    Inaugural Function held on 15–08-2010

    Bio Fuel Task Force, Government of Karnataka and Karnataka State Council for Science and Technology have jointly organized a two-day brainstorming workshop on “Opportunities in Bio Fuel Research” - on 15th and 16th July 2010 at University of Agricultural Sciences, (GKVK), Bangalore. The workshop was aimed at promoting the R & D activities in the field of bio-fuels viz. Bio-fuel cultivation, development of post harvesting technologies, development of value addition processes & next generation bio-fuels.

  • Board, Bangalore. The inaugural function was presided by Prof. K. Narayana Gowda, Vice Chancellor, University of Agricultural Sciences, Bangalore and Prof. J. Srinivasan, Centre for Atmospheric & Oceanic Studies, Indian Institute of Science, Bangalore was the Chief Guest. Keynote Address was delivered by Sri Y. B. Ramakrishna, Hon’ble Chairman, Bio Fuel Task Force, Government of Karnataka.

    The exhibition was inaugurated by Dr. K. Narayan Gowda, Vice Chancellor, UAS, Bangalore. The exhibition stalls were setup by Bio Fuel Park, Hassan, M/s Nandan Bio Matrix, Hyderabad, Adora Green Energy Pvt.ltd., Mumbai, PCRA, Bangalore and Mico Bosch, Bangalore.

    Dr. M. Prithiviraj, Executive Secretary, KSCST, Bangalore, welcomed the gathering. In his address, Dr. Prithiviraj mentioned on the activities of the KSCST with special reference to the energy projects.

    Shri. Y.B. Ramkrishna Hon’ble Chairman Bio-Fuel Task Force, Govt. of Karnataka, delivered the keynote address. He outlined the objectives of the workshop and stressed the need to fill up the gaps in biofuel crops, processing and value addition, quality and standardization and second generation bio-fuels. He was hoping that this workshop is going to provide sufficient exposure to all the aspiring researchers and institutions to initiate research. He informed that new information and demonstration centers at Bijapur, Gulbarga and Chamarajnagar, going to to create good awareness among the bio-fuel seed growers in processing & value addition among the rural community. Further he said that the Government aims at setting up of such centers in every district in a phased manner. Shri Y.B.Ramakrishna suggested the UAS Vice Chancellor to establish a Bio Fuel Quality Standard and Testing Facility in their University at Bangalore.

    Shri. A. S. Sadashivaiah in his inaugural address said that the Karnataka State Bio-fuel Task Force has taken an initiative of intensive cultivation of bio-fuel crops in Govt wasteland & village community land with the active involvement of Village Forest Communities (VFC). He mentioned that there are over 4000 VFCs across the State having 3.5 lakh hectare of degraded forest land. He stressed the need to utilize this land for raising bio-fuel species through community participation.

    Prof. J. Srinivasan Chairman, Divecha Centre for Climate Change, Indian Institute of Science, emphasized the involvement of the Engineering Colleges and other R&D Institutions in processing and other scientific areas of Bio Fuel production. He felt that this initiative is very important in view of the climate change scenario which is gathering momentum due to pollution and other parameters for which the major contributor is the transport sector.

    Dr. K. Narayan Gowda, Vice Chancellor, UAS, Bangalore, in his presidential address, mentioned the need to promote the Bio-Fuel Technologies and to take up research in an aggressive manner and to motivate the farmers for cultivation and oil extraction by providing proper marketing opportunities.

    There were four technical sessions followed by a field visit scheduled for the first day.

  • Day-1

    Technical Session-1 on “Bio Fuel Crops – Agronomical Practices” was chaired by Dr. Alok Adholeya, Director TERI, New Delhi. Prof. Balkrishna Gowda, Department of Forestry & Environmental Sciences, UAS; Prof. V.K. Gour, Jawaharlal Nehru Krishi Vigyan Vishwavidyalay, Jabalpur,MP and Dr. S.J. Patil Principal Scienctist, AICRP on Agro Forestry, University of Agricultural Sciences, Dharwad, as other speakers. Dr. Alok Adholeya spoke in detail about the Jatropa cultivation and the work done by TERI. He mentioned that TERI has set up 7 nurseries in different parts of the country and carried out several experiments on Jatropa species. He mentioned that TERI also conducts several farmers meetings and road show for promoting Jatropa. Prof. Balkrishna Gowda presented on “An Overview of Strategy, Practice and Future” of Bio Fuel Plants. He spoke about the different varieties of Bio Fuel Species and their cultivation methods. Prof. Gour spoke on “Agronomic Practices and Management of Jatropha Plantation to Enhance Feedstock Production”. He mentioned about the various parameters that effect the growth and productivity of Jatropa. Dr. Patil explained about agronomy practices of Simaruba Glauca with different densities and its performance under rainfed conditions in Dharwad district.

