Clara Dear Ms. Monette:

The Santa Clara SC-1 Data Center Addendum project consists of expanding an industrial site at 535 Reed Street in Santa Clara to include a new building at 555 Reed that would extend the complex onto two adjoinung parcels (APN 230-03-078, and -079). David J. Powers & Associates is gathering information to address the expansion in an Addendum to the previous MND, if possible. This CEQA project will be reviewed by the City of Santa Clara. A supplemental literature search (File No. 15-415) was conducted for 555 Reed Street at the Northwest Information Center of the California Historical Resources Information System (CHRIS) for all cultural resources studies within and adjacent to (5 meters) of the study parcels. This builds on a previous study conducted by Miley Holman in February 2001 (File No. 01-63). The original records search determined that no cultural resources were identified within or adjacent to 535 Reed Street. One prehistoric site was recorded within a half mile of the study area under water towers at the Southern Pacific station. Appended historic research focused on the first and second locations of Mission Santa Clara, with the latter approximately 1000 ft. north of the current study area. Based on the high potential for mission-period resources and precontact Native American deposits and cultural materials, mechanic exploration was recommended to enhance the identification potential for cultural resources. This supplemental records search identified no cultural resources within the two parcels comprising 555 Reed Street (Study Parcels). Approximately 50% of the Study Parcels are marked as previously surveyed. In 1993, Archaeological Resource Management completed a survey for the De La Cruz Boulevard traffic signal and interconnect and sidewalk project. Approximately 20% of their project area had exposed soils and archaeological monitoring was recommended. While the CHRIS plots this survey within the Study Parcel boundaries, this is not the case and is based on a map that did not clearly define the project area. The Study Parcels have not been previously archaeologically surveyed. The closest Native American site was a light scatter of projectile point dispersed over the lands just west of the San José airport and includes the marker for the second mission location on De La Cruz Boulevard (Cartier 1980). In 2008, Holman & Associates conducted subsurface exploration at 535 Reed Street (Holman & Alexander 2008). Fourteen trenches were mechanically excavated within their 10.7 acre study area with three trenches situated near the western edge of the current study parcels. None of the 14 trenches identified any cultural resources. Those trenches placed adjacent to the current Study Parcels yielded a

black clay (native soil) at 27 to 43cm below surface that transitioned to a gray clay. These findings were consistent with 40 nearby trenches excavated for another project abutting the west portion of Holman’s 2008 study area (Holman 2000). In 1866, the plat for the town of Santa Clara also included surrounding lands (Thompson & West 1876). G. Ferguson owned over 91 acres including lands that now comprise the study parcels. The current Study Parcels continued to be situated beyond the Santa Clara town limits in the 1880s, and so were not part of more detailed city maps (Sanborn Insurance Maps 1887). Little development had occurred by 1899, however, an unnamed creek flowed to the east of the study parcels from the railroad intersections to the Guadalupe River (USCGS 1899). By 1942, an unimproved dirt road that would become De La Cruz Boulevard was in use (US Army 1942, 1947). Shortly after World War II, the road was improved (USGS 1953). By 1961, an influx of development created a dense urban area south and west of De La Cruz with no specific buildings noted through this urban-shaped area (USGS 1961). Based on the late development of this area after use by the mission, there is a moderate to high possibility of mission-associated buried features, such as matanzas, living surfaces, associated with the Native American population that supported the mission, and a low possibility of later historic-era features. The location is also sensitive for precontact Native American deposits and cultural materials.

California Office of Historic Preservation’s Historic Property Data File combines several state

and federal inventories, including the National Register of Historic Places and the California Register of Historical Resources, California Historic Landmarks, and Points of Historic Interest (CA-DPR 1976; CA-OHP 2012). No properties were listed within the Study Parcels. The California Inventory of Historic Resources listed no resources located in or adjacent to the Study Parcels (CA-DPR 1976). Holman & Associates recommends that the mitigation measures in the previous MND would continue to apply to the new Study Parcels with the following caveats. Presence/absence testing should extend to the maximum depth of the proposed impacts planned for this location that may exceed the three to four foot depth specified in the original MND. If no cultural deposits or materials are identified, limited archeological monitoring of initial parcel clearing and grading is recommended. The extent of archaeological monitoring should be done at the discretion of the project archaeologist until it is clear that there is no potential for the discovery of cultural resources.
