A Message from the Governor
Over the past eight years, working together, we havechanged the face of Colorado.
We have made our highways safer. We have paved,widened and improved hundreds of miles of highways inrural and urban areas alike. We have advanced projecttimelines by years, in some cases by more than a decade.We have finished on time and on budget the largest multi-modal transportation project in the state’s history.
This truly has been a collaborative effort. The storyactually begins during the term of my predecessor, Gover-nor Roy Romer. In the early 1990s, the state Transporta-tion Commission identified 28 priority projects. Initially,those projects were funded primarily by what is known asSenate Bill 1—1997 legislation that allocates a portion ofthe state’s sales tax to transportation. But even withSenate Bill 1, those projects were slow to progress.
For example, the widening of US 50 from GrandJunction to Delta was not scheduled for completion until2012. The I-225/Parker Road interchange would not havebeen finished until 2010. Safety improvements on BerthoudPass and State Highway 82 would have been delayed foryears. And improvements to the I-25 Southeast Corridor,commonly known as T-REX, would have been undertakenas piecemeal and not completed until 2017 at the earliest.
However, all of these projects—and many other—arenow complete, thanks to TRANs. With the approval of thevoters in 1999, we were able to issue these TransportationRevenue Anticipation Notes (TRANs) that significantlyadvanced construction on the priority projects. This markedthe first time since the completion of the Denver-BoulderTurnpike in the 1950s that Colorado could use bonding tofund highway work, something that nearly every other statedoes on a regular basis.
Of the original 28 priority projects, 16 were completedby the end of the 2006 calendar year. Another three havebeen fully funded. The remaining nine projects are invarious stages of design, study and/or construction.(Incidentally, only three of the projects would have been
finished at this point without TRANs and work on T-REXwould have barely begun.)
There is no question that T-REX has changed the waywe think about major transportation projects. By using aninnovative design-build concept—and by combining theconstruction of the highway renovation and light rail line—we saved millions of dollars for taxpayers and years offrustration for drivers. The result is a transportation corridorthat will serve commuters and commerce for many de-cades.
We have made progress in other areas, too. In 2002, abipartisan effort at the State Legislature resulted in thepassage of House Bill 1310/Senate Bill 179, which willprovide additional transportation funding in future years.Whenever General Fund revenue exceeds a certain level,two-thirds of the surplus flows into the Highway Users TaxFund. This legislation also created the Colorado TollingEnterprise and granted CDOT the authority to approvepublic-private partnerships. These will be important tools forthe Department in coming years.
We have also faced the proverbial bumps in the road.The recession of 2002 and 2003—when overall staterevenue dropped by 16 percent—had a significant impacton transportation funding. Anticipated revenue from SenateBill 1 did not materialize in those years. Now, transportationfunding, along with other state revenue, is on the road torecovery. But we have to remember that our work in trans-portation will never be finished. Roads perpetually need tobe refurbished and rebuilt.
It has been my privilege to serve as your governor forthese two terms. Transportation has been one of my highestpriorities and I hope it will continue to be for future leadersas well. My thanks to everyone at CDOT and to our partnersin the private sector for your hard work and commitment tothe people of Colorado.

