MESSAGE FROM the Board Chair and Chief Executive Officer
Dear Friends, Our borderland community is a strong community but one facing unique challenges that affect El
Paso families. It’s why United Way of El Paso County (UWEPC) has stepped up to the task of ensuring that every child has an opportunity to succeed academically, that families grow strong and that individuals can grow their wealth to increase stability.
To continue the tradition, in our fiscal year 2014-2015, UWEPC partnered with donors, agencies, elected officials, and many community organizations to maximize the outcome. These agencies, companies and community leaders brought their passion and expertise to drive change and improve the lives of local families with new coalitions.
Take for example one of our newest initiatives, Parents as Teachers Program that enrolls families in an evidence-based early childhood visitation program. With the philosophy that parents are their child’s first and best educator, the program increases parents’ knowledge of early child development and parenting.
Also added to the UWEPC list of community impact work is our new role as the organizing agency for the Paso del Norte Health Foundation’s IGNITE Initiative, which helps disconnected youth (7 – 18 years old) engage in positive out-of-school activities that promote healthy well-being.
Although UWEPC’s repertoire expanded, it worked to improve the results of other programs. It continued to lead the Enroll El Paso coalition efforts, which helped enroll or re-enroll more than 54,000 individuals in quality, affordable healthcare. Meanwhile, annual programs and groups such as the Alternative Spring Break program, the Young Leaders Society and the University of Texas at El Paso Student United Way organization, continued to bolster the values of UWEPC across the city and nation.
Though UWEPC work is never done, we hope this report will showcase the progress we’ve collectively made as a community to improve the lives of El Paso families.

WHAT WE DOEDUCATION - Giving children the skills they need to be successful in school and graduate on time. Education is the cornerstone of community success. The UWEPC’s goal is to add valuable workforce members to society. By supporting high quality early education and out-of-school programs and initiatives, we hope participating youth are inspired to graduate from high school, attend college or participate in job training.

PLACE-BASED EFFORTSUnited Way of El Paso County is working to improve our children’s future through proven place-based efforts.
3RD GRADE READING INITIATIVE Aware that third grade reading proficiency is a predictor
of high school graduation, UWEPC has executed efforts to increase the percentage of 3rd graders reading at grade level. UWEPC strongly believes that all El Paso children must have the skills they need to be successful in school and graduate on time. Efforts that increase the percentage of 3rd graders reading at grade level and implementing a community-wide campaign for reading is critical for our community. To address this issue, in 2013, UWEPC launched a new 3rd Grade Reading Initiative that focuses on priority areas based on research from the Annie E. Casey Foundation for reading proficiency: the readiness gap and the summer slide (summer learning loss).
The Readiness Gap: Many children from low-income families begin school far behind their middle-class counterpart. They are less likely to be read to regularly or participate in high-quality early care and pre-kindergarten programs. As a result, these children hear as many as 30 million fewer words than their middle-income peers before reaching kindergarten.
The Summer Slide: Without access to the enriching activities available to their more affluent peers, too many low-income children lose ground over the summer months. Research points out children lose as much as three months of reading comprehension skills during the summer. By the end of fifth grade, they are nearly three grade levels behind.
Funded in part by a generous grant from Wells Fargo, UWEPC 3rd Grade Reading Initiative focuses not only on strategies to increase the percentage of third graders reading at grade level, but in a broader scope to encourage activities that promote life-long learning and all forms of education across the cradle to career continuum.

EARLY WARNING & RESPONSE SYSTEM (EWRS)
In 2014, UWEPC joined a compact of United Ways from across the nation to cut the dropout rate by half by 2018. With the EWRS, at-risk of dropout students – based on attendance, behavior and course grades – are provided with just-in-time interventions and support outside of the regular school day to get them on track. As a participant of the pilot program, UWEPC will work to develop community relations and a framework to scale early warning and response systems in grades 6-9.
IGNITE INITIATIVE In 2014, UWEPC received funding to serve as the Organizing
Agency for Paso del Norte Health Foundation’s IGNITE Initiative. Aligned with our goal to improve opportunities for youth, the Paso del Norte Health Foundation’s IGNITE initiative is focused on engaging disconnected youth between the ages of 7 and 18 years in out-of-school programs in El Paso and Hudspeth counties in Texas; New Mexican counties Dona Ana, Luna and Otero; and Ciudad Juarez, Mexico.
In our role as the IGNITE organizing agency, UWEPC provides leadership by:

KIDS’ WAYThis long-running program, which is a partnership with
Region 19 Head Start, promotes community engagement and philanthropy within children and their families. Last year, students and teachers creatively fundraised $9,000 for the Kids’ Way Fund. In the end, a total of $29,000, which included Community Impact dollars, was placed in the fund to allocate to vetted programs that directly impact youth.

