Introduction
Crater Lake Charter Academy (CLCA) was founded at the start of the 2014/2015 school year, with the
mission of providing students in Northern Jackson County a local option for nontraditional education
programs. The school opened with a student enrollment cap of two hundred students, and was served
by two certified teachers and seven support staff members. CLCA based its virtual school operations out
of a building owned by its host school district, Eagle Point School District 9, using equipment that the
school district was able to provide through a lease.
To start the 2019/2020 school year, Crater Lake Charter Academy has grown to serve three hundred
twenty-five students, with over one hundred thirty students on the waitlist. Additionally, the school has
ten certified teachers on staff, and over twenty-five total staff members supporting student
achievement. CLCA owns a ten acre campus, including 17,000 square feet of instructional space, as well
as a check-in center, housing the administrative offices, in downtown Eagle Point.
During this period of rapid growth, the charter school was faced with the reality of being a start-up
operation that needed to produce results immediately. CLCA’s year one graduation rate reported out at
27%, causing great concern about the quality of the programs. By year three, the graduation rate had
dramatically improved to 73%. Our last reported graduation rate was 92%.
We are excited for what the future has in store for CLCA. Through collaboration and vested commitment
to our students and our district we look forward to strengthening our relationship with EPSD. We have
taken steps through our contract negotiations to realign with EPSD to offer additional academic support
through shared resources; along with providing athletic support as an Associate OSAA member with
EPHS.
CLCA programs continue to grow with the addition of our partnerships with Southern Oregon Air
Academy and Blue Raven Aviation. Students of CLCA will be given another option to pursue a career that
may have otherwise been unattainable due to lack of opportunity. We are proud to be a leader in the
realm of aviation and flight school programs on the west coast. Along with our new Flight Instruction
Program, CLCA has put a great deal of effort into forging new relationships with RCC, Southern Oregon
Business Education Partnership, and local businesses to further expand the opportunities for our
secondary students to get workforce experience.

Governance & School Leadership
Corporate Organization
As a public charter school, Crater Lake Charter Academy is both an Oregon public school and an Oregon
nonprofit corporation. CLCA was granted a public charter contract from EPSD9 and formed as a
nonprofit corporation in June of 2014. In January 2017, the nonprofit corporation was renamed
Community Ed, Inc., with Crater Lake Charter Academy sharing the same nonprofit umbrella. Starting in
July, 2019, Crater Lake Charter Academy, Inc. was reincorporated as a stand alone nonprofit
corporation.
Board of Directors
Crater Lake Charter Academy is governed by a nonprofit Board of Directors. Board members,
representing a cross section of the community, serve four year terms and are eligible for
re-appointment. Board members are selected to represent school parents, local businesses, regional
civic services and professional educators. The Board is ultimately responsible for all operations in the
school, with a primary focus on financial operations and school compliance with appropriate policy and
laws.
CLCA Councils
Crater Lake Charter Academy has established councils to advise the Board and Administration on school
and corporate operations. These councils include a School Council, focused on academic programs, and
a Finance Council, tasked with finance and budgets. Council members are appointed to serve on a
year-to-year basis. Members of the Council include parent representatives, community representatives
and staff representatives.
Senior Leadership
Crater Lake Charter Academy is led by a team of educators and business professionals.
Stephanie Pogue Executive Director
The senior administrator of the school, as well as the nonprofit’s chief executive officer, Mrs.
Pogue is responsible for all programs and operations. Taking on the Executive Director’s role for
2019/2020, Mrs. Pogue joined CLCA in 2016 as a teacher. Previously she was a teacher, both in
the Medford and Eagle Point School Districts.
Troy Thorne Assistant Director
The administrator responsible for teaching and learning development, Mr. Thorne joined the
CLCA team in 2019. Previously he was an Instructional Coach in Eagle Point School District 9, as
well as a teacher, both with Eagle Point and Gold Beach.
Jonathan Bilden Assistant Director/CFO
The administrator responsible for business, operations and support services, Mr. Bilden joined
CLCA as a member of the founding team in 2014. He previously held management roles in both
national and regional marketing companies, and the State’s vocational rehabilitation industry.

