PRESIDENT AND EXECUTIVE DIRECTOR’S REPORT

Ontario Sailing has had a year of very positive growth and change. The clubs in Ontario continue to work actively in serving their membership while dealing with such things as low water levels and high property taxes, especially in the Greater Toronto Area. Ontario Sailing’s Board and staff continue to work alongside the clubs, schools and camps by creating more services, benefits and outreach for our collective membership. Ontario Sailing has seen an increase of 10 new member organizations in 2014 as we continually strive to work with and for our membership. We are proud to say that more organizations feel a strong partnership with Ontario Sailing because we have a true sense of partnership with them. In 2014, Ontario Sailing piloted the ‘Get into Sailing’ Campaign; a provincial wide campaign designed to increase the awareness of our sport and draw people to try sailing and various water programs at our clubs. Twenty-seven clubs participated in the Open House and Try It Day with 1000 individuals partici-pating in free on-the-water training. With the success of this program, Ontario Sailing partnered with ROWONTARIO to receive funding from the Ontario Sport and Recreation Communities Fund to fully implement the program and take it to the next level. Ontario Sailing has introduced the new ‘Get Out on the Water Campaign’; a program that will provide our clubs with the proper training and resources to run successful “Try It” and Open House events and see countless individuals get out on the water. At the grass roots end, sailing and boating in Ontario continues to see growth as we grow our sport through the start-up of new clubs, our Boom Mobile programs, workshops, camps, boat handling training and coach/instructor training in sail, power, boardsailing and kiteboarding. Ontario Sailing’s Instructor Development Program had another successful season in 2014, seeing 433 participants total taking a variety of dinghy instructor development courses and 20 participants in Basic Cruising and Power Instructor courses. In addition to the certified instructor courses, Ontario Sailing pi-loted four online modules designed to provide support and share coaching strategies and theory knowledge with our instructors. This pilot project saw a total of 232 registrants over 11 courses. In 2014, we ran our third annual “Fall Combine” two days before Fall CORK in Kingston. This event saw 77 athletes and 11 coaches working hard to identify those athletes that would be invited to our Tier One and Tier Two Ontario Sailing Teams. All athletes were put through a rigorous fitness test, on the water testing and talent ID evaluations. At the same time we were able to work on a strong Coach Mentoring program during the event. On the High Performance side, Ontario Sailing continues to build on a strong central training program for the athletes and coaches keeping in mind that we are training and supporting current and future mem-bers of the National Team. Back on the home front, Ontario Sailing has been going through quite a number of changes. Kathy Chamoun, Program Coordinator for almost 6 years, took a job with the Toronto Pan Am Games and Cam Lymburner joined the team in a newly established role as the Manager of Programs & Services. Also, after 17 years on the Hamilton waterfront, Ontario Sailing has moved to a new home due to Hamil-ton’s waterfront rejuvenation project. Still in Hamilton, our new location boasts a lot of office and ware-house space for storage of boats and vehicles as well as convenient access to highway conduits. We’re also very excited with our new ‘training room’ which will allow us to run seminars and courses on site. On behalf of Ontario Sailing and its members, we thank all the hard-working volunteers who tirelessly give of their time to enhance our programming. In addition, we thank the members of our Board for their continuous support, encouragement and guidance and the staff for their dedication to Ontario Sailing and its future success.

Judge Training Seminars in 2014 Royal Canadian Yacht Club hosted an extremely well attended seminar in January, We had to close off registrations from non-members of RCYC early as demand was high. Andrew Alberti co-presented to this enthusiastic group. A seminar was held in March at Burlington Sailing and Boating Club with 13 attendees. In the fall, Greg Dargavel and Peter Wood helped run a seminar at Nepean Sailing Club which, although not well attended, has resulted in almost as many applications for certification as attendees. The final seminar for 2014 was held at National Yacht Club with 15 in attendance. Club Judge Certifications in Ontario, 2014

