“ASURED” PROGRAMTHE CLASS OF 2013-2015 OF THE ASURED PROGRAM sustained

their final dissertations in June 2015, and had a maximum promotion rate. A selection of the best papers will be published in the upcoming online journal issues. The award ceremony for the first graduates of the ASURED Program, the Class of 2013-2015 was held in the welcoming presence of the Dean of the Faculty of Urbanism, UAUIM, Mr. Tiberiu Florescu, the CEP Director, Mr. Mircea Enache, the Members of the Commission and CEP Staff and was followed by a short catering event.

THE ASURED CLASS OF 2014-2016 completed the third session of their program in June 2015, having the courses:

UP 5 – Land Use and Environmental Regulation - Vesselina Troeva, (SOFIA, Bulgaria)The module “Land Use & Environmental Regulation in Europe” aims at linking the knowledge in Land use planning and Environmental protection, establishing skills in implementation of the current environmental regulations and other innovative instruments and approaches among which integrated planning, sustainability assessment and GIS. Some of the major topics are connected with the “Community involvement and Participatory planning” course, “Sustainable Urban Planning and Design” lecture course and the Applied Project in Sustainable Development, thus upgrading the competences of the students.

RE 5 – Real Estate, Local Government & Law - Florentina Iugan (UAUIM, Romania)The real property market is affected by government policies on planning, building permitting and land registration. In this course the relation between the real property and the law is assessed in terms of: real property rights and legal restraints; land-use planning and development controls, building standards and permitting systems, regulations vs. deregulation procedures. A focus is on the interaction between real estate business and the local authorities, from red tape to a market-responsive planning and regulatory systems with impact on increasing real estate market efficiency.

RE 6 – Large Urban Projects: Legal Aspects - Iuliana Leon & Raluca Misu (Țuca Zbârcea & Asociații, Romania)Legal issues regarding real estate transactions in Romania” is a brief roadmap of the real estate transaction on the Romanian market and describes the legally available alternatives for implementing a real estate transaction under the Romanian civil law system.“The legal side of the urbanism” presents briefly, from the legal perspective, the main instruments of urbanism and the legal and de facto consequences

Participating in the workshop were also a group of students from the Ion Mincu University of Architecture and Urbanism, faculty of Urban Planning. Two ASURED Professors, Ms. Vesselina Troeva and Ms. Evelyn Ernst, were invited to take part in the Workshop and paired up with the rest of the participants in the Workshop activities, sharing their vast expertise and best practices examples.

The ASURED 2 Class had a great interactive session with Daniel Cook, Director of Strategy and Planning (RICS), Anna Orcsik, RICS Regional Manager - Central & Eastern Europe and Radu Boitan FRICS Chairman, RICS Romania. The RICS Continental Europe Standards Board (CESB) approved the blended learning format of the International Postgraduate Program of Advanced Studies in Urbanism and Real Estate Development (ASURED) delivered by the Center of Excellence in Planning (CEP), “Ion Mincu” University of Architecture and Urbanism.The RICS Continental European Educational Standards Board (CESB) has considered the adjustments to the accredited course International Postgraduate Program of Advanced Studies and Real Estate Development programme (ASURE) delivered by the Center of Excellence in Planning, “Ion Mincu” University of Architecture and Urbanism.The adjustments were as follows:

on investment of the flaws in the permitting process. Finally, “Public-Private Partnerships in Romania” explores the legal base, the limited experience, and the difficulties of applying PPP in development projects in Romania.

RE 7 – Large Urban Projects: Financing & Management - Lucian Hoanca (ALTROM, Romania)The course is the third in the “Large Urban Development Projects” cycle offered in the ASURED Program. After exploring the design and the legal aspects of large urban projects, the complex issues of financing and management are discussed in this course by ALLTROM experts with excellent experience in implementing such projects.The step-by-step process of identifying and tapping into the financing sources available for the project, as well as the complex process of implementing the project are presented to the students. A brief discussion of the property management activities is also included.

THE ASURED2 CLASS TOOK PART IN THE 2ND EBDP WORKSHOP, a session organized by the “Ion Mincu” Center of Excellence in Planning as part of the “Exchange of Best Development Practices (EBDP)” project, sponsored by the German Marshal Fund Romania. The EBDP Workshop 2, addressed the topic of Sustainable Urban Mobility in the capital cities of two Black Sea Region countries, Bulgaria and Georgia, focusing on the changes that are needed in cities in order to improve the performance of their transport systems, by making them more sustainable, and minimising the negative impacts of transport activities on our health, quality of life and the environment.

