It is with sincere appreciation that we thank our partners, investors, board of directors and stakeholders for your continued commitment and support of Penn’s Northeast. As Chairman and President of this organization, we are privileged to represent this regional partnership that exemplifies the best of our collective assets.
With leads increasing and overall economic activity slowly picking up, it appears that the economic recovery is underway. Signs indicate that business is on the upswing and companies are looking for new locations in which to operate. Some fluctuation will continue in the commercial/industrial building markets and job creation may be slower than we’d like, but we are confident the resiliency, creativity and tenacity of our region’s residents and institutions will prevail.
However, there are still challenges ahead and we must make the most of all opportunities to best position our region to benefit from the economic recovery in the upcoming fiscal year and beyond. Several years ago, Penn’s Northest partners and stakeholders developed a strategic action plan. It has provided the blueprint for our annual program of work and the various activities and initiatives the organization has pursued. Throughout this document the key goal(s) addressed are referenced.
We processed over 60 leads, toured numerous prospects, hosted the PA foreign direct investment delegation and worked in collaboration with local, regional and statewide stakeholders to brand our four county region as a desirable, business friendly location to grow and/or expand businesses.
We continue to proactively market our competitive advantages including location, highly skilled and talented workforce, infrastructure, etc. By working in collaboration with our highly talented economic development partners as an agile and virtual team, we are able to respond to clients with the available sites and/or buildings, demographic information and other specifics quickly and in a customer friendly manner.
As we look to 2010/2011 and beyond, we are confident that by working together we will continue to provide excellent service and product development. Our regional brand, collective reputation as a prime location, infrastructure and quality of place will help lead us through this long economic downturn. Our members are building the infrastructure that is required and it is important that we stay true to our mission.

When you think Northeast… think Penn’s Northeast
One of our primary objectives is to make it easier for a businessperson, site selector or broker to accomplish their goals and assist them in the process. Working in close collaboration with our partners, Penn’s Northeast has created a customer friendly and efficient prospecting system that maximizes sales leads. By serving as a single point of contact we are able to promptly provide regional information to potential prospects. We help them define their needs, identify potential sites, provide them with demographic and salary information, arrange tours of various sites throughout the region and put them in touch with other economic development groups and chambers of commerce in the specific areas.
The majority of the leads continue to
come from the manufacturing sector followed by the food sector. Call center prospect inquiries increased over 2008-09. The source of the leads continues to be varied with the Governor’s Action Team (GAT) representing the largest percentage of the leads processed. The percentage of direct calls from businesses to Penn’s Northeast and from brokers has increased significantly.
GAT and the Pennsylvania Office of International Business Development (PA OIBD) play a prominent role in the attraction of leads to the Commonwealth. Their stature and ability to successfully compete in an aggressive global arena is critical to our region and the Commonwealth. We greatly appreciate and value GAT and PA OIBD.

Pennsylvania welcomes foreign direct investment and recognizes its positive impact on economic growth and job creation. The Commonwealth actively pursues foreign direct investment through the PA Office of International Business Development (OIBD) and its thirteen PA Foreign Direct Investment representatives working in over 24 countries. Pennsylvania has 1,400 foreign companies investing in the Commonwealth making it America’s fastest growing state in international business development.
By working with the PA Office of International Business Development under the direction of Wilfred Muskens, we are able to maintain a close partnership with its staff and keep the international FDI representatives informed about our region’s workforce,
industry clusters, available real estate, etc.
Penn’s Northeast hosted a delegation of the FDI staff at the newly built Center for Innovation and Entrepreneurship at the East Stroudsburg University Research and Business Park. PA representatives participating included Angela Foley (Australia, New Zealand), Jason Rose (Canada), Frédérick Bernard (Canada), Geert Hovens (The Netherlands, Denmark, Norway, Sweden, Finland), Stefan Peikert (Germany, Austria, Switzerland), Mikel Burzako (Spain, Portugal), Ken Yang (South Korea) and Satoshi Takamaya (Japan). The program included updates on the various new KOZ designations, industry trends and a tour of the new Class A office building located within the 11-acre University Research Park.

