Dear Members,

Year after year, it is extremely satisfying to see AMMI activities growing, both in number and ever-increasing quality. 2018 was no exception. We are pleased to report here the main highlights.

In preparing local SME and employees of MNC to embrace the fourth industrial revolution, or Industry 4.0, AMMI has taken the initiative to organise the Industry 4.0 Workshop this year in collaboration with global experts from SAS,Rockwell, IBM and MPDV to provide an idea of the changes required as well as the blueprint for implementing Industry 4.0.

The AMMI Medtech Certification Programme was an overwhelming success. The programme is a strategic collaboration between HRDF and AMMI in the human capital development initiative for the medical device industry. This initiative supports and drives AMMI’s Vision which is to establish Malaysia as the preferred global manufacturing location for medical technology. The programme enhances the knowledge and skills of current Malaysian employees in the medical device industry with specially designed industry certification courses. A total of 95 participants from 27 AMMI member companies completed the training.

In 2018, we trained over 436 participants in 10 Public Training Courses and 2 Global Expert Sharing Sessions. We also organized the AMMI Medical Device Industry Career Talk in University of Science, Malaysia (USM) and a HR Leaders’ Roundtable with the objective of creating a stronger voice in championing common issues and chart strategic agenda.

In the regulatory front, AMMI has been actively championing our members’ cause in several key challenges. In consideration of the request by AMMI and the industry, MDA issued a circular dated 5 August 2018 to extend the transition period by another three years (until 4 August 2021) so that the industry can have sufficient time to comply with the requirements of labelling in accordance with the Sixth Schedule of Medical Device Regulations 2012.

In 2018, 8 new companies joined AMMI, bringing the total number of members to 71. They are Alcon Laboratories, Baxter Healthcare, CCB Medical Devices, Electron Beam, Muzamal, Nihon Kohden, Prodelcon and Smith & Nephew. We also approved Pentax Medical’s AMMI membership.

MOVING FORWARD

It is gratifying that the Association’s presence and its contribution to the development of the medical devices industry are increasingly being recognized by various government ministries and agencies. AMMI remains as the only industry association dedicated to medical device manufacturing in the ASEAN region.

On behalf of the Board of Directors, I would like to record our appreciation to the Ministry of International Trade & Industry (MITI), Ministry of Health, Malaysian Investment Development Authority (MIDA), Medical Device Authority (MDA), Human Resources Development Fund (HRDF) and various government agencies for their kind support, dedication and perseverance in dealing with us and for giving us the opportunity to work with them. We look forward to their continued cooperation and engagement with AMMI for the development of the medical devices industry in Malaysia.

Also, thank you to the Board of Directors for their active engagement and valuable contribution to the progress of the association; to our members for their active participation in AMMI events and to the seconded staff of Medsociate Sdn Bhd, our Secretariat for rendering services professionally to the Association and to its members.

2 ABOUTAMMI

Formed in 1989, the Association of Malaysian Medical Industries (AMMI), represents leading medical device manufacturing companies in the medical technology industry in Malaysia. AMMI currently has seventy-two member companies and collectively, they account for more than half of the total export revenue for “Made-in-Malaysia” medical devices.

AMMI MEMBERS SHARE A COMMON COMMITMENT TO QUALITY AND ARE REPUTABLE INTERNATIONAL AND LOCAL FIRMS THAT STRICTLY ADHERE TO THE QUALITY MANAGEMENT SYSTEM CODE LAID DOWN BY GOVERNMENTAL AGENCIES.

AMMI companies continue to be the growth base of the medical device industry in Malaysia and consist of three main types of industry players: manufacturers; suppliers of raw materials and services to the medical devices manufacturing companies; and importers and exporters of medical devices, all of whom employ a sizable workforce in their production facilities.

Issue resolved at the meeting with MIDA, MITI, Pesticides Board and Department of Environment. MIDA Workshops for Addressing the Human Capital Issues within the Medical Devices Sector HR leaders from AMMI member companies attended the MIDA Workshops held on 23 January in Kuala Lumpur and 2 February in Penang, to discuss human capital issues within the industry.

AMMI HR Leaders' RoundtableSeventeen HR leaders of AMMI member companies came together for a round table discussion at Equatorial Hotel, Penang. The objective of the event was to create a stronger voice in championing common issues and chart strategic agenda.

