1. Industry Outlook The future of Air Freight Industry depends upon the growth in the movement of international trade & commerce between the economies of the world. The Air cargo traffic worldwide is expected to grow three times by 2030. India has emerged as major airfreight potential market in Asia because of its consistent economic growth. After the new Government took over charge at the Centre in 2014, the country is witnessing tremendous sense of confidence in all the segments of the economy, particularly the manufacturing sector received a boost due to the Prime Minister’s call for “Make in India”, to encourage foreign investors to set up manufacturing facilities in India with the promise and commitments of the government to create a conducive climate of ease of doing business. Commerce Ministry has come out with a huge growth plan of Indian foreign trade mainly export for next 5 years (2014-15 to 2019-20) to reach $ 900 Billion almost three times of the present, to move the country’s share out of the total global international trade from 2% to 3.5%. Though the air freight volume handled at all the Indian airports has shown significant growth during last 10 years (1995-96 to 2014-15) from 0.7MMT to 2.52 Million MT per annum, but it is insignificant before even a single world class airport like Incheon & Hong Kong. However Ministry of Civil Aviation, Govt. of India also has big investment plans for expansion and modernization for the development of Metro and Non-Metro Airports, improved connectivity for Regional & Remote -tier II, Tier III cities, Has also notified its policy on Air Freight Stations (AFS) and would come out soon on long awaited Aviation Policy including frame work of Air Cargo Hub Policy for Developing Indian Airports in to International Air Cargo Hubs and much more, which will directly influence the growth of this sector. However any projected growth of the country may not be sustained without having a world class Air Cargo Logistics Supply Chain which plays a very vital & significant role in the transportation of domestic and international trade & commerce from origin to destination safely & swiftly. Airfreight industry in India is facing many challenges which are creating bottle necks before the developments of the industry to bring at world standard level. These bottle necks are the big challenges before all the air cargo trade bodies which could only be succeeded by creating a common platform of entire air cargo logistics supply chain industry to work jointly for the development of this industry. The advent of Air Cargo Forum India (ACFI) is a step forward in this direction.
2. Air Cargo Forum India (ACFI)
The “Air Cargo Forum India” (ACFI) has been formed by all the stakeholders in the air cargo
logistics supply chain viz., Airlines, Airport Operators, Cargo Terminal Operators, Customs Brokers,
Express Industry and Freight Forwarders and the air cargo industry associations with a vision for

India to build world class environmental friendly air logistics industry by innovation, allied action
with credibility and providing business facilitation to boost the Indian economy.
The main objectives of ACFI is to;-
Promote and facilitate cooperation among all stakeholders of the air cargo logistics system.
Promote and facilitate development and improvement in Air Cargo infrastructure.
Work for the, expansion, promotion and modernization of air cargo handing processes at par
with the best international standard and practices.
Promote Go Green environment and e-initiatives.
Present Air Cargo Logistic Trade perspective on policy issues to the various Ministries of
Center/ State Government to enable smooth and faster processing of Air Cargo.
Institute a research wing to sponsor/ undertake specific and Cargo Logistic research
projects and technology.
3. ACFI Governing Board
The first ACFI Governing Board was formed on 12.01.2012 for two years in terms of Chapter -3,
Para 3.1 under Governing Board & Office Bearers, of the ACFI Rules and Regulations. Subsequently
the present ACFI Governing Board Members were formed with the results of an election held on 9th
Jul’2014 for the year 2014-2015 and 2015-2016 in the 2nd AGM as under:

6.1. 2nd Annual General Meeting (AGM)
The 2nd Annual General Meeting of the Air Cargo Forum India (ACFI) was held on 9th July 2014 at
11.30 AM at Auditorium, Ground Floor, New Udaan Bhawan, Opposite T-3, IGIA, New Delhi 110037
and following Agenda points were discussed, deliberated and approved.
a. Secretary’s Report on the activities and achievements of ACFI during its 2nd year 2013-
2014. Mr. Cyrus N. Katgara, Secretary ACFI presented full report on the activities and
achievement of ACFI which was accepted unanimously.
b. Auditors Report: The audited Income & Expenditure Accounts and Balance sheet for the
year ended 31.03.2014, as submitted by M/s. Manoj Varshney & Associates an authorized
auditor of the Air Cargo Forum India – ACFI was presented by Mr. Yashpal Sharma, Treasurer
ACFI and the same was accepted and adopted.

