The packet contains information regarding our subdivision. If you wish to have access to the tennis courts and/or bathrooms, you will need to complete the Application for an Access Control Card, available in the DVCA office. Each household can have up to 2 cards at no charge. If you would like to become involved on one of our committees, a meeting schedule is located inside this newsletter. Keep Deerfield Bright at Night...Please report Street Lights and Greenbelt Lights that are out to the DVCA Office; phone: 281-463-2624. It is necessary to provide the pole number and the location address of the pole that is being reported. Street Lights that are not on the Greenbelt and not in the Patio Home Section may be reported directly to Center-Point Energy at the following website:

Nothing but water should go down our storm drains. Please make certain that the grass/yard clippings along curbs are bagged. In case of a heavy rain, these clippings will be swept into the sewer system and block the runoff water; which in turn will flood our streets.

Residential Trash RemindersOur waste collection vendor is Texas Pride and trash pick-up is on Tuesdays and Fridays, with recycling pick-up on Fridays. Please do not put your trash at the curb earlier than the night before collection day. If you experience with your trash service, please call Texas Pride first, and then the office if you are unable to get results.

The Security Committee hopes everyone had a great holiday season. From a security standpoint, at the time of writing this article, Deerfield did. Thankfully, it’s been another quiet month and your efforts in being vigilant to report suspicious activity continues to be strong. Please keep this up! During the holidays many houses were lit up and festive. This brightened up the neighborhood and made things safer. In the new year you may want to consider brightening up your yard with more lights so we have brighter areas year round. Lights can help be a deterrent for criminal activity at night.Just as a reminder: here are some things you can do to keep Deerfield safe:

1. Stay vigilant and report any suspicious activity, especially after dark.

2. Park in your garage or driveway. Vehicles on the street are easier targets.

3. Lock your vehicles especially if they are left on the street or driveway.

4. Keep your overhead garage door and entry doors closed and locked.

5. Add a video security system for your house. It may help if an incident occurs.

6. Add outdoor lights and keep them on at night. Lights fight crime!

7. Report any streetlights that are OUT to the county and greenbelt lights to the Office,

We’re always looking for more volunteers to help keep Deerfield safe. Maybe 2020 is the year for you to join! Our next meetings will be at 7PM on Tuesday, January 7th and February 4th. We hope to see you at one of our meetings.

>DISTURBING THE PEACE IN DVCA<There has been an increase of complaints to the office in the last few years about disturbing the peace, especially with the use of fireworks in DVCA.Noise issues and violations are hard to prove, but there is a way to try and deal with it. The law on disturbing the peace is fairly clear: if you are unable to enjoy your home and property due to loud music, loud talking, loud car sounds, loud screaming, or loud fireworks, the peace of the community is being disturbed. We all need to understand that we live in a community where homes are close together and allow some room for people to have fun, but when that becomes excessive (for too long or too often, or too loud, or too late in the evening), you have the right to request that something be done about it. If you experience a situation that is causing you concern, you have the right to call SEAL, at 832-408-9200, and/or the Sheriff’s Office at 713-221-6000 and ask them to come out to help. They can assess the situation, provide feedback to you, or guidance and direction to the people disturbing the peace. That will typically resolve the situation. Remember that SEAL can only request and talk to the people while the Sheriff can enforce the law, if they need to.

