SPEAKERS
SteveBrannock is the founding and managing member of his firm. He has handled appellate matters in all five Florida District Courts of Appeal, the Florida Supreme Court, six federal circuit courts of appeal, and the United States Supreme Court.
JacobT.Cremer counsels clients on environmental, land use, and land development issues. He has extensive experience protecting environmental and land use permits, defending against government compliance and enforcement issues, and litigating property rights, including before the US Supreme Court.
ChristopherD.Donovan is one of only two attorneys in Collier, Lee, and Charlotte County to be Board Certified in Appellate Practice by the Florida Bar Board of Legal Specialization. He focuses exclusively on appellate and original-jurisdiction proceedings in both state and federal court.
KelliLevy is the Director of Public Works for Pinellas County and has oversight of six divisions and 500 employees. She is responsible for over $300 million in operational and capital budgets and serves as Surface Water Utility Coordinator.
NancyLinnan practices primarily in the areas of environmental and land use law, administrative law, and government consulting. She counsels clients regarding developments of regional impact, comprehensive plan amendments, and local land use and related approvals.
JerryMurphy is a certified floodplain manager, urban and regional planner, and legal scholar. His work is focused on land use planning and control law, community-based planning, code and regulation drafting, floodplain management, infrastructure finance and planning, post-disaster redevelopment planning, climate change, community resiliency, and sustainability.
RebeccaO’Hara is the Deputy General Counsel for the Florida League of Cities. She represents her organization on a variety of municipal matters, particularly environmental and land use issues, and also lobbies before state executive agencies and the Florida legislature.
ThomasRuppert, coastal planning specialist at the Florida Sea Grant College Program, is a licensed attorney developing legal and policy analysis for local governments on aspects of adaptive planning for sea-level rise, community resilience, and associated long-term challenges and opportunities for Florida’s coastal communities.
JohnK.Shubin represents companies, individuals, and government entities in all manners of litigation and administrative proceedings related to real property and its entitlement. He possesses a unique combination of experience as both a trial lawyer in state and federal courts and as a representative of clients’ interests in quasi-judicial proceedings.
SarahE.Spector represents clients in zoning and land use matters, including environmental resource and water use permitting, local and state code compliance, and private and government agreement drafting and negotiation. She also represents condominium, cooperative, and homeowners’ association clients.
ScottSteady has extensive experience in the resolution of land use, local government, and environmental issues. He excels in developing and implementing strategies to address environmental problems and gaining approval for various development proposals for clients.
KennethA.Tinkler is a government law specialist who focuses on resolving disputes with and among government agencies involving land use regulation, environmental permitting, and ethics regulation. He has handled many large-scale land use due diligence projects for complex real estate transactions collectively worth billions of dollars.
RonaldL.Weaver has extensive experience in advising landowners, development companies, and occasionally local governments. He has conducted land use, environmental, zoning, DRIs, comprehensive plan, and concurrency due diligence for the acquisition and development of over $6 billion worth of Florida property.
JaneWest is the founder of her firm, a boutique litigation law firm focused on precedent-setting, public interest, land use and environmental cases throughout Florida. She has significant litigation experience at state and federal levels and also serves as the Policy & Planning Director for 1000 Friends of Florida.
