We at Philippine Statistics Authority Regional Statistical
Services Office (PSA RSSO) VI are honored to present the
2016 Annual Report of Western Visayas. This report serves
as an overview of the accomplishments and achievements of
our office for the past year.
Some of the highlights for 2016 are the conduct of the 2016
Civil Registration Month; the 2015 ASPBI/SICT; 2015 Gross
Regional Domestic Product (GRDP) News Conference;
hosting of the 8th National Workshop on Civil Registration
(NWCR); 2015 POPCEN Data Dissemination;
the 3rd Anniversary of the PSA, and the
27th National Statistics Month (NSM).
The personnel of the PSA RSSO VI performed beyond
expectations and have proven to be up to the challenges
posed by the various undertakings of the PSA. This is
attested by the outstanding ratings in the field awards
system attained by PSA RSSO VI which ranked 4th in
Partnership and Linkages among 18 regions. This represents
the overall commitment and dedication of PSA Western
Visayas to deliver relevant and reliable statistics and
efficient civil registration services to its clients
and stakeholders.
The accomplishments of the previous year shall serve as
learning opportunities and shall inspire us in continuing to
improve and strive doing our best in the performance of our
work and provision of services to the public.

ABOUT THE PSA
Republic Act No. 10625 otherw ise known as
Philippine Statistical Act of 2013
The Republic Act No. 10625 mandates the
reorganization of the Philippine Statistical System (PSS) and
the creation of the Philippine Statistics Authority (PSA)
which shall merge the major statistical agencies engaged in
primary data collection and compilation of secondary data,
namely: Bureau of Agricultural Statistics (BAS); Bureau of
Labor and Employment Statistics (BLES); National
Statistical Coordination Board (NSCB); and National
Statistics Office (NSO).
The data produced by the PSA shall be the official and controlling statistics which
are used for planning, decision and policy-making, and program implementations of the
government. It shall serve as the central statistical authority of the Philippine government
on primary data collection and administer civil registration functions in the country as
provided for in the Civil Registry Law (Article 5 and 6, RA 10625 IRR).

HIGHLIGHTS OF 2016
First Quarter
February was celebrated as the 2016 Civil
Registration Month with the theme “Makiisa...
Makisali sa Dekadang CRVS”. For the month of
March, PSA RSSO VI participated in the observance
of Women’s Month celebration and held several
activities to honor and recognize the important roles
and contributions women have in the modern
society.
Second Quarter
The 2015 Annual Survey of Philippine
Business and Industry (ASPBI) was conducted and
administered to 828 sample establishments in the
region. Its rider survey, the Survey on at the same
time carried out to 198 of the sample
establishments.
Third Quarter
The third quarter was highlighted by the News
Conference for the 2015 Gross Regional
Domestic Product (GRDP) which was held on July
28, 2016 in Iloilo City. The conference was
attended by representatives from different
Regional Line Agencies (RLAs), State Universities
and Colleges (SUCs), local Government Units (LGUs)
and members of the media.
Another major activity for the quarter is the
hosting of PSA Western Visayas in the 8th National
Workshop on Civil Registration (NWCR) in Iloilo
City on August 23-25, 2016. Delegates from Civil
Registry offices nationwide participated in the
3-day seminar workshop on Civil Registration and
Vital Statistics services. The activity served as a