AMMI organised a Medtech Awareness Talk on "Job Opportunities and Career Path in the Medical Device Industry". The event was held in collaboration with USM at its Engineering Campus in Nibong Tebal with the objective of creating awareness among its undergraduates about the Medical Device Industry. Around 100 USM undergraduates, lecturers and HR representatives of AMMI member companies attended the event.

The AMMI Medtech Certification Programme was launched in January 2018 and is a strategic collaboration between HRDF and AMMI in the human capital development initiative for the medical device industry. This initiative supports and drives AMMI’s Vision which is to establish Malaysia as the preferred global manufacturing location for medical technology. The programme enhances the knowledge and skills of current Malaysian employees in the medical device industry with specially designed industry certification courses.

The 10 month programme with 75 training days consists of four courses - Medtech Regulatory Compliance, Medtech Manufacturing Excellence, Medtech Quality Professional and Medtech Technical Competency. The first 3 courses were held in Penang, whilst the latter was held in Kuala Lumpur. A total of 95 participants from 27 AMMI member companies completed the training.

26 October - Completion Ceremony in Penang

The Completion Ceremony for the Regulatory Compliance, Manufacturing Excellence and Quality Professional courses was held at the Olive Tree Hotel, Penang on 26 October 2018. Mr Yap Kee Keong (AMMI Vice-Chairman/ Leader of Talent Development/ Group Chief Executive Officer of Texchem Group) presented the certificates to the participants. The meeting was held at the new MDA headquarters at Cyberjaya and was attended by 55 AMMI members. MDA was represented by CEO, Encik Zamane and top MDA officials. AMMI presented its policy advocacy on key regulatory issues related to Change Notification for Registered Medical Device (MDA/GD/0020), Notification of Medical Device Intended for Transit and Registration of Drug-medical Device and Medical Device-drug Combinations Products

Long Term Plan

To stay competitive with other regions working to attract medical device FDI, amend the Medical Device Act and Medical Device Regulation to EXCLUDE export only devices and transit devices from any registration.

Short Term Plan

a. Immediate approval upon notification for export only devices which do not need CFS.

b. Accelerate approval for export only device which requires CFS.

c. Formalise the notification for transit devices. MDA have verbally advised that this will not be regulated since custom have adequate controls to ensure devices do not enter Malaysian market.

AMMI Q1 Progress Meeting and CEO NetworkingForty four members attended the meeting held at Sofitel Damansara, Kuala Lumpur. Key highlights of the meeting was the launch of the 2017 Annual Report, calendar of activities for 2018, new members’ introductions as well as discussions and updates from the four committees.

AMMI Annual General Meeting, Q2 Progress Meeting and CEO NetworkingForty AMMI members attended the 29th Annual General Meeting (AGM) and Q2 Meeting held at E&O Hotel Penang. The AGM saw the retirement of AMMI Chairman, Mr Hitendra Joshi and AMMI Director, Mr Suwit Tunlayadechanont. Y.Bhg. Dato' Dr Haminnuddin (Ideal Healthcare), Mr Paul Brandeis (B.Braun Medical Industries), Mr Tom Mangan (Becton Dickinson) and Mr Andy Lee (Johnson and Johnson) were elected to the AMMI Board of Directors. Mr Christophe Marque was elected by the AMMI Board as the AMMI Chairman and Mr Yap Kee Keong as Vice-Chairman. This was followed by the Q2 Progress meeting. Invited speaker, Mr Fredrik Nyberg (CEO of APACMed) gave a presentation on "Medtech Industry Update in the Asia Pacific region". Guests adjourned for CEO Networking after the meeting.

AMMI Industry 4.0 Workshop

Sixty members attended the AMMI workshop on "Industry 4.0: Opportunity or Threat for the Malaysian-based Medical Device Industry?". Held at E&O Hotel Penang, the workshop was organised to provide an idea of changes required and blue print for implementing industry 4.0. Industry expert SAS, Rockwell, IBM and MPDV presented con-current demo sessions during the workshop.

Thirty four members attended the meeting held at G Hotel Kelawai. During the meeting, Executive Director, Mr Ching Choon Siong presented the 2018 AMMI HR Survey. This was followed by a Sales and Services Tax (SST) Briefing and Dialogue by Mr Khilmie bin Ghazali, Senior Assistant Director II of the Royal Customs Department. Members adjourned for CEO networking after the meeting.
