EXECUTIVE SUMMARY
This Annual Environmental Report (AER) for Jamestown Shot Blasting & Metal Coating Limited, Inchicore, Dublin 8 presents environmental management information for the period 1st January 2011 to the 31st of December 2011. The format of the report follows guidance issued by the Environmental Protection Agency and presents information on environmental performance.
Jamestown Shot Blasting & Metal Coating Limited is involved in the surface preparation and coating of steel with primer for structural use. The site is situated within an Industrial area and occupies an area of 3,822 square metres.
In accordance with the Environmental policy for Jamestown Shot Blasting and Metal Coating Ltd., an Environmental Management System (EMS) is maintained. The EMS ensures that the company achieves best practice in the area of environmental management and compliance. The EMS incorporates procedures of operational activities on site, training and awareness, reporting and an Environmental Management Programme. Through the on-going achievement and reviewing of the objectives and targets, Jamestown Shot Blasting and Metal Coating Ltd. aim to achieve environmental improvements.
A brief summary of the compliance of the site throughout 2011 is presented below:
• Storm water monitoring is required bi-annually at two surface water manhole location (SW1 and SW2). COD analysis was unable to be carried out on some occasions due to the low volume of water at the manhole locations on the date of sampling.
• In summary, groundwater trends are similar to the previously determined trends in 2009. The results of the metals analysis for 2011 indicate levels above the Interim Guideline Values for Calcium, Potassium and Zinc. All other metal parameters were below the IGV’s.
• Monitoring of emissions to atmosphere from air emission points A2-1 and A2-2 indicate that emissions of Total Organic Carbon (as C) are below the Emission Limit Values specified in the IPPC licence.
• Annual Particulate monitoring of emissions to atmosphere from emission point A2-1 is below the TA Luft Guidance level. There is no emission limit value specified in the IPPC licence.
• Annual Organic Solvents monitoring of emissions to atmosphere from emission points A2-1 and A2-2 was carried out in accordance with schedule C.1.2. There are no specified emission limit values in the IPPC licence.
• In general the quantity of waste sent off site (both hazardous and non-hazardous) is lower than the previous year.
• Use of natural resources (gas, electricity and water) have noted decreases in usage since the previous year.
• There were no environmental complaints or incidents in 2011.
• The EPA issued no non-compliances in 2011.
Further details of these compliance issues are presented within this report. In addition, details of the environmental management of the site are also included.

1 INTRODUCTION
1.1 REPORT OVERVIEW
This Annual Environmental Report (AER) for Jamestown Shot Blasting & Metal Coating (JSB) presents information for the period from the 1st January 2011 to 31st December 2011.

The report format follows the Guidance Note for Annual Environmental Reporting and the Annex for AER/PRTR Reporting issued by the Environmental Protection Agency (EPA).
Section 1 provides a brief description on the activities of Jamestown Shot Blasting & Metal Coating Limited and also provides details on the existing Environmental Management System in place.
Section 2 presents summary information on self-monitoring data, energy and water consumption, waste management, environmental incidents and complaints for the 2011 calendar year. Also included are copies of the relevant PRTR Emissions and Waste Transfers summary tables.
Section 3 presents information on environmental management at the site including a review of progress on the Environmental Management Programme (EMP) for 2011; it’s update for 2012 and the Targets and Objects for 2011 (review) and 2012 (proposed).
1.2 SITE DESCRIPTION
Jamestown Shot Blasting & Metal Coating is situated in an industrial area on an existing brown-field site, with residential areas immediately east and north of the site. Industrial units are located to the south and northwest of the site. The site is adjoined to the west by green fields.
1.3 DESCRIPTION OF ACTIVITIES
The company is involved in the surface preparation and coating of steel with primer for structural use. This process is carried out using a Gietart fully integrated automatic shot blasting, painting and drying system, which was installed on the JSB premises in 2004. The facility operates over one day shifts for an 8-hour working day with painting occurring for approximately 6 hours per day. The process can be broken down into the following phases:
� Virgin steel (material) is feed into the machine by a set of cross transfers located outside the main building in the yard. In feed rollers carry the steel to an automatic blower, which removes

