2015 Minutes of the Annual Celebration

The 110th Annual Celebration was held on October 18, 2015 at First Baptist Church Waxahachie. Chett Haynes and the choir and orchestra of FBC Waxahachie led us in worship. Scripture was read by Mike Gilchrist. Greeting was given to all by David Ritsema, Pastor of FBC Waxahachie. Larry Johnson presented plaques to Mike Gilchrist for his service on the Leadership Team, and to Bob Saylors for his years of service as the Treasurer for EBA. Motion was made to accept new mem-bers for the Leadership Team and passed. Motion was made to accept the pro-posed budget for 2015-2016, and it was accepted. Larry Johnson shared Statistics on the diversity represented in Ellis County and the shift that is coming about due to the differences in denominational boundaries and the change from committees and programs to more team based organizations. Change is constant. Richard Cody shared the Discover EBA vision. Where have we come from as an association and where are we going? He shared short and long term goals which include more church planting within the association’s footprint. Aaron Clayton, Pastor at The Remedy Church shared a wonderful message about how we are to demonstrate true discipleship. It is relational and it is a command. We are to go out and in-vite people into our lives and do missions in our community and to live out our mission. Chip Sebring shared the process for appointing a new Executive Director for EBA and then closed the celebration with prayer.

CONSTITUTION

Article I-NameThe name of this Association shall be the Ellis Baptist Association, a Texas nonprofit corporation.

Article II-PurposeEllis Baptist Association is a partnership of autonomous churches cooperatively networking to

expand God’s Kingdom locally and globally by: ¨Equipping church leadership teams and ministers. (Ephesians 4:11-12) ¨Enabling churches to discover and implement God’s purpose. (Proverbs 29:18) ¨Establishing new churches. (Matthew 16:18) ¨Enhancing the spiritual growth and vitality of each church. (2 Chronicles 7:14) ¨Encouraging collective efforts and sharing of resources. (Philippians 1:5)

Article III-MembershipSECTION 1. The membership shall consist of Baptist churches cooperating with the mission and

evangelistic purpose of the Association and financially supporting the work.SECTION 2. Each church is granted messengers to the Annual Celebration as follows. The number

of messengers is determined by whichever is lower, the resident membership or percent given to the Association based upon the following table.

SECTION 3. Each church is to encourage the doctrinal unity of the fellowship of churches as set forth in the Baptist Faith and Message adopted by the Southern Baptist Convention in May 1963 and/or any subsequent revision by the Convention.

SECTION 4. Each member church is expected to financially support the work of the Association. When no support has been received for six months, a contact will be made with the church to determine the reason(s) for non-support. The Leadership Team is authorized to consider the membership of any church that does not respond to the contact or requests after an additional six months have passed. If the Leadership Team does not find satisfactory reason for the lack of support they may recommend at the Annual Celebration the church be excluded from membership. The Association will make the final determination at the Annual Celebration. Future membership will be determined under Section 5 of Article III.

SECTION 5. Each church wishing to affiliate with this Association shall submit a petitionary letter to the Association indicating their willingness to network with other churches and to financially support the Association. The Leadership Team or representatives of the Leadership Team will meet with the pastor and representatives of the congregation concerning membership. The Leadership Team will recommend to the Association at the Annual Celebration those church (es) that should be considered for membership or watchcare. Each church must be sound in doctrine, orderly in practice, cooperative in spirit and committed to financial support for the Association. Watchcare membership entitles the church to participate in any activity of the Association without the right to vote at the Annual Celebration.

SECTION 6. The Leadership Team may recommend to the Association at the Annual Celebration the withdrawal of fellowship from any church that has become unsound in doctrine or disorderly in practice. The Association, upon two-thirds vote of messengers at the Annual Celebration, can withdraw fellowship from the church.

Article IV-AuthorityThis Association is for counsel and cooperation only, and the complete independence and autonomy

of the member churches shall always be fully recognized.

Article V-Annual CelebrationSECTION 1. The Association shall meet in Annual Celebration in the fall of the year at a time and place

determined by the Leadership Team. This meeting shall be for review of the past year’s accomplishments, hear of the plans for the next year and act on matters of business.

