    Presidents Message

    Ground covered in 3O years and way forward

    Dear readers,

    The Association o National Olympic Committees o Arica cele-

    brated its thirtieth anniversary recently. Beyond the estive

    mood that characterised the Lome event, there is need or us to

    size up the ground our Association has covered so ar and charta way orward.

    It was really a herculean task right rom the onset, owing

    to the lack o inrastructure and the inadequacy in human re-

    sources, especially as we did not even have our own Secretariat

    General. With respect to sports competitions, Arica was able to organise just one multisport event, the

    All Arica Games.We have been able to clear quite a good number o hurdles thanks to our unbending com-

    mitment and the support o our partners. Our priority was to live up to the expectations o

    Arican youths and work or their emancipation. As the supreme governing body o the Arican

    Olympic Movement, ANOCA took the bull by the horns and even exceeded these expectations.

    Our Association has grown rom 33 NOCs when it was constituted, to 53 today. We have since 1989 had

    our own Secretariat General, and our Association is now permanently headquartered in Abuja. The

    various development zones are also very unctional. In terms o strategy, and thanks to ANOCA, Aricatoday prides itsel on sharing a common and ocused vision on the ways and means o promoting

    Olympism in various Arican States.

    Pertaining to sport per se, we have covered much ground with the support o continental Sports Cone-

    derations. ANOCA organised Zone Games in 2006 to give youths aged less than 18 an opportunity

    demonstrate their talents, and also ensure that there are succeeding generations o athletes in

    our countries. This experiment has today become an innovative sports project. At the behest o key

    stakeholders o the Arican sporting and Olympic Movement, the ANOCA Zone Games have become

    the Arican Youth Games, the maiden edition o which was celebrated rom 13 to 18 July 2010 in

    Rabat.

    Aware o the act that Arican youths still yearn or more, we shall step up our efortswith greater commitment.

    The partnership agreements ANOCA signed in Durban with the Russian and the US Olympic com-

    mittees in early July this year, as well as the usual Olympic Solidarity assistance, will undoubtedly

    make more means available to Arica and help in training trainers and preparing sportsmen and

    women or international competitions. In like manner, we shall pursue our agenda o establishing

    Olymparica centres all over the continent. This will o course help disseminate Olympic ethics and

    bring hope to underprivileged youths. As such, besides the Arican Youth Games, the second editiono which will be celebrated in 2014, our Association hopes to launch the ANOCA Games, which will

    be a senior competition. Our action shall also ocus on other youth-oriented initiatives in the years

    ahead, notably the ruthless war on drugs and HIV/Aids in sport, the urtherance o Olympic values,

    environmental conservation and outreach programmes in reugee camps.

    We shall, with the support o our partners, rise to these challenges methodically.

    LACNOA EN ACTIONLome hosts session of ANOCA General Assembly

    An Extraordinary General Assembly o the Association o National Olympic Committees o Arica washeld in Lome, Togo, on 27 June 2011, on the sidelines o the thirtieth anniversary celebrations oANOCA. The meeting was attended by a host o government and sports dignitaries, amongst them

    Togolese Prime Minister Gilbert Fossoun Houngbo. Beore declaring open the deliberations, the PrimeMinister expressed the wish that the Lome meeting go down on record as one that took decisions that wereactually implemented by all in the interest o sport and the culture o excellence.Prior to that, Intendant General Lassana Paleno had taken the oor and paid tribute to some deceasedpersonalities o the Arican Olympic Movement. He made special mention o Messrs Floriano Massah andMohamed Mzali respectively ormer Presidents o NOCs Malawi and Tunisia, and also Major General Fran-cis Nyangweso, ormer President NOC Uganda and ANOCA. The ANOCA boss also wished that his institu-tion, which is succeeding by dint o initiative and dynamism, should do better in order to become a seriousand reliable partner the world over.

