Sixteenth Annual Report of the West Rutland Library for

the year Ending December 31, 1944.

During the year 134 books have been added to the Library, 103 by purchase and 4 as gifts from friends.

The total number of books catalogued in the Library, January I, 1945 is 5760.

The circulation of books for 1944 is 10,979. 6174 was adult. and 3805 was juvenile.

The largest daily circulation >vas 120, and the smallest was 9.

The average daily circulation from the Library was 40 and the average monthly circulation was 914.

One Hundred and nineteen boob have been borrowed from the Bookwagon, including adult and juvenile history, travel and description. 1

Number of foreign books dra"n was 8.

The Library was oppn 251 days for the circulation of books and magazines.

The registrations issued to adults were 17 and children, 27. ' 464 volumes were repaired, which is many hours profitably

spent in work.

Number of periodicals subscribed for, 23, with one daily and one weekly newspaper also several have been donated.

The circulation of magazines for the year has been 1154, 297 less than last year.

To the People of Vermont:

During 1944 the War Finance Committee for Vermont con­ducted the Fourth, Fifth and Sixth War Loan Campaigns, all eminently successful;-successful not alone in the amount of

money raised but successful in that it enabled more than

one hundred thousand Vermonters to save and at the same time furnish their government with funds to conduct the war.

In these three campaigns Vermonters purchased $112,600,000

worth of Bonds of all kinds; $20,450,000 in Series E Bonds and $8,626,000 in Series F and G Bonds, and the remainder in the so-called TreaRury iRsueR.

To sell this large amount of Bonds required a good organiza­

tion and a rooperatiYe response on the part of the peoplC'. V\'e bad both.

Vermont's salcR army in each of the three campaignR consisted

of about four thousand men and 1 women. People who gave of

their time and effort to make these campaigns a success; to them, a, \\C'll a, to thC' 1 ople of Yermont, I am yery grateful.

REPORT OF THE SCHOOL NURSE FOR THE YEAR 1944

In the public and parochial schools of the Town of West Rut­land there were registered and examined 532 pupils. These pupils were examined with especial emphasis on their weight; their height; condition of their scalp; condition of their ears; condi­tion of their nose; condition of their throat; the normalcy of their vision-recommendations being made wherever it was found necessary that the students be provided with glasses; the posture of the students is checked; separate records are kept for each individual child which eventually will constitute the health his­tory of each child during the child's attendance in school.

In May 1944, 76 pupils were vacicnated against Small Pox. In September and October 1944, 66 pupils were immunized

against Diptheria. On June 1st, 1944, Doctor Ross examined the children from

the 1st to the 8th grades for defective tonsilH, glands, etc. There were 17 advised to have tonsilectomy which they did in the latter part of June.

In May and October 1944, sixteen children were taken to the Tubercular Health Clinic held at Rutland. Of this group four were sent to the Pittsford Preventorium and three were referred to Dr. Ober's Clinic at Rutland Hospital.

One child was sent to a Boston Hospital for bypolar myotomy, with very successful results.

There were 27 children found having eye defects and of this number 19 corrections were made.

One pupil is being treated for a condition left from abscess in the eyeball.

Four pupils were furnished glasses through the Vermont Asso­ciation for the Blind.

Sixty children were found to have defective teeth. Twenty­five corrections have been reported to date.

The legal voters in the Town Meeting of the Town of West Rutland, Vermont, are hereby warned to meet in the Town Hall, on Tuesday the 6th day of March, A. D. 1945, at nine o'clock A.M. to act on the following matters, to wit.

in this Town?

11. Shall the Town vote to authorize the Selectmen to borrow money for the temporary use of the Town?

12. Shall the Town vote to raise money to pay current expenses and indebtedness of the Town?

13. Shall the Town vote to raise money to pay current expenses of the Public Schools, and if so, how much?

14. Shall the Town vote to appropriate a certain sum of money for the maintenance of the Town cemeteries, and if so, how muoh?

15. Shall the Town vote to exempt from taxes for a period of ten years, all and any new workshops, factories and mills in the same whose construction will begin A. D. 1945 and will employ 25 or more persons who are taxpayers in West Rutland?

16. Shall the Town vote to exempt from taxation for a period of five years, all buildings erP::ted during A. D. 1945, used and occupied exclusively

. as a home and appraised by the listers in the Grand List, exclusive of land, not more than five thousand dollars and not less than eight hundred dollars?

17. Shall the Town vote to defray cost of Surety Bonds, where required by law?

18. Shall the Town vote to appropriate a sum of money for permanent Street construction, and if so, how much?

19. Shall the Town vote to appropriate the sum of Fifty Dollars for the payment of expenses for the proper observance of Memorial Day?

20. Shall the Town vote to charge interest at the rate of .72 of 1% per month from the due dates of all delinquent taxes; these dates being July 5th for poll taxes and October 1st for property taxes?

21. To transact any other necessary and legal business.
