IQAC considered procedures for successful implementation of the plans charted out in the last
year’s AQAR. A priority list was prepared based on the factors like ease, cost & fund for
implementation. A rough estimation of costs/expenditure involved also was done and the
whole outcome was forwarded to the Governing Body for taking necessary steps. The GB
approved the procurement of necessary items/equipments for implementation of the plans:
1. Since the new syllabi of the University of Calcutta were introduced in 2010-11 and
teaching of computer programming and software at the 3rd
year had been included,
therefore, IQAC suggested and the GB approved purchase of new computers for the
Departments of Physics, Chemistry, and Mathematics & Commerce. To facilitate
computer-aided class-room teaching a smart class-room was installed in the Physics
Department as a step forward.
2. The ongoing UGC research projects were monitored for timely completion. Several
faculty members of various departments were encouraged for knowledge
enhancement by facilitating Leave on Duty so that they could participate in
National/State level seminars/conferences / Refresher Courses and Orientation
Programmes.
3. Facilitated Publication of the proceedings of the National Seminars organized by
Departments of Bengali, Education & Chemistry.
4. Monitored the various extension, community service and regular activities of the
college NSS and NCC units.
5. Necessary permissions and fund allocations have been obtained for different civil
construction works which were planned by the IQAC and forwarded
recommendations to the GB.
6. Quotations for procuring raw materials and labourer for the construction works have
been invited through advertisement. Materials procured and constructions started as
per the rules.

WEAKNESS:-
• Many students of the college are from weak socio-economic background being
first or second generation learners. They often lack competence in English
language which leads to unsatisfactory level of communication and
comprehension.
• Given the existing infrastructural facilities, the college finds it difficult to
respond to the different needs of the students, teachers and non-teaching staff
of the institution.
OPPORTUNITIES:-
• The vision of the college makes it imperative to engage in socially relevant
programmes such as organizing blood donation camps, health awareness
programmes and literacy camps. The college with its resources and
networking can ensure greater participation of students in these activities.
• Given the physical infrastructure of the College and demand of the students
there is scope for extension of Undergraduate and Postgraduate Courses.
CHALLENGES:-
• Overcoming poor communication skill of the students in English language is a
challenge.
• Ensuring regularity of students’ attendance.

Analysis of student feedback
The college has its own mechanism of obtaining feedback responses regarding quality-related institutional parameters from different stake holders - the students, the guardians and the alumni. The feedback from the guardians is obtained through interactions in meetings on different issues held in some departments of the college. The alumni of the college hold a general meeting every year where they also interact with the college authority. The suggestions or grievances, if any discussed, are duly considered by the concerned departments and the college authority.
The IQAC of the college arranges for students feedback response in different departments of the college both formally (through structured questionnaire) and through regular informal interactions between them and the faculty members. Necessary changes as and when required are accordingly made to redress their grievances, if any. For structured feedback, the students of Undergraduate, Post-graduate and B. Ed sections are provided with a questionnaire having fourteen questions covering four broad criteria related to (i) Curriculum (ii) Teaching-learning and evaluation, (iii) Infrastructure & learning resources and (iii) Administrative issues of the college. The detail is available in the questionnaire attached at the end of this analysis. The students are then expected to rank their observations on each of the fourteen aspects through an ordinal scale by marking the achievements as bad, good, medium or excellent. The quantitative results thus obtained from the students’ feedback are presented graphically through pie chart below.
• It is clear from the graphs that overwhelming majority of the students have ranked the college either ‘good’ or ‘excellent’ with regard to most of the parameters considered in the question.
• Such percentage is very high in issues related to curriculum and teaching-learning-evaluation process. No less than 97% of the students have ranked the cooperation of faculty members and average quality of class lecture as good or excellent.
• 91% students were also highly satisfied with library facility of the college.
• However, data show that there is scope of improvement in overall infrastructural facilities and administrative issues of the college.

