CHAIRMEN’SREPORTWhen we look back over the year’s activities, 2008 has been quite momentous

for the Foundation. There have been some fundamental shifts in direction and focus and some huge steps forward.

It has been a year of building on infrastructure, with the addition of one new mobile clinic unit (completed in August and commencing operations in South Bali in September) and the donation in November of a truck chassis for a second mobile unit. At the end of the year, we contracted land to build a much-needed storage facility and base camp/garage for the South Bali Mobile Eye Clinic which will be completed in the early months of 2009.

PRESIDENTIAL AWARD

In December, the President of Indonesia, Susilo Bambang Yudyono, presented the award of Satyalencana Kebaktian Sosial to John Fawcett in recognition of his outstanding humanitarian work in Indonesia, especially in the provision of free cataract surgery to the poor in Bali and Nusa Tenggara Barat.

CATARACT PROGRAMS

The Bali cataract program, after an initial setback with the withdrawal from the Australia Bali Memorial Eye Centre and the loss of its two mobile units, regained momentum with a shift of focus to the District Governments and their Health Departments, in Bali and other provinces, and the purchase of a new mobile eye clinic unit for South Bali.

The rejuvenation of a cataract program in the south Bali area was very welcome, as this area has been under-serviced for quite some time. We started a new cataract program in East Lombok, in conjunction with the Bupati (Mayor) and the District Government Department of Health. Our existing program in North Bali was restructured similarly, but with the same team as before.

We conducted feasibility and screening survey trips in two provinces – Banyuwangi

(East Java) and Sumba – both locations revealed a great need for cataract services and would be very suitable for mobile clinic programs.

NEW PROGRAM DEVELOPMENTS

Two new programs emerged during the year – orthodontics and prosthetic legs. Both arose in response to patient need and make a tremendous difference to the lives of the recipients.

Our prosthetic eye program also took on a new lease of life with some professional training and new equipment.

PLANNING FOR 2009

2009 will see the completion of the new donated mobile eye clinic and its use in a new location. It will also see a big increase in the number of local ophthalmologists we will train for working in our programs, a measure of the growing support for our humanitarian work by the Indonesian ophthalmic profession. We will be seeking funding support for these activities in 2009.

Two of the founders of the fi rst mobile eye clinic passed away during 2008.

Pak Tulus Wuliata – Trustee YKI

Many of the Foundation’s supporters will remember Pak Tulus Wuliata, a long-term and strong supporter of our work in Bali. Pak Tulus played a signifi cant role in establishing the original mobile eye clinic in 1991 and served as the YKI Treasurer for many years. In 2007, under the new Yayasan structure he was appointed one of the three Trustees.

Pak Tulus passed away in June 2008 after having been involved in a traffi c accident. He is very much missed by our Bali team.

Bill Harwood, MBE - Life member JFF

Bill Harwood was also involved in the setting up of the Bali Mobile Eye Clinic Project in 1991, holding the position of Secretary/Treasurer to the Rotary International District 9450 Committee of Management of The Rotary Sight Restoration Project in Bali, Indonesia from that time until 2000. The John Fawcett Foundation recognized his valuable contribution by awarding him a life membership.

SIGHTRESTORATION &BLINDNESS PREVENTION

The statistical outcomes of this Project during 2008 are quite staggering. Overall the Project provided 2,395 sight restoring cataract operations to poor village people (a 30% increase on the previous year). As part of the process

of screening and identifying cataract patients, our teams checked the visual acuity of 81,736 people, treating many of these for minor eye problems, and issuing 37,460 with corrective glasses. These fi gures represent a 27% and 173% increase on the previous year respectively.

During 2008 this Project has undergone some major changes and developments. Signifi cant events through the year were the withdrawal from support of ABMEC, the move for our cataract programs to come under the authority of the District Governments of Bali, and the addition of two new mobile clinics to our growing fl eet.

