Inanefforttomeasurestudentlearningconsistentlyandhaveavalidmeansofmeasuringstudentachievement,CAFÉimplementedastandardizedreadingandmathassessmentacrossmostoftheCAFÉsites.ThiswasusedtodeterminelearningachievementgainsaswellasdeterminetheimpactoftheCAFÉprogramonlearningprogressandachievement.Hawaii’sStandardizedBasedAssessment(SBA)wasutilizedtoprovideannualperformancedataandutilizedintheevaluationinordertofulfilltherequirementsofthegrant.Program

impactwasalsomeasuredbyutilizingtheCAFÉteachersurvey,parentsurveyandstudentsurvey,aswellasavailabledataonprogramimplementation.ThestateofHawaii,CommunityEngagementBranchprovidedstudentdemographicdatawhichincludedstudentgradelevel,ethnicity,Englishasasecondlanguagelearnerstatus,freeorreducedlunchstatus,andstudentswhoreceivespecializedservicessuchasSection504orspecialeducation.Informationwascollectedthroughthedataanddesignreport.Thisinformationprovidedcombinedandunduplicateddataandensuredconsistencythroughoutthecomplex.Tomaintainandsustainfidelityofthecurriculum,scheduledobservationswereimplementedandconductedbytheProjectDirector,ImplementationManager,andSiteCoordinatorsthroughouttheCAFÉyear.
EvaluationResults
BasedontheobjectivesoutlinedintheCastleComplex21stCenturyGrant:Readingassessmentresultsshowed75%ofstudentsincreasedtheirreadingscores,surpassingtheAPRObjectiveof60%.Mathassessmentresultsshowed81%ofstudentsincreasedtheirmathscores,surpassingtheAPRObjectiveof60%.AcademicAchievement:86%ofCAFÉregularstudentsimprovedinacademicperformance.Basedontheteachersurveysreceived;14%showednoimprovement,35%showedaslightimprovement,23%showedamoderateimprovementand28%showedsignificantimprovement.100%ofcentersofferedhighqualityservicesinatleastonecoreacademicareaandimprovedstudentachievement.
Conclusions
TheCAFÉProjectsuccessfullydeliveredaneffectiveprogramof1)academicinstructionthattargetedreadingandmathachievement,2)engagingenrichmentactivitiesthatfosteredpositivelearningbehaviorsandlearningachievement,and3)familylearningactivitiestosupportstudentlearning.TheCAFÉProjectservedatotalof805studentsingradesK-12,ofwhich398werereportablestudents(attended30+days).
Recommendations
1. Increasetheenrollmentofstudentsservedateachsitewithanemphasisofincreasingenrollmentofstudentsatthehighschoolleveltomaximizethenumberofstudentswhoareabletobenefitfromfundingprovidedbythe21stCenturyCommunityLearningCenters.
2. Explorewaystoincreasethenumberofstudentswhoareabletoattendfor30ormore
daysofinstructioninidentifiedclassesorprograms.

TheCastleComplexChildandFamilyEnrichmentprogramiscomprisedofsixDepartmentofEducationSchools.Inschoolyear2018-2019,CastleComplexwasinYear5ofthecurrentgrantperiod.UnderthedirectionoftheComplexAreaSuperintendentandProjectDirector,thegrantwasimplementedintheseschools.Priortothismostrecentgrant,theCastleComplexSchoolsreceivedfederalfundingundertheprevious21stCenturyGrantforeightyears.Priortotheimplementationofthe21stCenturyGrantprograms,afterschoolprogrammingwasofferedattheelementaryschoollevelthroughA+programswhichbeganin1999inanefforttoreducethehighincidenceoflatchkeychildreninHawaiibyprovidingasafe,secure,nurturingenvironment.Thegrantwasinitiatedinordertotargettheeducationallydisadvantagedstudentscharacterizedbycriticalneeds:1)speciallearnerneeds,2)chronicattendanceneeds,3)at-riskstudentsandfamiliesand4)minimalreadingandmathgrowth.Basedoninformationreceivedonreportablestudents,25%oftheCastleComplexstudentswereonfreeorreducedlunch,56%oftheCastleComplexstudentshadnoinformationreported,and19%werenotonfreeandreducedlunch.Inparticular,CastleHighSchoolhad30%eligible,KingIntermediatehad51%eligible,andParkerElementaryhad75%eligible.Nofree/reducedluncheligibledatawasreportedforHe'eia,Kahalu'u,andKapunhalaElementary.Additionally,30%offamilieswereclassifiedas“atrisk”,havingonlyoneparent.StudentswerestrugglingwithaStriveHIscoreof250orless.CastleComplexschoolsalsohadalargespecialeducationpopulation,recordedtwotimesthestateaverageof10%.“Chronicabsenteeism”wasparticularlynotedforHe`eia(18%),Kahalu`u(29%)andBenParker(20%).