Patil speaking at Technical Session – 1 Speakers at the Technical Session - 1 Technical Session-2 on “Processing & Value Addition” was chaired by Prof. Udipi Shrinivas, Department of Mechanical Engineering, IISc. Dr. Sudhir Singhal former Director Indian Institute of Petroleum, Dehra Doon and Dr. Divakar Rao, Member Vision Group on BioTechnology and Member, Bio Fuel Task Force Government of Karnataka, shared their views. Prof. Udipi Shrinivas spoke on the scope of research in the field of engine performance, Blending methods Bio Diesel from Micro Algae. Dr. Divakar Rao in his presentation stressed on the need for research in various trans-esterification processes and applications of oil cakes for agricultural and Animal feeds.

    Technical Session-3 on “Quality & Standardization” was chaired by Dr. Sudhir Singhal. Shri. P.S. Ananda Rao, Head Environment Division, KSRTC, Bangalore, Dr. Robert Paulmer, Chief Technical Officer, Energenics PTE Ltd., Singapore & Shri. K. Jayanna, Principal Coordinator, Industry-Institute Relationship, BOSCH, Bangalore, shared their views.

    Dr. Sudhir Singhal chaired the session and presented on the applications of bio diesel and its properties. He mentioned that there is wide scope for research in the designs and qualitative maintenance.

    Shri. P.S. Anand Rao gave the details of the usage of Bio Diesel in KSRTC. He said that more than 2000 buses are running on B-20 biodiesel blend and 7.7% blending of Ethanol. He mentioned that they have modified their engines to accommodate the bio diesel usage.

    Dr. Robert Paulmer spoke on the on adoption of biodiesel for the transport sector and various regulations involved therein.

    Technical Session-4 on “2nd Generation Bio Fuel” was chaired by Dr. V. Sivasubramanian, Director, Vivekananda Institute of Algal Technology, Chennai. Dr. T.V. Ramachandra, Centre for Ecological Studies, Indian Institute of Science, Bangalore and Shri. S. Sampath, President CEO & Samki Teck, Resources, Hyderabad, shared their views.

  • Dr. Sivasubramanian made a presentation on the Phycoremediation method for industrial effluent treatment. He explained how industrial effluents are rich source of Bio Fuels because of the presence of organic and inorganic nutrients.

    The technical sessions ended with a field visit by the participants to Bio Fuel Information & Demonstration Unit at UAS, GKVK campus. The participants experienced & witnessed the complete process of production of bio-diesel. The participants enjoyed with a cultural programme before dinner.

  • Day -2

    Technical Session-5 on “Industrial Approach – Presentation by Exhibitors”. was chaired Sri J. T. Rajasekhara, Member, Biofuel Task Force, Government of Karnataka. Mr. N.V.J. Swamy from M/s Nandan Biomatrix, Hyderabad, shared his views.

    Mr. N.V.J. Swamy from Nandan Biomatrix spoke on the company’s initiatives in promoting Bio fuel crops, training of farmers, and insurance for farmers cultivating Biofuels species. He also mentioned on the research works of the company in this regard and patents held by them.

    Dr. Girish of Hassan Bio Fuel Park presented on the work being carried out by their bio fuel park which is regarded as a model for the entire country for the facilities that has been created to propagate biofuels in 2500 villages and for their extensive research work on bio fuels species.

    Sri J.T. Rajshekhara, Member Bio Fuel Task Force spoke on the work being done at the Farm Field School for Bio Fuel Development at Molkalmuru near Chitradurga. He mentioned that nursery with 50000 saplings of four different species of Jatropa was developed and seedlings distributed to farmers.

    Technical Session -6 was designed to showcase some important applications and case studies. The session was chaired by Prof. Balkrishna Gowda with Shri. P.S. Ananda Rao, Head Environment Division, KSRTC, Bangalore, Shri. M. Jayasingh, Retired Engineer, Southern Railways, Mr. A. Fredrick, Manager, R & D, Mico Bosch and Ms. Tilottama Shrinivas.