Bringing new companies to the Penn’s Northeast region means having the available sites and buildings to accommodate a new facility. The region is fortunate to have an ample supply of inventory to market to outside prospects. Keeping these prospects informed on their availability is a key service that Penn’s Northeast prospects expect. In 2009/2010, Penn’s Northeast either created or updated the following marketing materials:
n The online real estate database continues to be populated with available land and buildings as they come on the market. In this fiscal year alone, over one hundred and twenty listings have been added. The database is searchable by building and land size, type, rail availability and KOZ/KOEZ designation. The database can be accessed by going to www.pennsnortheast.com and clicking on Real Estate.
n Penn’s Northeast populates the Commonwealth of PA’s SiteSearch website with the same data on the Penn’s Northeast website. It can be accessed at www.pasitesearch.com. This site is where members of the Governor’s Action Team first search when looking for property in response to a prospect. Properties meeting a prospect’s requirements can then be immediately forwarded to the requestor.
n A 36-page full color brochure featuring more than 250 available industrial and office buildings. Each listing includes a full color image, a brief description and contact information.
n The Penn’s Northeast signature business park map portfolio was updated and distributed in a gift package to a select list of brokers, consultants and members of the Governor’s Action Team. A CD rom was included and .pdf versions of all maps are available at www.pennsnortheast.com. The bound portfolio booklet contains maps of 29 business parks highlighting available land and buildings, existing businesses, infrastructure and tax incentives available.

2009/2010 marks the fourth anniversary of the Penn’s Northeast workforce branding campaign. The people of the region have always been known to have a superior work ethic and the workforce branding campaign is a creative way to get that message out to prospects. This award-winning direct mail campaign features business leaders from throughout the region touting the exceptional qualities of the region’s workforce.
To date, forty-six companies have been featured from various industries, representing the diversity of businesses in northeast Pennsylvania. The pieces feature an eye-grabbing cover image that exemplifies a positive attribute
of the region’s workforce. Cover images this year epitomized traits like flexible, talented and inspired. Inside is a photo of a business representative, their testimonial about the quality of their employees and a description of the company. Pieces also include marketing information pertinent to attracting the type of business featured in the piece.
These pieces are mailed out regularly to our list of prospects as a constant reminder that northeast Pennsylvania is a prime location for business, with a quality workforce that is second to none. Special thanks to PPL Electric Utilities for helping to underwrite this initiative.

Another way that Penn’s Northeast promotes our region is by attending various trade shows and conferences. They provide an opportunity to meet new people and reconnect with contacts on behalf of the region while keeping current on industry trends.
Penn’s Northeast sponsored and staffed a booth at Society of Industrial and Office Realtors (SIOR) conference in Hershey along with economic development partners from the region. SIOR is the leading professional commercial and industrial real estate association. Attendees represent today’s most knowledgeable, experienced, and successful commercial real estate brokerage specialists. SIOR members are very active in the market and often contact Penn’s Northeast on behalf of companies seeking sites or buildings.
Penn’s Northeast was represented at the CoreNet Global Summits in Las Vegas and New Orleans. 1,500 corporate site selectors, site consultants, commercial brokers and competing economic development groups attended the Las Vegas summit and over 1,200 attended the summit in New Orleans. In collaboration with other PA partners, Penn’s Northeast supported the continuance of the Commonwealth’s popular “Arrive in Style” program.
As a member of the Industrial and Office Real Estate Brokers Association (IOREBA), a membership organization consisting primarily of commercial real estate brokers and developers from New York, New Jersey, Connecticut and Pennsylvania, Penn’s Northeast was able to participate in the following events. and sponsored and staffed a booth at the 1st Service Industry Showcase with one of our economic development partners. Both events were held in New Jersey and attended by key contacts.
Penn’s Northeast attended the North American Material Handling Logistics Tradeshow in Cleveland. The show is the premier material handling event with over 400 exhibits. As a member of the World Economic Development Association, Penn’s Northeast also
had exposure at their booth and at a special event.*
For the first time, Penn’s Northeast and partners attended and sponsored the CoreNet Global Eastern Regional Symposium (ERS) in Philadelphia. The ERS provided excellent networking opportunities and valuable insight into how corporate business objectives can be interpreted and converted into real estate strategies.*