c. Appointment of Auditor for the year 2014-2015: M/s. Manoj Varshney & Associates was appointed as the Auditor of ACFI for the year 2014-15 based upon its satisfactory performance during previous year 2013-2014 and as per the willingness of the auditor to continue its services on the same remuneration, terms & Conditions as of the last year.
6.1.1. Election of ACFI Board Members
Election of new ACFI Governing Board Members was conducted and announced by the Returning Officer Mr. Mahesh P. Trikha on 9th Jul’2014 during the 2nd AGM. Under the provisions of the ACFI Rues & regulation the elected members subsequently elected Mr. Pradeep Panicker the President of ACFI Board who further nominated the remaining office bearers of the Board out of the elected members. With the result of above exercise the list of newly formed ACFI Board Members for FY 2014-15 to 2015-16 was as under;-

In accordance with the ACFI MoA, Rules and Regulations, there was a shortfall of one member
under the category of Air Transporter due to non-receipt of nomination till the stipulated time of
submission of nomination form. After deliberation, members took a view in accordance with the
provision of Societies Act wherein Governing Board may enjoy the overriding power to fill up the
vacant post of governing board member. Accordingly Board members considered the request of Air
India and approved the name of Mr. Sanjiv Kumar, Executive Director (Cargo) Air India, New Delhi
duly nominated by Air India as ACFI Board Member against the category of Air Transporter.

6.1.2. Submission of Performa of Annual Report of ACFI to the Registrar of Societies
The Performa of Annual Report of ACFI for the FY 2013-14 duly signed by ACFI President was submitted to the Registrar of Societies, District of South West, Govt. of NCT of Delhi on 31st July, 2014 and a duly acknowledged receipt of the same from Registrar’s office was retained at the secretariat.

ACFI Bengaluru Chapter was established at Bengaluru Airport under the Chairmanship of Mr. Venkata Reddy, CEO, Menzies Aviation Bobba Bangalore, Cargo Terminal.
11 11.12.2014 Secretary Civil Aviation held meeting with all stakeholders & Air Cargo Industry Association for seeking opinion on the Draft Civil Aviation Policy.
ACFI presented its 13 recommendations for the development & growth of Airfreight industry, to be incorporated in the draft civil aviation policy as under;- Part -1: Five (5) Improvements to promote Air Cargo Trade in-terms of volumes & business. Part -2: Eight (8) Improvements to bring efficiencies in the Air Cargo Supply Chain to make India an attractive & efficient business location.

President ACFI took up airfreight related issues for discussion which were part of the Agenda points prepared by MoCA for discussion.

6.4. ACFI Sub-Committees and Status of its Activities
In order to sustain continuous growth in the movement of air cargo and express business in India
and to bring the Indian air cargo industry at par with world standard, ACFI has established
following nine industry specific sub-committees headed by senior experts and supported by active
members of ACFI with a brief scope of works as under:
a. Study the subject matters/issues in detail, collect facts and figures.
b. Undertake survey if possible.
c. Contact industry leaders for their inputs.
d. Consolidate target issues.
e. Prepare committee’s report on target issues with recommendation, facts and figures.
f. Put up the issue based proposal to ACFI Board for approval on the format decided, for taking
up with the concerned authorities.

Sub-committee is working on the following issues: a) Action for seeking recognition of Non Schedule Airline Operators
by DGCA, BCAS is in hand. b) A monthly coordination meeting at Airports has been established
– To take up Operational Matters pertaining to Airport Operator, CTOs, BCAS, CISF, ATC has been specially organized by DIAL for Non Schedule Operators on the first Friday of the month. All airport related matters are being addressed in the monthly coordination meeting which is represented by both the CTOs, All NSOs, DIAL Operation and related government agencies depending upon the issues of NSOs. Many of the issues have been resolved.