“All 16 courses are identical in contents to the original proposal. We added two professors (Uwe Brandes and Margaret McFarland) and rotated two other professors (Mircea Enache and Kerem Yavuz Arslanlı) to optimize the professors' capabilities. Mircea Enache gave his course on "U.S. Urban Planning and Development Lessons" to Uwe, who is the Executive Director of the Urban & Regional Planning Program at Georgetown University, and Kerem gave his "Real Estate Fundamentals" course to Margaret, who is the Head of Real Estate at the University of Maryland.Mircea Enache picked up the "Urban Development Project (Synthesis)" and Kerem Yavuz Arslanlı is teaching "Investment Analysis in Real Estate" which is his specialty and strength. Four of the 16 courses will be taught online over a longer period of time (one week of preparation and one week of interaction and grading).”

The 45th annual conference of the INTERNATIONAL URBAN FELLOWS ASSOCIATION - Johns Hopkins University - “HEALTHY AND SUSTAINABLE CITIES IN A CHALLENGING WORLD”The 44th consecutive Hopkins IUFA Annual Conference took place in 2014 in two smaller cities in Romania, on the theme of “Urban Governance in Smaller Cities: Conservation and Development”. It has been an impressive, and uninterrupted cycle of IUFA Conferences that started with the 1971 Conference in Motovun, Yugoslavia. Since the traditionally IUFA Annual Conference had not been announced by April 2015, it had become apparent that the impressive and unique cycle of Hopkins IUFA Conferences could end with the 44th Conference in Romania, unless the Fellows themselves stepped in. Mr. Mircea Enache, CEP, initiated a call for action and soon enough the 2015 IUFA Conference got organized, by CEP and UPF Barcelona, and was held at the University Pompeu Fabra (UPF) Barcelona School of Management. Academics from University Pompeu Fabra, University Abat Oliba CEU, Universitat Autònoma de Barcelona and two CEP Members presented papers in two conference paper sessions, Urban Education for a Shrinking Planet and Climate Change and Smart Cities. The conference also had a fellow-only session in which a new chairman was elected, Mr. Mircea Enache, and premises were set for establishing an American based NGO, International Urban Alliance IUA.

EBDP PROJECT – BY GMF; TRAVEL ACTIVITIES

To support the Exchange of Best Development Practices (EBDP) Project, a cross border initiative with the goal of strengthening the professional, social and civic society ties between countries in the Black Sea Region (starting with Georgia, Moldova, Romania, Bulgaria and Turkey) by learning and sharing best development practices, we had a planned advertising trip to Turkey and Georgia.

The first visit we undertook was Istanbul, Turkey, where we met:*Prof. Dr. Ferhan Gezici Korten - Head of the Department of Real Estate

Development, Regional Planning Graduate Program Coordinator, Istanbul Technical University Faculty of Architecture Department of Urban and Regional Planning*Prof. Dr. Fuat Erdal – Director Continuing Education Center, IstanbulTechnical University*Dr. Kerem Yavuz Arslanli - Istanbul Technical University Institute ofSocial Sciences. We presented them with the results we have so far in our efforts to strengthen cooperation between Black Sea countries and we decided to look for ways to cooperate institutionally and possibilities for students and professionals to participate in joint workshops and conferences.

In our visit to Tbilisi we met with members of the Georgian Valuation Company, the Georgian Society of Civil Engineers and the Georgian Union of Architects. We presented the “Ion Mincu” Center of Excellence in Planning’s initiatives and accomplishments and we were also presented with afore mentioned companies’ profiles and projects. Special attention and care was given into expressing their efforts and challenges faced in restoring the Old Town Area, a sensitive and very valuable urban tissue and of the transport infrastructure throughout Tbilisi. We agreed on follow-up and we are currently discussing options for a series of conferences. On June 29-30, Mr. Kurt Puchinger, Priority Area Coordinator 10 EU-Strate-gy for the Danube Region had a visit in Bucharest. We have organized two meetings at the Center of Excellence in Planning (CEP) and we have invited several Romanian colleagues, along with the collaborators at CEP._ Monday, June 29, at CEP - Bucharest Central Rail Station regeneration area studyWe presented the Bucharest Central Station Flagship Project and we were highly supported by Mr. Octavian Udriste, Clubul Feroviar and Mr. Dan Caraman, Euconcepts. We also gave Mr. Puchinger a tour around the area, with stops in key locations.Mr. Kurt Puchinger gave us a presentation of Vienna`s Central Station and shared some of the aspects they have learned from the project implementation.