    In his welcome address, the President o NOC Togo, General Poutoyi Nabede, availed himsel o the oppor-tunity to thank his countrys government, which had just approved a sports charter or the country. In hisopinion, it was a remarkable document that will contribute to the development o sports in our country.Participants also listened to messages o encouragement delivered by some partner bodies on the occa-

    sion o the thirtieth anniversary celebrations o ANOCA.

    The Executive Committee o the Association o National Olympic Committees o Arica,ANOCA, held its 38th Ordinary Session in Lome, Togo, on 26 June 2011. The deliberationswere, besides statutory members o ANOCA, graced by other top ranking Togolese o-

    cials like the Minister o Sports and Recreation, Mr Christophe Tchao.ANOCA President, Intendant General Lassana Paleno, began by requesting a minute o si-

    lence in memory o members o the Arican Olympic amily who passed on in recent months.He especially mentioned Messrs Floriano Massah and Mohamed Mzali respectively ormerPresidents o NOCs Malawi and Tunisia, and also Major General Francis Nyangweso, ormerPresident o NOC Uganda. He then drew the attention o participants to the business o thesession, pointing out that We are meeting within a peculiar context which marks the 30 yearso our organisation.

    The Togolese Minister o Sports and Recreation, Mr Christophe Tchao, who ocially opened

    the session, voiced his governments wish in these words: I wish that your discussions willround o with new visions so that our Associations aspirations will enable stakeholders o the

    sports movement to rise, without much difculty, to the uture challenges that our countries willhave to grapple with.

    Hilton Durban was venue, on 15 July 2011, or the signing ceremony o a cooperation agreement

    between ANOCA and the US Olympic Committee (USOC). The mutually benecial agreement aims

    at consolidating the riendship and ocialising ties between the two bodies. It covers a gamut o

    aspects, notably visits between ocials o either body both to Arica and the USA, sharing o expe-

    riences between Aricans and Americans in the areas o technical supervision, sports medicine and

    sports administration, inormation exchange in a bid to streamline management and event mar-

    keting in the area o sport. Intendant General Lassana Paleno signed on behal o ANOCA, while

    Mister Lawrence Probst III appended his signature on behal o USOC.

    Participants thereater began discussing the various items on the sessions agenda. They suc-cessively listened to the report o the Secretary General, Eng. Khaled Zein Eldin, who madea rundown o ANOCA activities since the 37th Executive Committee meeting in Cairo in April2010. This was ollowed by the reports o the Vice Presidents and that o the Treasurer Gene-ral, Abu Gumel, who brieed participants on the Associations nancial situation.Executive Committee members urther discussed other issues, notably: the review o theANOCA constitution, the restructuring o the Association and level o preparedness or thethirtieth anniversary celebrations.

    ANOCA-ROC relations were recently ocialised in Durban, ollowing the signing o a

    partnership agreement between the two bodies which were respectively represented

    by Intendant General Lassana Paleno, President o ANOCA, and ROC President Mr

    Alexander Zhukov. Signed on 7 July 2011, the mutually benecial and highly strategic agree-

    ment cuts across a host o areas, notably: promotion o the undamental principles and values

    o Olympism, sport development and the ght against all orms o discrimination based on

    gender, race, religion and social status. It also provides or the organisation o Russo-Arican

    competitions in several disciplines, sharing o experiences and inormation in the elds o

    sports medicine, technical supervision and preparation o athletes or world class events.

    The ollowing top ANOCA ocials were also present at the signing: Counsellor Khaled Zein

    (ANOCA Secretary General), Eng. Habu Gumel (IOC member and Treasurer General o ANOCA)and Lydia Nsekera (IOC member).

    The Association o National Olympic Committees o Arica (ANOCA) recently celebrated its thir-

    tieth anniversary with a lot o pomp and ceremony. The major highlight o the event was

    the gala night at the Eda-Oba hotel in the Togolese capital city o Lome. In recognition o the

    eforts made by ANOCA to develop sport and Olympism in Arica, several partner organisations

    personally awarded the organisation trophies and gits o encouragement.