RACE MANAGEMENT COMMITTEE REPORT

I would like to thank the 2013 Committee Members for their continued support throughout 2014; they include Past Chair Dave Sprague, Ross Cameron, Irene McNeill, Pat Lymburner, Marl Searle, Thomas Fogh, Graham Dougall, David Searle, John Weakley and current Vice-Chair Bill Visser. Although long serving member Don MacIntyre has stepped down from the Committee he has been available for direc-tion when the need occurred. To the list of members - Steve Reid, Dave Steenbergen and Tom Babcock were added and are finalizing their credentials for Course Conductor status through Sail Canada. Mem-bership in the committee is solicited from the ranks of the Ontario members with National Race Officer status and the Ontario Sailing Executive. The committee members formally confer at regular intervals via conference call and in 2014 met at King-ston’s “CORK” Regatta Series in August to reaffirm the Committees mandate and standards. The Executive of Ontario Sailing and the staff provided any and all support in fulfilling the mandate of the committee which is:

To improve the level of racing and support race Regatta organizers in Ontario by ensuring a pool of competent Race Officers (ROs) certified at the Assistant Race Officer (ARO) and Club Race Officer (CRO) levels,

To provide a range of training, mentoring and experience for ROs, To develop and implement a strategy to encourage ROs to enter the certification stream, maintain

and upgrade their certification, and progress up to the National Race Officer level. 2014 Activities:

The majority of Committee members participated in Sail Canada’s 2014 Mark Laying Course. Alt-hough Ontario Sailing has in the past offered a Mark Laying Course developed and presented primarily by John Weakley, the Sail Canada course provides the opportunity for consistent con-tent and availability in all regions. The essence of the course reflects the substance of John’s compilation. Further refinements and additions and levels are expected.

The following courses were presented in 2014: Five (5) Level one (ARO) and four (4) Level 2 (CRO) seminars were facilitated. Those seminars assisted in 60 new ARO certifications and 5 recertifications; the level 2 courses assisted in 5 new CROs and 2 recertifications. Currently On-tario Sailing has 317 AROs and 44 CROs certified. This reflects a modest decline from the pre-vious year.

Observations:

There were requests for Race Officers during the peak summer months that taxed the current num-ber of certified officials.

There will be a further strain on Human Resources expected in 2015 as the venue for the Pan Am games is Toronto with little or no decline with the regular schedule of events in Ontario.

Although most Regatta and Series in the jurisdiction were facilitated, the expectations for model standards is unyielding and any inconsistency in delivery should be eliminated.

FUNDRAISING and BUSINESS DEVELOPMENT REPORT

Fundraising events are an important part of Ontario Sailing. Ontario Sailing’s fundraising goal is to raise funds through corporate sponsorships, individual donations and targeted fundraising events. Ontario Sailing is honoured by the continued support of our members, sponsors, partners, contributors and the sailing community in Ontario.

Some of our corporate sponsorship support is received in the form of monetary support, some in the form of gifts-in-kind, and some in the form of services provided. We would like to extend a huge thank you to all of our sponsors and partners for 2014! Without you, many of our programs would just not be possible. We had a wonderful time seeing many of our sponsors and partners at the Annual Sponsor Luncheon in November and we look forward to working with you in 2015 to maximize the return you re-ceive from your investment in Ontario Sailing. Our sponsors and partners are listed on the Ontario Sail-ing website. We encourage our members to support the sponsors and partners that support us!

We are extremely pleased that the Ontario Sailing Able Sail, Access BOOM Program was again select-ed as one of the programs that benefited from the Toronto International Boat Show’s Special Preview Night Supporting Children’s Charities on January 10th, 2014. Ontario Sailing’s share was $10,670.30. The program has again been selected as one of the recipients for 2015. We are very grateful for the Toronto Boat Show’s continued support!