SECTION 2. Each church shall provide the Association requested information such as the Annual Church Profile and names and addresses of church leaders.

SECTION 3. Only elected messengers are eligible to vote. Messengers must be members of the church from which they are elected.

Article VI-Trustees/TreasurerSECTION 1. The Trustees of this Association shall be three persons elected at the Annual Celebration. These

three persons will be nominated by a team appointed by the Leadership Team.SECTION 2. The Treasurer of this Association will be elected at the Annual Celebration. This person will be

nominated by the Leadership Team or a team appointed by the Leadership Team. The Treasurer shall make an annual financial report of the Association at the Annual Celebration.

SECTION 3. The term of office for the Trustees and the Treasurer shall be from the conclusion of the Annual Celebration through the next Annual Celebration.

SECTION 4. The Leadership Team is authorized to appoint a person to fill an unexpired term.

Article VII-TeamsSECTION 1. The work of the association will be based upon teams of people.SECTION 2. Teams are empowered to function within the overall purpose of the association and are held

accountable by the Leadership Team.SECTION 3. Teams will consist of two or more people who are united in purpose.SECTION 4. All church members from member churches and missions are eligible to serve on teams. SECTION 5 Examples of existing teams include Church Strategy, New Church, Spiritual Growth, Church Equipping,

Church Networking, Women’s Missions and Ministry, Youth Camp, Youth, and Worship. SECTION 6. Each Team will have one representative on the Leadership TeamSECTION 7: Teams will select new leadership annually. Each team is encouraged to recruit new members at

least once annually. The normal term of service will be from October 1 to September 30.

Article VIII-Leadership TeamSECTION 1. The Leadership Team exists to facilitate and guide the teams to implement the purpose of the

Association through envisioning the future; empowering by providing training, resources and accountability; encouraging with affirmation; and evaluating their effectiveness.

SECTION 2. The Leadership Team is responsible for the administrative functions of the Association such as budget, team staffing, team training, building, grounds and overall strategy development. The Leadership Team will consist of the Executive Director, Treasurer, one appointed representative per team, and six at large persons elected at the Annual Celebration for a staggered three year term with two rotating off each year. These new team members will be nominated by the two outgoing members in consultation with the Executive Director. Outgoing members would not be eligible for reelection for one year. It is encouraged they seek diversity geographically, ethnically, by size of church, and consider including both staff and non-staff representation. Consideration should also be given to unrepresented churches.The Executive Director is the facilitator of the Leadership Team meetings.

SECTION 3. The Leadership Team will publish in the newsletter all Leadership Team meetings. All meetings are open for members of any member church to attend and to speak to the Leadership Team.

SECTION 4. The Leadership Team will develop the annual budget in cooperation with all the other teams and will present it to the Association in the Annual Celebration for approval.

Article IX-FinancesThe Association shall be funded by the member churches to provide sufficient money to fund the annual budget.

All funds contributed shall be submitted to the Treasurer and distributed as authorized by the annual budget or as authorized by the Leadership Team. The Leadership Team shall administer funds between Annual Celebrations including the reallocation of funding.

Article X-AmendmentThe constitution may be amended at any Annual Celebration. Proposed amendments shall be published in

the newsletter preceding the Annual Celebration. A two-thirds majority vote during the Annual Celebration shall be required to place an amendment into effect. Amendments proposed from the floor shall be submitted to the Leadership Team for review and placed on the agenda for the next Annual Celebration.

Article XI-Points of OrderShould questions arise not provided for in this constitution, reference shall be made to Robert’s Rules of

Order, revised.

By-Laws

How to form a new team1. Two or more persons must feel called by God to form a team consistent with the purpose statement. 2. They meet with the Executive Director to share their plans or ideas for their team.3. After the idea/plan for ministry is shared with the Executive Director, he will then assist in the formation

of a clear purpose statement for the new team. This purpose statement will then be shared with the Leadership Team for final confirmation of the new team.

