ItgivesmegreatpleasuretowritethismessagefortheAnnualScientificCongressoftheCollegeofSurgeons,AcademyofMedicineofMalaysia.Thisyear’smeetingpromisestobeamemorableevent.NotonlyitishostedinthelandofourRoyalPatron,wealsowelcomeoursisterRoyalCollegesofSurgeonsfromtheUKtothisjointmeeting-thefirsttimeinour46yearhistory.Ontopofthat,wealsohavetheCollegeofSurgeonsofSriLanka,ourlatestpartnertojoinusinthescientificprogramme.Theaptlychosenthemeforthisyear’sCongressisPrimumNonNocere-first do no harm.Itistimethat
weallgobacktobasics.
Improvement in thequalityofsurgicalcarewas thecoreprinciplebehind the foundingof theCollege,and quality improvement remains one of our primarymissions today. Surgeons undoubtedly want toprovidehigh-qualitypatientcare,butthemajorityofthesehealthcareprofessionalsareunlikelytodirectlyparticipateinqualityeffortsintheirpracticesorattheirhospitals.
AnotherareathatIadmitwemustimproveoniscommunication.CommunicationsmightseemlikethemoststraightforwardofCollegeactivities,butinmyopinion,itmayhavebeenthemostdifficulttoaccomplish.TheCollegeleadershipisverysensitivetotheconcernsanddesiresofFellowsandMembers,andwhileresponsive to those issues, ithasoftenbeendifficult tocommunicate theactivitiesof theCouncilandtheCollegetotheordinarymembers.MostofusconnecttoeachotheronceayearduringtheAnnualCongress.TheyoungermembersmaybeinvolvedinsomeoftheCollege’sworkshopsthroughouttheyear.Inanefforttoimprovecommunicationandinclusiveness,IampleasedtoannouncetheformationofninenewchaptersoftheCollege.ThismovewillensureamoreprominentparticipationofeachinterestgroupintheCollege.Congratulationstoallfortheirroleinthishistoricmilestone.

ItgivesmeimmensepleasuretotakepartintheAnnualScientificCongressofCollegeof Surgeons, Academy of Medicine of Malaysia 2018 with a team of senior facultymembers of theCollege ofSurgeons ofSri Lanka. TheCongress this year themed“PrimumNonNoncore”whichisthemaximderivesfromoneoftheclassicalprinciplesofmedicalethics.“Non-maleficence”insurgicalpracticecanbepracticallyachievedonlybyadedicatedteamofhealthcareprofessionalswhichincludenotonlysurgeonsbutalsoothermedicalexperts.Ourcolleaguesinanaesthesiology,criticalcaremedicine,
andotherexpertsinthealliedhealthsciencesshouldbeanintegralpartoftheteaminthisventure.
Currentsurgicalpracticeinvolvestheuseofcomplextechnicaldevicesandtherefore,formaltraininginthesafeuseofdeviceshasbecomeanessentialcomponentinthemakingofasurgeonwhofitsintothemodernsurgicaltheatre.Inkeepingwiththeme,severalpre-andpost-congressworkshopsdetailedintheprogrammeareaimedatgroomingsurgeonstousetheadvancedtechnologysafely.
Atthesametime,theblueprintof themaincongress isenrichedwithtopicscoveringawiderangeofsurgicalspecialtieswhichfocusesonsafeandeffectivedeliveryofsurgicalcare.Speakersfromallcornersoftheglobearegatheredheretocontributetothethemeofsafesurgery.
TheCollegeofSurgeonsofSriLankaisproudtobeapartnerinthisgreatacademiceventintheregion.AstrongacademiclinkwasestablishedbetweenCSSLandCSAMMlastyear,initiatedbyourimmediatepastpresidentProfessorDrMDLamawansaandAssociateProfessorDato’DrHanafiahHarunarashid,PresidentoftheCollegeofSurgeons,AcademyofMedicineofMalaysia.Asaresult,lastyearProfessorDrAprilCamillaRoslanigracedtheannualacademicsessionsinKandy,SriLanka.Thisyearwearehereaspartnersandwewouldwishtocontinuethisfriendlycollaborationformanyyearstocome.

WelcometoPerak.ItisthefirsttimetheCollegeisholdingitsAnnualScientificCongressinIpoh,the“LandofTin”withthelargestdepositsofthemetalintheworldandIpohhasmuchtooffer.
2018isanopportunetimetocometoPerakbecausethesizeofourAnnualCongressissuchthatnotmanyvenuesoutsidetheKlangValleycanaccommodateus.WearepleasedtoannouncethathavingsurveyedthisAmanJayaConventionCentre,wehave
founditsuitable.Asitisanewvenue,wehopeyouwillfindthefacilitiesandarrangementspleasant.