MUD 136 ReportWWW.HCMUD136.ORGBy Neil Polansky, PresidentAt our December 2019 meeting we reviewed water and sewer operations during the previous month as well as trash and recycling and received an update on our CIP project at the water plant. We also entertained insurance proposals for 2020 and heard a status report on the planned water fountain adjacent to the north playground.In the coming months we’ll also consider rehabilitating the 18” sewer line that runs parallel to Pine Forest Ln., and feeds into the Jackrabbit Road sewage treatment plant. This line has deteriorated over time and needs to be slip lined in order to maintain flow without service interruptions.Also, a reminder that the West Harris County Regional Water Authority is hiking its base surface water rate by $ .25 per 1,000 gallons used ($3.35 to $3.60) beginning January 1, 2020. For a typical 10,000-gallon monthly bill you’ll pay $2.50 more than in 2019. This fee is in addition to our HCMUD 136 rates (unchanged).Happy New Year and a prosperous and healthy 2020. Community ServiceCommitteeHappy Holidays to everyone in Deerfield from the Community Services Committee! As we enter a new year, we are planning for projects to continue the upkeep and refurbishment of the Recreation Center facilities. In 2019, we’ve acquired new furniture, painted, cleaned, and put up new drapes. In 2020, we are looking at floor coverings, artwork and décor, and we’ll be looking at the non-skid walkway outside along with the outside lighting. We are also reviewing some of the maintenance contracts and the Rental/Use Agreement. In addition, in spite of the prohibitions in the current rental agreement, we already have some damage to the Clubhouse walls from removal of tape used by a renter. We will be reinforcing user requirements, and stepping up inspections to try to keep the facilities in good shape. It is a shame to see damage to the freshly-painted walls because someone ignored the agreement.The Community Services meeting in January will be delayed until the second Monday, January 13, at 7 pm to allow our members to get back from travel. Swimming Pool CommitteeThank you to those who braved the Annual Polar Bear Swim on New Year’s Day! The Swim Pool Committee is gearing up for another great swim season in 2020. We will conduct walk through assessments of pool and pool areas and coordinate with A Beautiful Pools to ensure all is ready as the warmer weather approaches. We also begin to plan schedule for the upcoming swim season. We are always looking for new faces and ideas, so we welcome you to join the Swim Pool Committee. We meet on the 2nd Tuesday each month at 7pm in the Clubhouse. January meeting is the 14th, 2020 followed by February 11th and March 10th. Hope to see you there!!

Another year gone by and we have rung in a new decade. How long will it take to stop writing 2019. Maybe high on your list of New Year’s Resolutions is to exercise more and lose weight.? The Landscape Committee can help you out. We have a fabulous walking trail and exercise equipment that we maintain that can help you become a healthier you. And it won’t cost you a dime! An added benefit is you meet the great people that live in our Deerfield subdivision. So start out the New Year on the right foot by hitting the Greenbelt trail. We reported in a previous newsletter that the Men’s Group built a wooden cover for the sandbox located at the Vanbury playground to keep cats out of the sand and make it safer for children to play. It’s disconcerting to tell you that the sandbox cover has been vandalized on a couple of occasions. It’s extremely upsetting that someone has nothing better to do than wantonly damage something that was so lovingly created for the good of the subdivision and its young children. The damage has since been repaired by Bob Mertz and we thank him for that.We ask residents to be vigilant for any suspicious activity at this location or anywhere else in the subdivision. Don’t hesitate to call SEAL if you think someone is up to no good.The Landscape Committee meetings are on the second Monday of every month held in the small conference room across from the office. Our next meeting is scheduled for January 13, 2020 at 7PM.

D Make sure your pet has a form of ID on their collar. Key tags are available 3 for $2.00 at most hardware stores and work fine for pet ID’s.

D Did you know that you can register your pet with Deerfield’s Pet Hotline? Call Marie Nugent, 713-818-5799 for a Pet Hotline tag for your pet. The tag has Marie’s home and cell phone number. She keeps a log with a photo, breed, pet’s name, and your address, and phone contact numbers. A rabies tag is a great ID, but many Vets are not contactable 24/7 and the finder may not able to keep your pet for several days.

D If you have your pet microchipped, make sure you register on the database and keep your information current. Pets have been found wandering around the neighborhood and, when taken to the vet, found they were microchipped but the information was obsolete, thus making it harder to contact the owner.

D If you are going out of town and have a pet sitter, let Marie know your pets name, what it looks like (a picture is also great), and a contact number.

DOG LEASH LAWThere have been many complaints about dogs running loose on the Greenbelt and the neighborhood. Additionally, there has been two dog attacks in the last 30 days, resulting in two dogs being severely injured. If this is the case, call animal control, SEAL and/or Law Enforcement. If you are walking your dogs, keep them on a leash at all times. Be considerate of others. Also, please pick up after your dogs, no one wants to step in your dog’s poop. Thank you!