WITHDRAWAL FROM ABMEC

The former Director of ABMEC, Dr Dharyata, was replaced in March by an appointee from the Bali Health Department, and subsequently our Foundation was advised that local regulations regarding the Centre had been reviewed, resulting in a change in the patient clientele to be treated at the Centre. Under these new regulations, the Foundation is unable to provide free treatment for the poor so had no option but to withdraw its support from this facility.

TWO NEW MOBILE CLINICS

With the support of some very generous donors, the Foundation was in a position this year to buy its second mobile eye clinic which commenced work in the South Bali area in September. This vehicle accommodates two rooms – a theatre and a scrub room – and has state-of-the-art visual recording and display of the operations through the microscope optics.

We were also very excited to receive support from Hino Jakarta, a company which makes trucks, in the form of a donated mobile clinic. The chassis was delivered to Bali in November and construction work well underway by the end of the year. The design will be similar to the South Bali Mobile Eye Clinic with several signifi cant improvements.

FIELD EYE SCREENING AND GLASSES DISTRIBUTION

Field screening is a vital activity which identifi es the patients who would benefi t from cataract surgery. It also gives village people access to ophthalmic and optometry services which would otherwise be unavailable to them.

2008 saw another signifi cant increase in the numbers of fi eld screenings and patients assisted. The Foundation’s teams conducted 164 screenings through the year and checked the eyes of 81,736 patients. Minor eye infections were treated and 37,460 pairs of corrective glasses were issued. The teams also visited primary schools, and screened 1,921 children.

SOUTH BALI MOBILE EYE CLINIC (SBMEC)

Our newest cataract program commenced operations in a brand new mobile clinic in September 2008 and got off to a steady start, operating 270 patients in the four-month period to the end of the year.

Three nurses from our fi eld screening team were trained as theatre nurses to work in the SBMEC in addition to screening for cataract patients.

BULELENG CATARACT PROGRAM (FORMERLY THE NORTH BALI MOBILE EYE CLINIC)

Until March 2008 this Program was under the auspices of ABMEC and when YKI withdrew its support from that facility, we lost the use of the ABMEC mobile clinic. In April ophthalmologist, Dr Sekar, was appointed to the Department of Health in Buleleng with permission to continue her work with YKI in the Foundation’s own mobile clinic. The team resumed its vital work in the north of Bali, and operated 571 cataract blind patients during 2008.

EAST LOMBOK CATARACT PROGRAM (ELCP)

This Program commenced working in January 2008, with ophthalmologist Dr Pranato Endro heading the theatre team in the RSU dr R Soedjono Hospital, Selong, and YKI’s own screening team. The project was offi cially opened by the Bupati (Mayor) of the District of East Lombok on 21 July 2008, and receives solid support from the District Government and the Selong Hospital, a major factor in its success.

Through the year, Dr Endro performed 1,121 cataract operations under the Foundation’s Program, and the team screened 14,585 patients with eye problems and identifi ed 2,194 who would benefi t from cataract surgery.

SOUTH KALIMANTAN MOBILE EYE CLINIC

Ophthalmologist Dr Puspa worked in the SKMEC until August 2008 when he moved to Surabaya, East Java, to work in a private clinic. Dr Puspa continued to travel to Kalimantan to operate on a regular basis to do cataract surgery, and early in 2009 a new ophthalmologist will be trained to take over his position in this remote program.

PLANNING FOR THE SIGHT RESTORATION & BLINDNESS PREVENTION PROJECT

Additional Ophthalmologists

The expansion of our programs has created a need for more local ophthalmologists to work in the new programs, and we are planning a special surgical training session early in 2009.

Potential New Projects: Feasibility and Screening Trips

We are seeking funding support to enable us to establish and run mobile eye clinic services other provinces of Indonesia.

During 2008 we conducted two major feasibility and screening trips – to Sumba and to Banyuwangi, East Java – and several other potential new cataract projects in other provinces are also under consideration.

VISITORS TO THE SIGHT RESTORATION & BLINDNESS PREVENTION PROGRAM

Members of the JFF Board, in Bali for the October Board meeting, traveled to Gianyar to take part in a mass fi eld screening in a village in Gianyar, where 836 adults and children amassed to have their eyes checked and treated.

