Background information and update on the EIA for the proposed smelter

Record of Decision The Record of Decision (ROD) was issued on 20 December 2002, authorizing the proposeddevelopment. No appeals were received within the 45 day appeal period. Confirmation hassubsequently been received from the provincial Department of Economic Affairs Environment andTourism (DEAE&T) that the ROD has been upheld. The ROD is available at the CSIR’s website for theEIA at http://smelter.csir.co.za.

Environmental Management Programme Early in 2003, CSIR prepared an Environmental Management Programme (EMP) Framework reportfor the construction phase of the smelter. This report provides the framework for ensuring that therecommendations of the Environmental Impact Report and the conditions of the Record of Decisionare implemented. The draft report was presented to representatives of local, provincial and nationalgovernment in Port Elizabeth. It has subsequently been approved by DEAE&T and the final version isavailable on the CSIR’s website for the EIA at http://smelter.csir.co.za. The implementation of theConstruction EMP Framework will be a dynamic and ongoing process. It is therefore expected thatcertain components of the report will be updated periodically. It must be noted that the EMPFramework will need to be updated with the results of recent studies. Change from Pechiney to Alcan Late in 2003 the entire Pechiney group was acquired by Alcan, which resulted in a review by Alcan ofPechiney’s existing and proposed projects, including the Coega Aluminium Smelter. Alcan has sincemade a decision to proceed with a detailed feasibility study for the proposed Coega AluminiumSmelter project, but using AP35 technology rather than AP50 technology. This feasibility study is dueto be completed by the end of the third quarter of 2005. The AP35 smelting technology is similar tothat used at the Hillside aluminium smelter at Richards Bay and the Mozal aluminium smelter atMaputo, and differs from the AP50 technology in that the smelter would operate at 350 000 amperesrather than at 500 000 amperes of electricity. Alcan is considering constructing the smelter in the

rather than at 500 000 amperes of electricity. Alcan is considering constructing the smelter in theCoega Industrial Development Zone using two AP35 potlines rather than the initially proposed singleAP50 potline. The output of the AP35 smelter (between 660 000 and 720 000 tonnes per annum)would exceed that of the proposed AP50 smelter (approximately 485 000 tonnes per annum). Thedecision by Alcan to change to AP35 smelting technology requires that a technology review beundertaken, that will supplement the EIA conducted in 2002. Preparation of a Technology Review Discussions between Alcan and DEAE&T have established that Alcan is not expected to go throughanother full EIA process and obtain a new Record of Decision, given that a comprehensiveEnvironmental Impact Report (EIR) and ROD have already been prepared for the AP50 smelter on thesame site. Instead, Alcan can use the condition in the current ROD, which states that the proponentmust notify DEAE&T of any changes in technology and gain approval for these. The overall approachto the Technology Review is therefore to identify the changes in technology and design from the AP50to the AP35 proposal, determine where these might alter the predicted significance of theenvironmental impacts, and review the mitigation measures accordingly. This analysis is to bepresented to DEAE&T in the form of a Technology Review report. The draft report will be provided toDEAE&T and other authorities for their comment and input; and released for a 30 day public reviewperiod, during which time a public meeting will be held. Thereafter, depending on the findings of theTechnology Review, DEAE&T may issue an amended ROD for the AP35 technology, based on thecurrent ROD. It should also be noted that the duration of authorization provided in the 2002 ROD hasbeen extended to December 2005.

Notification of Technology Review Comment Period The draft Technology Review Report is available for public comment from the 3 June – 4 July 2005. Initially Pechiney was using AP 50 technology now AP35 is proposed, what were the short comings in the AP50 Technology? What will be the differences between the two technologies and the impact on the environment?

Is AP35 used in other countries? What are the long term health risks, for example after 10 years?

How many of the 1000 to be employed will be from PE? What will be the environmental impact of the power lines required by the development?

Kavalelihle is a new township on the Coega Kop side of Addo Road which will be close to the factory, what will be the impact on these people.

People are not being made aware of the dangers of aluminium? What pollution will be produced by the factory? What will be done with the fluoride?

Alcan should set aside a % of its turnover (not profit) for an environmental fund and health fund, which should be separate to any other emergency fund.

What is the global trend with regards to aluminium production? In terms of the new ROD that will be issued it is the expectation that it will be followed

by a 30 day appeal period.

How many tons of the aluminium powder makes aluminium. Alex – Wells Estate

We are staying at Wells Estate, what will be the impact of the aluminium smelter on these people?

Will people be trained to work at the Smelter? What will happen to people that are staying at the IDZ?

Lets look at the differences between the two processes. Can you not use a process that does not emit CO2?

While we are moving to AP35 we need to ensure that we are not moving backwards, what number of the AP35 smelters are 14001 compliant, and what percentage of the 80% built in the 1980’s are AP50 technology.