Recreation CommitteeWe had a great 2019, ending in December with a Social, a Hay Ride, and the annual Snow Party. Thanks to David Orchard for arranging the hay ride, providing hay, and a trailer. Riders went through the neighborhood, caroling residents. And the annual Snow Party was excellent, with snow, crafts, a visit from Santa, and Frosty the Snowman. We had a big crowd of all ages.This year the Recreation Committee worked with the Men’s Group and Bazaar group to put out lights and wreaths at the main entrance way and around the Recreation Center. And a recent addition was lights around the first 8 trees. Hope you got out to see all the lights throughout the neighborhood. A new event for 2020 is the Women’s Day Trippers; it will have a first organizing meeting early January. Article in this newsletter. January is a slow month for the Recreation Committee as we review 2019 and prepare for 2020. Our BIG event on January 25th is the Pancake Breakfast. See the detailed article on the breakfast, we want to encourage new residents to come by, learn about the neighborhood, and meet people. It’s free (although donations are never refused), and a good way to have someone else cook breakfast on Saturday. We may have a Social in February/March depending on volunteers. We will have the spring Garage Sale on March 21st , with “Music on the Green”. This is the neighborhood’s major garage sale, so it’s an opportunity to pass on all those unused treasures. Finally – if you have ideas for Deerfield activities, come by the Recreation Committee and share them. The regular committee meets the first Friday at the end of Coffee and Donuts by 10:00am. If you are interested in the children’s events, the Youth Events Sub-committee (YES) meets the first Tuesday evening of the month at the Rec Center.

Welcome New Neighbors! Are you new to Deerfield? If so, Welcome and our first Pancake Breakfast of the year is on January 25th, and a special invite to any new residents and their families. It starts at 8:30AM, and pancakes, sausage and juice/coffee are free to residents. We will have Board representatives there to answer questions, plus a bunch of knowable residents. You can learn about the fence, garbage collection, the rising water bill, music on the green and a whole lot more!It is a great opportunity to learn about our Deerfield community, what the committees do and who we are, and also things you could do to help out (although volunteering is not required.) There will be some welcome goodies too! Bring the family and get the “ low down” on Deerfield! And if you are a resident, but not ‘new’, you and your family are also welcome to join us, and you can learn what attracts people to Deerfield! The event is open to all of Deerfield!

The Men’s Group (TMG) meets weekly on Thursdays at 9 am at the Rec Center. Besides our projects for DFV and the community at large, we mix in some fun and fellowship. This month we had a couple of holiday meals and ran the hayride for the Christmas Social. Our motto is very simple:

“DO WHAT YOU CAN, WHEN YOU CAN”SERVICE PROJECTS During our workday we removed some dead trees at the north end of the ditch, filled some sinkholes and worked on the exercise equipment around the greenbelt. Also, during the month, we installed the curtain rods and wall hangings after the clubhouse was painted, and did a number of other misc, jobs. In addition, we cleaned out the Purple Martin houses to get them ready for occupancy.SIDEWALKS /SINKHOLES If you HAVE DIRT OR CONCRETE that you want to dispose of, call the office and we will come and pick it up. CHRISTMAS LIGHTS/STOCKINGS/HAYRIDE - TMG put up lights around the clubhouse, at the marquee, and at the main entrance sign. After some electrical modifications were made we were able to lite-wrap some of the tree trunks lining the entrance off Clay. Also, we filled 50 stockings to give to our needy Meals on Wheels clients. TMG put together the hayride and caroling at the Christmas Social.FOOD DONATIONS The holiday season can be hard on those in need. If you have non-perishable food to donate drop it off in the office, or call Roger Wilson 281-381-9303 for pickup.HAPPY NEW YEAR to all DFV residents from the Men’s Group! Tennis CommitteePlayers are again reminded to ensure that the tennis court gate is locked after they have finished playing. All players are kindly asked to empty the trash cans, if needed, on the court they have been playing. The contents should be emptied into either the big recycling bin or trash can near the Court 1 gate.The Tennis Committee will not have a meeting in January. The next meeting will be on February 5th, 2020 at 8 pm.

Pickle Ball We will continue to reserve the DFV pickleball courts on a weekly basis for those new or just starting to play this great game. However, we have switched the time to Tuesdays starting at 7 pm. We have balls and extras paddles. Just wear comfortable tennis shoes and play safely!You can also reserve play time on signup sheets posted on the window next to the DFV office. Invite your neighbors and friends to join you. See Catherine in the office if you need a card key to enter the locked courts.

Annual Meeting of the Members: April 14th at 7:00pm to announce the election results. Annual Board Meeting: April 14th -begins after the Annual Meeting of the Members then elected Trustees will be seated. Position of Trustees:

Only one resident in the same family may concurrently serve on the Board. The position of Trustee is for a period of three years. Trustees are responsible for the direction and management of the affairs and assets of the Association. In addition to attending monthly Board Meetings, each Trustee attends meetings of at least one Standing Committee as a non-voting representative to provide counsel regarding the Articles of Incorporation, By-Laws, as well as other matters. Therefore, Trustees need to be familiar with these documents and a complete set will be given to those submitting applications.
