· There is a very bright light at the Crestview Village courts. Can this be removed?

· Preference for gravel pathways because it feels like you’re not in the city. · The cost is so high for pathways that the group would rather have other upgrades · If the east side pathway is paved, would not like lights · Lights will have impacts on birds and small mammals like minks

Winnipeg seems to be getting bikeinfrastructure finally but has a habit of overlooking keyconnections that prevent them from being used to theirfull potential, particularly by children, who stand tobenefit the most from these but whose families may notallow them to ride on roads. An all ages and abilitiesnetwork, which I believe is referred to in the Pedestrianand Cycling Strategies, should not be overlookingthese basic ideas that can keep people away, andlead to people saying "Nobody uses these paths! The City of Winnipeg should be adding cycling lanes to all sidewalks and call them pedestrianways while completing street renovation projects. Get rid of boulevards that have grass asmost of that grass dies during the winter due to snow plowing. Please make the plans for asubway system or light rail transit. All the major cities in Canada have them, but Winnipeg. Weare lagging behind most cities and our economy is taking a hit for it. The city would not requireto repair bridges or build over or under passes. Waterloo, Ontario has a light rail transit with apopulation of 113,000 people, but Winnipeg doesn't? Does that make sense? A subwaysystem can go east to west and north to south connecting all major malls, and institutions (U ofM, U of W, RRC, etc.) Winnipeg, was once known as the gateway to the west is now the garagesale capital of Canada. If it isn't on sale in Winnipeg, you don't buy the item. It's difficult fordisabled people to get around especially during the winter. Please deal with the panhandlers.Move them along or advertise to the public requesting to not give money to them. The aren'tbuying proper food and possibly buying meth with it. I have a few questions and concerns regarding the lighting of the trail. There has been a proposal to place artificial lighting on the Sturgeon Creek Trail. This trail runs beside Sturgeon Creek, in some areas only a few feet away from the water. The creek and surrounding area hosts a variety of wildlife species, mammals: beaver, mink, otter, etc, waterfowl: wood duck, mallards, Canadian Geese etc, numerous species of birds such as owls,night hawks, etc and reptiles, insects as well numerous species of plants. Below are my main two questions: 1. Has there been an environmental assessment study done concerning the effects of 24 lighting where the lighting has been proposed? 2. Will 24 hr lighting have a negative effect on the wildlife and plant species that live by the creek? Please be aware that I'm not opposed to trail lighting as I am now retired and an avid cyclist who frequently uses the trails but I do have a strong concern about any negative effects on the environment which includes the plant and wildlife species along this trail. As you are aware the St James ward has been given 1.4 million dollars from the sale of the Vimy Arena for projects and the lighting of the trail is one of the projects proposed. As the money is currently available there is a possibility it may quickly be spent on lighting without an adequate discussion as to the effects of the lighting on the wildlife and plant species. 1. I believe lighting the trail is a proposal only or am I mistaken and the decision has already been made to light the trail? I have a few other questions: First of all a disclosure. I live beside the creek so I have some personal concerns about the lights. As I said earlier I am not opposed to lighting the trail but do have a few concerns 1. Will any trees have to be removed to accommodate the lighting or power cables need for the lights? 2. I assume MB Hydro will have to bury the cable lines so will we lose trees to do this? 3. What side of the trail will the lights be on? I worry about the light pollution in my yard all night and the health effects it will have. 4. If the lights are placed on the trail are they on dusk to dawn 365 days a year? If so can they shut off around midnight? 5. Are the lights the new bright LED's that are like daylight or a subdued yellow incandescent lighting that the city is moving away from? 6. The trails are not cleaned in the winter by the City of Winnipeg and I have observed once the snow falls the trail are infrequently used-sometimes no one uses them for days if the snow is deep enough. Will he lights be on all through the winter months whether or not people use the trail?

Unfortunately the other parks I’ve visited in the city either are justa large section of grass with nothing but space to offer the dogs or don’t have fences whichcause the likelihood of incidents occurring.

As someone who lives directly on the creek beside the facility that is to be built I feel aheightened need to comment on these suggestions, especially considering the city is usingthis 1.4 million dollars to try and appease the community and their upset about this behind thescenes decision that we had no say about. My family and I are 100% opposed to option 1. Wedo not want a path developed directly in front of our backyard. every day), the natural habitat of the wildlife that reside in the creek, etc. It also doesn't seemlike a practical allotment of resources and money to build a path directly beside the road whenthere is a sidewalk along the road that can also be used. As new residents to the city and thiscommunity we chose our home based upon it's location, which we love. Over the course of thelast year we do not feel our opinions and worries have been heard or validated when it comesto the development of this facility. 1.4 million dollars is a lot of money, and you could completealmost all other options combined if you do not develop the pathways. As someone whoutilizes the paths daily I can attest to the fact that they are perfectly adequate the way theycurrently are, and feel that the money would be better spent on the other projects identified.

Improved bike and multi-use trails are used for recreation, but also add to the activetransportation infrastructure. This helps to reduce road traffic, reducing wear on our roads aswell as a reduction in green house gas production. Any time that a new path is constructed, oran old one is fixed up, there is a marked increase in foot and bicycle traffic on existing routes..Continuous improvement of our active transportation infrastructure will be needed to supportthe green movement.

Dedicated Pickleball courts are required to serve a growing demand of players who have alack of facilities in this area. This area has the largest population of 55+ who want to keepactive, healthy and socially engaged.

Instead of two tennis courts with pickle ball courts inserted, may I suggest one tennis court and3 pickle ball courts. 3 pickle ball courts can be fit onto one tennis court simply by running themthe width of the existing tennis court instead of the length. The only additional cost, would be achain link fence separating the tennis court and the pickle ball courts and 3 extra nets. Placinga pickle ball court onto a tennis court takes the enjoyment out of playing pickleball as playersmust carry about 6 balls each so the game isn't interrupted constantly as they chase missedballs all over the tennis courts, which are much larger than pickle ball courts.
