Tony is a Professional Engineer with 23 years of experience providing program, project, and construction management services. He provides project advisory, program management oversight, construction management, forensic analysis, claims avoidance, and dispute resolution services. He is a recognized expert in CPM Scheduling, Project Controls, Forensic Delay Analysis, and advising public utilities, contractors, underwriters, banks, and law firms on the establishment of governance, risk and program management frameworks and benchmarking projects to enable alignment with global best practice, industry standards and the avoidance and resolution of disputes, cost over-runs and delays. Mr. Caletka and has advised on some of the largest and most complex capital projects in the world and has extensive experience in both PFI/(PPP) as well as traditional procurement and contracting strategies. Mr. Caletka is member of the New York City Bar (Construction Law Committee), is an adjunct professor at NYU School of Civil Engineering (Construction Law, Advanced CPM Scheduling), co-author of the groundbreaking SCL Protocol on Delay and Disruption, as well as Delay Analysis in Construction Contracts (Wiley 2008). Tony provides independent technical and contractual analyses that create an environment for settlement on contentious projects. He testifies and provides expert evidence frequently. As a civil engineer, Tony has hands-on experience on mega-projects. He designs and executes PMO organization set-up and implementation to ensure alignment with project lifecycle management operating models. His expertise assists clients in addressing extra work, concurrent delays, CPM analysis, float ownership, differing site conditions, acceleration, escalation, and quantifying the effects of disruption and inefficient working. He has also managed and provided oversight to program management organizations, overseeing the preparation of business cases, project execution plans, project management, risk, and contingency management plans, the procurement and management of vendors, delivery partners, contractors and consultants. When appointed as subject matter expert requiring expert evidence and/or testimony, he manages teams evaluating complex contractual, delay and acceleration claims and owner and contractor culpable delays by determining key issues to focus to the parties’ negotiations. He has a proven ability to apply sophisticated techniques and communicate issues by developing practical arguments and using simple, easily understood graphics, illustrations and trial-quality exhibits.
