NOTICE
Notice is hereby given that the 63ndAnnual General Meeting of the Company of Master
Mariners of India will be held at 1800 Hrs. on Tuesday, 29th September, 2020 on VC
AGENDA Ordinary Business.
1. Address by the Master. 2. To read the Report of the Court for the period ended on 31.03.2020.(page 8-22) 3. To note the minutes of the 62ndAnnual General Meeting held on 6thSeptember
2019.(page 26-31)
4. To receive and adopt the Auditor’s Report and audited Statement of Accounts for the year ended 31st March 2020. .(page 59-73)
5. To appoint Auditors for the year 2020 - 2021 and to fix their remuneration. SPECIAL BUSINESS
To consider and if thought fit, to pass with or without modification(s) , the following resolution
as Special Resolution.
“ RESOLVED THAT persons holding certificate of competency as Dredge Master or NCV
Master may be granted “Student Associateship” of the Company as specified in Art.5 (2) (i) of
the Articles of Association and Para 1 (2) of the Membership Rules, subject to approval by the
Court. The Court be and is hereby authorised to carry out all formalities to amend Articles of
Association and Membership Rules accordingly “.
NOTE FOR SPECIAL BUSINESS : It was proposed by several wardens that the Dredge
Masters and NCV Masters may also be included in the CMMI fold which might prove
beneficial to both. The matter was discussed and approval was granted by the Court in its
meeting on 10.06.2020. As this requires amendment of Articles of Associaton and Rules of the
Company, the matter is being put up to the general body for its approval and follow up action.”

1)Members are required to convey to the Secretary General, not later than 22ndSeptember,
2020 any questions they propose to ask relating to the Agenda.
2)If the quorum is not present within half an hour from the time appointed for holding the
meeting, the meeting shall stand adjourned for thirty minutes and shall be reconvened by VC on
the same day.The re-convened meeting will be deemed to be legally constituted Annual General
Meeting as there is no requirement of quorum for a reconvened meeting.

Chembur, Mumbai, A total of 750 persons including families and children attended the function.
Most of the participants were CMMI members & their families.
At the event, CMMI conferred two Awards, “Life Time Achievement Award” and “Exemplary
Action Award for Sailing Master”. The “Life Time Achievement Award” was bestowed on

SEMINARS
Twoseminars were organized in Mumbai by the Company during the year.
1. Responsibility of Stakeholders under MLC held on 21st September, 2019.
2. CMMI and IME Mumbai Branchorganized Seminar on “Port State Control Inspections”
Saturday, 11th January, 2020.
A large number of members, senior executives from the industry and sailing officers
participated in these seminars and all participants were admitted free of charge. It is our
endeavour to continue holding at least two to three seminars every year.

E-VOTING FOR CMMI ELECTION
As per CMMI Vision 2020, CMMI will start e-voting system & give opportunities to all
members to elect their wardens.
As per the Election Committee recommendations in the court meeting on 29.01.2020 following
was decided
1. To go ahead with e-voting process.
2. Options will be given to members to opt for e-voting or ballot paper.
3. Members will be allowed to opt for one of the two options i.e. E-voting or Ballot voting
and also permitted to hand deliver the sealed ballot papers to CMMI Office.
4. The e-voting system to include fool proof system such as OTP on Mobile and e-mail.
5. If the members do not respond to notice of CMMI e-voting it will be presumed that they wish
to vote by ballot paper,

General Purpose Rating & Certificate Course in Marine Catering
Board of Examinations for Seafarers Trust has been conducting Exit Examinations for GP and
CCMC Ratings since 2006. During the year, BES Trust conducted two Exit Examinations for
GP and CCMC Fresh Candidates and also one repeater examinations for each for GP Rating and
CCMC candidates. However, one Repeater Examination for GP and CCMC Ratings which was
scheduled to be conducted in March 2020 has been postponed due to lockdown situation.

Seafarers Enhancement Programme
BES Trust and Maritime Training Trust had signed an MOU in the year 2014 to conduct
Seafarers Enhance Programme for Indian Ratings. It is a 2-day programme covering various
topics suitable for the Indian Ratings. During the year, BES has conducted 81 such programmes
and a total of 1599 ratings attended the programme. Since the start of the programme in 2014 and till 31st March 2020, a total 16023 candidates have attended the programme.
Hard Skill Programme for Fitters and Cooks
BES Trust receives donation from NMBRT and utilizes the money for imparting training to
Cooks at Don Bosco Maritime Institute, Vidyavihar. Participants for this programme are
nominated by INSA, MASSA, FOSMA. During the year a total of 13 Cook's Courses were
conducted and 190 Candidates attended the programme.
With the donation received from NMBRT, courses are also conducted at NOTI, Panvel. During

Singapore Chapter
CMMI has a new feather in its cap!
More than 15 members from the Indian Master Mariners community came together in
Singapore and sent a proposal to the Master, expressing their desire to open a new CMMI
Chapter in Singapore.
In-principal approval was given by the Court, during its Court Meeting held on Friday, 4th
September 2020 and court asked that CMMI Singapore chapter to conduct their meeting and
choose office bearers.
The Court was very happy with the formation of Singapore chapter and congratulated Capt Hari
Subramaniam and Capt. Shailesh Sarkango for taking the lead and getting the members
together.
With this, it can safely be said that CMMI now has 15 Chapters in India and 2 abroad (UAE and
Singapore) in its ever growing structure.

