Employersposted12,764jobordersinthepastyear–10percentmorethanlastyear.Thepostingsincluded32,875positions,anincreaseof21percentfromthepreviousyear.

WorkForceWestVirginiaisworkingtosecuretrainingfortheemergingMarcellusShalenaturalgasindustrythroughShaleNet,CommunityandTechnicalColleges(CTCs)andcareerandtechnicalschools.

Todate,WestVirginiahasissued41,000CareerReadinessCertificatesbasedondocumentedreal-worldskillsmeasuredbyWorkKeys®.InAugust2012,WestVirginiabeganissuingnationallyregisteredcertificatessignedbyGovernorTomblin.Thecertificateswillbeavailableinanonlinesearchabledatabasesothatcurrentandfutureemployerscantracktheavailabilityofwork-readyjobseekersbycounty.

WorkForceWestVirginiahasopenednewhigh-speedbroadbandcomputercentersthroughoutthestateandhasputpublicbroadbandcomputersin41librariesstatewide.AspartofaninitiativetorevitalizeruralMcDowellCounty,WorkForceWestVirginiahasopenedapubliccomputercenteratourofficeinWelchwith10wirelessbroadbandstationsforonlinetrainingandcertifications.

Workingwithnumerouspartners,WorkForceWestVirginialaunchedwvmilitaryconnection.orgasasingle,comprehensivelistofresourcesforreturningtroops,activemilitaryandveterans,andtheirfamilies.Thewebeffortreceivedthe2012InnovatorAwardfromtheSouthernGrowthPoliciesBoard,the2012AboveandBeyondAwardfromEmployerSupportfortheGuardandReserve,andwasafinalistfora2012CouncilofStateGovernmentsInnovationsAward.

WehaveexpandedouronlineservicestoallowemployerstofiletheirquarterlyunemploymentwagereportsandpaycontributionsviatheInternet.Theagencywebsitewww.workforcewv.orgaverages215,000pageviewspermonth.

In2010,theDepartmentofCommerce’sNationalTelecommunicationsandInformationAdministrationawardedWorkForceWestVirginiaa$1.9millionRecoveryActgranttoenhanceandexpandpublic-usecomputers,connectionspeeds,andwirelesscapabilities.WorkForceWestVirginiahassincepurchasednewequipmentforeachoftheirnewPublicComputerCenters(PCCs),upgradedtofasterinternetconnections,andaddedSkype™videoconferencingateachsite.Thereare19WorkForceWestVirginiasites.

WorkForceWestVirginia’sPCCshaveprovidedaccesstojobopportunitiesandjobtrainingfortheunemployedandtheunderemployedalike.WestVirginianshavebeenutilizingthevideoconferencingcapabilitiestoparticipateinjobinterviewsortrainingandtoconnecttospecializedmedicalcare.EachPCCisalsoequippedwithspecializedhardwareandsoftwaretoprovidebroadbandaccessforthedisabled.TheRecoveryActinvestmentshavehelpedbridgethedivideinWestVirginia,improveaccesstoeducationandhealthcareservices,andboosteconomicdevelopmentforcommunitiesheldbackbylimitedornoaccesstobroadband–communitiesthatwouldotherwisebeleftbehind.

Withthisexpansioninbroadbandaccessforjobseekers,WorkForceWestVirginiaisworkingwithACTtomakeinternet-basedWorkKeys®assessmentsavailablestatewide.Consequently,test-takerswillreceivetheirscoresalmostimmediatelyinsteadofwaitingdaysforresults.

WorkForceiscurrentlyinstallinghigh-speedbroadbandcomputersin51rurallibrariesandisworkingtoinstallkiosksatNationalGuardarmoriesandVeteransCentersacrossthestate.

AspartofaninitiativetorevitalizeMcDowellCounty,WorkForceWestVirginiahasopenedahigh-speedbroadbandPublicComputerCenteratourofficeinWelch.Thecenterhas10wirelessbroadbandstationsandSkypevideoconferencingcapability.

TradeAdjustmentAssistance(TAA)isintendedtohelpindividualswhobecomeunemployedduetolayoffsasaresultofforeignimportsorashiftofproductionoutoftheUnitedStates.Theprogramassiststheseindividualsinreturningtosuitableemployment.

WorkersareeligibleforTAAprogramservicesifapetitionsubmittedonbehalfoftheworkersiscertifiedbytheU.S.DepartmentofLabor,determiningthattheworkerswereseparatedfromtheiremploymentduetoforeigncompetition.

OnOctober21,2011thePresidentsignedtheTradeAdjustmentAssistanceExtensionAct(TAAEA)whichchangedgroupeligibilityrequirements,andindividualservicesandbenefits.AdditionalTAArulesandregulationscanbefoundonwww.doleta.gov/tradeact.

The benefits of this program are:• Training:Trainingconsistsofoneoccupationalskillstraining

whichmayincludeagroupofcourses(components)relatedtoaspecificoccupationalgoal.Trainingmaybeintheformofclassroomtraining,online(distancelearning)training,oron-the-jobtraining.AlltrainingmustbeapprovedinadvancebyWorkForceWestVirginia’sTAA/NEGUnit.