Business Retention and Expansion Program (BREP)
Statistically, most new jobs are created by existing firms, rather than by attracting new firms to a community. Keeping an existing business is often easier than recruiting new firms. For that reason, the PA Department of Community and Economic Development established BREP in 1991. The program helps economic development professionals and community businesses work together to identify barriers local businesses face as they try to grow and expand. BREP demonstrates to existing businesses that they are valued by both the Commonwealth and by the local development community, giving them a means for their voice to be heard on the state level and access to various state resources.
Penn’s Northeast coordinates the BREP program for the Northeast region. In 2009/2010, state funding for the BREP program was significantly cut statewide and the number of visits available per region was therefore reduced. Penn’s Northeast and its partners coordinated 253 face-to-face calls on businesses in a seven-county region. Data on these visits is entered into an online system and aggregate data can be pulled from the surveys. The system also enables users to make referrals to service providers regarding issues a company might be having and provides a tracking mechanism for information about companies statewide.

One of the many benefits of regional marketing is the ability to utilize the organization’s financial resources to provide economies of scale to our individual economic development partners. This is particularly advantageous when larger, multi year expenditures such as advertising at the Wilkes-Barre/Scranton International Airport present themselves.
Penn’s Northeast has contracted to display signage at the Wilkes-Barre/Scranton International Airport. The advertisements promote the region as a prime location for business and highlight the region’s high-quality workforce. The lit signs are positioned prominently at the main
entrance and exit, clearly visible to the estimated 1 million plus annual visitors.
On a limited but increasing basis, Penn’s Northeast is utilizing online advertising and /or bundled packages with national media outlets such as Area Development, Expansion Solutions and Site Selection. In addition we have advertised with email campaigns, banner ads, buttons, etc. with Site Selection Partnership, the World Economic Development Alliance, Economic Development Directory and Inbound Logistics. These websites are targeted at site selection consultants, corporate real estate brokers and companies seeking information on desirable locations for expansion or relocation.

In August Penn’s Northeast sponsored the Northeast Pennsylvania Classic, held at Elmhurst Country Club, Moscow. This is an official PGA Tour event. Prospects were given passes to the event, invited to golf with the pros and received tickets to a mixer and a Scranton/Wilkes-Barre Yankees baseball game held before the tournament.

Hosted annually at a location in the Pocono Mountains, this golf, fishing and clay shooting event was held at Skytop Lodge in Monroe County. Real estate brokers, site selection consultants and members of the Governor’s Action Team were invited. The day was topped off by a networking reception, dinner and awards. More than 80 people
attended, many of them real estate brokers and developers from New York, New Jersey and Philadelphia. Special thanks to PPL Electric Utilities for helping to underwrite this event.
the 26th Annual WinterfestEach year Penn’s Northeast co-
sponsors Winterfest with our partners: CAN DO, The Greater Wilkes-Barre Chamber of Business and Industry and The Scranton Plan. Guests are invited to a day of skiing, tubing or snowboarding at Snö Mountain Ski Lodge followed by a networking reception and a Hockey game at the Mohegan Sun Arena at Casey Plaza. After a day on the Mountain, guests enjoyed a mock casino during the networking reception. Gift baskets featuring products from the region were given as prizes. Winterfest is a great opportunity for prospects to come out and enjoy two of the major recreational venues the region has to offer.

its new northeast distribution center inHumboldt Industrial Park East, Hazle Township.The 240,000-square-foot building will be the distribution point forTootsie Roll’s 36 brands to locations throughout the northeasternUnited States and the Atlantic seaboard.
Company officials noted the strong role that the regionalworkforce, the impressive location and the availability of taxincentives played in their decision. John Majors, Tootsie Roll’s vicepresident of distribution, said “Once we locate somewhere, we’rethere for the long term. The combination of location, workforceand the Keystone Opportunity Zone incentives we found in theHazleton area made us confident that this is the perfect locationfor Tootsie Roll.”

CAN DO President Kevin O’Donnell emphasized theimportance of CAN DO’s partnership with commercial real estate developers who erect buildings in the industrial parks on speculation of finding a buyer or tenant.
“It is usually a great advantage to have buildings ready to moveinto for companies that are eager to locate in the Northeast. And in today’s economy, incentives like the Keystone OpportunityZone are equally important as surrounding states compete for the same projects,” O’Donnell said.
Tootsie Roll Industries, Inc. is based in Chicago and hasoperations throughout North America. Its products are distributedin more than 75 countries. Some of its most famous brandsinclude Tootsie Roll, Charms Blow Pop, Mason Dots, Andes, Sugar Daddy, Charleston Chew, Dubble Bubble and Junior Mints.
The company anticipates creating approximately 35 jobs at the new facility.