The Sub-committee has identified following issues and taken up with
APEDA for assistance and for taking up at appropriate levels in the
government;-
a) Deployment of Plant quarantine officials at Saharanpur station
(Mandi Parishad Complex) for the clearance, certification of fruits
and vegetable shipments for export. APEDA has taken up the
matter with the Ministry of Agriculture for positioning of required
officers particularly during the perishable export season
b) Some more Pack Houses are being licensed by APEDA though the
cost of one pack house comes approximately 3-4 crore.
c) Augmentation of sufficient numbers of Testing Laboratories in the
northern region to undertake the required testing of Fruits &
vegetables for export as at present only one test lab i.e. Delhi
Testing Lab (DTL) is available. The single laboratory is
overburdened and takes time.
As per APEDA 34 recognized laboratories are available at all India
bases. At Delhi NCR region APEDA has three recognized
laboratories. But efforts are on to establish some more labs (VHT
and Radiation) testing labs depending upon the growth of export
and requirement
d) Regarding HS Code issue APEDA says that its guidelines issued on
the subject are very clear. New HS Code issued by DGFT is the

same as of APEDA. However, APEDA is coming soon with the new
scheme to avoid such hassles.

Most of the issues identified by the subcommittee have been resolved.
Now the sub-committee has only one long outstanding infrastructure
issue of development /allocation of a common facility at the airport for
preparing domestic cargo Ready for Carriage condition (RFC). DIAL
had identified a common user area for domestic cargo outside the
cargo terminal but the same was not agreeable to DACAAI.
It was decided that DIAL along with the subcommittee head shall
resolve this issue in consultation with the DACAAI.

areas to work on and created four respective focus groups to take up

supply chain.
The heads of these focus groups have taken up issues with the concern
government agencies for Solutions. The responses particularly from
the ancillary Government agencies like WCCB, FSSAI and Textile
Ministry have been encouraging as the Govt. agencies have shown
positive responses in improving the NOC processes. This issue shall be
taken care om implementation of Single Window Clearance by
Customs.

on normal days from 10 -12:30 hrs.’ and on Saturdays from 11 –
12:30 hrs. only. This was told due to shortage of staff.
c) Customs to review the existing Customs procedure for seeking
NOC from Drug Controllers office for the clearance of all
Pharma/Drug products inspite of DGFT Policy Circular No.1 (RE-
99)99-2000 dated 15th Apr’1999 which says the drugs listed in
Indian Pharmacopoeia as well as the drugs which have been
approved by Drug Controller General of India irrespective to its
mention in the Indian Pharmacopeia or not, no NOC from Asstt.
Drug Controllers office required;
Member Customs & DGFT has been requested vide letter dated
19.09.2014 to review & issue necessary orders in this regard for
implementation uniformly at all the airports.
d) Custodians/CTOs to have standard SOP particularly for mixed

It was decided that both Celebi and DCSC will share SOPs with ACFI

e) Awareness workshop on Pharma Export for all the members of the
air logistics trade: Mr. Nitin Mittal informed that DIAL is organizing
a three hours interactive session on Pharma export related issues
planned for 10th April, 2015 (Postponed) at New Udaan Bhawan.
DGCI has agreed to be the Chief Guest on the occasion. Further
details on the subject will be shared by Mr. Mittal in due course of
time.
It was decided that the issue will be further discussed after the DIAL
interactive session is over.

