Dear Oral Health Advocate,

As Chair of the Michigan Oral Health Coalition Board of Directors, I am pleased to present to you our 2009-2010 Annual Report. As you can see, the Coalition continues to make progress growing and developing the partnerships necessary to improve the oral health of Michigan residents.

And although these are difficult times economically, the Coalition has had many accomplishments thanks to all of our members and their dedication to public health. I invite you to review the report. I think you will be inspired.

It has been my pleasure to work with the Coalition since its conception in 2003. I congratulate you, my colleagues, for all that you have accomplished. You can be proud of the work that has been done and know that the future continues to be bright as long as we are working together.

I would especially like to thank Executive Director Karlene Ketola. Her first year with the Coalition has been so very successful and her expertise, new ideas, and technologies have thrust us into the future with renewed vigor.

A coalition is a group of interdependent people focused on advancing or opposing a particular issue. Michigan Oral Health Coalition’s power lies in its ability to present a united front. With Executive Order 09-22 issued, the adult dental Medicaid benefit was eliminated on July 1, 2009. Since then, many providers have experienced the dramatic effect of this cut and have read the news stories. Below are some advocacy highlights of the year.

n In July 2009, the Coalition partnered with Michigan Council for Maternal & Child Health, Coalition for Oral Health for the Aging, Macomb Oakland Regional Center, Michigan Dental Association, Michigan Dental Assistants Association, Michigan Dental Hygienists’ Association and Michigan Primary Care Association for a Legislative Action Day.

n Our 2010 legislative priority related to the reinstatement of the Adult Dental Medicaid benefit. Two issue briefs were also developed related to Community Water Fluoridation and Dental Sealants as well as Healthy Kids Dental.

n On March 2, 2010, members came to Lansing for Legislative Action Day. Featured speakers included Jean Chabut, Deputy Director, Michigan Department of Community Health; Peter Ruddell, Partner, Wiener Associates; and Jan Hudson, Senior Planning Research Associate, Michigan League for Human Services. The Coalition welcomed 45 legislators to its Legislative Luncheon. Senator John Gleason and Representative Gary McDowell were each presented an Oral Health Champion award for their service.

n Coalition members Stephen Pittel, DDS and Cheryl Gildner, Ingham County Health Department; Janice Harbin-Joseph, DDS, Detroit Department of Health and Wellness Promotion; Patti Ulrich, RDH, Oral Health Consultant, Jane Grover, DDS, Center for Family Health; and Karlene Ketola, Michigan Oral Health Coalition testified at statewide legislative hearings on the Michigan Department of Community Health budget.

n In November 2009, Michigan Oral Health Coalition added its name and support to a letter calling for the reinstatement of Medicaid adult dental and other “optional” benefits. The letter, developed by the Michigan League for Human Services, included 36 state advocacy groups’ support.

n In May 2010, the Coalition added its support to a letter to Chairs of the Senate and House Labor, Health and Human

Services Subcommittees on Appropriations to request FY 2011 funding for the specific oral health provisions in health care reform. The letter, developed by the Children’s Dental Health Project, included 62 national advocacy groups’ support.

One of the greatest opportunities the Coalition offers is the chance to learn from one another. Members earn valuable continuing education certificates, have the opportunity to present in their area of expertise, learn from cutting edge experts and network with their peers. Below are some education highlights of the year.

n In August 2009, the Michigan Board of Dentistry approved the Coalition’s application to become a Continuing Education Sponsor.

n Beginning in October 2009, the Coalition held its first education webinar related to osteonecrosis of the jaw. Three sites, Family Health Care, Health Delivery and Michigan Department of Community Health were our first sites to participate.

n On September 18, 2009, Medicaid made its official switch to the Community Health Automated Medicaid Processing System or “CHAMPS.” The Coalition partnered with the Department of Community Health’s Provider Relations team to present webinars

in November 2009 and April 2010. These webinars offered practical advice on common

Medicaid billing questions.

n The Coalition hosted the following webinars, providing opportunities for practitioners to receive continuing education credits:

n The Coalition’s Continuing Education Workgroup created a full two-day annual conference. Featured speakers included Gregory Holzman, MD, MPH, Chief Medical Executive, Michigan Department of Community Health; Laurie Norris, JD, Pew Children’s Dental Campaign; and Beth Truett, President & CEO, Oral Health America.

At the Coalition, connecting members to a welcoming and dynamic community of peers is one of our principal goals and core member benefits. Some of the best ways for members to get connected are by attending member meetings and participating in workgroups and committees. Below are some member community highlights of the year.

n Member communications received a makeover this year. New features include a bi-weekly electronic newsletter, member updates, Facebook page and a blog.

n In October 2009, members participated in a Town Hall Meeting. Members discussed the Coalition’s top focus

areas and received a “four-month checkup” from new Executive Director Karlene Ketola.

Collaboration is often defined as people or organizations working together for a common purpose and to achieve a common goal. This year, Michigan Oral Health Coalition purposefully partnered with professional associations, the Michigan Department of Community Health and several advocacy groups to support its mission. Below are some collaborative spirit highlights of the year. n Together, the Michigan Primary Care Association, Michigan Dental Association and Michigan Oral Health

Coalition developed six advocacy postcards which members gave to patients, staff, board members and community members to send to their state legislators.

n The Coalition partnered with the Michigan Dental Assistants Association for a webinar. The event, held March 8, 2010, kicked off National Dental Assistants Recognition Week.

n In April 2010, the Coalition partnered with Oral Health Kansas and Virginia Oral Health Coalition to present a webinar on the oral health provisions in national health reform. More than 120 sites participated representing oral health professionals, advocacy groups, state agencies, universities, third-party insurers, U.S. Department of Health & Human Services and Centers for Disease Control & Prevention.

n Representing oral health, the Coalition participated in a state safety net provider workgroup and the Michigan Department of Community Health Title V planning session for 2011-2016.

In 2009-10, Michigan Oral Health Coalition implemented a number of initiatives related to grants from the Michigan Department of Community Health and Verizon Wireless. Below are the key outcomes from these programs.

n A study of Michigan’s 6,500 licensed dentists was completed to determine the level of service provided to patients with special

needs and/or developmental disabilities of all ages.

n The Coalition and Michigan Department of Community Health developed an “Increasing Hospital Dentistry Service Report”

outlining the fundamental steps in creating additional hospital dentistry services in Michigan. Also, interested dentists were issued a free hospital dentistry manual written by Paul Glassman, DDS, MA, MBA.

n The Coalition developed a Mentorship Program designed to bring students and Michigan Community Health Centers together for a week-long program. Seven University of Michigan pre-dental students and four health centers participated in this pilot program to encourage students to make public health their career path.

n On July 22, 2009, Michigan Department of Community Health and the Coalition partnered with the State of New York Office of Mental Retardation and Developmental Disabilities to host a free web-based training on Special Care Dentistry.

n “Beyond the Dental Office: Dental Care Needs in Michigan’s Nursing Homes,” a free web-based training for dental hygienists and dental assistants, was developed by Michigan Department of Community Health, Peak Performers and the Coalition.

n In October 2009, the Coalition issued its education series, “What Providers Need to Know about Domestic Violence, Child Abuse & Neglect and Elder Abuse.” Member Chris Farrell presented poster sessions on the project at the 2009 National Conference on Health and Domestic Violence and the 2010 National Oral Health Conference.