debris such as stones and leaves. The material then passes underneath a natural gas powered heater to improve the drying time of the paint.
� The steel then moves into the shot blast unit, where it is exposed to metal shot (Zeleznik) to
be blasted to an industry standard of SA 2.5. The mill scale produced by the blasting is removed via a dust-extracting unit. The shot used is recycled in the system to be used again while dust is separated into a dust bag under the filter unit. The blasted material then passes through a brush unit where any remaining pieces of shot are removed and returned back to the hopper for reuse.
� The material is then passed through the automatic paint spraying system; this unit has
sensors to detect the size, number of pieces and the distance between the units. It then automatically sets the shortest stroke possible for the piece being painted. JSB have changed from solvent based primers to water based primers in November 2007 and are currently operating at an 8:2 ratio of solvent to water based paints.
� The painted material is then passed through a drying tunnel, which is heated by natural gas
burners. The material once passed this stage is said to be cured and is again cross-transferred to be packed into bundles.
1.4 ENVIRONMENTAL MANAGEMENT SYSTEM
Jamestown Shot Blasting & Metal Coating Limited have implemented an EMS under Condition 2 of the IPPC licence P0796-01. The EMS enables a systematic and documented approach to environmental performance and improvement. The goal of JSB Ltd EMS is to improve its environmental performance, by committing to:
� Meet all relevant legislation and other requirements
� Seek to reduce consumption of materials in our operations and reuse rather than dispose whenever possible
� Reduce wherever practicable the levels of harmful emissions
� Seek to minimise the visual, noise and other impacts on the local environment when conducting our activities
� Introduce environmental issues through training programmes and encourage the implementation by all JSB staff of sound environmental practices.

2 SUMMARY OF EMISSIONS AND WASTE TRANSFERS
This section presents summary information on environmental monitoring, water and energy consumption and incidents and complaints at Jamestown Shot Blasting & Metal Coating Limited for the monitoring period 1st January 2011 to 31st December 2011. Interpretation of the summary information and data for all environmental self-monitoring is presented.
2.1 SURFACE WATER MONITORING
There are no emissions to surface water at the JSB facility. Storm water monitoring was carried out in accordance with Schedule C.2.3 of the IPPC Licence P0796-01 Monitoring of Storm Water Emission.
Storm water monitoring is required bi-annually at SW-1 and SW2 (formerly MH8) for pH and COD. Bi-annual monitoring was carried out on the 26th of April and on the 17th of November 2011.
All results of the bi-annual monitoring are presented in Table 2.1. All surface water results are compared with the Environmental Quality Standards (EQS) for Surface Waters (EQS for the Aquatic Environment, EPA Discussion Document, 2003). During both bi-annual monitoring events the Dissolved Oxygen probe could not be calibrated resulting in a lack of field measurements for Dissolved Oxygen.

2.1.1 Monitored Parameters
pH levels are all within the recommended range specified by the EPA and Electrical Conductivity levels are all below the Interim Guideline Value of 1000 µs/cm. pH levels recorded during the first bi-annual monitoring event indicate slightly acidic conditions. pH levels recorded during the second bi-annual reflected a more neutral environment.
In accordance with Schedule C.2.3, pH and COD analysis is required on a bi-annual basis.
For the first bi-annual monitoring event in April 2011, due to the low level of water in SW1, not enough sample could be taken for COD analysis by the laboratory. A sample from SW2 was unable to be taken in April 2011; therefore a sample was taken in May 2011. Similarly, a sufficient volume of sample for COD analysis by the laboratory was unable to be taken.
For the second bi-annual monitoring event in November 2011, a sample was successfully retrieved from SW1. The measured pH level was within the recommended range for surface waters. The COD level measured was 19 mg/l.
A sample from SW2 was unable to be taken in November 2011 due to low volume of water at this location; therefore a sample was taken in December 2011. Incorrect parameters (Copper and Lead) were scheduled for analysis and no results for pH and COD are reported. The copper analysis recorded a concentration of 0.008 mg/l, which is below the EQS of 0.03 mg/l. Lead analysis recorded a level of 0.04 mg/l, which is above the EQS of 0.01 mg/l. However, these parameters are not required for testing under the IPPC licence.