How a team functions1. Each team will have a clear purpose statement and team expectations.2. Each team will determine its own facilitator and review annually.3. Each member will normally serve at least one calendar year.4. The team facilitator will normally: a. Arrange for the meeting f. Keep meetings focused b. Lead the meeting g. Protect the team process c. Encourage participation h. Lead in resolving conflict d. Encourage openness i. Encourage candor e. Work for consensus j. Honor team expectations

Procedure for Filling a Vacancy in the Position of E .B .A . Executive Director Upon the resignation of the Executive Director of the Ellis Baptist Association (hereafter referred to as

E.B.A.), the following is the procedure for filling the position:

1. Within 14 calendar days of the announcement of the Executive Director’s resignation, the E.B.A. Leadership Team will mail a letter to each church in the association requesting the nomination of one person to be considered to serve on the Executive Director Search Team. Churches will be allowed 45 calendar days from the letter’s mailing date in which to return their nomination.

2. From the nominees, the Leadership Team will select a six member Search Team with the task of procuring resumes, screening applicants, and recommending a qualified candidate to the Leadership Team.

3. So that churches will be equally represented, the Search Team will be selected according the to following criteria:

a. Two members will be appointed from churches whose average Sunday School attendance is from 0 to 100. b. Two members will be appointed from churches whose average Sunday School attendance is from 100-350. c. Two members will be appointed from churches whose average Sunday school attendance is 350 or higher.4. When the Search Team has selected a candidate (no more than one dissenting vote is allowed among the Search

Team), they will then present the candidate to the Leadership Team for review.5. The E.B.A. Leadership Team will then contact the candidate and meet with him or her. If the candidate is approved

for further consideration by 80% of the Leadership Team, a letter is sent to all E.B.A. churches inviting them to an open forum to meet with the candidate and ask questions. Included in the letter should be the candidate’s resume (or a reasonable condensation thereof).

6. The open forum must be scheduled to take place a minimum of 14 calendar days and a maximum of 31 calendar days after the mailing of the Leadership Team’s invitations to the open forum.

7. The Leadership Team will not approve the Executive Director for 14 days following this forum in order to receive additional input from church individuals, etc.

8. The candidate will be approved by no less than 80% of the Leadership Team.

Team Reports

Church Equipping

Supporting our churches in equipping their members is an important element of the association. It varies from church to church. As associational leaders we are aware that “one size” doesn’t fit all and adapting to the church is a matter of helping or hurting the congregation.

Last February we hosted with Dallas Baptist Association and area education pastors the annual Sunday School/Small Group Training Conference at FBC Midlothian. Several of our EBA churches participated and some for the first time. There was training regarding Sunday school and small groups. Next year’s training is at Duncanville’s First Baptist Church on February 13, 2016.

Report 2015

Isaiah 41:10 “Fear thou not; for I am with thee; be not dismayed, for I am thy God; I will strengthen thee; yea, I will help thee; yea, I will uphold thee with the right hand of my righteousness.”

2015 has been an encouraging time of sending prayer and encouragement cards to all the wives of our pastors and church staff. I have had return cards from some who have thanked me for sending the perfect card for the exact moment when they needed encouragement. I’ve had lunch with some wives and have enjoyed it very much. It is a special time when I can sit in a “laid back” atmosphere and enjoy the company of a special friend.

Thanks to everyone throughout Ellis Baptist Association who are praying for me as I minister to the wives of our pastors and church staff.

Mission Statement: Hand in Hand Ministries seeks to Encourage wives of pastors and church staff as they are Affirmed and Strengthened in the pastoral care ministry. Hand in Hand Ministries provides a Confidential, Trustworthy Advocate to aid them in becoming all that our Lord Jesus Christ wants each to be.