A Message from the Executive Director
In June of 1956, U.S. President Dwight D. Eisenhowersigned the Federal-Aid Highway Act that marked thebeginning of the U.S. interstate highway system. That was50 years ago. Now, as I travel Colorado’s interstates, andI-25 in particular, I see how it has transformed in manyareas since. I marvel at the vision of President Eisenhowerand Congress in helping bring to reality a U.S. interstatesystem that now totals 46,000 miles. As we celebrated the50th anniversary of the nation’s interstate system, I think ofthe role the Colorado Department of Transportation hasplayed in building, maintaining, and improving the system.
Over the years, Colorado’s interstate system hasconnected communities, enhanced tourism, and helped oureconomies flourish. The interstate system is one ofAmerica’s greatest investments.
It is critical, then, that the investment in Colorado’s owninterstate and state highway system be strengthened. Ourstate’s transportation infrastructure has been well-used overthe past half-century. We’ve reached the point at which wemust replace—or significantly repair—the system we havein order to preserve it for future generations and futuregrowth.
To do this, we need to double our state’s transportationmaintenance budget, add $3 billion to complete our state-wide Strategic Transportation Projects, and secure addi-tional funding sources to improve other major corridors thatare vital to our state’s welfare.
That said, we have accomplished a great deal in recentyears. The success of T-REX on I-25 demonstrates a majoraccomplishment of the gubernatorial administration over thepast eight years. With the help of Governor Owens’ TRANsbonding initiative, we completed 16 of the 28 StrategicTransportation Projects by the end of 2006.
Internally, CDOT stepped firmly into the 21st Century aswe launched the Enterprise Resource Planning system.This powerful software program replaces 50 stand-aloneprograms with one, increasing the efficiency and accuracyof all our departmental procedures—from highway con-struction and maintenance to human resource activities.I’m very proud of these and other significant milestoneswe’ve reached in our organization.
These accomplishments notwithstanding, we have muchwork to do. The current Legislature has worked to addressthe setbacks in transportation funding to the degreepossible. But with the increasing demands placed on ourinfrastructure, the new administration will have an importantchallenge ahead. CDOT must continue its partnerships withall levels of government, and with others in the transporta-tion industry, to meet this challenge over the next 50years—and beyond.

Colorado Tolling Enterprise
Creation of the Colorado Tolling Enterprise (CTE) wasauthorized in 2002, with the passage of House Bill 1310/Senate Bill 179. The CTE is a government-owned nonprofitbusiness operating within, and as a division of, CDOT. TheCTE exists to finance, construct, operate, regulate andmaintain a system of tolling highways in Colorado. Thelegislation allows for tolling of new capacity only.
The CTE’s first project was the opening of the new I-25HOV/tolled Express Lanes in June 2006, which convertedexisting high-occupancy vehicle (HOV) lanes on I-25 northof Denver. Carpools, buses and motorcycles still travel freeof charge, but solo drivers can now pay a toll to access the
facility for a quicker, more reliable trip. The lanes areproving successful and are meeting first-year revenue anduser projections. The long-term benefit of maximizing theuse of the highway without adding new lanes is the Ex-press Lane’s greatest achievement. To limit the number ofsolo drivers so as not to adversely impact HOVs, toll ratesvary by time of day. Proceeds go towards the tolledsection’s snow removal, maintenance and operations costs.
The CTE has made progress on required environmentalstudies for several potential toll corridor projects. Thesestudies will determine the best solutions for improving thesecorridors. In cooperation with the public and local electedofficials, CTE will determine if tolling is an appropriaterevenue stream to help fund these solutions and promotelong-term congestion management.
Each potential toll project being studied has uniquegoals for managing traffic and providing long-term conges-tion relief. There is no single approach to these projectsand operational aspects vary among future toll facilities.The challenges for future toll projects are mostly politicaland will require extensive outreach to a number of stake-holder groups to ensure there is a clear understanding ofthe process and goals of each project. A recent CTEsurvey shows nearly 95 percent of Denver metro-arearesidents believe congestion is a problem and more thantwo-thirds (67.9 percent) think that adding tolled ExpressLanes is a good way to pay for new lanes and reducecongestion.

A Message from the TransportationCommission Chairman
The coming year will provide many opportunities tohighlight the importance of our transportation infrastructureto the Colorado economy. In November 2006, we cel-ebrated the grand opening of the I-25 T-REX project uponfinal completion of the testing for the light rail system. Thehighway portion of this vital corridor is the largest project inCDOT history. The cooperation between CDOT and theRegional Transportation District has been outstanding andcan serve as a model for how CDOT and transit agenciescan partner to find multimodal solutions in other heavilycongested corridors throughout the state.
Also in November, the voters elected a new governorand legislators. I believe one of the biggest challengesfaced by these political leaders will be to develop a plan toprovide for a stable and sustainable long-term fundingsource for CDOT that will begin to meet the needs outlinedin our long-range plan. While the passage of ReferendumC in 2005 has provided some much-needed short-termfunding, the long-term funding projections are substantiallyless than what is needed to complete the Strategic Trans-portation Projects, maintain the current state highwaysystem, and provide for bridge replacement and capacityimprovements throughout Colorado.
The Transportation Commission stands ready to workwith elected officials at all levels of government to findsolutions that are in the best interest of all of the citizens ofour state. A well-planned, multimodal transportation systemis vital to maintaining a growing economy that will provideeconomic stability and opportunity for the future of Colo-rado and its citizens.

