Sasol and Natref Joint Draft Air Quality Offset Implementation Plan
Dear Stakeholder Sasol South Africa (Pty) Limited (SSA) through its Sasolburg Operations (SO) owns and operates a petrochemical facility in Sasolburg, Free State, and together with Total, jointly owns National Petroleum Refiners of South Africa (Proprietary) Limited (Natref). In February 2015, SO and Natref were granted postponements to the 1 April 2015 compliance timeframes for some of their emission sources, regulated by the Minimum Emission Standards (MES), as published in terms of the National Environmental Management: Air Quality Act (NEMAQA) (Act No 39 of 2004). As a condition of the postponement decision SO and Natref are required to develop an offset implementation plan for approval by the relevant authorities, subject to an appropriate public participation process. They have decided to implement this plan jointly. The Draft Offset Implementation Plan provides details of SO’s and Natref’s proposed offset activities in Zamdela, to improve ambient air quality through community-based projects. Sasol and Natref value engagements with their stakeholders to ensure that the offset plan appropriately considers stakeholder inputs. The public participation process provides interested and affected parties (I&APs) with an opportunity to comment on the content of the plan, as a continuation of the consultation process initiated during the application for postponement from some of the MES.SRK Consulting, an independent environmental consulting firm, has been appointed to conduct the above-mentioned public participation process. This letter includes information on the following:

• Sasol boiler precipitator upgrades to improve the efficiency of particulate matter removal fromthe boiler stacks
• Sasol is investigating further technology and retrofitting options for PM, SOX and NOXimprovements
• Natref will be replacing the existing Fluidized Catalytic Cracker cyclone separators in late2016, followed by abatement technology with appropriate performance to reduce particulatematter emissions
• Natref is currently investigating the construction of a second Sulphur Recovery Unit toincrease its availability to 99%

Veld fire management
• Enabling the municipality with equipment to keep the grass around the area short (firespreading prevention as per Act) and possibly obtaining additional income from baling
• Enable the volunteer fire fighters to respond effectively to veld fires and extinguish itquickly

• Enhance and improve the recycling initiatives within local schools to allow for thecollection of recyclables
• Establish partnerships with waste recycling facilities to collect and recycle thewaste, including waste tyres, from schools – potential job creation opportunities