The Master extended his gratitude to all the members present with a special thanks to those seniors in age, who took the trouble to attend and was glad to see the meeting full house.
The Master commenced his presentation and briefed the members about the newly elected Wardens, Office bearers, co-opted Wardens and also mentioned about various Chapters including the International Chapter at Dubai. The Master emphasized on the growth of CMMI Membership from 2389 in 2015 to 3300 in 2019 and also about the increased participation at CMMI Annual Dinner from 549 in 2015 to 724 in 2019 which is a substantial
achievement. The Master also mentioned with pleasure that a number of Members of CMMI were honoured at the National Maritime Day Celebrations. Capt. Arun Karkare &Mr. S.Hazra in 2016, Capt. P. S. Barve in 2017 & Capt. Rajesh Tandon in 2018. A grand facilitation function was held for Founder father of CMMI Capt J.C. Anand on 11th September 2018. CMMI Annual Dinner Function was organised on 2nd February 2019 at ‘The Club’ at Andheri (W), Mumbai. During the function ‘Life time Achievement Award’ was bestowed upon Capt. K. Guha and Capt. T. K. Joseph. In addition, exemplary action award was bestowed upon sailing Master Capt. Chetan Chugh. Meritorious Awards were handed over to three Nautical Students. This included Master (FG)-Capt. Sidharth Narad, Mates(FG)-Mr. Faraz Akram Mohammad and Second Mates (FG)-Mr. Mayank Kumar Yadav. CMMI conducted 3 Seminars with full house attendance, 3 Master Classes with 79 participants, 10 Monthly lectures with 298 participants & 14 Mentoring Session for Competency Examination of Master and Mates with 100
plus candidates who passed their exams.
The Master briefed the members regarding the progress with IFSMA. Capt Philip Mathews, immediate past Master and Capt. S.V.Subhedar attended the SGM at London on 19th September 2018. IFSMA's International Ship Masters' Congress was proposed to be held in New Delhi from 25thto 27thSeptember 2019. Accordingly, IFSMA planned to invite numerous Speakers and presentations. However, due to internal organizational issues, this event was not held. The Master updated the members that BES Trust carried out 2 Exit Examinations each for Fresh and 4 Examinations for Repeater Candidates of GP and CCMC which are follows.

The Extra Masters Part A was completed in 30th August,2019 and Part A Exam
is scheduled in October,2019. The Master informed the members to mark Saturday 21st January, 2020 for CMMI Seminar and Saturday 15th Feburary for CMMI Annual Dinner which will be held at Acres Club Chembur. The Master declared CMMI Vision 2020 as follows.

their wardens. 2. Start Executive MBA. 3. Participate in CSR activities 4. Digitization

The Audited Statement of Accounts and the Auditor's Report for the year ended 31st March,
2019, which had already been circulated to members with the Notice for AGM, was put up for
consideration. As nobody had any questions on it, same was passed unanimously.

Item no. 5 : To appoint auditors for the year 2019 - 2020 and to fix their remuneration
The Master informed the members that the Court has decided to retain M/S Siddharth Sinkar &
Associates as Auditors for the year 2019-2020. They have quoted a total remuneration of Rs.
50,000/- plus tax.

“RESOLVED THATM/S Siddharth Sinkar & Associates be and are hereby appointed auditors
for the Company for the year 2019-2020 at an annual remuneration of Rs. 50,000/- plus tax.

Item no. 6: Any other matter with the permission of the chair
E-mail received from Capt. J. S. Gill was discussed in the meeting, members concluded that
content of e-mail was only information to the meeting and while discussing other e-mails
received from Members, it was unanimously decided by the Members present that e-mailof
those member’s present will only be discussed.
There after Capt. Nazir Upadhye asked about E-voting, Gentlemen’s agreement etc which the
Master stated that E-voting has been considered in his presentation under CMMI Vision 2020
that CMMI will start e-voting system & give opportunities to all members to elect their
wardens. He was requested to raise any other matters in the court meeting.
Capt. J.C. Anand addressed the gathering by appreciating the outgoing Master Capt.Philip
Mathews for his contribution towards the immense growth and progress of CMMI.

1 To consider the proposal of E-voting & Code of Ethics for CMMI Election
The Master stated that as mentioned earlier in CMMI Vision 2020 that CMMI will start e-voting

The Mangalore chapter has seen an increase of 5 members since take over by new office-bearers.
We have submitted the profile of Capt. Hugh Vaz for consideration as fellow of CMMI.
The CMMI Mangalore Chapter makes every effort to meet once in two months. The CMMI Mangalore
Chapter meets at Eden Club at 7.15 PM on 1st Tuesday of every alternate even month.
The AGM is scheduled for July 2020.

a) Patna Chapter had limited fund in the account and hence it was decided that all the meetings and functions shall be done using contribution from the attendees on the
spot. Further, we had carried out most of the functions in association with MNOA
(Merchant Navy Officer’s Association, Bihar) to have a better gathering and unified
efforts.
b) Sanitization tunnel was donated to AIIMS, Patna by MNOA (Merchant Navy Officers Association, Bihar) which was actively supported by CMMI, Patna members doing a
good amount of contribution.
c) Distribution of sanitizers and masks to the street vendors and also to few hospitals was done during COVID PANDEMIC.
d) Donation to RAINBOW HOMES was done during PANDEMIC to support the kids for their basic needs.
e) Blanket distribution was carried out in Jan 2020 for the needy people during extreme winter.
f) Blood donation camp was arranged in collaboration with MNOA.