2.2 GROUNDWATER MONITORING
There are no direct emissions to groundwater at the facility. There are a total of two boreholes at the facility (GW1 and GW2) and monitoring is carried out bi-annually at these boreholes in accordance with Schedule C.6.1 of the IPPC licence. Sampling frequencies of each borehole are summarised in Table 2.2.

The results of the bi-annual monitoring are presented in Tables 2.3 to 2.4. All results are compared to the EPA Interim Guideline Values as outlined in “Towards Setting Guidelines for the Protection of Groundwater” (EPA, 2004). These interim guideline values take into account a number of existing standards such as drinking water standards. In general, the interim guideline value is based on the most stringent value of the drinking water standard or the EQS for the aquatic environment/dangerous substances where appropriate. These are not limits applicable to the site and are used in this report as comparative guidelines.

2.2.1 General Determinants
pH levels are within the recommended range specified by the EPA with the exception of GW1, during the first bi-annual monitoring event, where conditions were slightly alkaline. Electrical conductivity levels exceeded the Interim Guideline Value of 1000 µS/cm in GW2 during both bi-annual monitoring events. Ammonical Nitrogen as N, also recorded levels above the IGV at all locations for both bi-annual monitoring events. However it is important to note that the laboratory limit of detection of 0.19 mg/l is above the IGV of 0.12 mg/l. Concentrations of Chloride have been detected above the IGV of 30 mg/l at GW1 during the first bi-annual monitoring event however levels have decreased significantly since April 2011. Nitrate as N recorded a level above the IGV of 25 mg/l at GW2, with a recorded concentration of 46.5 mg/l during the second bi-annual monitoring event. Elevated levels of Sulphate above the IGV of 200 mg/l were detected in GW2 during the first bi-annual monitoring event. The level of Sulphate as SO4 at GW2 has decreased in concentration from 344 mg/l to 189 mg/l and is now below the IGV of 200 mg/l. The Sulphate levels at the GW1 were below the IGV for 2011.

2.2.2 Metals
The results of the metals analysis for 2011 indicate that Calcium, Potassium and Zinc have exceeded their respective IGV’s. All other parameters were in compliance with the recommended IGV’s. Concentrations of Calcium exceeded the IGV of 200 mg/l at GW2 during both bi-annual monitoring events. Calcium concentrations decreased in the second bi-annual monitoring event from 302 mg/l to 217 mg/l. The calcium concentrations at GW1 were below the IGV of 200 mg/l. Potassium recorded levels above the IGV of 5 mg/l at GW2 with concentrations of 12.0 mg/l and 12.2 mg/l in the first and second bi-annual monitoring events respectively. The potassium concentrations at GW1 were below the IGV of 5 mg/l. Concentrations of Zinc exceeded the IGV of 0.1mg/l at GW1 during 2011 with measured concentrations of 0.329 mg/l and 0.248 mg/l. The concentration at GW2 was below the IGV.

2.3 EMISSIONS TO AIR
Monitoring of emissions to air was carried out in accordance with Schedule C.1.2 of the IPPC licence.
There are two emission points, A2-1 located inside the main production building at the Paint Spray Booth and A2-2 at the Paint Drying Oven in the main production building. Bord na Móna Environmental Limited on behalf of JSB undertook air emissions monitoring on the 30th of March and 15th of December 2011. The results of the monitoring are detailed in Tables 2.5 to 2.8.