Academic Programs Crater Lake Charter Academy’s academic goal is to provide each student an individualized education program that fits their academic profile. All curricular programs are grounded in research and are aligned to state and Common Core standards. Being a K-12 school, Crater Lake Charter Academy must support a variety of academic curriculum. Although each of our academic programs may use different tools, all use the Canvas LMS to function. Each grade has a Canvas class that houses all academic programs and communications. This is accessible 24/7 for students and parents.
ELEMENTARY EDUCATION PROGRAMS (GRADES K - 7) The use of iReady provides Common Core Aligned lessons to students 24/7 through it’s virtual platform. Each student's learning path is individually created based on the proficiencies demonstrated during progress monitoring and benchmarking. CLCA moved forward this school year to fully adopt the iReady system that allows students to work independently online, but is partnered with curricular workbooks. Both resources are available within our Learning Center small group instruction and to take home. Outside of their Individual Work Rotations, students also work on grade level standards through their Virtual Classroom Meetings . This virtual classroom includes direct instruction, practice, application games/activities and assessments. These Virtual Classrooms were created in response to the Distance Learning For All mandates, but will most likely continue in some aspect in future years. Language Arts and Math
iReady Math and Language Arts Instruction provides Common Core aligned lessons to students based on their diagnostic results. Students actively work within iReady during their Individual Work Rotations. These lessons include direct instruction, practice and formal assessment. Small group interventions are offered within the Learning Centers to provide additional support. Crater Lake Charter Academy also uses a variety of research driven supplemental supports, such as IXL, Moby Max, BrainPop Jr., BrainPop, Read Naturally and Readworks. These supports are provided through our Canvas Classrooms and small group interventions/accelerations. Outside of the iReady program, CLCA uses ReadWorks, No Red Ink, IXL, and Reading A-Z to provide additional support. All Elementary students also have EPIC! Books account. This allows each student to access a virtual library. Teachers can assign books or allow students to read based on their interest and lexile.
Health/ Science/ Social Studies
Health/ Science/ Social Studies are provided to all K-6. Students use platforms such as: Mystery Science,
IXL, BrainPop Jr. and BrainPop to explore and meet standards. These programs are all provided virtually
through their Canvas Classroom. CLCA has also Health World, Inc health curriculum that is standard
aligned K-8 grade. _________________________________

SECONDARY EDUCATION PROGRAMS (GRADES 8-12)
Crater Lake Charter Academy uses the instructional platforms of Edgenuity and Canvas for the Secondary Programs. The Edgenuity Platform has achieved Corporate Systems Accreditation with Supplemental Digital Learning under Cognia. This platform is virtually accessible online 24/7. All courses within Edgenuity are aligned to Common Core standards and State Standards. Grading is Teacher supported with the Teacher of Record reviewing student work and providing feedback. Learning devices range from writing prompts, quizzes, unit exams and student produced projects. Offered Courses

Career Development / Early College
CLCA expanded its ability to provide college-level courses and career and technology courses by
offsetting tuition. The current program works in conjunction with Rogue Community College. Program
expansion will include development of industry certificate programs to offer choices to those students
that prefer to enter the workforce upon exiting High School.

Assessment ELEMENTARY AND MIDDLE SCHOOL ASSESSMENTS AND PROGRESS MONITORING
Within the Elementary Program, CLCA uses MAP Growth data. These are interim assessments that are given three times per year to get an accurate view on student growth over time and show what students are ready to learn. With this information instruction can be differentiated based on the students specific learning needs to assist them with reaching their annual growth goals.

Special Education Services
Crater Lake Charter Academy currently has thirty-eight students receiving Resource Service through
Eagle Point School District 9’s programs (Albert Jackson and Michelle Warren). These students are pulled
to receive services for their specially designed instruction. Classroom Teachers are applying specific
accommodations and/or modifications based on each student’s Individual Education Program.
CLCA currently has seventeen students receiving speech services from EPSD9 through Jada Morse, who
is on campus two days a week.
Crater Lake Charter Academy also currently has twenty-seven students on a Section 504 plan. Teachers
have reviewed all Section 504 Plans and have accommodations in place.