Highway Projects:A Year at a Glance
Surface Treatment Program Annual funding isdirected to surface treatment in order to meet objectives setby the Transportation Commission (specifically, that 60% ofpavement would be rated in fair or good condition). About$95.1 million was budgeted for this program in FY 2006.
Bridge Program The objective is to replace or re-pair—over the next 20-plus years—the structurally deficientbridges on the state system. The budget for the BridgeProgram was $38.3 for FY 2006.
Rest Area Program Approximately $3.7 million wasbudgeted for this program in FY 2006 as part of the RestArea Plan update. Also, an additional $800,000 per year isallocated for rehabilitation and restoration.
Regional Priority Program (RPP) The projectsselected and completed under this category are establishedthrough the regional planning process. The FY 2006 budgetwas approximately $144.5 million for this program, includ-ing allocations from CDOT’s RPP and federal funding.
Additional Statewide Construction Programs Theseinclude CDOT’s Safety Construction, budgeted $30.4million, and Intelligent Transportation Systems (ITS),budgeted $3.5 million.

Strategic Transportation Projects
The Transportation Commission adopted this programin 1996, which identified 28 high-priority transportationcorridors to receive funding for accelerated construction.
Funding Sources The Strategic TransportationProjects receive funding from federal and state gas taxrevenues and from two legislative sources, describedbelow.
Senate Bill 1 This legislation allocates a portion ofstate General Fund sales and use tax revenue, consideredto be motor-vehicle related, to the Strategic TransportationProjects. Due to a decline in the state’s economy, CDOTdid not receive any revenue from this source in fiscalyears 2003 through 2005. However, the 2005 passage ofnew legislation—Referendum C—indirectly enables SenateBill 1 funds to flow to CDOT again. Referendum C allowsthe state to retain revenues in excess of the state fiscalyear spending levels set forth in TABOR (Taxpayer’s Bill ofRights) for five fiscal years, which began with the 2006fiscal year.
TRANs In 1999, Colorado voters passed Referendum A,allowing CDOT to issue Transportation Revenue Anticipa-tion Notes (TRANs) for a five-year period (which ended inFY 2004) to speed up completion of the Strategic Transpor-tation Projects. A total of $1.487 billion in bonds was issuedduring that five-year period. Projects that received fundingfrom the sale of bonds were not prioritized. Rather, theywere projects that were designed and ready to go toconstruction.