Total Organic Carbon monitoring is required on a quarterly basis as per Schedule C.1.2 of the IPPC Licence. Following agreement with the agency, the frequency was reduced from quarterly monitoring to bi-annual monitoring. The results are outlined in Table 2.6 below.

Particulates monitoring is required on an annual basis at emission point A2-1 as per Schedule C.1.2 of the IPPC Licence. There is no requirement for this monitoring at emission point A2-2. The monitoring was carried out in December 2011 and the results are outlined in Table 2.7 below.

Both emission points, A2-1 and A2-2 were operating normally during both bi-annual monitoring events.
All measured parameters were below the relevant limits outlined in Schedule B.1 of the IPPC license No. P076-01, during both bi-annual monitoring events.
2.4 NOISE EMISSIONS
In accordance with Condition 6.13 of the IPPC Licence, a noise survey of the site operations is required annually.
Bord na Móna Environmental Limited, on behalf of JSB, undertook the annual noise assessment on the 15th of December 2011 at the nearest Noise Sensitive Location (NSR1), which is located in a residential area on Landen Road, Ballyfermot. Four additional boundary locations were monitored during the previous annual monitoring event however the shot blaster was not in operation on the day of monitoring therefore the boundary locations were not monitored. The JSB Ltd. facility does not operate at night-time, therefore no night-time noise monitoring was undertaken during the annual survey. The results of the monitoring during normal daytime activities are detailed in Table 2.9 below.
The results of the survey indicate that the measured LAeq at NSR1 was higher than the EPA guideline limit of 55 dB(A) and therefore exceeds the licence limit. However, plant noise from the facility was not audible at this location. The measured noise level at this locations was attributable to background noise and passing traffic. The measured LAA90 of 47.6 dB(A) indicates background noise rather than event noise.
In conclusion, the operation of the facility does not contribute to elevated noise levels at the noise sensitive location surrounding the site. Furthermore, the plant does not contribute to tonal or impulsive components at this noise sensitive location.

2.5 WASTE GENERATION
JSB maintains records of waste generated on-site in accordance with Condition 8 of the IPPC Licence. This section presents details on waste quantities and types at the facility and represents the waste management record for the site as prescribed under Condition 8 of the IPPC licence.
2.5.1 Hazardous Waste Generation
Due to significantly scaled down operations at the facility, there was no hazardous waste generated at the site during 2011.
Waste paint was generated on-site in 2012 and will be reported in the 2012 AER.
2.5.2 Non-Hazardous Waste Generation
The quantity of non-hazardous waste generated in 2011 is provided in Table 2.10.

A summary of the waste statistics for 2011 are presented in Table 2.11. From Table 2.11, it is evident that the quantity of waste sent off site (both hazardous and non-hazardous) is lower than the quantities in 2010. This is due to the reduction in the processing at the facility and the scaled down operations.

The summary details of the gas for heating and for production are summarised in Table 2.12 below. The trend illustrates that gas consumption for the site has decreased since 2010, with an overall reduction of 66%.

2.8 ENVIRONMENTAL INCIDENTS AND COMPLAINTS

3 MANAGEMENT OF THE ACTIVITY
This section of the AER presents an update on work achieved and work planned at the facility in achieving continual environmental improvement.
Continual improvement is managed through the Environmental Management Programme (EMP) as a requirement of the IPPC licence. The Environmental targets and progress for 2011 is detailed in this section. In addition to achieving continual improvements, the objectives and targets for 2012 are also presented in this section.
The Environmental Management Programme (EMP) ensures that the requirements of the EHS Policy are met. The EMP documents the strategy for achieving the planned objectives and targets and will:
� Identify specific actions which are required to ensure that environmental objectives are achieved
� Assign appropriate responsibilities for achieving each environmental objective and � Set deadlines for achieving the various environmental objectives.
The EMP is prepared, reviewed and updated annually to account for yearly improvements resulting from the introduction of the objectives and targets programme, and to ensure that new developments or products are covered and are maintained within the scope of the environmental management system.
