    APEC YOUTH SUMMIT 2013

    Summary

    The 2013 APEC Youth Summit (AYS) will bring together 42 of the mostpromising young leaders from 21 APEC countries in a 6 day conference in

    Indonesia in conjunction with the APEC Summit meeting. During the conference,

    AYS Delegates will go through a policy-discussion process involving young

    leaders, academic experts and senior officials present in APEC Summit

    meetings. This process will result in 21 recommendations to APEC policy-

    makers representing views of youth in all APEC member economies and will be

    delivered to the APEC Secretary General and the leaders of APEC member

    economies at the conclusion of the Conference. The Asia-Pacific Youth

    Organisation (APYO) and Junior Chamber International (Indonesia, JCII) will

    jointly run AYS 2013 with official support and approval from the Ministry of

    Foreign Affairs of Indonesia.

    Key Objectives

    To serve as a platform for young leaders to influence policy-makers withtheir ideas within the APEC framework

    Increase youth engagement and contribution to APEC summits and thesolution to regional issues.

    Increase dialogue and connectivity between youth and policy makersacross the Asia-Pacific.

    Promote a sense of APEC community through increased connectivityamongst youth leaders.

    Promote awareness of host countrys agenda amongst APEC youthleaders.

    Program Vision

    Make the APEC Youth Summit a permanent platform for youthengagement in future APEC summits

    Establish a commitment of the APEC Secretariat and host countrysgovernment in bringing top officials to Pre-Summit briefing sessions in

    order to increase legitimacy, attractiveness and impact of the program

    Overview:

    Stage 1

    Both APYO and JCI will use their networks to market and recruit delegates for

    AYS. Delegates will have strong policy knowledge and a track record ofinvolvement in leadership roles in their communities. AYS Delegates will be

    assigned policy topics assigned in liaison with the APEC Host Country priorities

    and will conduct research and consultation process in their home countries with

    the objective of bringing policy recommendations and a presentation on their

    assigned topic to other AYS Delegates.

    Stage 2

    APYO and JCI Delegates will come together to form the 2013 APEC Youth

    Summit. AYS Delegates will come together in Indonesia for a 6-day program.

    For the first 3 days Delegates will be based in Jogjakarta and will go through arange of Policy Discussion Sessions as well as social and cultural events related

    to Indonesia.

    Stage 3

    APYO and JCI will endeavor to facilitate direct engagement between APEC

    stakeholders in the CEO Summit, BAC meeting and sideline meetings in Bali.

    AYS delegates will present their policy and implementation ideas to stakeholders

    and receive feedback on challenges and opportunities associated to the

    recommendation. A joint statement with 21 recommendations and challenges

    highlighted by APEC Leaders will be delivered to APEC heads of state and theAPEC Secretary General.

    Delegates

    There will be 42 Youth delegates to the AYS. The Asia-Pacific Youth

    Organization will source half of these delegates from specialized policy

    backgrounds. Junior Chamber International will nominate JCI National

    Presidents from all 21 APEC Member economies as AYS Delegates. As result,there will be two delegates representing each one of the 21 APEC member

    economies. The intention is to have a balance between policy and practically

    focused delegates that will enrich the final recommendations and declaration to

    the APEC Summit. Additional delegates from the other youth organization of

    Indonesia will be given access to the Jogjakarta meetings as observes based on

    an agreement by heads of JCII and APYO.

    Delegates and organizing committees of APYO and JCI will have same access

    as delegates in order to provide logistical support.

    Recommendation Development Process

    Introduction

    AYS is established to serve as a platform for young leaders to influence policy-

    makers with their ideas. These ideas will take shape of recommendations on key

    policy areas related to APEC.

    Ten key APEC topics1will be selected by the APYO and JCI in liaison with the

    APEC host country. AYS delegates will be asked to produce 21

    recommendations on these topics that represent the views of the 21 APEC

    member economies. The process will be initiated by delegate own research

    prior to the conference. These recommendations will then be fully developed at

    the AYS through expert presentations, policy discussions amongst peers and

    consultation with business and government leaders at the APEC Summit in Bali.

    This process ensures meaningful youth contribution to the future of the Asia-Pacific region and that future leaders attain deep understanding of pressing

    regional issues and ways to address these.

    Policy Discussion Sessions

    At the heart of the AYS lie ten Policy Discussion Sessions (PDS) covering each

    of the key topics. Each PDS starts with a short presentation by an expert on the

    policy field and is followed by four 10-minute presentations by AYS delegates

    from 2 APEC member countries where delegates are asked to present and

    explain the most important policy recommendation they would make. AYSDelegates will then moderate a discussion session by all 42 young leaders in

    order to improve their final recommendation and add a regional dimension to it.