There ismuch to take note of in the ever changingworld of surgery.New technology, especially theconnectivityoftheinternethasthepotentialtochangethewaywedothings.Refinementsinhowweplanandorganisesurgeryforpatients,suchasERASanddaycaresurgery,shouldstimulateustorelookatourpractice.Sometimes,casesinthenewsinvolvingdoctorscauseustothinknotonlyofourscienceandskillsbutalsoofnon-technicalmatters.WewantourprofessiontoprogressincisivelybutalsoinabalancedwayandtheOrganisingCommitteethoughttheageoldmottoof‘firstdonoharm’Primum Non NocereisstillthethemethatbefitstheCongress.
FortheCollegeofSurgeons,Malaysia,ourinternationalconnectionshavealwaysbeenamuchtreasuredasset.ThisyearweverywarmlywelcometheRoyalCollegesofSurgeonsofEdinburgh,EnglandandGlasgow,aswellastheCollegeofSurgeonsofSriLankaaspartnersforourmeeting.Theyhavehelpedtobringusanoutstandingfacultyofsurgeonswhoareexpertsinareaswhichareimportanttoday.TheOrganising Committee hopes ourmeeting will facilitate collaboration in all the areas we have similarinterestsin,training,organisationandevenscientific.Toallouroverseasguestswewishyouaverywarmwelcomeandexpressoursincerethanksforputtingourmeetingonyourprioritylistandcominghere.
Wehope,besidesthesurgicalprogrammeandfellowshipwhichwebelieveyouwillfindinteresting,thatPerakwillhaveawonderfulplaceinyourmemoryinthefuture.Ipohcityhasitscharm,butsurroundingit,Perakhasalsomuchtooffer.PangkorIslandhasrusticbeauty.ThecavesatGuaTempuronghaveancientmajesty.TaipinghasLakeGardensandhillsthataresupremelyserene.KualaKangsarhasariverandpalacethataremagical.TheyareallwithinreachofashortjourneyofIpohandwehopethatnotonlyouroverseasfriends,butourlocaldelegateswillnotforgetthebeautifulplacesinPerak.Wearetoobusyinsidehospitalbuildingstoooften.IhopethisweekendandthedaysbeforeandafteroffereveryoneattheCongressachancetoexperiencenotonlysomethingnewandprofound,foryou,insurgerybutalsoaboutPerak.

DatukDrNoorHishamAbdullahwasborninSepang,Selangor.
Datuk Dr Noor HishamAbdullah readmedicine at Universiti KebangsaanMalaysia,graduatingin1988.FollowinginitialrotationsinHospitalKualaLumpur,hecompletedaMasterofSurgerydegreeatthesameuniversityin1994,andcommencedhissurgicalcareerinHospitalKualaTerengganu.Hishungertoperformatahigherlevelledhimtoundertakeafellowshipinbreastandendocrinesurgeryin1996.ThisjourneylandedhimontheshoresofAustralia,specifically,attheRoyalAdelaideandQueenElizabeth
Hospitals,andsubsequently,theRoyalNorthShoreHospitalSydney.
Uponhisreturn,hewasappointedheadofthebreastandendocrinesurgicalunitinHospitalKualaLumpur,andin2002,headedthethennewly-establishedsurgicaldepartmentinHospitalPutrajaya.Hisinterestinclinicalleadershipwaspiquedbyhisexperiencesthere,and,keentoimprovehisadministrativeskills,hepursuedanAdvancedManagementProgrammeattheOxfordBusinessSchoolin2008.
Ascending to the position of Deputy Director-General of Health, he immediately set to transforminghealthcare inMalaysia. Hismulti-faceted talents allowed him to excel at this, and it was no surprisewhenhewasappointedDirector-Generalin2013.Hisadministrativeapproachhasfocusedoneffectiveutilisationoftalentsacrossdepartments,ministriesandsectors,dismantlingthesilomentality.Evertheforward-thinker,hehaschampionedsuccessionplanningfortheleadershipofthehealthservicethroughaTalentGroomingprogrammefortechnicalhealthcareprofessionals.AsPresidentoftheMalaysianMedicalCouncil,heheadsthehighestauthorityfordealingwithissuesofprofessionalismamongstdoctorsandrecognitionoftrainingprogrammes.
Nevertheless,heremainsaninnovativeclinicalsurgeon,withastrongacademicportfolio.Hehaspublishedextensively,andrecentresearchinterestshaveincludednecksurgeryunderlocoregionalanaesthesiaandtheroleofsystemsappsinthepracticeofmedicine.Heisfirmlyofthebeliefthatsocialmediaplatformscan be useful for professional support, academic discussions and research to further improve patientcare.Recognizingtheimportanceofresearchandstrongdata,hewasinstrumentalinstrengtheningtheplatformsforclinicalresearchinMalaysia,suchastheNationalMedicalResearchRegister,andsupportingresourcessuchastheMalaysianCancerRegistry.HisacademiccontributionshavebeenrecognizedbytheAcademyofMedicineofMalaysia,whomadehimFellowin2004,andheiscurrentlyAdjunctProfessorathisalmamater.Hehasalsoreceivedmanyawardsandfellowships internationally,mostrecently,aFellowshipadHominemfromtheRoyalCollegeofSurgeonsofEdinburghinFebruaryofthisyear.