The Ontario Sailing Gala, this year themed “The Red Carpet Gala”, was held at The Oakville Club in Oakville on Saturday, April 12th, 2014. It was the 12th Annual Celebration of Sailing fundraising even-ing for Ontario Sailing and a great night was had by all! Many of the guests took advantage of the Photo Opportunity and produced some wonderful themed pictures to take home with them. Thank you to all who were able to attend the Gala this year and to those individuals and companies that donated to the cause. With everyone's help we were able to raise close to $10,000.00 that will go towards the develop-ment of sailing in Ontario!

The 13th Annual Celebration of Sailing Gala, this year entitled ‘Under the Big Top’ will take place on April

11th, 2015 and will be at The Oakville Club. Tickets are on sale now! Tickets are limited so be sure to

get yours today!

As always, the Individual Donor Campaign was strongly supported by our community. Thank you to all our continued supporters and those who have decided to support Ontario Sailing financially for the first time!

TREASURER’S REPORT

Once again, it is my pleasure to report that Ontario Sailing received an unqualified audit report on the financial statements prepared by management and approved by the Board. The audited financial state-ments as at March 31, 2014 are available on the Ontario Sailing website.

Overall Ontario Sailing has a very strong financial position. The organization modestly increased its cash for operations and unrestricted net asset reserves. Operating cash (i.e. cash and investments less deferred revenue) and unrestricted net assets increased by $41,000 each. The unrestricted net assets available to the organization at March 31, 2014 was $367,650 which meets the minimum re-serves required, as defined by the board, to manage the risks associated with our revenue streams and cash flow requirements. Having sufficient cash reserves prevents interruptions to services caused by indeterminate cash inflows.

Total revenues increased by $69,000 in fiscal 2014 to $1,178,158. The additional revenue came from increased Sports Priority Funding for the Pan Am Games ($59,660) and programs offering various sail-ing certificates and membership fees. Ontario Sailing also partnered with the Kingston Yacht Club (KYC) to enhance the High Performance Youth Development Program. Under this partnership, Ontario Sailing hired an additional sailing coach and recovered part of the additional cost from KYC. These types of partnerships help build programs and bridge gaps in developing sailing athletes. There was an increase in membership fees during 2014 as a result of implementing the CANSail certification process however fees charged to sailing clubs and affiliate organizations were unchanged compared to the prior period.

Total expenses increased $103,000 in fiscal 2014 to $1,134,417. The increase in expenses follows the increase in program services, albeit the increase exceeded additional revenue. As mentioned above, Ontario Sailing incurred additional cost fulfilling its obligation to offer programs geared to Pan Am Games participants. The expansion of the High Performance Youth Development Program at KYC also resulted in additional expenditures. Apart from these additional programs, the Board has encouraged Ontario Sailing to develop and take a leadership role in programs that will benefit all members. “Get Out On The Water”, a joint initiative between Ontario Sailing and ROWONTARIO and partly funded by the Ontario Sport and Recreation Communities Fund, is a great example of Ontario Sailing creating value for our members. It will help introduce everyone to sailing at their closest club or organization. We look forward to renewed ‘grass roots’ interests in sailing as a direct result of this initiative.

As a provincial sports association, Ontario Sailing is headed in the right direction. Ontario Sailing has

become very effective in its operations, administering grants and delivering valuable programs for mem-

ber benefits. The Board encourages members to investigate Ontario Sailing benefits and programs;

explore our website. Our Executive Director, Glenn Lethbridge, is always available to discuss how On-

tario Sailing can help your club. To our many members, you are amongst the best sports clubs in the

country and we really appreciate your support. It helps Ontario Sailing champion sail for life in competi-

tive and recreational boating and we welcome any ideas or opportunities that can improve our member

services.

ATHLETE DEVELOPMENT COMMITTEE REPORT

The Ontario Sailing Combine was an excellent and well attended event. The excellent group of coaches at the event were able to successfully assess and evaluate the skills of the athletes in order to complete our team selection process. With an increased number of 420s and Boards in attendance, there is a plan in place to provide support to these classes in 2015. Single Handed update:

Team Structures – During the 2014 season, the structure of the Ontario Sailing Laser and Laser Radial Teams has changed. Both the Laser and Radial teams are following the same format:

Ontario Sailing Elite Teams – Year round international support over approximately 185 days. These levels are High Performance programs.