highlights for the whole year of 2016.
continuing education for staff of Local Civil Registry offices to improve delivery of public
service in their respective localities.
Further, the PSA RSSO VI held the third anniversary on September 12, 2017 with
several team-building, outreach and family day activities to commemorate the creation of
the agency. A culminating activity participated in by the administrative, statistical and civil
registry divisions of the PSA Region VI concluded the anniversary celebration.
Fourth Quarter
The celebration of the 27th National
Statistics Month (NSM) commenced through an
Opening Program on October 10, 2017 at
Robinsons Mall in Iloilo City with PSA in partnership
with the Department of Health (DOH) and the
Philippine Health Insurance Corporation
(PhilHealth) as hosts. Several activities were held
throughout the month-long celebration. These
include a statistical exhibit contest participated in
by the government agencies, local government units, academic institutions, state
universities and colleges and private sector; a statistical quiz for high school students and
a statistical analysis contest for college students were also conducted. The activities were
in line the 27th NSM’s theme “Sustainable Development: Making Statistics Count” which
emphasized the importance of statistics in tracking the nation’s progress towards
achieving sustainable development .
The 2015 POPCEN Data Dissemination Forum was
held on October 13, 2016 at MO2 Westown Hotel in Iloilo
City. RD Fred Sollesta discussed the background of the
2015 POPCEN while PSA VI Statistical Operations and
Coordination Division (SOCD) Chief Marlene Y. Alviar
presented the highlights of results of the 2015 POPCEN
such as population density and population counts by
legislative districts and municipalities in Region 6.
Moreover, PSA RSSO VI held the 2017
Regional Planning Workshop (RPW) on
December 14-16, 2017 at Grand Xing
Imperial Hotel in Iloilo City. The performance
of the regional and provincial field offices were
reviewed and plans were formulated for
improvement in the undertaking of projects
and activities in 2017. Following the RPW, PSA
6 held a general assembly for all the PSA em-
ployees in the whole region. The general
assembly is a chance for the PSA personnel to get to know their colleagues from the field
offices and to show their talents. The group performance contest was won by the
Statistical Operations and Coordination Division (SOCD) group of PSA RSSO VI.

STATISTICAL OPERATIONS
The PSA is mandated to prepare and conduct periodic censuses on population,
housing, agriculture, fisheries, business, industry, and other sectors of the economy and
statistical sample surveys in all aspects of socioeconomic life including agriculture,
industry, trade, finance, prices and marketing information, income and expenditure,
education, health, culture, and social situations for the use of the government and the
public.
In 2016, the PSA RSSO VI conducted several statistical operations in accomplishing
its mandates.
The conduct of statistical operations have three (3) major groupings:
Labor Force Survey (LFS)
of each survey were successfully conducted:
The LFS aims to provide a quantitative framework
for the preparation of plans and formulation of
policies affecting the labor market such as
employment, unemployment and underemploy-
ment.

Consumer Expectation Survey (CES)
The PSA conducted the CES in collaboration with
Bangko Sentral ng Pilipinas (BSP). The CES is a
quarterly survey on the consumers‘ assessment
of their financial situation, the economic
condition of the country and the overall
performance of the government.
Crops Production Survey (CrPS)
The activity aims to generate basic production
statistics for crops other than cereals (palay and
corn) at the national and sub-national levels. It
covers more than 200 crops of which 19 are
considered major crops.
Backyard Livestock and Poultry Survey (BLPS)
The BLPS aims to generate primary data on
supply and disposition of animals from
backyard farms (small hold raisers) and to be
able to determine or measure the perfor-
mance of the livestock and poultry industry.

Palay and Corn Production Survey (PCPS)
The objective of the survey is to generate
estimates and forecasts on palay and corn area,
production and yield. It consists of two
(2) surveys: 1) Palay Production Survey (PPS),
and 2) Corn Production Survey (CPS), which are
conducted simultaneously.

Fisheries Production Survey (FsPS)
The FPS is divided into three (3) surveys: a) Commercial Fisheries Survey (CFS) b) Municipal Fisheries Survey (MFS) c) Aquaculture Fisheries Survey (AqFS)

This activity provides updates on palay and corn
estimates of the current quarter based on
standing crop and forecast for the next two (2)
quarters based on farmers’ planting intentions. It
also provides monthly updates on area and
production of palay and corn across the country.
This is done monthly during non-PCPS months,
namely: February, March, May, June, August,
September, and November.

Farm Prices Survey (FPS)
The FPS is a monthly survey which aims to
generate estimates of farmgate or producers’
prices. It contains information on prices received
by producers at the first point of sale.