    ANOCA also acknowledged several personalities and bodies that have been instrumental in the

    development o sport and Olympism in Arica. It thus awarded The thirtieth anniversary trophy o

    the Arican Olympic Movement to: Mr Anani Matthia (posthumously) who was represented by his

    widow; the Togolese government represented by the Minister o Sports and Recreation, Mr Chris-

    tophe Tchao; the international Volleyball Federation represented by its president, Mr Ji zhong Wei;

    and NOC Togo, represented by its president, General Poutoyi Nabede. In the same light, the Gold

    medal o the Arican Olympic Movement was awarded to IAAF President and IOC member, Mr Lamine

    Diack, while the Gold medal o athletes o the Arican Olympic Movement was awarded to deser-

    ving Olympic greats like Kipchoge Keino (Kenya), Frankie Fredericks (Namibia) and John K. (Kenya).

    Furthermore, athletes o the continent, represented by Mr Dia B, President o the ANOCA Athletes

    Commission, also received an important commemorative plaque in recognition o their eforts in

    international competitions.

    Each member NOC also received a commemorative plaque o the thirtieth anniversary celebrations

    rom the Association o National Olympic Committees o Arica to mark the event. The gala nightwas spiced by live shows perormed by a host o acclaimed Togolese musicians.

    The gala night was preceded by the laying o the oundation stone o the Anani Matthia Olymparica

    Centre. This complex is named ater the pioneer president o ANOCA and meant or Togolese youths.

    ANOCA President, Intendant General Lassana Paleno and the President o the International

    Sports Press Association (AIPS), Gianni Merlo met on 05 July 2011 on the sidelines o the

    123rd IOC session in Durban. Both leaders availed themselves o this opportunity to discuss

    a number o issues. For the AIPS president, the press should serve as a counterpoise by handling

    various news items with objectivity. He voiced concerns about the dicult working conditions o

    Arican sports journalists, and requested that ANOCA get more involved in upgrading the level o

    sports journalism on the continent by organising training seminars or young journalists. Speaking

    in response to all these concerns, President Paleno acknowledged that the working conditions were

    not the best. He urther promised to back eforts aimed at training journalists on the continent.

    The Association o National Olympic Committees o Arica, in partnership with Canal France

    International, recently organised a seminar or Arican television ocials in Lome. The se-

    minar was organised on the sidelines o celebrations o the thirtieth anniversary o ANOCA,

    and aimed at keeping these ocials abreast with inormation about the Olympic Movement. The

    seminar, which was attended by a cross section o media men and women, served them a good

    dose o inormation about the Olympic Movement in general and the Arican Olympic Movement in

    particular. Speaking to the participants, ANOCA President, Intendant General Lassana Paleno said:your beautiul images and lively commentaries inspire many a youngster to practise sports. It is also

    thanks to television power that you contribute in spotlighting Olympism, its values o respect, tole-

    rance, peace, non-violence, citizenship and solidarity. We all share the belie that sport should serve as

    a lever or the emergence o a new, mature and victorious Arica.

    The IOC Executive Commission met on 4 July 2011 in Durban, South

    Arica, and reviewed the situation o the Ghana Olympic Com-

    mittee, which was suspended in January this year on grounds o

    government intererence in the management o the countrys Olympic

    Movement.

    Executive Commission members noted with great satisaction the com-

    mendable shit in the Ghanaian governments position with respect to

    the controversial sports law that led to the ban, which law the govern-

    ment is now set to amend in compliance with the undamental tenets

    o the Olympic Charter.

    To this end, it was decided that the Executive Commission would consider the possibility o liting the

    ban on NOC Ghana once the government takes the necessary measures to promulgate and ocially

    publish the recently amended national sports law and noties the IOC ocially.

    NOC Ghana will thereater be expected to convene and efectively hold an elective General Assembly.

    ike all NOCs the world over and Arican NOCs in particular, the

    Zimbabwe Olympic Committee on 24 June celebrated the 2011

    edition o Olympic day with pomp and ceremony. The day began

    with a walk led by the athletes Chimusasa, Chimukoko and Kwangari,

    who have both participated in the Olympic Games. Participants walked

    rom Harare to Chitungwiza, venue o the celebrations. A 5-km Olympic

    race was thereater organised or youths aged 13 to15, ollowed by a

    10-km distance race or more elderly youths. The 2011 edition also ea-

    tured ootball, netball, basketball, table tennis and boxing encounters

    amongst others.