    This process will foster critical thinking, sharing of ideas and collaboration

    amongst AYS delegates on key regional issues and will result in an improved

    policy recommendation. This process also ensures AYS delegates get a chance

    to develop communication, leadership, research and collaboration skills as well

    as ensuring delegates are exposed the different perspectives of key regional

    issues.

    At the APEC Summit: Direct Stakeholder Engagement

    After their PDS session the AYS delegates will be expected to summarize the

    main conclusions reached at the PDS and incorporate that into a unified policy

    recommendation representing their home country. The 21 recommendations will

    be brought to the APEC Summit meeting in Bali, where AYS Delegates will have

    a chance to interact with key policy-makers and business leaders and present

    their ideas and receive feedback.

    AYS Delegates will present their recommendations to APEC business andgovernment leaders relevant to the topic proposed. The main objective will be to

    get high-level advice in identifying challenges and opportunities associated to

    the implementation of these recommendations put forward by AYS Delegates.

    After interaction with APEC leaders, delegates will summarize main points raised

    by APEC leaders related to their recommendation and include this feedback in

    the final document delivered to the APEC Secretary-General and heads of state.

    This process will raise awareness amongst youth of practical obstacles in policy

    implementation without diluting the strength of youth ideas. Furthermore, advice

    received by APEC leaders will function as a springboard for continued youth

    dialogue after the APEC Summit.

    Once the final document is finalized, the JCI President and the APYO CEO will

    deliver the 21 recommendations and the APEC Youth Declaration to leaders of

    APEC member economies at a head of state meeting facilitated by the

    Indonesian Ministry of Youth and MOFA. They will also deliver the same

    recommendations to the APEC Secretary General at the final Gala Dinner Event.

    AYS Recommendations and Declaration document (ARD)

    The ARD is the key output from AYS. This is a document contains a APEC

    Youth Declaration, the 21 Policy recommendations developed through AYS,feedback received by AYS Delegates recommendations from APEC Leaders as

    well policy research done by Delegates in the development of

    recommendations. The document will be formally delivered to APEC heads of

    state and the APEC Secretary General. The ARD will be published on APYO and

    JCI website and spread amongst both organizations networks

    Beyond the Summit:

    Both APYO and JCI will endeavor, through their respective programs to ensure

    there is continued dialogue on issues discussed in the 2013 AYS (and embodied

    in the ARD) through their grassroots networks in regional university campuses

    and communities.

    Program Highlights:

    Elevator Pitch Experienced Business Consultants will provide a workshop onhow to pitch their ideas to their target audience, including other youth,

    government and business leaders.

    Field Trips Delegates will be given three options to more closely experienceIndonesia. Three field trips will be made available; a political (visit to the

    governors residence and local assembly), economic (visit to local greenindustry); and social (visit to a local community project run by an NGO).

    Cultural Night There will be a range of performances highlighting traditionalIndonesian culture, history, cuisine and society provided by students from Gajah

    Mada University.

    Protocol TrainingAYS Delegates will be given a short workshop on summitprotocol by an current diplomat.

    Gala Dinner & Bali Night Black tie event that marks the official closing of the2013 AYS. Recommendations will be delivered to APEC Secretary General. The

    Gala dinner will be followed by a final social outing by AYS Delegates to enjoy

    Balis nightlife.

    CEO and BAC Summit Meetings:AYS Delegates will get admittance to the

    regions most exclusive summit meeting where APEC business, government,

    and NGO leaders gather to present their ideas on the regions most pressing

    issues.

    Sideline Meetings:AYS Delegates and organizers will endeavor to set up short

    meeting with middle and high level officials from APEC delegations to discusspolicy recommendations prepared by AYS Delegates.

    Summit

    Exert all efforts to secure a 4-minute speech by the CEO of APYO andNP of JCI Indonesia to the APEC head of state meeting.

    Contact and request the presence of Secretary General of APEC at thefinal Gala Dinner for a 20-minute speech and delivery of finalrecommendations and declaration.

    Exert all efforts to ensure Indonesian Minister of Foreign Affairs canaddress the AYS Delegates at a time of his convenience during APEC

    Summit.

    Provide APYO and JCI with a letter from the Minister of Foreign Affairs forsponsorships purposes. The letter shall state that MOFA is working with

    the two organizations for the delivery of the AYS.