STATISTICAL OPERATIONS
2016 Annual Poverty Indicators Survey (APIS)
The APIS is conducted during non-FIES year.
The survey gathers data on the socio-economic
profile of families and other information that are
related to their living condition. Specifically, it
generates indicators that are correlated with
poverty. The data on family income derived from
the survey are used as key inputs for the
generation of national level estimate of poverty
incidence for the first semester of the survey
year.
2015 Family Income and Expenditure Survey (FIES)
The FIES is undertaken every three (3) years. It
is the main source of data on family income and
expenditure which include among others, the
levels of consumption by item of expenditure as
well sources of income in cash and in kind. The
results of the FIES provide information on the
levels of living and disparities in income of
Filipino families, as well as their spending
patterns.
The 2015 FIES enumeration was conducted
twice, with the first visit done in July 2015 using
the first semester January-June 2015 as

2016 Household Survey on Domestic Visitors (HSDV)
The HSDV is a survey in collaboration with the
Department of Tourism (DOT) aims to gather data
on household information on domestic tourism
that are vital to the effective and efficient
development and implementation of tourism plans
and programs. The results provide core indicators
on domestic tourism for policy-making purposes,
such as 1) volume of domestic tourism; 2) charac-
teristics of domestic visitors or domestic travelers;
and 3) extent and economic contribution of
domestic tourism in the country.
STATISTICAL OPERATIONS
2015-2016 Survey on Food Demand (SFD)
The SFD for Agricultural Commodities is
conducted every three (3) years in quarterly
rounds to gather data on per capita consumption
of rice, corn, and other agricultural food
commodities, to determine seasonal variations in
the levels of consumption and the extent of rice
substitution. Two (2) survey rounds, August and
November, were completed in 2016.

2016 National Disability Prevalence Survey (NDPS) or
Model Functioning Survey (MFS)
The 2016 NDPS was conducted by PSA in
collaboration with the Department of Health
(DOH) and National Council on Disability Affairs
(NCDA). It aims to collect comprehensive,
comparable and relevant disability information of
individuals aged 15 years old and over to monitor
the United Nations Convention on Rights of
Persons with Disabilities (CRPD). The survey
provides detailed and nuanced information about
how people conduct their lives and the difficulties
they encounter regardless of any underlying
health condition or impairment.
Public Perception Survey (PPS)

The PPS aims to obtain the views of the general
public on the Bangko Sentral ng Pilipinas (BSP) in
terms of effectiveness, integrity, responsiveness,
and transparency, with the end in view of
improving the quality of BSP services and further
strengthening the relationship with the Filipino
public.

Quarterly Survey on Philippine Business and Industry (QSPBI)
of each survey were successfully conducted:
QSPBI aims to collect data as inputs in the
estimation of the Quarterly National Accounts. It
includes quarterly data on employment, compen-
sation, value of production, total revenue, and
total inventory of goods and capacity utilization by
industry groups.
Commercial Livestock and Poultry Survey (CLPS)
Commercial Livestock and Poultry Survey aims to
generate primary data on supply and disposition

Survey on Slaughterhouses and Poultry Dressing Plant
(SSHPDP)
The SSHPDP is a monthly survey that comple-
ments the BLPS and CLPS. It aims to generate
data on animals slaughtered and, birds dressed in
a slaughter/dressing facility or structure accredi-
ted by NMIS and locally registered meat establish-
ments (LRMEs).

2015 Annual Survey of Philippine Business and
Industry (ASPBI)
The 2015 ASPBI collects and generates
information on the levels, structure, performance
and trends of economic activities of the formal
sector of the economy for the year.
Specifically, it aims to (1) collect and generate
detailed information on employment, income,
expense, inventories, tangible fixed assets,
intangible assets of the establishments,
(2) generate indicators such as value added, labor
productivity, average compensation and others
necessary to evaluate the performance of
industries at the national and regional levels,
(3) generate micro, small and medium establish-
ments/enterprises (MSME) data using total
employment, and (4) gather information for the
improvement of the list of establishments and
enterprises.

