Key influences for future change25 Year Environment Plan
• This lays out governments long term environmental objectives
Circular Economy Package• Revisits producer responsibility, waste classification, separate
collection, definition of waste, and end of waste and other
regulatory direction
• Lays out the structure to promote reuse, recovery and recycling to
retain materials within the economy and eliminate waste
Resources and Waste Strategy• Covers sustainable production, resources and waste management,
cutting down food waste and crucially in Chapter 4 tackling waste
crime

What has been going on to tackle
waste crime ?
Waste Crime Review (The Noel review)
Key Recommendations
A Joint Unit for Waste Crime (JUWC) hosted by the Environment Agency with the Police, Crime Commissioners, HMRC and waste industry representatives working together to tackle the most serious cases.
Compulsory electronic tracking of waste to help clamp-down on illegal movements of waste at home and abroad.
A national database of registered waste brokers to make it harder for unscrupulous operators to do businesses.
Fixed penalty notices to crack down on rogue operators who mis-label waste to avoid paying the correct amount of landfill tax.

The Future
What next for waste regulation?
What we regulate
Production not
destruction
Materials not waste
Whole life cycle not end
of life
How we regulate
Upstream not site
Collaboration not
conflict
Outcome not process
focus
Holistically not silo

Production not Destruction
Developing products which take into account the recovery of all the components
Using materials within a closed loop framework
Focus on minimal use of dangerous and not recyclable materials
Build in end of life plans which maximise reuse/recovery of individual elements
Design out waste
![Page 10: “Future of regulation Upstream Intervention” · A national database of registered waste brokers to make it harder for unscrupulous operators to do businesses. Materials not Waste
Revisit legislative controls to promote maximum retention of materials within the economy
Promote use of recovered materials in new products
Promote non carbon depleting energy sources
Encourage and support markets for pre used goods and materials (where that has environmental benefit)
![Page 11: “Future of regulation Upstream Intervention” · A national database of registered waste brokers to make it harder for unscrupulous operators to do businesses. Whole Life Cycle not End of Life
Ensure legislation is directed at the best point to influence the fate of a product
Influence decision making at the planning stage both for goods and for development of infrastructure
Support incentives to develop and reuse land
![Page 12: “Future of regulation Upstream Intervention” · A national database of registered waste brokers to make it harder for unscrupulous operators to do businesses. Collaboration not Conflict
Work with industry, Defra, BiS, WRAP and other to develop relevant legislation and guidance
Food waste
Work with manufacturers to promote low waste solutions
Promote and support low emission value recovering technologies

Outcome not process focussed
Reduce legislative burden where it serves no environmental reason
Understand and work to help resolve market pressures where they impact on overall environmental outcome
Prevent “waste” becoming an environmental burden by reducing criminal opportunity not just chasing the crime
Tracking from product to product

Holistically not Silo
Truly Holistic encompassing all impacts and risks
Stop thinking waste!!!!
Regulation of the whole environment not just “our bit”