Aubrey Adshade – Zwartkops Trust

The Montenegro plant is a very bad example of an aluminium smelter, it has had a very negative impact on the environment. It is power hungry and uses water?

Joan Finn – Zwartkops Trust

If there is a drought will local water be compromised? Fluoride in large quantities causes brittle bones. There needs to be a pond that

captures the stormwater and the fluoride in the stormwater and the water should be treated before it is discharged to the marine environment.

How is the alumina transported? Roald Pearson – Zwartkops Trust

If something goes wrong are there guarantees that Alcan will foot the bill to correct the problem? There needs to be something in place.

The health risk assessment conducted does it apply to animals? Does aluminium impact on the immune system? Studies have revealed that aluminium

can cause Alzheimer’s. In 1968 we had 22 inches of rain in 22 hours. What will happen in such a scenario? What will happen if one of the silos are full and a ship comes in with a load?

What will be the impact on the marine environment, the bay is the source of a major fishing industry in the area.

Ships come into the harbour and pump out bulge water, how will this impact on the marine environment?

Greg Jones – Sundays River Citrus Company

Why transport the heavy loads outside, why has this changed, it was part of the original record of decision?

Are there values available for the waste that will be produced? There was meant to be a study on the effect of the fluoride on the citrus trees in the

Addo Valley, what has happened to this study? Can we have an undertaking from Alcan that citrus trees can be planted at the smelter

site and fluoride emissions monitored on site, this was discussed and agreed to with Pechiney. Addo Valley creates huge employment (20 000) through the citrus industry

and we want to ensure that the project does not compromise the citrus industry in Addo for an aluminium smelter.

Where will the extra water that is needed be obtained from, if it comes from the Noodgedacht treatment works and it requires upgrading who will pay for this?

The recycling of water should be included in the revised ROD. Ayanda Sigwela – SANParks

It would have been nice to have had comparative models between what was modeled now and in 2002.

Was one of the modeling sites in the Sundays River Community and where was this? When you say Addo elephant park what are you referring to, the new entrance or the

old main camp? Does the assessment take into account the impact of fluoride on the proposed marine

protected area for Addo, there will be an outlet from the Port into the marine environment and has this been taken into account.

We need to gain perspective on the amount of fluoride that it is discharged to sea water, fluoride occurs naturally in seawater and the amount proposed for discharge for this project is small?

What will be the impact on plants and vegetables surrounding the site, at Saldanha it has smothered plants within a km of the site?

Will it be corrosive on vehicles and buildings? Why are we not ensuring that fluoride is not released in the first place?

Surely there must be evidence from existing factories and what has been the impact on these factories.

What standards are being used to assess air quality, you mentioned New Zealand, are we using these standards?

In the 1950’s farmers in Addo paid for water that they never got? Who would be responsible for monitoring the recommendations in the report? There

needs to be a comprehensive monitoring system for the entire area. Both our vegetable and abattoir in Markman are in close proximity to the proposed

development, how will these be affected? Joan Finn

Very skeptical of assurances that are provided due to history with a toxic waste site and the history with the Zwartkops Trust and leachate running into the Zwartkops River.

Sceptical of spillages and good housekeeping. Would like to see that the Swartkop Trust are given written assurances that Alcan will take responsibility for mistakes that are made.

Don’t clearly get the understanding behind the switch from AP50 to AP35, surely it is an improvement and going back would mean short falls.

Is it not a problem when all the specialist studies come back positive?

The CDC database for employment is not working well, people have filled in the registration forms but positions are still advertised in the newspaper and people on the CDC database have not been contacted.

People have received training but they are told that their certificates are receipts and they have not been employed as a result of the training received.

Application forms for positions are not accessible for people living in the township, they are usually available in town and not in the community.

There has been public consultation before and recommendations can we not have a summary of this as it explains how things have been done and will prevent people going back all the time?

We need to keep communication open so that people are informed about the process and what is happening.

We need to be regularly updated on the project progress. This must be well managed. Alcan should work closely with communities so that the LRA is complied with. We don’t want the same problems as we have had in Richards Bay.

Where in other parts of the world is the AP35 were being used. What are the advantages of the use of AP35 technology as opposed to AP50 and why is AP35 to be used in South Africa?

Is there a process in place to ensure the environmental management of the project and how would communities be involved in this process?

Motherwell, as an area immediately adjacent to the project, would want to be represented in the management and monitoring of all matters relating to the development not only on the smelter.

Social reinvestment programme

What is the social responsibility of Pechiney to the community of Mothewell. Is there a plan in place to reinvest in the area?

Project Support

We are in support of the project but, we feel strongly that South Africa is used as a dumping site.

Aluminium processing

We would to see aluminium produced and processed in SA. It will be taken to other countries to be converted to different things and then be sold to South Africa at a high price.