Ontario Sailing Teams – Approximately 21 days of domestic support at targeted training camps and events. This team is intended to participate in a full-time club program.

Identified Athletes – A group of athletes from all classes that show potential identified at the combine. Support at a Spring ID Camp in 2015 along with athlete mentorship from the other teams.

Centralized Training Environments – The Legion Facility based out of TSCC continues to be a success and was well used during the 2014 season. The increased use of the training center at KYC has allowed for training in more intensive wind and wave conditions that occur in Kingston. In Florida both programs are training primarily out of Clearwater and working alongside our National Team.

Double Handed update:

Centralized Training – Our 29er and FX team members have continued their training out of Kingston Yacht Club during the summer. As of December the teams have moved to Florida where they will be training and competing over the winter months. This focused training as a team unit continues to show a solid improvement in the quality of our young skiff sailors’ development

Transition to FX - After years of developing a talent pool in the 29er class, many of the athletes are now starting to make the transition into Olympic class boats. With the introduction of the FX, the transition from 29er to 49er is not as large a gap for our developing male sailors. As a result we now have another development stream with boys sailing the FX allowing for better skill development in a more manageable boat.

Increasing 420 Support – Over the past year the need for an increase in the level of support offered to Ontario 420 sailors was identified. Ontario Sailing will be offering this increased support in 2015 to sail-ors identified at the 2014 Combine. An initiative to improve the quality of 420 coaching at the club level will also be taking place in 2015.

Pan Am Training Update:

Phase 2 of the Pan Am Training Program - This continued with more focus on training, coaching and racing. The summer training sessions focused on boat handling, starts, speed testing along with some training regattas. The emphasis was to prepare the team to compete in a class targeted regatta at the end of the year. Seminars on rules and tactics along with fitness programs have also been run in the continued efforts to improve the mental and physical abilities of our Pan Am athletes. Training will con-tinue through the winter in preparation for the selection trials. Selection of the Canadian Team will be at various events from January to May 2015.

BOOM PROGRAM REPORT

The BOOM Program had another successful year in 2014, seeing new sites and reconnecting with old ones. Along with running programming at 15 sites, Ontario Sailing also sent equipment to three sites on Lake Simcoe to run additional programming for four weeks. Our Access BOOM Mobile spend five weeks at three different sites running training for people with disabilities.

Overview of the BOOM Program

Equipment The BOOM Mobile operated with 16 RS Quba Dinghies. An additional 8 Laser Picos were used for the Lake Simcoe BOOM Program. We used two Access 2.3w and two Access 303w dinghies on the Access BOOM Mobile Unit. Each mobile unit includes a dedicated trailer and motorized coach boats for each instructor to use. The Access BOOM and Lake Simcoe mobile units are moved from site-to-site by vol-unteers, while the traditional BOOM mobile units use the Ontario Sailing van and a rental van to travel.

Host Sites Ontario Sailing would like to thank all of the BOOM Host Sites for their continued support and commit-ment to the BOOM/Access BOOM Programs in 2014.

Ontario Sailing saw another strong season with efforts to increase the number and levels of participants or accessible sailing in the province. Ontario Sailing is proud to announce its partnership with McKeil Marine. McKeil Marine operates in the maritime sector in Canada, and takes great pride in delivering the highest standards in quality, safety and health. With their funding and support, we will work together to make our waterways safer and accessible for all sailors. Here is a summary of the programs and events that con-tributed the success of the 2014 season:

Access BOOM- A mobile sailing program for people with disabilities The 2014 season was very exciting for the Access BOOM program. Thank you to the Canadian Paralym-pic Committee’s Para Equipment Fund, Boating Business, and the Toronto International Boat Show in their support for equipping the Access BOOM Mobile Unit with two brand new Access 303w dinghies. Along with two Access 2.3w dinghies, the Access Mobile visited three sites during the summer of 2014 for a total of five weeks. During that time, the 40 individuals participated in the sport of sailing with a long-time Access BOOM instructor, Jordan Thompson, CANSail 1&2 Certified Instructor.