In October, ten members of the Adelaide Supporters Group joined our teams in the village of Sideman, in a scenic but very poor part of Karangasem, to view and participate in a mass fi eld screening, school screening and cataract operation session.

Our Foundation offers free operations to children from poor families who suffer from facial and other deformities. This assistance can be a life-changing event for these young people, and gives them the chance of a normal life, free

from disfi gurement and disability.

In 2008 this program operated 49 children, 47 with cleft lip/palates and two with other problems.

Balinese surgeon, Dr Ketut Anom Ratmaya, operated in our regular monthly surgical program with theatre staff in the Puri Raharja Hospital in Denpasar, supported by a volunteer team of anaesthetists, Dr Wayan Sukra and Dr Putu Pramana.

Volunteer plastic surgeons from Australia also travelled to Bali to work on particularly complicated cases with the Balinese teams in a training capacity. This training was carried out in the Puri Raharja and Surya Husadha Hospitals in Denpasar.

ORTHODONTICS

Our new program in Orthodontics with Balinese dentist, Dr Mahayani, provides basic orthodontic treatment to children who have been operated in our cleft lip/palate program to straighten their crooked teeth. During 2008 the program assisted ten patients with wiring and regular adjustments. Some of the patients live in remote villages several hours from Denpasar, which makes the adjustment process quite a task.

Having a dentist on our staff has the added advantage that we can assist a small number of patients who have other dental problems.

ASSISTANCE TODESPERATELY ILLCHILDREN & YOUNG PEOPLE

Our Foundation offers surgical and medical assistance to children and young people who would otherwise die or whose quality of life would be severely diminished because their families cannot afford the ncessary treatment..

SURGICAL AND MEDICAL ASSISTANCE

In 2008, 1,861 patients were seen at our offi ce clinic, run by Dr Gede Sukrawan, general practitioner (a 28% increase on 2007 patient numbers). The patients were assisted with referral to specialist services, minor treatment or placement on our waiting lists for free operations. During the year we assisted 20 children with major medical treatment or operations, including release of constriction bands, preparation of stumps for prosthetic legs, burns release, resetting broken limbs, infection control and colostomy reconnections.

CHANGING LIVES WITH PROSTHETICS

Prosthetic Eyes

Our Prosthetic Eye Program received a boost in November 2008 when Paul Geelen, ocularist from Perth, conducted a 10-day training session in new manufacturing techniques. These new techniques, combined with equipment donated from Australia and the use of higher quality materials has resulted in a far better outcome for the patients. This program provided artifi cial eyes to 31 patients in 2008. The provision of a natural-looking artifi cial eye restores the confi dence and dignity of the patient so that he or she can have a normal life, free from disfi gurement and social stigma.

Prosthetic Legs

From assisting one young patient, Yogik, who was born without the lower part of his left leg, with a prosthetic leg, a burgeoning program has emerged. By the end of 2008 three more patients were being assisted with prosthetics, with several more waiting.

The process of providing the prosthetic leg sometimes requires an amputation or at least the surgical preparation of the stump to make it suitable for the wearing of a prosthetic. With the support of the Fremantle Orthotics Service in Western Australia and Mr Alan Crumlin who makes the prosthetics, we are able to provide a quality prosthetic service for these patients.

Where appropriate, children we have medically assisted who have never learned to walk, such as Yogik, or others whose mobility would be signifi cantly improved, are also provided with a regular program of strength and mobility training.

EDUCATIONASSISTANCEPROGRAMThis Program assists some of the many children from poor Balinese families to

stay on in school despite their families’ economic circumstances. Specifi c funds are received by the Foundation from donors who want to support one or

more children in this program, and these funds are deposited in a local interest-bearing account from which the family can withdraw a specifi ed amount each month to pay for school expenses for their child. The donations are at three different levels according to the level of schooling of the children.

At the end of 2008, this Program was supporting a total of 527 children in school. This represents a 6% increase in the numbers of children supported. The total number assisted since the inception of the program is 739, a 13% increase on the fi gure at the end of 2007.