DatukDrNoorHishamAbdullah’sinfluenceextendsglobally,astherepresentativefortheWesternPacificRegionalOfficeoftheWorldHealthOrganisation,andasChairoftheGlobalSurgeryCommitteeoftheInternationalSurgicalSociety.InterestinglyandunusuallyhewasalsoaDirectoroftheAtomicEnergyLicensingBodyuntiltheendof2017demonstratinghisbroadportfolioofability.
Despitehismanyaccolades,DatukDrNoorHishamAbdullahremainsahumbleandapproachableman.Nomatterhowbusyheis,healwaysmanagestofindthetimetolistentoproblemsandsharehiswisdom,regardless of who requests it. Indeed, the College of Surgeons counts itself among thosewho havebenefittedfromhisgenerosityinthisrespect.
TheAMIsmailOrationisnamedaftertheCollegeofSurgeons,AcademyofMedicine’sfoundingPresident,TanSriDrAbdulMajid.Hewas,himself,acolourfulandextraordinaryman,whoshapedtheearlyyearsofthesurgicalprofessioninMalaysia.Itisfitting,therefore,thatourAMIsmailOrationthisyearwillbedeliveredbyDatukDrNoorHishamAbdullah.

DatuDrPrabirRanjanSengupta, fondly knownasMrSen, isa retiredProfessorofSurgery from the University Malaysia Sarawak (UNIMAS) and formerly a seniorConsultantGeneralSurgeonfortheSarawakState.
MrSenwaseducatedinStPaul’sinstitution,Seremban,NegriSembilanandPresidencyCollege, Calcutta, India before going on to study medicine at the Calcutta MedicalCollege and graduating in 1959.After graduation, heworked in several hospitals inPeninsularMalaysiabeforemovingtoSerembanHospitalin1963fortwoyearswhere
hewasamedicalofficerandregistrartoDato’DrMBalasegaram.HelatermovedtotheUKtopursuehiscareerandobtainedhisFRCSfellowshipin1967.
Mr Sen was the first surgeon from Peninsular Malaysia to work in Sarawak in the 1970s. It was achallenging period in the history of SarawakMedical Services, an era of distrust and conflict amongmedical professionals from the west and east coupled with the intrigue of the European expatriatesservingtheirfinaldaysinSarawak.MrSenwasnotdeterredbythesedifficultiesandcontinuedtoworkdiligently,oftensingle-handedly,allowingthequalityandproductivityofhisworkasthehallmarkofhisunquestionablevalueintheservice.Alessermanwouldquitindespair.
AFellowoftheRoyalCollegeofSurgeonsofEngland,theAmericanCollegeofSurgeons,theInternationalCollegeofSurgeonsandtheAcademyofMedicineofMalaysia,MrSenisahighlyregardedsurgeonandamentortogenerationsofsurgeonsinSarawak.
DuringhistenureintheSarawakGeneralHospital,MrSenwasapassionateeducatorandtrainer.HewasinstrumentalinensuringthattheSarawakGeneralHospitalwasrecognisedasaplaceforaone-yearfellowshiptrainingbytheRoyalCollegeofSurgeonsofEdinburgh.Heinculcatedinhissurgicaltraineesthegoodprinciplesofsurgeryandtheimportanceofpatientcare.Hisdedicationwasreflectedbyasurgein thenumberofsurgeonscompleting thesurgical fellowship in the1980’s.He isabelovedmentor tomanyofhistraineesthathelpedshapedtheircareers.Manyofthesesurgeonshavegoneontobecomedistinguishedsurgeonsintheirownright.OneofhistraineesincludedapastpresidentoftheCollegeofSurgeonsMalaysia.
HeisarecipientofseveralStateandFederalawards.Mostnotably,forhisexcellentservicetotheStateofSarawak,hewasawardedDarjahJasaBaktiSarawak(DJBS)orOrderofMeritoriousServicetoSarawakwhichcarriesthetitle‘Datu’.Inaddition,alectureseriesnamedafterhimwasinitiatedbyUNIMASandtheMalaysianMedicalAssociation(MMA)SarawakBranch,inrecognitionofhisoutstandingcontributiontothemedicalprofession.
HewasthefirstpresidentoftheMalaysianMedicalAssociation(MMA)SarawakBranch(1981-1982).Hehadheldseveralleadershiprolesinvarioussocialandnon-profitorganisations.HewasthePresidentoftheLionsClub,Kuching(1982-1983),ChairmanoftheSarawakCancerSociety(1983),VicePresidentoftheNationalCancerSocietyforabout20yearsandPresidentoftheIndianAssociation,Kuching(1996-2000).
Anavidreaderandwriter,MrSenhasauthoredbookchaptersandbooksonthehistoryofIndiandoctorsinMalaysiaandthemilestonesofmedicalandhealthcareservicesinSarawak.