In 2015, Ontario Sailing looks forward to recruiting and working with more communities for the Access BOOM Mobile Unit to visit and assist with program setup.

Program Development- resources to help develop more accessible sailing across Ontario In 2014, the Access BOOM Legacy Program has helped expand programs at four new sites this year, providing equipment and resources to YMCA Camps Kitchikewana & Geneva Park, the Royal Hamilton Yacht Club, and Erieau Yacht Club. Ontario Sailing, with support of the sponsorship with McKeil Marine, will continue to work with these locations to help develop and grow their Accessible Sailing programs.

In 2015, Ontario Sailing will be hosting the Sail Canada “Training Athletes with a Disability” training mod-ule. This module provides CANSail Instructors with the training, resources, and practice required to oper-ate and adapt specific accessible equipment, better understand the nature of disabilities and their poten-tial sailing-specific impact, and learn teaching techniques to accommodate a variety of sailor’s needs.

Ontario Sailing will be supporting clubs on implementing the new CANSail Para Levels into their pro-grams. This level is designed specifically for sailors with disabilities to achieve CANSail Levels that are adapted to the abilities and needs of each sailor.

Paralympic Training Centres- funded training facilities and services for athlete and coach development Ontario Sailing continues to work with the participating clubs in the Training Centres Program. Both the Disabled Sailing Association of Ontario (with locations in Toronto and Burlington), and the Nepean Sailing Club are accessible training facilities that include training programs specific for athlete development. The Nepean Sailing Club is the Provincial Training Centre for sailors of Paralympic class boats. Both organiza-tions work closely with Ontario Sailing to support both the development of athletes and coaches from the grassroots to high performance levels.

Ontario Sailing Coaches Rob Frost and Peter Wood continue to work with athletes to increase the amount of coaching available for athletes in the 2.4mR class, and the Martin-16 class as a transition boat to the 2.4mR. Regattas and Results 2.4mR Worlds Ontario Sailing is proud of Ontarians Bruce Millar (Regatta Chair), Anne Sanderson (Accommodation Chair), and Irene McNeil (PRO) for their hard work organizing the 2.4mR World Championship, which ran September 26

rd, 2014 out of the National Yacht Club. The event drew sailors from around

the world. Congratulations to our top Canadian competitors, Allan Leibel, Paul Tingley, Darrell Suderman, Jerry Wendt, & Catherine Belanger. A special thank you to the host club National Yacht Club, a fully ac-cessible club for sailors with disabilities. Mobility Cup in Alberta The Mobility Cup was held on Kananaskis Lake, Calgary at the fully accessible William Watson Lodge from September 6-13, 2014 Ontario Sailing would like to congratulate Sarah Shima, an Ontarian athlete for her respectable 5

IFDS Disabled Sailing World Blind Match Racing Championship David Brown, Grant Robinson, and Brian Arthur were the crew of the Canadian boat that competed in the IFDS Disabled Sailing World Blind Match Racing Championship, held at the U.S. Sailing Centre She-boygan, Wisconsin from September 10-14, 2014. They finished third in the Category 1 Results in Sail Sheboygan’s matched Sonar fleet with sounding systems that indicate which tack the boat is on, as well as using Homerus Autonomous Sailing System marks that give a “unique sound for competitors to track”.

Ontario Sailing is looking forward to another exciting year of accessible sailing in 2014.

2014 was our first year running optional online theory modules for our coaches. This pilot program was intended to assess whether this was an effective method to deliver theory content and whether it would work in-line with the NCCP Maintenance of Certification program. In 2014 we had 232 people enroll in these programs and due to their success we will be offering several options in 2015 that will count to-wards coaches’ Professional Development points for NCCP.

During the 2014 season, we trained 490 instructors at 38 different clinics. Below is an overview of the training clinics and number of participants in attendance.

