater fish or other aquatic animal life at any stage of their life history (whether alive or dead). This includes aquatic molluscs, crustaceans, echinoderms, worms, aquatic insect larvae and other macroinvertebrates. Waters refers to all waters including tidal waters as well as flowing streams, irregularly flowing streams, gullies, rivers, lakes, coastal lagoons, wetlands and other forms of natural or man made water bodies on both private and public land. 1. General Requirements • Area which may be affected either directly or indirectly by the development

or activity should be identified and shown on an appropriately scaled map. • All waterbodies and waterways within the proposed area of development are

to be identified. • Description and maps of snags, gravel beds and any other protected,

threatened or dominant habitats should be presented. • Details of the location of all component parts of the proposal, including any

auxiliary infrastructure, timetable for construction of the proposal with details of various phases of construction.

• Aspects of the management of the proposal, both during construction and after completion, which relate to impact minimisation and site rehabilitation eg Environment Management Plans, Rehabilitation Plans, Compensatory offsets

DREDGING AND RECLAMATION ACTIVITIES • Purpose of works • Type(s) and distribution of marine vegetation in the vicinity of the proposed

works • Method of dredging to be used • Timing and duration of works • Dimension of area of works including levels and volume of material to be

THREATENED SPECIES Threatened aquatic species assessment (Section 5c, EP&A Act 1979). This is to consider the species listed under the Fisheries Management Act. 2. Initial Assessment In describing the locality in the vicinity of the proposal, discussion must be provided in regard to the previous land and water uses and the effect of these on the proposed site.

• A description of habitat including such components as stream morphology, in-stream and riparian vegetation, water quality and flow characteristics, bed morphology, water quality and flow characteristics must be given.

• The condition of the habitat within the area must be described and discussed, including the presence and prevalence of introduced species. In defining the proposal area, discussion must be provided in regard to possible indirect effects of the proposal on aquatic species/habitats in the area surrounding the subject site: for example, through altered hydrological regimes, soil erosion or pollution.

• The study area must extend downstream and/or upstream as far as is necessary to take all potential impacts into account.

3. Assessment of Likely Impacts

• describe and discuss significant habitat areas within the study area; • indicate the location, nature and extent of habitat removal or modification

which may result from the proposed action; • discuss the potential impact of the modification or removal of habitat; • identify and discuss any potential for the proposal to introduce barriers to the

movement of fish species; and describe and discuss any other potential impacts of the proposal on fish species or their habitat.

4. Ameliorative Measures

The REF must consider how the proposal has been or may be modified and managed to conserve fisheries habitat on the subject site and in the study area.