Demographics
Staff
During the 2019/2020 school year, Crater Lake Charter Academy had a team of twenty certified staff and
paraeducators in the school’s Academic Programs. CLCA has ten certified teachers, six full time
paraeducators and four part time learning center aides serving students. Of the ten certified teachers, all
holding certification through TSPC, seven held master’s degrees in teaching and education. The
paraeducators in the school have an average of nearly ten years of professionally serving youth in both
academic and development programs.
Crater Lake Charter Academy’s programs are supported by a team of eight professionals working in
Support Service functions. Support Services includes the Business Office, the Student Services Team and
Maintenance/Facilities.
Student Population
The total enrollment for the 2018/2019 school year was 325 students in grades kindergarten through
twelfth grade.
The wait list for Crater Lake Charter Academy has remained at roughly one hundred fifty students during
the current year. The waitlist has remained over one hundred students since the 2015/2016 school year.

Student Management and Safety
Staff and students go through training for fire and earthquake drills. Staff of CLCA also attend
professional development on ALICE Training hosted by Jackson County Sheriff Deputy Gordon Crisp.
Students are then informed and practice ALICE training with their Teachers in an age appropriate
manner.
Student management is handled on an individual basis as the primary goal is to meet the needs of the
student. Crater Lake Charter Academy has taken a positive approach creating a staff position that is
primarily focused on student and family support.
Communications & Outreach
Parent Involvement
Parent involvement is encouraged through the School Volunteer processes and through the School
Council. Historically, CLCA has had a strong following of parents willingly to participate in field trips,
school functions and fundraisers. Parents interested in volunteering go through a background check and
interview with CLCA Administration. Volunteer times are set by the school and the volunteer.
Community Communications
Crater Lake Charter Academy has developed a newsletter network, both within the school communities
and the regional community. School newsletters are produced and distributed to parents, families and
key community members on a monthly basis. A regional community newsletter is produced and
distributed several times a year updating individuals and groups not regularly associated with the
charter school on current going-ons. In addition, CLCA has a social media network (Facebook, Twitter)
that is regularly updated with information on current school affairs.
Community Partnerships
Crater Lake Charter Academy has strived since 2014 to play an active role in the local and regional
communities. To better serve students, and provide better paths to postsecondary programs, CLCA has
become involved with several local and regional organizations.

Finances
Crater Lake Charter Academy receives nearly all of its funding through the Oregon State School Fund,
passing through Eagle Point School District 9. CLCA’s current year’s budget was adopted at $2,562,562 in
revenue, and $2,562,562 in expenses. Additionally, the CLCA Board has an established policy to maintain
an amount of funds equalling ten percent of its expenses in a reserve account. This has been achieved
every year since 2015. The current revenue is not expected to change due to the COVID 19 pandemic,
although expenses have decreased.
Crater Lake Charter Academy has dedicated more than half of its annual budget to direct student
support staffing costs, including teachers and front line paraeducators. In total, CLCA has committed
nearly seventy percent of its budget to staffing costs. Fifteen percent of the budget has been focused on
instructional materials, including technology replacement costs and software usage. Five percent of the
current budget was dedicated to expanding the main campus, providing a new instructional center in
the Elementary Courtyard.
Moving forward, CLCA has adopted a 2020/2021 budget based on the original State budget of $9 billion,
aware that this amount will not be fully funded. CLCA has developed measures to absorb cuts to the
State School Fund, with resources focused on student academic programs.

Facilities
PAST:
2014/2015 School Year
Crater Lake Charter Academy opened its doors in September 2014 operating out of Eagle Point School
District 9’s online school center. The charter school used roughly three thousand square feet of the
building located at 129 South Platt Ave in Eagle Point. This location included a main learning center
room and several adjoining offices, used as breakout rooms.
2015 - 2017 School Years
In the spring of 2015, Crater Lake Charter Academy’s location was moved to a school district building
located at 140 East Main Street in Eagle Point. This location had once been part of the school district’s Jr.
High School, which was closed in 2001. Prior to moving into this location, CLCA paid for a complete
remodel of nearly seven thousand square feet of space, costing nearly $300,000. This included complete
new walls, flooring, bathrooms and a total technology buildout to support online instruction.
The remodel was complete by September 2015, with students starting the second year of CLCA’s
operation in essentially a new academic building. Through the course of the year, CLCA raised funds to
install a playground on the campus.
2017 - 2019 School Years
During the summer of 2017, Crater Lake Charter Academy made two facility moves to support the long
term growth of the school. A long term lease was secured on a building located at 10 South Shasta in
Eagle Point to initially house secondary programs. The building is now being used to house
administration functions, as well as the school’s foundation and community engagement programs.
Later in the summer of 2017, CLCA was presented with the opportunity to purchase the campus of a
private school located just outside of Eagle Point city limits. This campus included ten acres, a main
building (over seven thousand square feet) and two additional buildings (each nearly two thousand
square feet). Unlike previous facilities, this campus hosts a full kitchen and outdoor space dedicated to
the school and the potential room to grow. Additionally, during the 2018/2019 school year, CLCA added
a third classroom building to the Elementary Courtyard portion of the campus and finished an upstairs
portion of the main building, adding nearly two thousands five square feet of instructional space.
FUTURE
2020 - Beyond
The continued growth of CLCA’s programs make the development of new facilities a priority. Staff,
parents, Board members and community supporters will be working to develop a master facilities plan
to accommodate future growth.