8. ACFI Establishes its Bengaluru Chapter
ACFI expands its wings and establishes its Bengaluru Chapter in 2014. On 7th November, 2014 ACFI opened its Bengaluru Chapter at Menzies Aviation Bobba Cargo Terminal, KIAL Bengaluru in the presence of the ACFI Board Members who went from Delhi and the ACFI Members at Bangalore (BIAL) and Menzies Aviation Bobba Bangalore and in the presence of above 40 number of trade fraternity members from Bangalore region comprising of shippers, trade partners through invitation that includes Airlines, IATA accredited Freight Forwarders (Uniworld), Integrators

Courier & Express Operators, CHAs, CTOs like AISATS, Clearing agents association like BCHAAL, Airlines i.e. Emirates Sky Cargo, Etihad Cargo, Lufthansa Cargo, SIA Cargo, Thai Cargo, etc. The aim of ACFI Bengaluru Chapter would be to drive major common issues of Bengaluru air cargo logistics trade and industry at the appropriate levels and agencies at local level. However issues of policy nature which involves government agencies like CBEC, DGFT, DGHS, BCAS, WCCB etc. and Ministries, such issues shall be referred to ACFI Board for taking up at the appropriate authorities.
8.1 Role and Responsibilities of Bengaluru Chapter:
a) To conduct periodical meetings of the Chapter members to bring all air cargo logistics
stakeholders on one platform.
b) Resolve common issues of members.
c) Deliberate on issues of policy nature and contribute to the view to be taken by the ACFI
through its national Board.
d) Appoint members in the ACFI national sub-committees pertaining to various and contribute in
deliberation.
e) Members of the Chapter should be members of ACFI as per the MOA Rules & Regulations of
ACFI.
f) Non-member’s/subject matter experts may be called for deliberation if required.
g) ACFI National Secretariat shall assist the Chapter in organizing any seminar/events at
Bengaluru.

9.1. ACFI Seminar & Release of ACFI Yearbook
Theme - “Transforming Indian Airports into International Cargo Hubs”
On 12th February, 2015 at Shangri-La’s-Eros Hotel, New Delhi, ACFI organized the seminar, chaired by Mr. P. Ashok Gajapathi Raju the Hon'ble Cabinet Minister of Civil Aviation, Govt. of India. On this occasion 1st series of ACFI Yearbook was also release by the Hon’ble Minister of Civil Aviation.
The seminar started with a welcome address by Mr. Cyrus N. Katgara the Secretary, ACFI and Partner, Jeena & Co. on behalf of Air Cargo Forum India (ACFI). In his welcome address Mr. Cyrus appreciated the initiatives taken by the new Government since its taking over charge at the Centre as the country is witnessing tremendous sense of confidence in all the segments of the economy, particularly the manufacturing sector received a boost due to the Prime Minister’s call for “Make in India”, to encourage foreign investors to set up manufacturing facilities in India with the promise and commitment to create a conducive climate of ease of doing business.

Government and through Air Cargo Logistics Promotion Board (ACLPB) constituted by Ministry of Civil Aviation for improvement. Mr. Pradeep Panicker expressed his happiness over the overwhelming presence and participation of members from the entire air cargo logistics supply chain.
In his Key Note speech Mr. P. Ashok Gajapathi Raju, the Hon’ble Union Minister, Ministry of Civil Aviation expressed his happiness to be part of the Air Cargo Trade fraternity at this seminar. He stated that the initiatives which have been taken by the Air Cargo Forum India (ACFI) is noticeable and assured all the help and cooperation from the Government when brought to his ministry for consideration. The Minister also stated that the Air Cargo Forum India Yearbook containing various articles on important topics related to air cargo logistics industry written by imminent personalities in the Aviation Industry will be beneficial to the trade as a whole. He has also requested the cargo industry to forward their issues to his ministry for consideration and appropriate action.
In the deliberations of plenary followed by three subsequent panel discussion sessions, the following key speakers from the Aviation & the Air Cargo Industry gave their valuable view points on the future development plans of the Government, requirement of Infrastructure and support of entire industry players for developing Indian Airports in to Air Cargo Hubs.