2015 ANNUAL REPORT

Another great year has been recorded for Christian camping at Latham Springs Camp & Retreat Center. This marks the 92nd year that Latham Springs has been serving God’s people. Total Attendance: 21,115

Professions of Faith: 834 Rededications: 486 Special Service: 199 Total Public Decisions: 1835 The summer camp season registered a record number of guests. 10,658 campers attended the 10 weeks of camp sessions. This is an increase of over 500 campers from summer 2014. A special ‘thanks’ goes out to all those whose hard work and dedication made each week of camp a success. Several building projects were completed this past year: A new 60+ person dormitory facility with adjoining meeting room, a new gift shop behind the dining hall, and a new concession stand with two adjoining meeting spaces. In addition to these building projects, a three person giant swing was built before summer and was a big ‘hit’ with all campers. The camp purchased a 71+ acre tract of land adjoining existing camp property. Plans are underway for construction of a new dorm before summer 2016. The new dorm will have 3 sections that sleep 22 each, and have adjoining meeting room for each section. Several new recreation activities are also being considered for next summer. A number of other building upgrades are also scheduled.

Plans for the new adult conference center are being completed. This new facility will include approximately 80 motel type rooms, a worship center, two meeting rooms, and a lobby/welcome center. The new conference center will be located on the newly acquired property and will overlook Lake Latham. Promotional and fund-raising material is being designed and should be available soon. Latham Springs is excited to announce the hosting of an associational youth camp for 2016. The camp has a number of associational pre-teen camps but no youth camp. The dates for this camp will be June 27 – July 1. Interested churches should contact the office. Exciting days are ahead for the ministry of Latham Springs. The Board of Trustees continues to promote the process that will lead to the expansion of facilities to enhance this great ministry. Please remember that Latham Springs is not funded by any state or national conventions, and depends on camp fees and your gifts to operate. The staff and trustees of Latham Springs wish to thank you for your support during the past year. We pray that this cooperative mission effort to reach and minister to individuals and groups might continue to bring glory to HIM. Ellis Christian Women’s Job Corps

We praise God for all that He has done. Our building is working out great. God has provided everything that we would need.

The class that started in August was a riot. There were 4 ladies in attendance. 16 weeks seems like a long time, but goes by very fast. Graduation was held at FBC Midlothian. Ladies did an excellent job on their speeches. After graduation we had baptismal services for 2 of the women. What fun!

The first class of 2015 had 7 in attendance. We had 2 to accept Christ. It is always a joy to get into week 6 or 7 of the program and see the changes that happen. One lady asked where we were going to study in the Bible. I told her Genesis and she went “Oh”. After she accepted Christ she began to read ahead of me. She said “It reads like a soap opera”. All graduated and we had one of the largest audiences ever. All are still friends and keep in touch with each other. Several found jobs abd they continue to visit Bible study and fellowships. We have several women come back for Bible Study.

Through the summer we had Bible study and GED classes.

Ellis Baptist Association

Royal Ambassadors / Challengers Report 2015

Royal Ambassadors (RAs) is the Missions Education group for boys in grades 1-6. Challengers is the Mission Education grouping for young men in grades 7-12. At the present time, there are four churches in the Ellis Baptist Association that have active groups.

The 2015 RA Racers held the annual race Saturday, April 18, 2015 at First Baptist Church, Maypearl. A great time was had by all!!

Church Planting

We live in a growing county, especially in the northern and central sectors. The last decade showed Ellis County netting 10 people everyday. Research shows that we will continue to experience moderate growth over the next few years and then parts of our county will see exponential growth.

New high schools bring new homes and new growth. Midlothian’s Heritage High School opened last year as a 9th grade center. This year they added 10th and 11th grades. 2016 it will be a fully graded high school. Developers love a new school. Three new subdivisions are being built less than a mile from the school.

Waxahachie is building their new high school just east of the EBA office. Developers already own land to build. Waxahachie will experience the same type rapid growth.

It’s not just the growth areas that need churches. We have areas that have experienced transition and are no longer being reached. Re-planting churches would help reach these existing neighborhoods.

What does that mean to the association? We need to plant churches. We have to be intentional regarding where and what kind. We have to invest in these new churches. It might be financial support, prayer support, opening your facility or doing a local mission trip. These are not new to our churches It comes down to, what does church planting look-like in or for your church.

This coming year we will form a church planting team to help new church planters and our churches.