Division of Staff Branches
CDOT’s Division of Staff Branches includes the divi-sions of Maintenance & Operations; Business & TechnicalSupport; Project Development; Intelligent TransportationSystems; Materials & Geotechnical; Safety & TrafficEngineering; Agreements & Market Analysis; BridgeDesign & Management; and Innovative Contracting. TheDivision supports the Department’s six transportationregions and their program delivery functions by facilitatingthe provision of statewide policies, manuals, and guide-lines; providing professional development programs;providing technical assistance; and providing highlyspecialized product development elements such as bridgedesign, final cost estimates, and contracting.
In FY 2006, Staff Branches supported initiatives to:implement a program for training and certification ofinspectors on CDOT construction projects to improvequality and durability of construction; implement newsoftware for design and drafting of plans for projectsincreasing statewide consistency and improving efficiencyin the development of plans; eliminate leased office spacein the Denver metro area through the purchase of newbuildings and consolidation of some CDOT operations andpersonnel; and develop methodologies and guidance oninnovative methods of project delivery, such as design-buildconstruction or accelerated bridge construction. TheBranches were also successful in supporting CDOT’sresponse to the National Transportation Safety Board(NTSB) report regarding the C-470 girder accident;developing the first Strategic Highway Safety Plan for thestate of Colorado as required by federal legislation; andplaying a key role in the preparation for transportationsystem funding allocation.
Three of Staff Branches’ divisions are highlighted withgreater detail in CDOT’s Annual Report as they moredirectly impact Colorado citizens. They are IntelligentTransportation Systems, Maintenance and Safety Educa-tion.
Intelligent Transportation SystemsThe goal of the CDOT Intelligent Transportation Systems
(ITS) Branch is to work with the CDOT regions, ColoradoState Patrol, local jurisdictions and law enforcement officesand emergency management agencies to improve andenhance mobility and traffic safety throughout Colorado.This is accomplished by providing traveler information andtraffic and incident management services utilizing variablemessage signs, highway advisory radio, closed circuittelevision, the internet, broadcast fax, automated travelerinformation telephone system, weather stations, vehicledetection and location systems, ramp metering, HOV signsystems, courtesy patrol and coordination with the agen-cies identified above.
The ITS Branch also works with other Traffic Manage-ment Centers both in and out of Colorado and the agenciesidentified above to develop and implement corridor IncidentManagement Plans. Recently, fiber optic and other ITSsystems were installed from Denver south to Pueblo along
I-25 and west to Frisco along I-70. These high-speedcommunications systems allow the ITS Branch the ability tomanage the ITS infrastructure in these areas and toconnect and share information with the partner agencies.One example is the ability to determine and communicateestimated travel times on I-70 between Denver and Vailbetween 6 AM and 10 PM. The ITS Branch also includesthe Colorado Transportation Management Center, wherestaff monitor these systems and maintain the COTRIPtraveler information website www.cotrip.org, widely recog-nized as one of the best in the nation (receiving more than210 million hits last year).
The statewide traveler information service has beenprovided in Colorado for many years using the 303-639-1111 and 1-877-315-ROAD phone numbers, which re-ceived just over 1.4 million calls this past year. Currently, allland-line phone users and about 85% of wireless phonecustomers can access 511 in Colorado (the nationwidenumber for traveler information).
Traffic Safety ProgramCDOT administers the state’s federally-funded Traffic
Safety program (through the National Highway Transporta-tion Safety Administration, or NHTSA) with the goal ofreducing traffic deaths on Colorado’s highways. Theprogram’s focus is primarily on reducing alcohol-relatedtraffic deaths, increasing seat belt and car seat use, andreducing teen driving deaths.
In 2005, (the most recent statistics available) trafficdeaths decreased by 9.1 percent to 606, compared to 667in 2004. Alcohol was involved in 211 (34.8 percent) ofColorado’s 606 fatalities. (Colorado’s Driving Under theInfluence law applies to a .08 blood alcohol content (BAC);the Driving With Ability Impaired offense applies to personswith a .05 BAC.)
Drivers and passengers accounted for 549 of the 606traffic-related deaths; 339 (61.7 percent) of these victimswere not buckled up. Statistics show that if everyone hadbuckled up, about half of those victims probably would havesurvived. (The deaths include 27 children from birththrough age 15; 14 of these young victims, or 51.9 percent,were riding unrestrained.)
During 2006, overall seat belt use in Colorado in-creased to 80.3 percent from 79.2 percent in 2005. Forchildren under age five, car seat use decreased to 85.5percent in 2006 from 87.5 percent in 2005. Seat belt usefor children ages five through 15 moved up slightly from69.5 percent in 2005 to 69.7 percent in 2006.
NHTSA estimates that if Colorado were to pass aprimary seat belt law, usage would rise an estimated 8.3percentage points. This would prevent 36 fatalities, 463serious injuries, and save $119,100,000 annually. In 2005(most recent statistics available), 85 young drivers andpassengers, ages 16 to 20, died on Colorado highways,and nearly two-thirds of the victims were not using seatbelts. In Colorado, 56 percent of the teen fatalities occurredwith teen drivers at the wheel. The 2005 seat belt usagerate for ages 16 to 20 was 70.4 percent, which is about 10percent lower than the overall usage rate for Colorado.

