REFLECTIONS OF 2020
Happy New Year! We hope 2021 finds you rested from the holidays, in good health, and looking forward to better days ahead. 2020 was a year like no other, and like all of you, TWCA had to adapt to a new way of working and connecting.
After a successful Annual Convention in early March, the country came to a standstill. TWCA quickly shifted course, working to get the latest COVID-19 news to members and exploring innovative methods for continuing our work of building consensus, educating members and policymakers, and advocating for sound water policy. We were among the first water associations to move a large conference online in June and did so again in October.
We also facilitated webinars and meetings for dozens of committees and subcommittees throughout the year, almost exclusively through online platforms. Our Groundwater and Surface Water Committees, each with around 150 participants, held multiple meetings and eventually proposed three legislative priorities that were adopted by the TWCA board and are currently being considered by state legislators.
Through our Water Laws Committee, TWCA submitted five amicus briefs in 2020 and adopted a new policy for engaging in court matters in the future. And though our Texas Water Day had to be cancelled, we worked with members
to produce our Texas Water Day Federal Issue Papers, which have become a model for other organizations nationwide. Last year, the Policy committee continued its efforts and adopted a new policy on flooding,and our Endangered Species Committee worked together to engageon federal and state issues. The broad adoption of virtual meetings also allowed us to coordinate with water associations from across the state and nation like never before.
We continued to manage the Texas Ground Water Association, starting with the annual convention in late January. We quickly shifted to developing platforms for offering online continuing education courses to the 1000+ well drillers who take our in-person classes around the state each year. We also worked with the National Ground Water Association and the Texas Department of Licensing and Regulation to ensure our online classes fulfilled all requirements, launched a new website and membership program, hosted more than a dozen virtual board and committee meetings, conducted a complete rewrite of the Association’s bylaws, and published four newsletters.
We also continued TWCA’s relationship with the TWCA Risk Management Fund, keeping up with bill payments, check issuance, and deposits, even through the heights of the pandemic. We worked with the Fund to better define the Association’s management role and coordinated on new

partnership opportunities that we plan to explore once we get back to meeting in person.
In the fall, TWCA President Kent Satterwhite convened a Board Committee on Membership that explored member recruitment and retention as well as the Association’s membership dues structure. 2020 taught us how vulnerable many associations are, and especially TWCA, as half of its annual revenue comesfrom hosting large conferences.We learned that similar associations have reached or strive to have more than half of all revenue come from dues, while TWCA’s make up just a fourth of the budget. The committee made some general recommendations that will be implemented through our Membership & Services Committee and specifically recommended a modest increase in dues to promote greater financial stability. These recommendations were adopted by the Board in December and should allow for dues to make up almost a third of TWCA’s 2021 annual budget, relieving financial pressures that were previously offset by the generous support of our conference sponsors.
We also rolled out a new website and membership management software, aiming to streamline processes for both staff and members. Finally, we worked with leadership and the Membership & Services Committee to organize and reformat that committee, creating new avenues for engagement and service at
the Association, with a focus on important conversations surrounding diversity, equity, and inclusion at TWCA. We are excited to continue this work both internally and with partners in 2021 and beyond to help foster a diverse and inclusive Texas water industry.
As we look back on all that we undertookin 2020, we recognize that so much of it was thanks to our strong leaders, volunteers, and sponsors at TWCA. We are so grateful for our leadership and board, as well as everyone who chaired or participated in a committee, assisted with policy or legal issues, worked on membership matters, or supported the association financially.
I would also personally like to thank the TWCA staff, who reimagined possibilities almost overnight and worked tirelessly to continue our efforts on Texas water matters amid so much uncertainty. Like many of you, we are disappointed that we will not be able to meet in person in March but look forward to congregating online and getting back to in-person meetings as soon as it’s safe. We know that TWCA is strongest when we can gather together, and as always, we are grateful for our health and the opportunity to serve the water industry through this Association.
