VII. NARRATIVE DESCRIPTION

Shawmut is located in the industrial Chattahoochee Valley area of eastern Alabama and western Georgia. The district is contained within its original plan west of U.S. Highway 29, and north of Langdale, Fairfax, and Riverview mill villages. The first planned mill village created by West Point Manufacturing Company, construction at Shawmut began in 1907 on the street layout, mill buildings, and operative housing. Extant community buildings were constructed at different times after 1907. The district includes a total of 347 resources, with 275 contributing buildings, one contributing site and structure, and 70 noncontributing buildings creating an intact industrial mill complex and its associated village.

Oriented on a cardinal north-south axis, with the mill at the farthest point south, the layout of the village emanates from a circle located directly in front of the mill. From the centrally located circle radiate eight residential streets. The main boulevard (23rd Avenue), a wide street with a planted median strip, is aligned on axis with the mill and has some larger homes near the circle that were supervisors' residences. The eight radiating streets intersect with an irregular shaped hexagon which acts as the limit of the formal plan. The Chattahoochee Valley Railroad tracks bound the eastern edge of the hexagon, with an oval-shaped street (originally called the Boulevard) at the far edge of the plan which contained the entire village.

Community resources are prominently sited around the central circle and include a school (#77), kindergarten (#63), Methodist (#25) and Baptist (#72) churches, public recreation center (#78), large multi-use commercial building (#73), and post office (#1). Though no longer extant, an auditorium, public library, and movie theater were once on the circle as well. Later on some mill-related buildings were constructed around the circle, including the cafeteria (#80), research division (#79), and hotel (no longer extant).

The mill was designed by the engineering firm of Lockwood, Greene and Company and constructed from 1907 to 1908. There are 10 extant resources: the original main mill with later additions (338), picker house (#339), two rows of cotton warehouses (#340 and #341), the original testing laboratory (#343), 1912 electric power house (#344), a nonhistoric boiler house (#342), original water reservoir (#345), office (#346), and 1937 testing laboratory (#347).

Mill housing radiates out from the central community space and mill complex and is bounded by the perimeter "boulevard." Shawmut's historic residential construction is balloon frame, originally covered with clapboard siding. There were a variety of plans (either cottage or bungalow in the inventory) employed but each house had brick pier foundation, later filled in with brick to make a continuous foundation; pyramidal, hip, or gable roofs; one or two chimneys; and full or parital width front porches. Most of the lots are about 1/5 of an acre with uniform setback and enough room in the rear to maintain a vegetable garden, outhouse, chicken house, and shed or tether for a cow (there was a communal pasture on the edge of the village). Residential construction began in 1907 with other general periods of growth occurring in two later phases: the first years of the 1910s and around 1920. Very little construction has occurred in the last 50 years in the village. As such, the district contains a very discreet collection of architecture related to the southern textile industry. In 1953, West Point Manufacturing Company began selling the houses to its workers, who in turn, undertook alterations to make their newly purchased houses their own by changing windows and doors, replacing porch posts, application of siding, and miscellaneous additions.

Archaeological ComponentAlthough no formal archaeological survey has been made of this district area, the potential for subsurface remains is good. Buried portions may contain significant information that may be useful in interpreting the entire area.

VIII. STATEMENT OF SIGNIFICANCE

CRITERION A: INDUSTRYThe Shawmut Historic District in Valley, Chambers County, Alabama, is eligible for listing in the National Register under Criterion A for its industrial associations, as it contains an intact historic textile mill and associated industrial resources. Shawmut Mill was the first all electric mill constructed in the Valley and as such, could be positioned away from the Chattahoochee River. Construction occurred in 1907 and 1908 and an excellent group of original buildings still exist. Lockwood, Greene and Company designed the mill. The mill complex was situated south of the central core of the village and included a main mill where weaving, carding, spinning, spooling and twisting occurred; a picker house; two rows of cotton warehouses; a testing laboratory; electric powerhouse, reservoir, office, and boiler house. Additions were made to the main mill in 1964 and an additional testing laboratory was constructed on the mill property in 1937. Other mill-related resources were constructed outside mill boundaries: the circa 1940 cafeteria (#80) and circa 1950 research division building (#79).

CRITERION A: SOCIAL HISTORYShawmut is also eligible under Criterion A for its social history as the village contains educational, religious, domestic, and social/recreational resources built for the workers by the West Point Manufacturing Company. West Point truly did see itself as a great paternalistic entity and constructed social welfare programs and buildings in each village. Shawmut has the fewest number of historic community buildings to date, but those that are left still convey the public atmosphere of the center of the village, in that the central public green area is still surrounded by community buildings and the mill. While many of the community buildings on the circle today are considered noncontributing, they exist in their designated environments. Shawmut has two educational resources: the circa 1908 Kindergarten and 1961 Elementary School (this building replaced the older school located on the same site); two churches; the 1948 Baptist and 1949 Methodist, both located on their historic sites; and

two social/recreational resources: the 1955 Shawmut Recreational Center which included a gym and swimming pool, and the 1907 central "green" area, used as a playground, ballpark, and general park. The historic store complex is still extant; however, its facade is currently covered with metal siding, which has changed its historic appearance. One of the older post offices is located next to the store. Much of the village housing is extant and conveys the company's ideas about appropriate worker domestic environments, local vernacular architectural traditions, and southern mill architecture. Shawmut's housing is mostly versions of hip- or pyramidal-roofed cottages of varying sizes, room arrangements, and porch configuration. There are some side gable dwellings and bungalows as well.