2006 MAINTENANCE ACTIVITIES
During the 2006 fiscal year, members ofthe Maintenance Program staff tended morethan 26,000 lane miles by:
� Repairing and maintaining more than 15.8million square yards of roadway surface� Utilizing 290,510 tons of asphalt and 2.19million gallons of liquid asphalt in asphaltpreservation activities� Striping more than 32,466 miles of road-way and creating 2.24 million square feet ofpavement markings using 1.98 million poundsof glass beads, 293,928 gallons of paint and104,710 pounds of thermoplastics� Snowplowing, sanding, and/or deicing 5.31million miles of highway� Applying 212,071 tons of salt/sand and7.603 million gallons of liquid deicer to thehighways� Repairing/installing 80 miles of snow fence� Disposing of 267,543 cubic yards of trashoff the right-of-way with the help of 20,000Adopt-A-Highway volunteers� Replacing/repairing 107,431 sign/signposts� Replacing, installing, and repairing over3,600 miles of fencing on CDOT right-of-way� Providing more than 53,484 hours of trafficsurveillance along the I-70 corridor, whichprovided quick response to the 457 emergen-cies that occurred
New passenger restrictions were added to Colorado’sGraduated Driver Licensing (GDL) law in an effort toreduce teen traffic deaths and give young drivers a saferenvironment while they are learning to drive.
MaintenanceCDOT Maintenance is split into two major categories.
Regular maintenance includes: blading surfaces andshoulders, cleaning drainage structures, repairing/reveg-etating slopes, repairing fences, some rockfall and wet-lands mitigation, sweeping and litter removal. Snow and icecontrol involves plowing, sanding, deicing and controllingavalanches. Maintenance is divided into nine separatesections including a maintenance section to service theEisenhower/Johnson Memorial Tunnel on I-70.

Adopt-A-Highway This program brings togetherindividuals, families, and groups such as service clubs,churches, scout groups, and employee associations, whovolunteer to clean up litter along our highways. To supportthe program, CDOT provides litter bags, safety vests, andan informational video, and will haul the litter bags away. Toget involved, contact 303-757-9536.
Sponsor-A-Highway The Adopt-A-Highway programwas expanded in 2004 to include corporate sponsorshipsfor litter removal on Front Range highways. The programincludes approximately 383 miles of highway and allows theprogram contractor to erect signs recognizing acorporation’s financial contribution for litter removal. Inexchange, the contractor provides removal services on thatsponsored segment of highway, typically once or twice amonth. As of December 2006, the program has 11 sponsorsthat have adopted 88 miles of highway. In FY 2006, theycollected 20,520 cubic yards of debris. Corporationsinterested in becoming a sponsor can call 800-530-7168.
Avalanche Management Program CDOT’s Mainte-nance Program has developed and implemented thisprogram to maintain a level of safety for the traveling publicand for maintenance personnel. CDOT’s Avalanche Atlas
has over 522 known avalanche paths; CDOT regularlymonitors and/or controls over 278 avalanche paths. Duringthe 2005-06 avalanche season CDOT triggered more than700 avalanches with explosives, of which 351 impactedColorado highways; spent 6,281 hours performing ava-lanche mitigation activities and cleanup; and experienced955 hours of road closures at various locations statewidedue to avalanche control.