Details of best practices
Best Practice 1
Financial Assistance for economically backward students
Goal: The principal goal of Fakir Chand College is to promote education among the economically backward students, many of whom are first generation learners, with all possible boost and fervour. Financial support to these needy students is the key factor to attain such goal and Fakir Chand College always tries its level best to achieve it. The Context: Fakir Chand College is situated in the district South 24 Parganas, one of the backward districts of West Bengal. Here most of the students are from economically backward families with a sizeable number being BPL card holders. These underprivileged people send their wards for college education with a dream that in future their wards will be able to remove their dearth and distress. In this context it is a challenge for us to meet their expectations which we encounter successfully by providing financial support for pursuing their academic excellence. The Practice: The implementation of the practice is done through following three ways:
a) Concession of College Tuition fee for needy students; b) Students’ monetary aid from the College Aid Fund Account; c) Financial Awards to toppers of different Departments in the College. The College authority keeps option for waiving off the monthly tuition fee of as many needy students as possible on the basis of their family income. Thus in 2012-2013, the College has given tuition fee concession to approximately 1400 students amounting to Rs. 419315.00. An Aid Fund account has been created in the College by taking a fee of Rs. 10.00 from each student during his/her admission. From this account, each year a good number of students gets financial benefits for their study on merit-cum-means basis. In 2012-13, a total amount of Rs. 22800.00 has been distributed through this scheme. Moreover, meritorious students who are departmental toppers in the University Examinations are duly encouraged by awarding a number of prizes and scholarships each year in College Annual function. Many ex-teachers of this College have significantly contributed to build up this fund.
Evidence of Success: The evidence of success lies in low drop-out rates together with high success rates in University results (average success rate was 85-90% in 2012-2013 session), games and sports and a number of other fields.
Problems Encountered and Resources Required: Resource mobilization is a constant matter of concern of the College authority to achieve the aforesaid goal and to extend it further so that more and more number of students, who are in dire financial need to continue their study, can get benefit of this programme.
AQAR 2012-13, Fakir Chand College, Diamond Harbour Page 44
Best Practice 2
Focus on inclusiveness of backward students from SC/ST/OBC (non-creamy layer) and minority communities through Special Coaching Classes.
Goal: Our institution believes in inclusiveness with equal access from all sections of the society. The College aimed to provide protection and foster the interest and needs of the underprivileged students from SC/ST/OBC (non-creamy layer) and Minority communities of the College. For this, Remedial Coaching and Coaching for Entry into Services for
SC/ST/OBC (non-creamy layer) and Minority Communities were organized with the basic objective of improving their academic skills, knowledge base, raise the level of comprehension of basic subjects and provide the backward students with guidance and training for competitive examinations. The Context: Every year nearly 25% to 30% of students belonging to SC/ST/OBC categories are admitted in the college. The percentage becomes much higher if we also include students from minority community. For the benefit of such students Remedial Coaching and Coaching classes for Entry into Services for SC/ST/OBC (non-creamy layer) and Minority communities have been organized in the college since 2010 after the inception of XIth Plan; when UGC started providing financial assistance to colleges for arranging such programmes. The Practice: For Remedial Coaching Programme, the college usually notifies its undergraduate students seeking application from them for availing such classes. The eligible candidates for each department are then enrolled. For Entry in Services Programme, applications are invited from students of the PG section. These programmes serve not only students from backward communities the willing students belonging to economically weaker sections are also allowed to avail these facilities. This is necessitated by the fact that a very large percentage of students in this College are economically backward. The classes are normally held on Saturdays and after regular teaching hours on working days. The faculty members take such classes. The methods of instruction are class work, tutorials, work assignments and practical, followed by discussions and face to face interactions. Study materials are provided to the students by the concerned subject teachers. They can avail books from Remedial and Entry into Service sections of the Library. Evidence of Success: With the financial aid received from UGC during the academic year 2012-13 to the tune of Rs. 1,25,000.00 for Entry into Services and Rs. 1,50,000.00 for Remedial Coaching nearly 500 remedial classes and 200 Entry into Service classes were taken. Though majority of the students enrolled under these programmes belong to the SC group, a sizeable number of students from OBC and Minority communities as well as some ST students also benefited from these programmes. In 2012-13 session, altogether 264 students belonging to SC, ST, OBC and Minority categories enrolled in Remedial Coaching Programme. UGC also continued to provide Grant-in-aid amount of Rs. 1,25000.00 as non-recurring expenditure for each of the above schemes. This was utilized to add 651 books to the existing stock of books. One desktop and two laptop computers were also purchased. Problems Encountered and Resources Required: The classes had to be held after the regular teaching hours of the college therefore, some of the students travelling from remote areas could not avail the class. The attendance of students was not very regular.