Tootsie Roll Industries, LLC, has opened a distribution center in this240,000-square-foot building in Humboldt Industrial Park East.
NEPA Venture Partnership Invests in the Future of the Region
The Scranton Lackawanna Industrial Building Company(SLIBCO), Greater Wilkes-Barre Chamber of Business & Industryand CAN DO, Inc. of Hazleton, recently announced the formationof the NEPA Venture Partnership, a collaboration focused onentrepreneurship in northeasternPennsylvania. The effort provides accessto peer support, business services and a venture capital fund of up to $10million. Through the fund, areaentrepreneurs have access to venture capital funding, technicalassistance, pre-venture capital “scrub” sessions, industry mentorand other resources.
The NEPA Venture Partnership invests in the MAG II (Mid-Atlantic Angel Group) Fund, a fund of up to $10 million that
is being invested in technology-based and life-sciences businesses in the region. Other investors include the Ben Franklin TechnologyDevelopment Authority, the Commonwealth of Pennsylvania andindividual investors.
The fund is professionally managedby Christopher Starr, Founder &Executive Director of the Mid-AtlanticAngel Group Funds in Philadelphia.
Additional NEPA Venture Partnershipplans include a state-wide venture capital fair on November 5,2009 at the Hilton Scranton and Conference Center. Futureventure capital development and networking events are also beingplanned on a regional level.

Construction isprogressing rapidly onThe Home Depotdistribution center inCenterPoint Commerce &Trade Park West, LuzerneCounty. The new “RapidDeployment Center(RDC)” will be 465,600square feet and isscheduled to open in2010, serving retaillocations throughout theNortheast. The building isbeing constructed and leased by Mericle Commercial Real EstateServices.
The Home Depot is expected to employ approximately 350workers at the new center, which will include approximately18,622 square feet of office space and 170 dock doors. The 50.85acre site will allow for parking of 240 cars and 431 trailers.

In 2009, various buildings and sites throughout the Penn’s Northeast region were designated or had theirKeystone Opportunity Zone (KOZ) status extended. The chart below outlines these properties.
Properties in a Keystone Opportunity Zone provide significant state and local tax abatements for a specifiednumber of years. They have been so successful that Business Facilities magazine called them “the number one economic developmentstrategy in the nation.” Since the PA Department of Community and Economic Development initiated the KOZ program in 1999, it hasled to the creation of new jobs and produced capital investment in real estate throughout Pennsylvania.

Even during a down economy, you would be amazed to see how many great things are still happening in the Penn’s Northeast region. In 2009/2010, two issues of the Penn’s Northeast
newsletter, Synergy, publicized these stories. This four-color, large format publication was mailed to a list of over 4,000 and also emailed to a list of nearly 1,600.
When you think Northeast, think Penn’s Northeast10
Penn’s Northeast served on the executive committee as a regional partner in the Wall Street West/WIRED initiative with funding from a U.S. Department of Labor Workforce Innovation in Regional Economic Development grant. The initiative’s goal was to address the challenges associated with building a globally competitive and prepared workforce.
2009-10 marked the end of the WIRED grant period. Since 2006, more than $12 million was invested in strategic education and career training programs to benefit current and future residents throughout the
region. Stakeholders from Berks, Carbon, Lackawanna, Lehigh, Luzerne, Monroe, Northampton, Pike, Schuylkill and Wayne counties worked together to create unique, sustainable
and demand-driven projects. In total, 61 workforce development projects were funded. To continue the initiative the Northeastern Pennsylvania Technology Institute, in conjunction with regional partners, developed the framework for the National Center for Organizational Continuity. This new entity focuses on the growing demand for talent with diverse security and risk management skills across all business sectors.
Wall Street West Initiative
Penn’s Northeast was an original partner in WorkNEPA.com and continues to promote it on our website and ads in the Penn’s Northeast newsletter, Synergy, direct people to the site.
WorkNEPA represents seven counties of Northeast Pennsylvania. Job and internship seekers can post their resumé to the site, search the site for
open positions and have their resumes searched out by employers looking to fill vacancies. Since March, 2004 the site has logged more than 1,119,593 site searches with 2,122 registered employers, 6,549 registered job seekers and 6,781 jobs posted.