Equal Opportunity CenterDBE Support In fiscal year 2006, the Center received
more than $245,000 in direct federal project funding forDisadvantaged Business Enterprises (DBE) SupportiveServices. This helps CDOT provide training, coaching andbusiness development services so that small andunderutilized highway construction contractors and consult-ants can perform successfully on CDOT projects. In FY2006, DBE participation comprised 6.5% (more than $6.6million) of CDOT’s federally funded highway contracts.
ADA Access Activities The Center increased its ADA(Americans with Disabilities Act) activities this past year,particularly with regard to ensuring accessibility and safetyfor pedestrians with disabilities at construction sites. TheCenter conducted numerous workshops throughout thestate for the purpose of raising awareness of requirementsand to collect information about current CDOT practices.
On-the-Job Training (OJT) Programs The Centerreceived over $500,000 for OJT Supportive Services andprovided pre-apprenticeship training for 300 entry-levelconstruction workers. Nearly 250 trainees completedadvanced training and licensing, and 133 graduates wereplaced in construction jobs.
Legislation
House Bill 1398 modifies the timing of Senate Bill 02-1transfers. Existing law allowed Senate Bill 1 transfers tooccur monthly (see pg. 14 for SB 1 details). In 2001, themonthly transfer caused CDOT to be overpaid in Senate Bill1 funds. House Bill 1398 eliminates that potential byreducing CDOT’s Senate Bill 1 transfer to roughly four timesper year, with no transfers coming until February 1 eachfiscal year.
House Bill 1162 modified many of Colorado’s teendriving laws to change teens “under 17” to teens “under18.” It strengthens the penalty for drivers under 18 whoviolate traffic laws concerning child restraints and seatbelts.
House Bill 78 prevents private toll road developers fromusing the power of eminent domain, but clarifies that theymay partner with CDOT on projects.
House Bill 115 clarifies the ability of local governmentsto impose reasonable impact fees on a private toll roadcompany.
House Bill 1003 requires private toll roads to followappropriate state transportation planning and environmentalguidelines.
House Bill 1039 makes minor changes to signing rulesat comprehensive developments, such as malls and towncenters, making signing requirements reasonable for thedevelopment.
House Bill 1244 shifts authority for CDOT’s Division ofAeronautics administrative budget from the Joint BudgetCommittee to the Aeronautics Board and the TransportationCommission, as other CDOT division budgets are handled.
House Bill 1390 exempts mobile cranes from thedivisible load laws by allowing cranes to haul their counter-weights on the same truck as long as a boom dolly or boomtrailer is used to distribute the vehicles weight and reducethe negative impact on our highways and bridges.
House Bill 1257 puts in place several mechanisms for aneighborhood to request noise mitigation along statehighways. The bill allows for private funding of noise wallsin areas approved by CDOT, allows for local governmentparticipation in noise mitigation efforts, and specifies thestate’s waste tire fund as the funding mechanism for theresearch, development, design, and construction of noisebarriers under the bill. CDOT will be required to promulgaterules for the bill and analyze and consider neighborhoodrequests for noise mitigation, but no existing CDOT fundingis designated for the design or construction of noisebarriers in the bill.
Federal SAFETEA-LU President Bush signed into lawthe Safe, Accountable, Flexible, Efficient TransportationEquity Act: A Legacy for Users, or SAFETEA-LU, ameasure that will provide the state with an increase inguaranteed federal funding and with authorization forseveral significant federal transportation programs.SAFETEA-LU provides $2.45 billion in guaranteed fundingfor Colorado over the bill’s six- year life, including over$332 million in earmarks for projects around the state. Thebill also acknowledges priorities for Colorado, including anincreased emphasis on freight and transit programs andrecognition of the need for innovative financing programs.
Aeronautics
Funded exclusively from aviation fuel tax revenuesdirected into the Colorado Aviation Fund, Colorado airportsin 2006 were awarded more than $7 million in ColoradoDiscretionary Aviation Grants. These grants impactedcapital improvement, development, safety programs andmaintenance at the 77 public-use airports in the state. Inconjunction with the Colorado Discretionary Aviation Grantprogram, Federal Aviation Administration Airport Improve-ment Program funds provided $78.4 million for 36 signifi-cant infrastructure projects. Entitlement refunds generatedfrom aviation fuel taxes reimbursed more than $13.6 millionto local community airport sponsors for use in developing,maintaining and operating their aviation facilities. TheAeronautics Division and Colorado Aeronautical Board inpartnership with the FAA began the installation of a multiplesensor radar system throughout the mountains of Colorado,the only multi-sensor radar system in the United States. Thefirst two sites for installation are at the Hayden-YampaValley Airport and the Garfield County Regional Airport.

How does a project get built?
Every CDOT project is identified in the State-wide Transportation Improvement Program (STIP)based on its ability to solve or improve a particularcongestion, safety or system quality problem in thetransportation system. Projects must align with thelong-term corridor visions, goals and strategies setforth in the long-range (20-plus years) Statewideand Regional Transportation Plans.
Public Involvement
1. Determine appropriate Transportation Plan-ning Region (TPR) and Regional Planning Commis-sion (RPC) representative