IAAMProfessor*Temur Khomeriki, Chairman, Tbilisi Development Fund.The meeting with the officials from the Tbilisi Development Fund received social media coverage, with an article and pictures from the meeting.“The chairman of TDF, Temur Khomeriki, met the Director of CEP Mircea Enache, who was invited at the initiative of Independent Valuers Society of Georgia (IVSG).People who attended this meeting were members of IVSG, architect Giga Batiashvili, members of Georgian Society of Civil Engineers and co-workers of TDF.Mr. Mircea Enache shared his 40 years of experience and discussed about priorities and advantages of CEP`s programs. Mr. Temur Khomeriki described main activities of TDF and talked about main particularities and problems in urban planning of Tbilisi.Mr. Mircea Enache had a presentation about his implemented professional projects.The meeting was finished with agreement for further collaboration.”

We were interviewed for the AAF-Management Magazine and we discussed the possibilities for collaboration between Romanian and Georgian professionals, in a cross border initiative to strengthen cooperation between the professional, social and civic society of the countries in the Black Sea Region. Mr. George Tsertsvadze, Chief Editor, Ph.D. AAF Management - Audit Accounting and Finances was also present to the meeting and participated actively in the discussion.

Following our advertising trip to Istanbul and Tbilisi, the idea of hosting a regional conference in Bucharest in the year of 2016 was highly recommended, addressing practices for Real Estate and Urban Development in the Black Sea countries, while improving and facilitating international networking and cooperation in the sustainable urban development field. Also, there is great interest in co-organizing a conference in Tbilisi on the possibilities of development for Tbilisi, with emphasis on the Old Town, a vast area in great need for conservation and facing great challenges. The possibility of having a team of CEP professionals as foreign consultants for their future projects and development strategy is sought after and desirable, taking into account the strong connections established during the visit there.

_ Tuesday, June 30, at CEP - The Danube Strategy (Austrian-Romanian initiatives)We discussed about Priority Area 10 "Stepping up institutional capacity and cooperation" of the EU Strategy for the Danube Region, which is coordinated by the City of Vienna (Austria) and the Centre of Excellence in Finance (Slovenia), with the involvement of a wide network of key players and stakeholders. Mr. Kurt Puchinger described their main activities, projects and actions in the field of institutional capacity and cooperation in the Danube region, some of the latest news and upcoming events on the topic.

WORKSHOP YPLANThe second half of June hosted at the CEP location a series of workshops with a group of students coordinated by Prof. Dirk Engelke, the Swiss partner in the YPLAN Project. The students were presented with CEP activities and projects and we had a discussion regarding aspects of local governance and possibilities of development of public space. In a mix group of Swiss and Romanian students, the worshops identified development options for two chosen public spaces in Bucharest.

In June 22-23, CEP Staff and one of the CEP interns, Vlad Pirvu, attended the 45th Johns Hop-kins IUFA Conference in Barcelona.

As part of the GMF fund sponsored EBDP project, we had the CEP website designed by a spe-cialized company. The modern resulting platform is growing in popularity on social media and is already getting positive feedback on design and contents. We are however still making small adjust-ments, in order to make sure the website can act as a highly effective communication platform.

Vienna’s new Central Railway Station, including the new BahnhofCity mall, was opened on 10 October 2014. Construction works to replace the old Südbahnhof with a new Central Railway Station and to build a new residential area will last until 2015.The new ÖBB Group headquarters is located at the southern forecourt of the train station.The new main station is being constructed on the site between the former south and east stations andSüdtiroler Platz. The new main station is being constructed as a through station. For the first time, trains will arrive in the capital from all directions to destinations in all directions.

Figures, schedules and facts about this major project in urban construction:• Total area of the project: approximately 109 hectares• Direct transport connections to twelve S-Bahn lines, Undergroundline U1 (Südtiroler Platz), tram lines D, O, 18, Bus lines 13A and 69A and regional buses• Five roofed-over island platforms/ten platforms• Car park and bicycle park, car ports for the disabled, taxi stands.• Shopping centre with approximatly 90 shops and a range ofrestaurants• New residential area