    Mr. Jayasingh spoke extensively on the bio fuel species suited for diesel engines and categorically said that Pongemia Piñata is the best raw material for production of bio diesel. He stressed the need for taking mechanization & industrial (large) level production of bio diesel for meeting future demand.

    Mr. Federicks of BOSCH dealt with the statistics on the properties of various bio fuels that effect the engine performance. He also made several comparisons of National and International specifications of Bio Fuel blending with respect to diesel and the performance therein.

  • Ms. Tilottama of SuTra Project narrated on their groups experience in several villages on the establishment of bio diesel installations and also in industrial installations. She mentioned the benefits of power generation using biofuel run diesel engines.

    The day ended with the valedictory function chaired by Justice Shri. M. Rama Jois Hon’ble member of Rajya Sabha and former Governor of Bihar & Jharkhand. Shri Y.B. Ramakrishna, Hon’ble Chairman, Biofuel Task Force presided over the function. Dr. S.G.S Swamy, Fellow, KSCST welcomed the guests.Dr. M. Prithviraj, Executive Secretary, KSCST, summed up the deliberations of the workshop. He educated the participants on the scope of research opportunities & various funding opportunities by funding agencies such as Dept. of Biotechnology, Dept. of Science and Technology, Ministry of Non-conventional energy sources, Dept. of space, Council of Scientific Research. He also mentioned on the role of KSCST in obtaining the assistance from these organisations. Dr. Sanjay Bajpai, Scientist F & Director Department of Science & Technology, Government of India spoke on activities of DST with regard to Bio Fuel projects and also on availability of funding to such projects. There was special presentation on the International Property Rights (IPR) and Patent Information System by Mr. P. Dhanavantri, Consultant, KSCST. He explained in brief on various methods for applying for IPR and the patenting procedures.

  • Justice Shri M. Rama Jois. Hon’ble Member of Rajya Sabha and Former Governor of Bihar spoke on the traditional practices adopted for protection of nature and consumption of oil seeds for lighting purpose. He felt that creation of Special Economic Zone has led to depletion of resources resulting in threat for food and fuel security of the country. He said that the decision taken in the seminar should be implemented. Sri Y.B. Ramakrishna, Chairman bio-fuel task force Govt. of Karnataka in his presidential remarks said that the Bio fuel Task Force anticipates receiving few good R & D proposals by various institutions from this workshop. He felt that there is need for both energy and food security that will lead for better agricultural sustainability. Mr. S.N. Sondur, Fellow, KSCST proposed vote of thanks.

    About 100 participants (55- from Universities, 35- from Technical Institutions, 5 - from NGO’s and 5- Research Scholars) attended the workshop besides 15 eminent speakers. There was a wide press and electronic media coverage. The presentations made by the speakers will be hosted on the KSCST website (www.kscst.iisc.ernet.in).

  • RECOMMENDATIONS :

    The following recommendations were derived from the proceedings of the workshop

    1. Higher Production of Bio Fuels is to be achieved without compromising on the food and fodder security.

    2. Waste land reclamations for large scale plantations need to be emphasized for higher oil seed production.

    3. Village Forest Committees should be involved in raising large scale bio fuel plantations of bio fuel species.

    4. Encourage institutions for the development of high yielding bio fuel species with harsh climatic conditions.

    5. Research should aim at developing industrial levels productions in the entire value chain of Bio Diesel production.

    6. Encourage for taking up large scale research in the 2nd generation biofuels i.e., Algal Biofuels which can be taken on a massive scale for producing fuels without compromising on food & fodder security is to be encouraged.

    7. There is need to reach higher blending optimization from B-20 and above in Indian context.

    8. More Research needs to be taken up in the areas of diesel engine technologies to match the Indian Diesel specifications and to nullify the adverse affect of biofuel usage

    9. The seed collection mechanism and market linkages need to be established for the development of bio fuels.

    10. Quality & standardization (Testing) facilities for all activities of Bio Fuel Production should be established.

    11. KSCST shall act as coordinating and vetting agency for all R&D projects of Bio Fuels in Karnataka.

    12. KSCST shall act as coordinating agency for all Bio Fuel Information and Demonstration Centres in Karnataka.