Collegiate Peaks Scenic & Historic Byway
Transportation Planning
Division of Transportation DevelopmentThe Division of Transportation Development encom-
passes long-range transportation planning, transportationdata analysis, mapping and research, and environmentalprogram development and support.
Intermodal Planning Branch Using regional transpor-tation plans developed via 15 local Transportation PlanningRegions, DTD produces the 20-plus-year StatewideTransportation Plan. In 2006, the 2035 update effortsincluded policy discussions with the Transportation Com-mission and CDOT planning partners, revisions to thestatewide planning rules, and public forums. In concert withCDOT planning partners, a strategic transit program wasdeveloped and projects were selected and prioritized.
Also in 2006, two more of Colorado’s Scenic &Historic Byways were given national designations: Trail ofthe Ancients and Colorado River Headwaters (10 of ourstate’s 25 byways have national designation). The programalso developed new partnerships with the Colorado TourismOffice’s Heritage Tourism program and is featured on theTV program Explore Colorado.
Research Branch The Research program conductsresearch applying directly to planning, design, construc-tion, maintenance or operations at CDOT. It also facilitatesthe implementation of research findings through knowl-edge, sharing, specification changes and changes inpractices. Research activities in the past year havefocused on low-noise pavements; optimized detour drain-age structures; design guidelines and standards forautomatic bridge anti-icing systems; precast panels torepair concrete pavements intended to minimize construc-tion delays; and unique mobility needs of minority and low-income households for consideration in long-term transpor-tation plans.
Environmental Programs Branch Staff developednew courses for CDOT and non-CDOT employees this pastyear, with topics including water quality, environmentalregulatory permits, federal funding and more. Roughly1,000 CDOT employees and consultants were trained viaclassroom settings, the Winter Conference and the annualEnvironmental Training Workshop. Environmental clear-ance work has increased over the past two years (1,439clearances, up from 960 in 2004), yet the number ofreports completed “on-time” increased from 94% to 98%.
Information Management Branch The Branchdeveloped functional and technical specifications andsubstantially completed the development for an enterpriseGeographic Information Systems (GIS) internal webmapping application that will support numerous businessprocesses. A Mobility Focus Group Study was conductedto determine the public perception of traffic congestion inColorado. The findings of the study will be used to define amore comprehensive Congestion Relief Program anddevelop a Congestion Management System.

Funding Sources CDOT receives funding from twomain revenue sources: state and federal gas taxes. Otherfunding sources fluctuate depending upon current eco-nomic conditions.To allocate these funds, CDOT uses asystem of four investment categories: System Quality, thetransportation system’s functionally and aesthetics; Safety,services and programs that reduce fatalities, injuries, andproperty damage; Mobility, the movement of people, goodsand information; and Program Delivery, functions support-ing the delivery of CDOT’s programs and services.
State Funds CDOT’s primary source of revenue is theHighway Users Tax Fund (HUTF), from motor fuel taxes(about 75 percent), motor vehicle registration fees, anddriver’s license fees. Prior to distribution to CDOT, the stateLegislature makes appropriations to other state agencieswhose functions are related to roads. The remaining fundsare allocated to municipalities, counties and CDOT basedon statutory formulas.
Federal Funds Revenue in the federal HUTF comesprimarily from the federal motor fuel tax. Congress passedSAFTEA-LU in 2005, authorizing funding from 2005-2009(see Legislation, page 12, for details).
Other Funding Sources These include severalrevenue sources approved by the state Legislature, all ofwhich are tied to current economic conditions.
House Bill 98-1202 This extended the sales and use taxtransfer through June 2008. House Bill 99-1206 extended itindefinitely. (CDOT received approprations of $10 millionfrom the state’s Capital Construction Fund for highwayconstruction in FY 2006.)
House Bill 02-1310/Senate Bill 02-179 Identical billsprovide for a comprehensive funding package to helpaddress the state’s long-term funding shortfall. Revenuesfrom the Growth Dividend (available due to the state’s low2000 census projections) are transferred to CDOT transpor-tation construction projects using the following steps: 1)Revenue must bring the General Fund up to its 6 percentgrowth limitation; 2) If there is a revenue surplus, this wouldfirst be used to satisfy the Senate Bill 1 transfer; 3) Allremaining revenue would be divided 2/3 to state transporta-tion and 1/3 to capital construction.

Miscellaneous Sources CDOT assesses fees foroverweight and oversize permits on state highways, re-ceives interest on balances in the HUTF and State HighwayFund, and requests appropriations from the State GamingFund in order to offset major increases in traffic on statehighways in the vicinity of Colorado’s gaming areas.