10. Achievements of ACFI
Following are some of the main achievements of ACFI from its inception;-

1 ACFI has made policy level Important Recommendations to Chairperson CBEC for bringing Improvements in the Customs Act 1962.
ACFI forwarded its 44 recommendations on 15’Dec’2012 about policy changes related to air logistic trade for bringing in the various sections of existing Customs Act 62 to Chairperson CBEC. ACFI also took up 33 process simplification related issues with the Customs & other ancillary govt. authorities for improving the bottlenecks in the existing processes. Taken up regular follow up actions with CBEC, Member Customs, DGFT, Ministry of IT, WCCB, FSSAI, Ministry of Textile, DGHS etc.
2 ACFI made important Recommendations to Air Cargo Logistic Promotion Board (ACLPB) for process improvements in the policies of regulatory authorities like Customs & ADC. For an efficient processing of international cargo.
All the points taken up by ACFI was discussed in the said meetings of ACLPB and brought some positive out-come like;
a) 24x7 clearance of all export goods by Customs w.e.f. 01.04.2013
b) Uniform procedures at airports for the clearance of Pharma shipments w.e.f. Apr’2013.
c) Implementation of Digital Signature by Customs w.e.f 01.04.2015
d) Introduction of RMS supported by Accredited Clients Program (ACP) by WCCB as per Public Notice No. 1/2015 dated 01.04.2015.

3 Clearance Process of Pharma Shipments at par with Mumbai Airport;-
After taking up the matter on Pharma issues with DGHS and pursuing the same in the Air Cargo Logistics Board (ACLP) in the Ministry of Civil Aviation, the Drug Controller General (I) conveyed decision vide his letter dated 18.04.2013 that the Pharma exporters may be permitted to apply to the ADC (I) with all necessary documents except the shipping bill for grant of NOC for export consignments and ADC (I) port office will process the application & issue NOC to the exporter after submission of shipping bill before the arrival of the consignment to the port. The agreed new process has been implemented satisfactorily w.e.f. 01.05.2013 and has been saving at least 2-4 hrs. waiting time of the Pharma shipments. Now the Pharma processes at IGIA has become at par with Mumbai.
4 Introduction of Paperless Acceptance of Export Cargo;-
ACFI subcommittee on Simplification of Processes after undertaking a thorough study worked with DIAL team on the project “Introduction of paperless acceptance of Export Cargo”. With the initiative of ACFI after many trial runs at Delhi Airport a paperless system for Acceptance of Export Cargo was successfully implemented by DIAL/ CTOs through online transmission of LEO & Acceptance of Export Cargo messages to Airlines & Freight Forwarders w.e.f. 15.07.2013 and made compulsory by 22.07.2013 for all the airlines and working satisfactorily. This new initiative shall save the processing time of at least 3 to 4 hours of each shipment.

7 Opening of Other ACFI Regional Chapters
ACFI Board established Bengaluru Chapter on 07.11.2014 in the presence of more than 40 Air Cargo Trade Fraternity. Members of Bengaluru. Mr. Venkata Reddy, CEO Menzies Aviation Bobba as its Chairman and Mr. M. Prem Kumar, CMD, Uniworld Logistics as Dy. Chairman.

11.2. Points of Special Mention: Support of DIAL to ACFI Secretariat
The support of Delhi International Airport (P) Limited (DIAL) to ACFI Secretariat is commendable. ACFI Secretariat which is functioning from its registered office at Room No. 19, Ground Floor, Old Project Office, New Udaan Bhawan, Opposite T-3, IGI Airport, New Delhi-110037 has been provided by Delhi International Airport Ltd. (DIAL) free of cost, right from the inception of ACFI i.e. Sep’2011 with all office equipments & furniture, one room and one work station with full furniture viz table and chairs, one HP Printer, Two Telephone, one laptop, two Elmira and everyday house-keeping etc. Apart from above DIAL conference rooms & auditoriums are being used by ACFI regularly for its Board meetings, subcommittee meetings & AGMs. ACFI Governing Board places appreciation & gratitude on record about above valuable support extended by DIAL to ACFI.