CRITERION C: COMMUNITY PLANNING/DEVELOPMENTThe Shawmut Historic District is eligible under Criterion C for community planning/development as a good example of a planned 20th-century mill village. The^textile industry began constructing mill villages influenced by progressive reformer's ideology of an independent village in a decentralized location, planned by trained design professionals, with a deliberate layout, and the incorporation of landscape elements. Shawmut contains all of these characteristics. Shawmut is distinguished by its formal town plan organized on a north-south axis with the mill at its south end and extending north along a tree-lined boulevard. Shawmut circle is the central focus of the plan and the village's community buildings face out onto the circle. Principal residential streets radiate out from the circle like spokes of a wheel. The main boulevard, 23rd Avenue/Drive, a wide street with a landscaped median, is aligned on axis with the mill and is lined with larger houses near the circle that were historically supervisors' residences. The eight radiating streets intersect with an irregularly-shaped hexagon which acts as the limit of the formal plan. Although it is unclear who the village's designer was, the mill village was laid out as a planned community with the work executed by West Point, Georgia, civil engineer, George D. Alien. The designer created formal spaces representative of the City Beautiful planning traditions.

VIII. HISTORIC SUMMARY

Built in 1907, as a division of West Point Manufacturing Company, Shawmut was the first fully electric and first comprehensively planned village in Valley. Founded primarily to meet increased demand for duck, Shawmut Mill in 1908 produced its first yard of duck belting for the International Harvester Company. Lockwood, Greene, & Co., the well-known textile engineering firm, designed the mill. Although it is unclear who the designer was, the mill village was laid out as a planned community with the work executed by West Point, Georgia, civil engineer George D. Alien in the City Beautiful style (Levy 1965). City Beautiful planning traditions were generally formal and included comprehensive planning by professionals, the close coordination of architecture and landscape design, and the concentration of public buildings in prominent locations.

Located at the geographic center of the City of Valley, Shawmut has a formal overall plan oriented on a cardinal north-south axis with the mill at the farthest point south. The layout of the village emanates from a circle with eight residential streets located directly in front of the mill. The main boulevard (23rd Avenue), a wide street with a planted median strip, is aligned on axis with the mill and has some larger homes near the circle that were supervisors' residences. The eight radiating streets intersect with an irregular-shaped hexagon which acts as the limit of the formal plan. The Chattahoochee Valley Railroad tracks bound the eastern edge of the hexagon, with an oval-shaped street (originally Boulevard Street) at the far edge of the plan which contained the entire village. By 1912, an electrical power substation was built in Shawmut by the Columbus Power Company with transmission lines extending to the Lanett Cotton Mills (Lanier 1880-1955, 5-8).

Located around the central circle were the community facilities including: a school (later a high school and kindergarten), two churches (Methodist and Baptist), and a commercial building built as a community shopping center. The shopping center on the circle was known as the "Lower Stores" while other commercial buildings located out along the public road near the Superintendent's house were known as the "Upper Stores." A sampling of the types of services offered at the lower stores included Shawmut Drug Company, Shawmut Market, Shawmut Cash Grocery, Shawmut Dry Goods and Shoes, Shawmut Groceries and Feed, and the Shawmut Barber Shop and Pressing Club. The Lower Stores are located in the two-story brick building to the right of the boulevard at the far end of the circle. An early Post Office was located at the rear of the building with a Masonic Lodge Hall and Boy Scouts room upstairs. Also known as the Pritchard Stores, the Upper Stores consisted of the Caldwell Drug Company; two pressing clubs (dry cleaners) and barber shops; two grocery stores; a restaurant; shoe shop; the Shawmut Candy Company; and a nearby service station. Two other dry goods and general merchandise stores were scattered on the edges of the village, with a dairy located south of Shawmut on the Chattahoochee Valley Railway line.

Within the village proper, Shawmut boasted the only modern hotel and cafeteria in the Valley mill towns, both of which were owned by the mill. Located on the eastern edge of the hexagon, the hotel was a large two-story brick building surrounded by shrubs and flowers, where the single workingmen stayed. Across the street from the hotel was the cafeteria, which could easily serve 100 people at a cost of 25 cents per meal, circa 1910. Within the cafeteria was a well-equipped hospital station run by the village nurse who was employed full time. She also had a first aid room located in her house. The company offered free lime and disinfectant to any family to help maintain a disease-free environment.

As in other West Point villages, Shawmut's community facilities were prominently located (on the circle) and included an auditorium, a public library, and a movie theater. For sports and recreation the community was provided with tennis and croquet courts, a softball field equipped with electric lights, a baseball park, and shuffle boards. Charging a one-dollar membership fee, the Shawmut Athletic Association fostered a baseball team, the picture show, a band, a dramatic club, the Boy Scouts, Girl Scouts, and other activities.