Progress on Goals for 2019 / 2020
2019/20 School Year in Review
At the beginning of the 20019/20 school year the CLCA Leadership Team began the identification,
planning and execution of the 2019/20 Continuous School Improvement Plan. The process included
assessing what was identified as priorities by the CLCA School Board, School Council, School
Stakeholders and School Leadership. These reviews lead to identifying CLCA as a school focused on each
individual student, the student’s goals and academic excellence through a combination of flexible
learning through a variety of platforms and programs.
The highlight of the school year was obtaining a five year contract renewal with Eagle Point School
District. The school and leadership team is excited to grow this partnership and continue to offer
students of various communities a school of choice option they may otherwise not have. CLCA
appreciates the partnership that has grown with Eagle Point School District throughout this process, as
both parties worked to create the best outcomes for students. CLCA look forward to continuing to work
with Eagle Point High School as the schools share academic and athletic resources.
At the beginning of this school year the CLCA Leadership Team focused on the areas of improving
policies and procedures within our Student/Parent Handbook and our Operational Handbook. The
student handbook was rewritten with clearer process and expectations for students and staff. With the
redeveloped procedures and policies, CLCA’s students and staff will have better all around support for
student achievement.
The CLCA Continuous School Improvement Plan identifies the goal of forging new business relationships
with Southern Oregon Air Academy, Southern Oregon Business Education Partnership, AVID, and Eagle
Point School District all in the efforts to increase student opportunity. These opportunities are
specifically designed to focus on giving students the skills and abilities to obtain living wages right here
in Southern Oregon.
With all of this, the final goal was to improve public and community visibility. To do this, CLCA improved
our social media, created a weekly newsletter that is sent to parents/students/community stakeholders,
and created a promotional video highlighting CLCA’s programs. CLCA is also featured on the Southern
Oregon Air Academy website and flight program video, as part of efforts to advertise and grow the
school’s programs.
As the year comes to an end, CLCA is proud of the accomplishments that have been made. By creating a
stronger foundation of policies and procedures, teamed with more academic opportunity and support, it
is clear CLCA is, and will continue to be, a vital program for our community and student’s development.
CLCA looks forward to continuing a mutually beneficial relationship with Eagle Point School District and
regional community partners.

Continued Goals of CLCA:
Maintain a graduation rate over 80%
In 2015, Crater Lake Charter Academy’s first year awarding students diploma, the school recorded a 27%
graduation rate. In year two, CLCA climbed to a 54% graduation rate. These numbers caused concerns
for both CLCA and Eagle Point School District 9, leading to benchmarks being put into the contract on
minimum graduation rates. Year three saw CLCA increase its graduation rate to 73% and year four
increased again to 80%. Year four was the first year of the host district’s graduation rate benchmark,
which was set at 60% (CLCA exceeded this by 20%). Last year, CLCA was able to continue to improve to
obtain a 92% graduation rate. Crater Lake Charter Academy is currently projecting a graduation rate of
92% again. CLCA feels confident that it will continue to improve its graduation rate and meet the new
standards set within our new five year contract of matching EPHS.
Provide ongoing Professional Development for staff
At the beginning of the year CLCA Leadership set the goal of improving staff skills, knowledge, and
experiences to positively impact student learning. Throughout the year we were able to provide ongoing
academic support in the areas of instruction, classroom management, assessment, and implementation
of Canvas, our new Learning Management System. Along with organized professional development
offered within CLCA, staff were given opportunities to attend a variety of other topics and opportunities
through outside agencies, such as, iReady, Canvas LMS and Edgenuity. We are excited to become an
AVID school and bring their time proven methods and professional development to our staff next year.