PARENTS AS TEACHERSThis year, UWEPC joined forces with several local agencies
to empower and educate parents of children ages birth to kindergarten through the Parents as Teachers Program (PAT). Facilitated through funding from the Project Healthy Outcomes through Prevention and Early Support (HOPES) and Corporation for National Community Service (CNCS) through OneStar Foundation, PAT offers enrolled families an AmeriCorps Member Parent Educator or HOPES Parent Educator who provides support for the parent and child. This evidence-based home visitation program believes all parents are their child’s first educator and works to increase their knowledge of early childhood development and parenting. PAT tracks the child’s milestones by age and assesses the family’s well-being to develop its strengths.

EMERGENCY FOOD & SHELTER PROGRAM (EFSP)
For years, the UWEPC has worked to responsibly administer funds for the EFSP with money provided by the U.S. Department of Homeland Security’s Emergency Agency (FEMA). With such a responsibility, UWEPC brings together designated representatives from the city, county, labor organizations, tribal government, church organizations and local agencies to serve on a board that allocates. Overall, the goal is to help people in need of emergency assistance through a collaborative effort. This year El Paso was awarded $362,285 to allocate.

ENROLL EL PASOFor a second year, the Enroll El Paso coalition worked to
help individuals select a plan or automatically re-enroll in quality, affordable coverage through the Health Insurance Marketplace. Within the open enrollment period, which took place between November 1, 2014 and February 15, 2015, the coalition helped increase enrollment by 21,432 people. To date the Enroll El Paso coalition, led by UWEPC, has successfully enrolled more than 54,000 people, garnering praise from the Department of Health and Human Services and The White House.

FAMILYWIZEThis ongoing program provides free prescription discounts
and has saved El Paso families more than $1 million in prescription medication through more than 46,425 claims. Within this service area, there are more than 250,000 people uninsured and about 136,510 underinsured which makes the program that more meaningful. Those without insurance as well as those whose insurance may not cover their prescriptions can benefit from the FamilyWize program.
STAMP OUT HUNGER FOOD DRIVEIn partnership with the National Association of Letter Carriers (NALC) in El Paso County, UWEPC celebrated the 24th Annual Stamp Out Hunger Food Drive to collect food for families in need in our community. Residents across the county participated by leaving food on doorsteps for mail carriers to collect. The efforts rounded up about 140,000 of pounds of food that was donated to the El Pasoans Fighting Hunger Food Bank, a Community Impact funded agency. The significance of this feat was not lost as one in six individuals and one in three children in El Paso face food insecurity.

WHAT WE DOINCOME - Increasing financial independence for individuals and families.Many Americans don’t earn enough to meet their basic needs. This is especially true for El Pasoans. For this reason, UWEPC is committed to helping individuals and families increase and maximize their income. Through partnerships, UWEPC tackles the underlying causes of financial hardships and helps empower residents with the tools and skills necessary to improve their financial standing.

BREAKING THE CYCLE OF POVERTY SIMULATION
With the help of WestStar Bank and the Federal Reserve Bank of Dallas – El Paso Branch employees, UWEPC guided Bowie and San Elizario High School sophomore students through a Breaking the Cycle of Poverty Simulation. Through financial literacy activities, the students experienced what it’s like to maintain a family and a household that is facing economic hardships. During the event, the students were introduced to community resources and learned how to provide basic needs for their mock families. Overall, the students gained financial management readiness, an understanding of the effects of poverty in their community and a venue to discuss improving society’s potential.

MYFREETAXES & VOLUNTEER INCOME TAX ASSISTANCE
Through a MyFreeTaxes partnership, UWEPC supported free tax preparation and filing services online for households that had an income of $60,000 or less. Online services were hosted by MyFreeTaxes.com, powered by H&R Block.
UWEPC, with a generous grant from JPMorgan Chase, also supported a site at the Lower Dyer Community Center to help in person with not only taxes but also with the Free Application for Federal Student Aid (FAFSA). Another site providing in-person help was Canutillo High School. These sites welcomed families with a household income of $53,000 or less. Among those assisting were high school students who worked to get accreditation and became volunteer income tax assisters. Our thanks to Denise Juarez for her support as a site supervisor.