STATISTICAL OPERATIONS 2015 Updating of the List of Establishments (ULE)
The 2015 ULE involves the updating of the list of
establishments based on the responses and
feedbacks from the establishment-based surveys
undertaken by the PSA. The updating was also
supplemented by field verification on the existence
of establishments and gathering of the characte-
ristics of establishments listed in different
secondary sources which are not yet found in the
PSA’s List of Establishments (LE).
2016 Occupational Wages Survey (OWS)
OWS is conducted every two (2) years to monitor
the wage rates of at most 11 occupations in each
of the pre-determined 50 agricultural and non-
agricultural industries out of the 69 industries
covered by the survey. The survey generates
statistics for wage and salary administration and
wage determination in collective bargaining
negotiations.
2015-2016 Integrated Survey on Labor and Employment
(ISLE)
The ISLE is a survey conducted every two (2) years which generates an integrated data set on employment of specific groups of workers, occu-pational shortages and surpluses, training of workers, productivity improvement and gain-sharing practices, occupational safety and health practices, occupational injuries and diseases and labor cost of employees. These data provide inputs to studies on industry trends and practices and serve as bases for the formulation of labor policies on employment, conditions of work and industrial relations.

2015 Census of Population

The 2015 Census of Population (POPCEN 2015), which is a complete enumeration
of households in the country, is designed primarily to take an inventory of the population
of the entire Philippines. It also collects information about some characteristics of the
population such as age, sex, marital status, and highest grade completed. It was the 14th
census of population to be undertaken in the country since the first census in 1903.
Moreover, it was the 3rd population census conducted in between two decennial
censuses. Previous to POPCEN 2015, mid-decade censuses were carried out in 1995 and
2007.
The POPCEN 2015 aimed to provide government executives, policy and decision
makers, and planners with population data, especially updated population counts of all
barangays in the country, on which to base their social and economic development plans,
policies, and programs.
This year, POPCEN 2015 activities in PSA RSSO VI mainly focused on machine
processing and validation of results. In May 2016, population count data were made
available to the public through the PSA website, psa.gov.ph.

STATISTICAL PLANNING AND COORDINATION
The PSA is also mandated to collaborate with departments of
the national government including GOCCs and their
subsidiaries in the collection, compilation, maintenance
and publication of statistical information, including
special statistical data derived from the activities of those
departments, corporations and their subsidiaries.

The 2011-2017 Philippine Statistics
Development Plan (PSDP), where
all statistical activities undertaken by the PSS in
response to the requirements of development
planning & policy formulation, was also
monitored at the region in coordination with the
PSS members.
In 2016, the RSC reconstituted the Technical Subcommittee on Survey &
Design (TSSD) to take the lead in the implementation of the Statistical Survey
Review and Clearance System (SSCRS).
In Region VI, the SSCRS was re-established. It functioned through the TSSD
spearheaded by the PSA with statistical experts from UPV and NEDA as members, to
review and facilitate in the granting of clearance of PSA Central Office to survey
questionnaires submitted to the subcommittee. The latest survey cleared entitled
“Updating of Comprehensive Population Data Bank in the Province of Iloilo” was reviewed
and evaluated to ensure conformity to standard definitions, soundness of statistical
design & appropriateness of questionnaire design.

INFORMATION DISSEMINATION
STATISTICAL FRAMEWORKS AND INDICATORS SYSTEM
One of the major outputs of PSA is the Gross Domestic Product or GDP. In the
region, the estimation of the 2015 Gross Regional Domestic Product
(GRDP) was successfully carried out. The GRDP is an aggregate of gross value
added (GVA) of all resident producer units in the region. The data provides information for
current economic situation in the region compiled annually from an industry point of view.
The results of all PSA’s socio-economic surveys were inputs to the estimation. Collection of
data from other sources started as early as March 2016. Computations and deliberations
ensued through workshops and finally, the results were disseminated through a news
conference with regional stakeholders and data users present.

The Millennium Development Goals (MDGs) are the world’s
time-bound and measurable goals and targets for combating poverty, hunger, diseases,
illiteracy, environmental degradation and discrimination against women. The Philippines’
MDGs consist of 8 goals, 18 targets and 48 indicators.
To provide the data for monitoring of the country’s progress towards the
attainment of the MDGs, the former National Statistical Coordination Board (NSCB) now
the PSA has compiled the indicators and the corresponding data series covering the period
1990 to 2015 (www.psa.gov.ph).
PSA RSSO VI maintained the MDG Watch for Western Visayas every year. As of
December 31, 2016, indicators were updated which include data on poverty, health,
education, gender-related statistics and regional accounts.

