Route Permit Application Completeness Checklist

HUNTLEY – WILMARTH PROJECT ROUTE PERMIT APPLICATION COMPLETENESS CHECKLIST

Subd. 3a
At least 90 days before filing an application with the commission, the applicant shall provide notice to each local unit of government within which a route may be proposed. The notice must describe the proposed project and the opportunity for a preapplication consultation meeting with local units of government as provided in subdivision 3b.
Appendix B
Subd. 3b
Within 30 days of receiving a project notice, local units of government may request the applicant to hold a consultation meeting with local units of government. Upon receiving notice from a local unit of government requesting a preapplication consultation meeting, the applicant shall arrange the meeting at a location chosen by the local units of government. A single public meeting for which each local government unit requesting a meeting is given notice satisfies the meeting requirement of this subdivision.

90-Day Preapplication Letter to Local Units of Government and Affidavits of Mailing
May 12, 2017 Re: Huntley‐Wilmarth 345 kilovolt (kV) transmission line Dear Administrator, Xcel Energy and ITC Midwest are proposing a new 40‐50 mile 345 kV transmission line between the Xcel Energy’s Wilmarth Substation north of Mankato and ITC Midwest’s Huntley Substation, currently under construction south of Winnebago. The project is needed to reduce congestion on the transmission grid in southern Minnesota and northern Iowa that is inhibiting low‐cost electricity from generation facilities, including wind farms in the area, from reaching customers. By mitigating this congestion and strengthening the regional transmission system, the project will provide economic benefits by enabling the more low‐cost electric generation to reach customers in the region. The project was approved by Midcontinent Independent Transmission System Operator (MISO) in December 2016 and the two companies have been authorized to seek regulatory approvals to build the line. Xcel Energy and ITC Midwest are currently developing potential routes for the proposed transmission line to connect the Huntley and Wilmarth substations. To gather landowner and stakeholder feedback, we plan to hold public open houses on the project in June. The open houses will provide us an opportunity to present preliminary route options, obtain feedback and answer questions on the Project. We expect to file regulatory applications for the project with the Minnesota Public Utilities Commission in late 2017. Two major approvals must be obtained from the Commission before a high voltage transmission line like the proposed Project can be built: a Certificate of Need and a Route Permit. In the Certificate of Need proceeding, the Commission determines whether the project is needed and the appropriate size, configuration, and timing.. If the Commission determines that the project is needed, the Commission will then determine the route for the proposed project. There are multiple opportunities for stakeholder and public input in both of these proceedings. We would appreciate an opportunity to update your board about the project and discuss any questions you may have. We’d also be happy to discuss the right‐of‐way acquisition and construction process.