A1936 thesis states that "the mill has 366 cottages, which number includes 23 for Negroes." Approximately two-thirds of these were erected before 1910. The cottages erected for African-American workers are in West Shawmut, more than a half mile from the other edge of the white village. The first cottage for Girl Scouts in the Valley was in Shawmut (Weldon 1936, 45). According to a former employee, the houses ranged in size from three to seven rooms. Almost all the houses are a variation of the pyramid cottage; some have true pyramid roofs, while the larger ones have a short ridge line. Many houses have an integral porch cut out of the front corner of the building mass. Some of the four-room houses acted as duplexes accommodating two families separated by a central hallway. With no indoor plumbing in the early years, the families shared an outhouse. The houses were minimally fitted with baseboards and a single bare bulb hanging from the middle of the ceiling. Also the roads were not paved early on, nor were the sidewalks (Hooks 1997, 23).

There were numerous springs throughout Shawmut, many of which are capped today. In fact, the village had wells at virtually every intersection of the eight radiating roads, where citizens would fill buckets and haul the water back to their houses. Although most residents had vegetable gardens on their lots, front lawns were swept dirt rather than grass. White paling fences were built around and between each house.

Shawmut gained renown within the company as the first place to incorporate textile research into its program. The present Research Division had its origin in 1918, when tests were conducted on a hand-driven tensile strength machine in the shipping room of Shawmut mill. This denoted the beginning of West Point's entry into the field of testing and research (Shawmut 1965). In 1924 the company set up the testing laboratory, housed in a streamlined Depression Modern building, which functioned as a part of the Shawmut Mill. At the time of its origin, the testing laboratory - one of the pioneer establishments of its kind in the textile industry - tested hose and belting duck and other specification goods then made largely in the Company's duck mills.

The lab services were expanded gradually to embrace other activities in connection with maintenance and improvement of product quality, to improve manufacturing methods, and to correlate the manufacturing standards of the company's mills to the requirements of the customers.

By 1935 the Shawmut Mill Division began experimenting with the manufacture of synthetic fabrics, which allowed the company to maintain a commanding position in the field of industrial and heavy-duty fabrics. Finally, in 1937 a testing and research laboratory building was erected on the ground of Shawmut Mill (Shawmut 1965). In the 1950s and 1960s, testing with synthetics began. The first product turned out was high tenacity rayon belt fabric, with later products of Dacron and combed cotton bands (Progress 1953-54).

By the early 1950s as the company and Shawmut plant evolved, numerous changes occurred within the village including the removal and replacement of some of the earlier community buildings. However the most important change was a 1953 decision by the company to sell the mill houses and lots in the village to mill employees living there (Tillery 1948,200).

The company was still quite active within their communities into the late 1950s, long after other textile firms had cut back their welfare programs. The West Point Foundation built the "Shawmut Center" in 1955. The facility acted as a central location for employee activity and was equipped with a large outdoor swimming pool, gymnasium, showers, lockers, snack bar, lounge, game room and restrooms (Shawmut). Many of the recreational activities were supervised by the Department of Community Recreation (Progress 1953-54, 4). At that time the school system was considered excellent with the consolidated high school offering a course in textile engineering for potential future employees. By the mid-1960s, Shawmut was the center of services, civic activities, and community relations for all of the West Point Manufacturing communities in Valley.

Shawmut has a unique, company-sanctioned self-governing mechanism. Lacking a formal governmental structure as an unincorporated portion of Chambers County, the mill village community was divided into five sections or wards. Yearly each ward elected a representative to serve on what was commonly known as "the Big Five." The group of five men met monthly or more often if necessary, acting very much like a city council. All matters pertaining to the welfare of the village, such as sanitation, problem behavior, unkempt yards, or gardens, were brought to their attention with recommendations then made to the mill authorities. Some activities were governed by the Big Five such as fencing all gardens as well as approving new garages and outbuildings. However, police protection for Shawmut was furnished by the City of Lanett with one full-time day and night policeman (Hooks).

Numerous chapters of social and fraternal clubs were established early in the development of the community including the Masons, Woodmen of the World, Odd Fellows, and the Chattahoochee Tribe of the Red Men. The Shawmut Community Club was established in 1924 by a group of ladies to help citizens during long spells of sickness. Several young people's organizations and missionary societies were associated with the churches, as well as two Boy Scout troops, a Girl Scout troop and Brownie pack. The Hexagon Club, composed of six men, one from each of the six valley towns, was a club that meant much in the business and civic life of the communities. The club's purpose was to improve conditions, not only in their immediate communities, but in the county as a whole. Some of the accomplishments of the club included inspection of cattle for tuberculosis, maintenance of quarantine, and the improvement of roads (Hooks).

Aside from the current road structure, mill, research building, cafeteria, and the residential homes, few of the original community facilities remain in Shawmut today. Some of the buildings that have been lost include the auditorium, high school, Lower Stores, Upper Stores, Superintendent's residence, hotel, library, gymnasium, and baseball park. Despite these losses, Shawmut is still very important in that it retains its original plan, all original mill complex buildings, and residential resources.