Collaboration with other government and private entities goes beyond the bounds

CIVIL REGISTRATION
The PSA is also mandated to administer civil registration
functions in the country as provided for in the Civil
Registry Law. In connection with this, the following activities have been carried out
in 2016.
Mass Weddings
Mass Civil Weddings were held by
local civil registrars of local government
units for the benefit of unmarried
couples during the Civil Registration
Month celebration in February. This
gave the couples the opportunity to be
legally married free of charge.
PSA RSSO VI personnel were invited as
guest speakers in several municipalities
and shared information on civil
registration such as legitimation, and
advices regarding the correctness and
completeness of civil registry
documents to avoid problems in the
future.

PARTNERSHIP AND LINKAGES Outreach Program and Information Dissemination
PSA RSSO VI staff served simple, yet nutritious food to the residents and staff of an
institution in Iloilo. They provided donations in the form of used clothes, books, sandals
for adult recipient from the donations of office staff and new sets of infant wear for the
babies. A brief discussion on the uses and importance of civil registry documents were also
presented.

INFORMATION DISSEMINATION PSA RSSO VI hosted the
8th National Workshop on Civil Registration (NWCR) at the Iloilo Convention Center in Iloilo City on August 23-25, 2016.
This workshop is designed for stakeholders on civil registration and vital statistics
(CRVS) which include the City or Municipal Civil Registrars and staff, towards an improved
delivery of public service. It shall serve as a continuing education for staff of Local Civil
Registry Offices; a fitting forum for
sharing best practices, experiences
and ideas on CRVS; and as
campaign for the CRVS Decade.
The event was participated
in by 1,244 local civil registrars,
municipal mayors, solemnizing
officers, and PSA employees
nationwide.

OTHER SIGNIFICANT EVENTS
PSA RSSO VI conducted the
Gender Sensitivity
Training (GST) with
Reproductive Health Perspective
on June 18, 2016 in Iloilo City. The
activity aimed to develop
awareness and advocacy on
gender and development among
participants.
PSA RSSO VI joined in the observance of the annual Women’s Month celebration held every month of March. The office displayed a streamer at the facade of
the PSA Regional Office in Iloilo City with the theme for 2016
“Kapakanan nu Juana, Isama sa Agenda!”
In line with the event, the office held a “Pampering Day” for employees.
Beautification activities such as hair trimming, manicure and pedicure, foot spa and body
massage were provided for all employees. Also, the movie “Provoked” which featured a
female actress in the lead role was viewed in a film showing during the activity.

PSA RSSO VI employees took a break and celebrated with
a Family Day on
October 1, 2016 at Anhawan Beach Resort and Spa, Oton, Iloilo. The employees and their families enjoyed the food, games, and the beach and pool
swimming.
PSA RSSO 6 conducted various activities in celebration of its
3rd year anniversary in September 2016 with the theme “Syn3rgy”.
Team building activities were facilitated to foster teamwork and build rapport among employees during the Opening Program on September 3, 2016.
A culminating activity was also conducted to conclude the month-long anniversary celebration wherein PSA RSSO VI were able
to show their talents through a cultural dance contest. Special recognition was also awarded to employees who obtained
postgraduate degrees and to those whose children graduated from college in 2016.

INFORMATION DISSEMINATION STATISTICAL PLANNING AND COORDINATION In preparation for the coming year
2017, PSA Western Visayas held the
yearly Regional Planning
Workshop (RPW) last December
14-15, 2016 at the Grand Xing Imperial
Hotel in Iloilo City.
The RPW is held annually to evaluate the Regional
and Provincial field offices’ performances for the current
year and to formulate plans and strategies for the next
year.
The Provincial Statistics Officers of the top
performing provinces gave inputs and shared strategies
that helped them attain their achievements.
Guest of honor for the RPW was Assistant
National Statistician (ANS) Candido J. Astrologo, Jr. who
discussed the PSA Field Awards Rating System. He also
shared his expertise with discussions about the
“Big Data” for Official Statistics and the United Nations
Fundamental Principles of Official Statistics (UNFPOS).
In the evening of the GA, “Gabi ng Parangal” was facilitated highlighting a contest for
best performance of provincial offices and divisions of PSA Region VI.
PSA-Statistical Operations Coordination Division (SOCD) was awarded as the winner for
their portrayal of the PSA’s core values.