Ontario Sailing would not be able to train the number of instructors and coaches that we do each year without the support of our member clubs that provide the facilities and boats for these courses. Thank you to all of the clubs that hosted our clinics this year:

The instructor clinic schedule and registration will be available on our website, www.ontariosailing.ca in January. All candidates will be able to register for courses online.

Instructors, please make sure your pre-requisites are up to date prior to your clinic to ensure proper cer-tification before the start of the sailing season. All instructors must pay their annual Sail Canada dues, and complete all necessary pre-requisites before they are fully certified to instruct or coach. Annual dues are valid from January 1st- December 31st and are due prior to the start of your coaching season each year.

APPEALS COMMITTEE REPORT

The task of the appeals committee is to decide appeals submitted by competitors who have been a party to a protest hearing and are dissatisfied with the decision of the protest committee. Appeals may only be submitted by parties to the protest hearing and usually claim there was an incorrect interpretation of a rule or conclusion, or a procedural error by the protest committee. Some appeals attempt to appeal the facts found which, according to The Racing Rules of Sailing, may not be appealed. The appeals commit-tee also answers requests for confirmation or correction of a protest committee’s decision when it is un-certain it came to the correct decision.

The appeals committee decided seven appeals in 2014, up from three last year. One of these decisions was further appealed to Sail Canada. Sail Canada upheld our decision.

It feels as though the end of an era has come. Alex McAuley, who has served on this committee as a member and as Chair, is stepping down after more years of service than any of us can recall. We thank Alex for his counsel and his time, as well as his expertise.

I would also like to give special thanks to Kathy Dyer who guided me through the rough waters in my first year as chair of the committee.

Ontario Learn To Cruise Instructors Basic Instructor clinics were held in Ottawa (1), Toronto (2), Bronte (1) and Lake Simcoe (Cooks Bay) in the spring. Instructors are certified to teach specific student certification levels. The certification courses for the Cruising and Power instructors in Ontario focus on the Basic (initial and introductory courses) training levels where most of student training occurs. Training for other levels is on a demand/as needed basis.

Ontario Learn To Cruise Student Registrations

In the eleventh year of the Student Registration Program, the overall certification numbers show a significant decline over prior years. Basic and Intermediate Cruise levels continue to represent the 90% of the Cruising certifications awarded that have an on water component. Basic and Intermediate level certifications continued to decline from prior years. These types of declines are being experienced by other provinces – they are not unique to Ontario. The breakdown reflecting successful course completion by students is shown below. These num-bers exclude students that did not successfully complete a standard.

Note: 2013 values have been restated (increases shown) to reflect certifications for 2013 that had not been recorded when the 2013 report was prepared. Intro level seals were not previously reported. Start keelboat sailing is a new standard piloted in 2014.

Thanks to Kathy Chamoun, Melanie O`Brien, Cam Lymburner, Glenn Lethbridge and all the Ontario Sailing staff for their continued support of the cruising and powerboat training programs. We are fortu-nate to work with such a dedicated and friendly group. On the national level, the Cruising Panel continued to provide Sail Canada technical support to assist in the maintenance and development of the Learn to Cruise and Learn to Power Standards. These stand-ards are migrating to a modular format that should provide more flexibility in delivery of training products and support better skill development and more accurate student evaluation. Updated training support materials were published in 2014. Transport Canada published the long awaited Standard for Recrea-tional Boating Schools that will allow keelboat schools to operate without requiring that Instructors gain Masters Certifications. Schools will be expected to comply with these standards for the 2015 season. A new format logbook, reduced in volume and depending on the Sail Canada website for detail definitions of the standards is expected for 2015. Fair Winds and Great Sailing in 2015.

There were 35 schools registered with the province in 2014 and 128 Cruising Instructors located in On-tario registered with Sail Canada. There were 82 instructors active in the province who certified students in the programs shown in the above table (84 last year).Instructor activity broken down by certification based on the 2014 registrations are shown below. At least one of the registered schools focused on de-livery of programs designed ot just get students out on the water.