    Several personalities o the Zimbabwe Olympic amily were on hand to grace the event, oremostamongst them Messrs Chindove and Stanley Mutoya, respectively Vice President and Executive Director

    o the Zimbabwe Olympic Committee.

    Olympic Day celebrations were also organised in other towns, notably Kuwadzana on 02 July and Mbare

    and Kwekwe on 9 July.

    The incumbent President o NOC Mauritania, Mohamed Mahmoud Ould Mah, was re-elected or

    another our-year term ollowing the General Assembly o 22 June at the Olympic Stadium inNouakchott.

    With 31 votes against 5 or his immediate challenger, Ould Mah, who has been NOC President or the

    past 16 years is, thus beginning a th term.

    Ater thanking the national Sports Movement or the renewed condence, he promised to step up

    eforts in the promotion o Olympism in his country. NOC Mauritania, which comprises 25 member

    ederations, got IOC recognition in 1969.

    Mohamed Abdellahi Ould MBareck (First Vice President) and Abdel Kader Dieng (Secretary General)were also elected on that day.

    At the initiative o NOC Benin, a training course or some twenty sports technicians, physiothera-

    pists, and trainers was organised rom 26 to 28 July 2011 at the NOC headquarters. The three-

    day training course was acilitated by Proessor Constant Antoine Roux, a seasoned sports medi-

    cine expert.

    To the course participants, the President o NOC Benin, Mr Marius Francisco had this to say: You provide

    what it takes or young sportsmen and women to remain constant and ace challenges in all disciplines.

    I urge you to learn more about sports medicine. With your rigour and uprightness, I know you will be

    ecient or the nation. Mr Victor Yoxi, Director o cabinet at the Ministry o sports, on his part said that:

    Sports medicine plays an invaluable role in any team.

    African Sport

    The Conederation o Arican Football (CAF) has changed the mode o qualication or the 2014 World

    Cup. According to the CAF website, 52 out o the 53 national sports ederations and associations alia-

    ted to CAF have registered to participate in the qualiers or the 2014 World Cup billed or Brazil. The

    draws took place on 30 July 2011 at the Marina de Gloria, Rio de Janeiro, Brazil. The Arican qualiers

    will kick of with a preliminary round that will pit the last 24 teams on the FIFA rankings.

    Following are the Africa zone pairings :

    Round One (home and away matches, 11-15 November 2011) :

    Match 1 : Seychelles Kenya ; Match 2 : Guinea Bissau Togo ; Match 3 : Djibouti Namibia ;

    Egypt wins 14th Edition of African Table Tennis Cup

    Egypt literally dominated the 14th edition o Arican Table Tennis Cup (womens and mens seniorsingles) organised on 18 and 19 July 2011 in Rabat, thus qualiying directly or the world cup.

    In the mens category, Ahmed Alisaleh won the competition while his direct opponents each had

    three.

    It was virtually the same story in the womens category, where Dina Meshra carried the day with six

    points, one adrit o Han Xing, a Congolese o Chinese origin, and two ahead o her compatriot, third-

    placed Sara Hassa. Nigerias Oong Edem was ranked ourth.

    The ollowing eight countries took part in this edition: Egypt, Nigeria, Congo Brazzaville, de Algeria, duCameroon, Tunisia, Togo and the host country Morocco

    Egypt holds sway over African Fencing Championships

    Egypt won the 11th Arican encing championships organised in Cairo rom 21 to24 July 2011, with

    an impressive medal haul o 17: 6 in gold, 4 in silver and 7 in bronze. They were trailed by Tunisia,

    also with 17 medals, 5 o them in gold, 7 in silver and 5 in bronze.