Ellis Christian Diaster Relief Team

Ellis Christian Disaster Relief Team (ECDRT) has been working closely with Texas Bap-tist Men on Disasters and projects as requested. We have been blessed with no major hurricanes or disasters this past year. That does not mean we were not busy. The units have been utilized thru out the year.

Tent Unit - has been used for VBS and miscellaneous church ministries. In the past 12 months the tent was used 10 times.

Shower Unit – has been used 6 weeks over the last 8 week summer for World Chang-ers, Student Ministries and other church ministries.

Box Unit – has been used for disasters including floods in Van, San Marcus and Mis-souri City as people trying to collect their personal possessions. Also used after the tornedos in the Cleburne area.

Clean-out Unit – has been used for the cleanup after the tornedos in the Cleburne area this past year. The unit has supported local churches with local ministries around the county.

Generator Unit – has been used for local church ministries.

The team was blessed with the ability to wrap the units to display where we are from and what is the ministry. Take a moment to look at the units outside today.

We want to thank Larry Johnson for helping us start this ministry and providing the leadership and guidance thru the years. Thank you Larry and best wishes to you and Yvette in your future adventures.

Honduras Annual Report

What an amazing year for the ministry here in Honduras. For over two years we have been praying for God to send workers for the harvest. This year he answered. Our ministry team has more than doubled. We have also seen a record number of mission teams come to Honduras to partner with the local churches in each village. This year we hosted 11 mission teams. We believe that not only has then been a harvest of new believers, but also the future harvest has been planted, watered and fertilized. We have also seen a large number of local Honduran pastors and leaders rising up to embrace the vision God has for Honduras. We believe one of the reasons so many pastors and leaders are answering the call is directly related to weekly discipleship groups in their home villages. The hope of Honduras is not only in Jesus Christ, but also in the local pastors and leaders who are willing to be participate in His Kingdom work.

Radio Rio de Dios has been through several changes this year. The biggest change has been in the staff. The staff is working so well together. There has been salvations, healings, and personal ministry shared throughout the year by our staff. We are happy to report that the radio has been 100% supported by the local listening audience through offerings and through the selling of advertisements for two years now. We have great hope and expectation for the coming years because of the spirit of creativity and dedication seen within the radio staff.

This year has been a year of growth in the ministry of meeting Human Need. In January, construction of the Lenca Hunger Farm began. This year we constructed a fish pond to raise Tilapia, we have planted beans and corn, and we have started a pig project. We currently have a chicken project in development as well as the possibility of coffee production. It is our vision to create self-sustaining farm that is able to produce food and resources to help the Lenca people during times of crisis. As part of the strategy, we have provide opportunities for local Lenca people to participate in the development of the Hunger Farm. One of the reasons so many people are in times of crisis is due to the lack of job opportunities. The Hunger Farm provides opportunities to work in exchange for food packets. As the farm develops all the food packets provided will come from the food cultivated and the resources produced from the Hunger Farm. It is our hope that one day like the radio station the Hunger Farm will be managed by local Honduras and food will be administered by local pastors through the local church.

In addition to the Hunger Farm, we have had more opportunities to minister and meet human need through medicine than in years past. This year we were able to help several individuals with life chaining operations and treatment. We helped a young girl named Elsi with a second surgery to repair a cleft palate. We were able to diagnose and treat a rare sub-tropical disease in a young boy who has been suffering for more than 11 years. We have been working with a paralytic who almost lost his legs due to bed sores. These are just a few of the many individuals who have been not only helped, but who have received prayer and personal discipleship through the healing process.

Ellis Baptist Association has reason to celebrate 10 years of ministry in Honduras. However, the work is not finished! There is still a harvest and still a need for workers. There are still people living in poverty and struggling with various forms of sin. There are still people who are lost and have never heard the Gospel. However, there is a hope in Jesus Christ for the future. The Lenca people continue to be open to the Gospel. Through personal relationships we will continue to pray. We will continue to saturate the Department of Lempira with the Gospel. We will continue to plant churches and empower local leaders. And we will continue to meet human need through crisis relief and community development. Thank you for embracing the Lenca people. Thank you for your support. Thank you for participating in the Kingdom work here in Honduras.