HELENA COLLEGE PROGRAM (AUSTRALIA)

In this Program, the Foundation selects two Balinese students who have completed Year 12 schooling and display potential to benefi t from an overseas experience, and arranges for them to go to Helena College, Western Australia, for a three-month period. During their time in Australia the students stay with a host family and attend the College, learning English and computing, and assisting with the Indonesian language and cultural programs. The College funds the Program, which offers the recipient students this once-in-a-lifetime experience to live with an Australian family and attend an Australian school.

This year the two students were Kadek Wigianingsih and Gede Kastana.

TUBERCULOSISTRAINING

This fi ve-year Project is funded by Australian Red Cross and focuses on training laboratory staff and TB health workers in diagnosis and treatment of this deadly and very prevalent disease which is curable, given the correct diagnosis and

treatment regime. The funding is managed by Westcare Industries, Western Australia, with local management by the Yayasan Kemanusiaan Indonesia. A consortium of medi-cal specialists from Australia conduct the training sessions, with assistance from mem-bers of the Indonesian National TB Program.

Members of the TB Consortium traveled to Bali for four separate training/review ses-sions in 2008. In February the team conducted a two-week long review of progress of the TB Project, assessing future training needs; in April, July and October they con-ducted further training sessions.

WHEELCHAIRPROGRAMIn 2008 the Foundation received a large donation of children’s kit wheelchairs

and secondhand adult wheelchairs. We distributed 71 wheelchairs through the Department of Social Welfare in Bali, and local District Governments and 20 to a

foundation working with disabled children in Flores.

EQUIPMENTDONATIONS &SHIPMENTS

In 2008 the Foundation shipped one container load of donated medical equipment from Fremantle, Western Australia, to Indonesia. Much of this equipment was intended for use in our Foundation’s projects, while other donated equipment such

as good quality, hydraulic hospital beds, patient trolleys and wheelchairs was distributed to hospitals that treat the poor throughout Bali.

Prior to shipment, the equipment was received and stored at HR Products in Canning Vale, Perth, and we are very grateful for the free use of this store and logistical assistance from HR Products.

PROMOTION& FUNDRAISINGHARVEY WORLD TRAVEL: ONGOING SUPPORT FOR THE FOUNDATION’S HUMANITARIAN WORK

Harvey World Travel continued its very valuable and much appreciated fi nancial support for the Foundation’s administrative expenses. This support enables us to allocate at least 90% of all other donations direct to project work.

JFF (UK) FUNDRAISING

Jeremy Hope, voluntary fundraiser for the JFF in the UK and Trustee of JFF(UK) continued his very successful fundraising activities in the United Kingdom, the results of which represent a signifi cant percentage of our overall donations.

HAWKES BEQUEST

The bequest from Frank Alwyn Hawkes which is being received from the Hawkes family in monthly payments over six years is also very much appreciated. These funds go to the Sight Restoration and Blindness Prevention Project and are a great boost to that program.

ADELAIDE SUPPORTERS GROUP

This group of donors, mainly from South Australia, has committed a signifi cant amount of funding over three years. Members of the group travel to Bali each year to take part in a Field Screening and Cataract Operating Trip over a three-day period, which gives them excellent feedback on how the Foundation spends their donated funds.

XL RESULTS FOUNDATION AND XL VISION VILLAS

JFF/YKI is the recipient charity for XL Vision Villas in Bali and, apart from very generous funding, also receives tremendous ongoing exposure and support through XL Results Foundation’s world-wide membership.

One remarkable example of this support is the donation of the Hino truck body for the new mobile eye clinic which was initiated by one of XL’s members.

DOCUMENTARY: GOD MADE THEM BLIND

The long-awaited documentary, God Made Them Blind – the life and work of John Fawcett, produced and fi lmed by Richard Todd, was released on the Australian Broadcasting Commission’s Compass program on 17 August 2008.

The documentary was entered into several fi lm festivals where it received awards and acclamation:
