INVITATION TO REGISTER, PARTICIPATE AND COMMENT

Sasol and Natref Joint Draft Air Quality Offset Implementation Plan

Dear Stakeholder Sasol South Africa (Pty) Limited (SSA) through its Sasolburg Operations (SO) owns and operates a petrochemical facility in Sasolburg, Free State, and together with Total, jointly owns National Petroleum Refiners of South Africa (Proprietary) Limited (Natref). In February 2015, SO and Natref were granted postponements to the 1 April 2015 compliance timeframes for some of their emission sources, regulated by the Minimum Emission Standards (MES), as published in terms of the National Environmental Management: Air Quality Act (NEMAQA) (Act No 39 of 2004). As a condition of the postponement decision SO and Natref are required to develop an offset implementation plan for approval by the relevant authorities, subject to an appropriate public participation process. They have decided to implement this plan jointly. The Draft Offset Implementation Plan provides details of SO’s and Natref’s proposed offset activities in Zamdela, to improve ambient air quality through community-based projects. Sasol and Natref value engagements with their stakeholders to ensure that the offset plan appropriately considers stakeholder inputs. The public participation process provides interested and affected parties (I&APs) with an opportunity to comment on the content of the plan, as a continuation of the consultation process initiated during the application for postponement from some of the MES.SRK Consulting, an independent environmental consulting firm, has been appointed to conduct the above-mentioned public participation process. This letter includes information on the following:

• Invitation to register as an I&AP • Availability of a Draft Offset Implementation Plan for comment • Public Meeting • Subsequent steps in the process

Natref continues to implement projects to advance its air quality improvement roadmap

• Installation of secondary roof seals onfloating roof tanks (1996-2004). The primaryand secondary roof seals help to prevent theescape of volatile organic compounds (VOC)from the tank roof

• A vapour recovery unit (VRU) wascommissioned for handling vapours from railand road loading

• Natref also upgraded and installed low-NOxburners at its Diesel Hydrotreater heaters toreduce NOx emissions (2005 and 2006)

• Sasol boiler precipitator upgrades to improve the efficiency of particulate matter removal fromthe boiler stacks

• Sasol is investigating further technology and retrofitting options for PM, SOX and NOXimprovements

• Natref will be replacing the existing Fluidized Catalytic Cracker cyclone separators in late2016, followed by abatement technology with appropriate performance to reduce particulatematter emissions

• Natref is currently investigating the construction of a second Sulphur Recovery Unit toincrease its availability to 99%

• Natref plans to install floating devices in storage tanks to prevent VOC emissions

• In addition to the above mentioned interventions related to own emission sources, Sasol andNatref will be implementing ambient air quality improvement interventions (offsets) in thecommunity subject to this public participation process

DEA’s draft air quality offset guideline“An intervention, or interventions, specifically implemented to counterbalance the adverse environmental impact of atmospheric emissions in order to deliver a net ambient air quality benefit within the affected airshed/s. Wherein ‘affected airshed' means the closest area to a section 21 facility where ambient air quality standards are being or have the potential to be

exceeded and opportunities for offsetting exist.”

Baseline campaign

• Clarity of pollution sources that need to be targeted

• Better understanding of the required interventions

Immediate interventions

• As a result of the immediate interventions, reduced extent of emissions related to: veld fires, waste burning, heavy vehicle emissions (at Sasol and Natref)

• As a result of the immediate interventions, increased recycling of some wastes

• Capacitation opportunity for the local municipality

• Improved education, involvement and environmental awareness by the community

Ongoing stakeholder engagement

• Structured engagement with multi stakeholder groups and the community

• Sasolburg Operations and Natref to report back on progress with the plan,

and discuss any challenges and successes

• Community to report back on their experience of the programme, any

concerns and compliments

• As the programme unfolds, the detail regarding the medium to longer-term