ALTERNATIVE SPRING BREAKDuring Spring Break 2015, UWEPC welcomed 20 college
students from across the nation to the life-changing Alternative Spring Break program. As part of the week-long program, students rolled up their sleeves and helped the Lower Valley Housing Corporation build homes for low-income El Paso families. The 7th troupe to participate traveled from schools such as Michigan State University, Western Kentucky University, and Carnegie Melon University, to name a few. Participants also had the opportunity to experience the culture and history of El Paso by visiting landmarks such as Ft. Bliss, The Mustard Seed Café and the University of Texas at El Paso with the help of three student leaders from UTEP and El Paso Community College. The trip also included a hike up the Franklin Mountains with Jason Brewer, American Red Cross executive director of the El Paso & Southern New Mexico Chapter.

LEADERSHIP ENGAGEMENT GRADUATION ACADEMIC CONNECTIONS YOUTH (L.E.G.A.C.Y.)
UWEPC’s Northeast Coalition grew to boast 100 plus members. Its popularity across the city led UWEPC to transition it to L.E.G.A.C.Y., a farther reaching coalition that strives to support education and youth initiatives across the county. More specifically, L.E.G.A.C.Y. addresses low graduation rates and high truancy issues.
STUDENT UNITED WAY In its second year, this collegiate association at the University
of Texas at El Paso (UTEP) fosters the principals of UWEPC on a campus level. Student United Way addresses critical education, basic needs and income issues in the community. Led by President Ray Perez, the organization participated in several volunteer opportunities including Alternative Spring Break, Global Youth Service Day, Kids Way, and the Project Vida Fall Festival where they distributed 150 children’s books.

VOLUNTEER ACTION CENTERIndividuals willing to share their time and energy for a
good cause have been successfully matched to a volunteer opportunity or even non-profit organization for further commitment through the VAC. Hosted on volunteerelpaso.org, the site boasts more than 150 agencies and has referred more than 4,000 volunteers. Companies, groups and individuals alike have come to rely on this service including El Paso Independent School District students who are looking to fulfill volunteer credit hours needed for graduation. Through the VAC, students can now directly access age appropriate volunteer opportunities and agencies.
YOUNG LEADERS SOCIETY (YLS)Networking, volunteering and learning leadership values
has never been easier for young professionals looking to create long-lasting positive change in El Paso. YLS and its events connect professionals to community leaders, encourage volunteerism and empower them with leadership skills. Last year’s members launched the first Breaking the Cycle of Poverty Simulation to help the community understand the effects of poverty.

For that reason, a comprehensive set of accountability guidelines have been established to be regularly reviewed by the Finance Committee and Board of Directors. Local Community Support
The United of El Paso County raises funds through workplace and individual giving; corporate and foundation giving; and through local, state and federal grants.
Distribution of Funds: Annually, United Way of El Paso County invests in programs and services that are producing long-lasting, measurable results in the areas of Education, Basic Needs and Income.
Please note: An independent audit of Fiscal Year 2014 by Strickler & Prieto, LLP will be available for review in August 2015. Graphs include contributions designated to specific agencies. United Way of El Paso County does not provide program or fiscal oversight of these contributions. United Way of El Paso County does not charge service-providing agencies a membership or application fee.
No fees are charged to agencies for participation in the Community Impact Fund allocation process. The only fees incurred are general administration and fundraising, taken as a percentage for designated donations - currently 5%. These percentages are based on guidelines established by United Way Worldwide.
Designated donations are paid based on funds actually received from the donor or his employer, net of the fee withheld to recover administrative and fundraising costs.

“What we give puts music into the hearts of the receiver” by Robert Mack is an original painting donated to the United Way of El Paso County by the artist. Reprints of the piece were thank-you gifts given to our workplace giving Employee Campaign Coordinators, volunteers and donors. Mack was born in Stuttgart, Germany but moved to El Paso with his military family as a young boy. A former military serviceman, Mack spent time working at Asarco and is currently an Instrument Supervisor at Western Refining. Mack is a self-taught artist practiced in wood carving, stain glass making, photography and painting. He showcases his work at the Main Street Gallery in San Elizario, Texas.
